Executive Summary

Australia Pacific Airports Melbourne (APAM) manages carparking, retail, aviation and
property tenants/ assets across 2,740 hectares of land. Safety continues to be our utmost
priority as we navigate the evolving challenges presented by the COVID-19 pandemic.

Multiple stakeholders (including tenants and vendors) operate across various Melbourne
Airport sites. APAM seeks to address the risks associated with COVID-19 transmission by
developing this Melbourne Airport COVID-Safe Plan - Airport Operating Standard (AOS).

This AOS allows APAM to communicate with the airport community and sets
expectations on safety in the current COVID-19 environment. It is not intended to add
another layer, but to gather and communicate what APAM knows in terms of regulatory
requirements and its implications on Melbourne Airport’s operating requirements.

1. OVERVIEW

Australia Pacific Airports Melbourne (APAM) places the utmost priority on safety and has
collected COVID-19 Safe Plans from all of its tenants. A key part of our response to the
coronavirus has involved working collaboratively with government, industry and health
experts to ensure we operate a COVID-safe airport. One initiative is the drafting of the
APAM COVID-Safe Plan (Plan) which documents the actions taken by Melbourne Airport
to address the risks associated with COVID-19 transmission.

This Airport Operating Standard (AOS) has been produced to complement the Plan by:

•   clarifying at a high level, the expectations, actions and responsibilities of APAM and
    its Tenants and Vendors (‘airport community’) with regard to COVID-safe operations
    at Melbourne Airport; and

•   communicating these expectations in a central, transparent and standard manner.

This AOS may be amended from time to time by APAM. While APAM will endeavour to
provide sufficient notification of changes to its airport community, it is the responsibility
of each Tenant and Vendor to keep informed of any amendments to this AOS via
Melbourne Airport’s On- Air Notices and/ or communications sent directly by APAM. In
parallel, it is the responsibility of the airport community to maintain an up-to-date COVID-
Safe Plan in line with State or Federal Government directives.

This AOS is about:
•   complementing the APAM COVID-Safe Plan; and

•   supplementing the terms and conditions within all APAM leases and agreements in
    response to COVID.

The AOS is not about:
•   overriding any requirements of State or Federal Governments in relation to
    COVID-19 response or actions.

•   non-COVID related actions and responsibilities. These should continue to be guided
    by leases and agreements with APAM’s tenants and vendors, unless a change in
    industry or government requirements warrants otherwise.

2. RESPONSIBILITIES

2.1. AUSTRALIA PACIFIC AIRPORTS MELBOURNE
(APAM)
APAM (or ‘Melbourne Airport’) is responsible for producing this AOS and consulting
with stakeholders as necessary, to determine operating requirements and necessary
restrictions.

APAM has day-to-day responsibility for delivering the measures detailed in the ‘What
Melbourne Airport is doing’ (Section 4) and assisting its airport community in meeting
their COVID-Safe obligations.

2.2. AIRPORT COMMUNITY
The airport community (Tenants and Vendors) should be familiar with requirements for
COVID-Safe operations in their areas. These have been laid out by Federal and State
Governments in relation to COVID- Safe operations.

It is important that Tenants and Vendors and any stakeholders who operate an ongoing
business/ operation within Melbourne Airport’s land, share this knowledge with all levels
of their staff (including contractors and sub-contractors) to enable them to operate
effectively and safely at Melbourne Airport.

3. WHAT WE KNOW ABOUT COVID-19

3.1. COVID-19 OVERVIEW
Since COVID-19 first emerged in December 2019, the impacts to air travel and businesses
around the world has been devastating. By the end of April 2020, almost every country in
the world had some form of COVID-19 travel restrictions in place.

COVID-19 is a respiratory disease which is typically spread via droplets when an infected
person coughs or sneezes. Touching an infected person (i.e. handshaking or hugging)
is a high-risk activity for contracting the disease. Coronavirus can also be transmitted by
touching a surface or object that has virus particles on it followed by touching the mouth,
nose or eyes.

Globally, approximately two thirds (64 per cent) of aircraft fleet remain on the ground as
at the end of May 2020 while passenger traffic volumes are down between 70 per cent
and 97 per cent. Current estimates are that international aviation operations may not fully
return to pre-COVID levels until 2023.

3.2. VICTORIAN RESTRICTIONS
The Victorian Government has announced different restrictions for different parts of
Victoria. As of 18:00 2 August 2020, Metropolitan Melbourne and Mitchell Shire entered
Stage 4 ‘Stay at Home’ restrictions. To find out more about the restrictions of the Stage 4

From 11:59pm on Sunday 2 August, masks or face coverings became mandatory for
everyone in Victoria unless an exemption was approved.

The Australian Federal Government has also implemented a level four travel advice for
Australia which is DO NOT TRAVEL. Currently, Australia’s borders are CLOSED and only
Australian citizens, permanent residents and immediate family are permitted to travel to
Australia. Travellers of other nationalities are permitted to fly out of Australia. For up-to-

3.3. CREATING CONFIDENCE FOR TRAVELLERS
AT MELBOURNE AIRPORT
COVID-19 has had a devastating impact on all parts of the state’s economy including
Victoria’s aviation sector, which was among the first to be impacted. Airports, airlines and
the companies that provide aviation support services have all suffered catastrophic losses
of business and revenue with many jobs directly affected. Passenger numbers have fallen
approximately 97.6 per cent as at July 2020.

As Melbourne Airport prepares for aircraft operating domestically and internationally
again, we must consider the impact COVID-19 has on each traveller. Our focus has always
been on safe and secure operations, but Melbourne Airport is focused on instilling
customer confidence in our facilities being safe, secure and hygienic.

In Australia, helping our customers be ‘COVID-Safe’ in all aspects of their lives, including
while travelling through Melbourne Airport, is paramount. There has been, and will likely
continue to be, a level of anxiety for travellers moving through the airport and on aircraft
if the measures seen in other public spaces are not available (or visible) throughout the
airport.

4. WHAT MELBOURNE AIRPORT IS
DOING

The information below has been referenced from Melbourne
Airport’s COVID -SAFE Management Plan.

Industry Protocol
We have an internal team dedicated to coordinating our COVID-19 measures and
have worked collaboratively with industry and health experts to ensure a robust
approach.

The Australian Health Protection Principal Committee (AHPPC) and Government
have recently endorsed the COVID-Safe flying protocols developed collectively by
Australian airports and airlines. The Protocol has been developed using an evidence-
based, layered approach to risk reduction at each stage of the passenger journey
and provides clear and consistent advice to Australians travelling domestically. It is
informed by health advice from the AHPPC and guidance from international aviation
authorities (see Exhibit 1).

Melbourne Airport has implemented all elements of the Protocols relevant to airports
endorsed to date, including physical distancing measures in terminals, health and
hygiene practices for passengers and staff. We will continue to align with AHPPC advice
as the situation evolves.

Furthermore, in preparing Melbourne Airport terminal spaces for use by the airport
community, APAM has consulted with a range of stakeholders. These include but are
not limited to:

•       Federal Department of Health;
•       VIC State Department of Health and Human Services (DHHS);
•       Australian Airports Association (AAA);
•       Airlines for Australia and New Zealand (A4ANZ); and
•       The Alfred Hospital.

Expectations from airport community (including Tenants and Vendors)

As the airport progressively increases operations, it is our expectation that the
highest health safety, hygiene, and physical distancing standards (see Exhibit 2) are
implemented across all workplaces to help prevent COVID-19 community transmission
at the airport.

Melbourne Airport has requested COVID-Safe plans from various stakeholders
working within the airport precinct. In accordance with Federal Government guidance,
these COVID-Safe plans should detail mitigation measures that are being taken by
each member of the airport community to manage the risk. This will assist Melbourne
Airport to help steer stakeholders and provide further engagement through
observations and coaching.

The National COVID Coordination Centre (NCCC) has published a planning toolkit on
its website to assist organisations to develop their COVID-Safe plan:

The airport community have been asked to submit their plans to safety@melair.com.au

These plans will assist APAM with making observations around stakeholders’
compliance to COVID-safe measures, and provide clear expectations for those
working in and around the airport. APAM will make assessments of stakeholder
compliance against the submitted plans, and not to an alternate standard.

Melbourne Airport actions
Melbourne Airport has provided a video package to a relevant group of our airport
community with the intent of:

•   promoting government advice around health and hygiene precautions;
•   providing guidance and expectations around being in terminals and around the
    airport as an airport worker; and
•   setting expectations regarding interactions with passengers.

During this time, all Melbourne Airport tenants and vendors must report positive
COVID-19 cases all other health and safety incidents to Melbourne Airport as usual.

Airport mitigations

Physical distancing and enforcement
Melbourne Airport has installed decals and signage around its terminals and landside
areas to promote the need to stay physically distant. Melbourne Airport employees,
security contractors and law enforcement agencies are actively monitoring compliance
and intervening where necessary.

Hygiene
Melbourne Airport has installed hand sanitiser stations and has provided anti-bacterial
wipes within busy areas of the terminals including food court areas and baggage
reclaim.

Contactless payments
Melbourne Airport has promoted the use of contactless payments throughout its
facilities including carparks.

Santisation and cleaning
Melbourne Airport is continuing with the cleaning and sanitisation of public areas.
Areas of focus now include common touch points (e.g. check-in stations, doors, security
screening, lifts, escalators and other shared facilities).

Communications
Melbourne Airport actively promotes its COVID -19 mitigations throughout its
terminals and landside areas, these communications are updated regularly
to align with government advice.

5. WHAT IS EXPECTED OF AIRLINES

 The remaining sections of this document have been produced to outline the
 responsibilities of our airport community with regard to ensuring travellers, airport
 workers, contractors and visitors have a COVID-safe airport experience.

 5.1. WHAT WE NEED YOU TO DO
 Each airline will have its own requirements for the management of passengers on
 their aircraft in line with ICAO, IATA and AAA/A4ANZ guidelines. This may include, for
 example, ‘fly safe’ travel kits, the use of facemasks on aircraft and/or removal of on-board
 food options. Please share your passenger requirements with your APAM contact.

 Airlines and airports have worked together on a set of protocols to minimise the risks
 of COVID-19 at each stage of a passenger’s flight journey. These industry protocols
 have been developed with regard to Australian Government advice, requirements and
 industry protocols. These are summarised in Exhibit 3.

5.2. SHARING OF COVID-19 INFORMATION
We ask that if you are producing video, leaflets or social media content/assets for
passengers regarding what to expect when travelling, the in-flight experience to
expect or changes to operations that you please share this with your APAM contact.

We also encourage you to share our content/assets on travel at Melbourne Airport
with your customer using your own channels. This will help us to ensure consistent and
clear messaging for customers.

5.3. ADDITIONAL AIRLINE REQUIREMENTS FOR
MEDICAL ASSESSMENTS
If your airline is looking to introduce health screening measures at check-in (e.g.
thermal cameras, temperature checking, saliva testing etc.), you must first consult with
APAM via the Head of Terminals & Integrated Operations Centre.

6. WHAT IS EXPECTED OF OUR AIRPORT
COMMUNITY (TENANTS AND VENDORS)

6.1. COVID – SAFE PLAN
Prior to recommencing operations, you will need to complete a COVID-Safe Plan and
relevant COVID-19 training as required by the VIC Government to meet each specific phase
of recovery.

In addition to a COVID-Safe Plan and relevant measures being in place, it is expected that a
COVID response plan be provided and evidence that all staff members have read the plan.
This is to ensure that all staff know what their obligations are and what actions need to be
taken in the event of a positive case.

6.2. SANITISER STATIONS
Sanitisation stations should be made available upon entry into your
premises or at key touch points in line with your COVID-Safe plan.
Please ensure there is sufficient sanitation product available at all times,
there are bins for discarded wipes/products and that spills are promptly
cleaned up.

6.3. PHYSICAL DISTANCING
Physical distancing markers at queues and dwell areas (such as payment
& service counters) should be in place. Melbourne Airport can assist in
the procurement and install of the ‘Leave space – Stay safe’ floor and
seating decals used in common areas around the airport at your cost.

6.4. CONTACTLESS PAYMENTS
Melbourne Airport has introduced contactless parking so customers
are encouraged to use the tap & go payment feature when parking at
Melbourne Airport. The promotion of smart payments as the preferred
method of payment is encouraged. The Government has temporarily
raised the contactless (tap & go) payment limit to $200.

You will need to liaise with you bank to change the tap & go limit on
your POS payment terminal(s). Please notify your APAM contact if you
do not have this extended limit in place so we can inform customers
accordingly.

6.5. CLEAR PACKAGING GRAB-N-GO FOOD OPTIONS
Some airlines are opting to remove the provision of food services on the aircraft. Food &
Beverage tenants (retailers) are therefore encouraged to move to clear packing and grab-n-go
options for their patrons. This will also assist in the reduction of dwell time in queues.

6.6. CLEANING
Exhibit 4 sets out the health and hygiene responsibilities for tenants (vs APAM).

6.7. RISK MANAGEMENT
The Victorian Occupational Health and Safety Act requires all employers to provide a working
environment that is safe and without risks to health for their employees and others (e.g.
customers and contractors), including the provision of adequate facilities for staff to carry out
their work.

Employers must identify risks at the workplace, and where possible eliminateor minimise those
risks. You must ensure any risks to your workers are eliminated or minimised as much as is
reasonably practicable.

                    risk of exposure and good hygiene through
                    increased signage and information. The Australian
                    Government Department of Health has a range of
                    posters and other resources aimed at educating
                    the public about COVID-19. These posters can be
                    placed in client-facing work environments.

spread of the COVID-19 virus is to limit physical proximity between workers and others.

                       •   Ensure staff or breakrooms allow for physical distancing and
                           if not, close them to workers and arrange another suitable
                           space.
