Based on the November 2, 2020 election results, the
Englewood Downtown Development Authority (EDDA) is
now established.
On April 5, 2021, City Council appointed the EDDA
Board members from the 13 impressive candidates and
on April 26, 2021, Council appointed Council member
Othoniel Sierra to serve as the Council representatice on
the Board. The EDDA Board met online for its first board
meeting on April 28, 2021.
The EDDA Board members are:

Hilarie Portell of Portell Works is serving as the interim Executive Director of the EDDA and
is coordinating the various tasks required to formally establish the Authority. She is also
coordinating a search for grants to help fund DDA operations, in addition to a working capital
loan the City may extend to the EDDA. The latest EDDA e-newsletter was sent out the last
week of April to update downtown stakeholders on the EDDA start-up progress, including
specific information of the new Board members. The EDDA website is currently being
updated.
Englewood CityCenter
• SKB continues to work closely with city staff in planning the
redevelopment of key portions of CityCenter. SKB was selected to
partner with the city in redeveloping the city-controlled property at
CityCenter. This is the property (depicted in blue), which is owned
or controlled by the city and/or the Englewood Environmental
Foundation (EEF).
• On April 19, 2021, City Council unanimously approved a First
Amendment to the Preliminary Development Agreement with SKB to
give SKB and the city until late 2021 to finalize a Master Development
Agreement.
Former Weingarten Property
• Staff also continues to coordinate with LNR Partners about their
plans to sell the former Weingarten property (depicted in red).
COMMUNITY DEVELOPMENT | 303.762.2342 | COMMDEV@ENGLEWOODCO.GOVLNR represents the bondholders that foreclosed on this property in 2018. Following City Council direction, city and LNR
representatives have been negotiating a “Framework Agreement” which would define the steps for terminating the underlying
ground lease (54 years left). Ownership would then be conveyed to third parties selected as a result of LNR’s marketing campaign
to sell the property. SKB would also agree to purchase four key sub-parcels. The ground lease termination would encourage the
redevelopment of a larger portion of CityCenter with an updated, coordinated mix of uses and densities. The city is coordinating
a rezoning of the CityCenter area from PUD to MU-B-1 (the mixed-use zoning within the downtown area). The Framework
Agreement is currently targeted for City Council consideration in June.
• The rezoning process is progressing. Following a series of working meetings with the Planning and Zoning Commission, an
online public information meeting took place on the evening of April 27, 2021 to review the proposed rezoning. The Planning
and Zoning Commission will conduct a final study session and June public hearing. The City Council will consider the ordinance
change and conduct a public hearing this summer. The CityCenter Redevelopment webpage was recently updated to include
current details about the overall redevelopment effort, including the rezoning tasks (www.engaged.englewoodco.gov/citycenter-
redevelopment)
RECOGNITION
April 30, 2021 marked the end of Community Development Director Brad Power’s role
as COVID-19 Recovery Manager. In March 2020, Arapahoe County asked the City of
Englewood to identify a Recovery Manager to oversee the city’s COVID-19 response
and be a clearing-house for relevant information about the pandemic. Shawn Lewis,
City Manager, appointed Brad to this role, and Brad ensured that the city was on top
of the rapidly changing response to this world-wide pandemic.
Brad also worked with departments across the city and local businesses to ensure
that CARES dollars were utilized to create the greatest impact possible throughout
the community. The business assistance program that resulted has provided
approximately 450 grants to Englewood businesses. He updated City Council through
weekly COVID-19 reports and detailed reports issued as part of the City Manager's
report each Friday.
Additionally over the last 13 months, Brad was a constant voice on the city's
leadership team and in city-wide discussions related to COVID-19. He ensured his
colleagues were well informed of State and Tri-County Health Orders and hospital
and case statitistics related to the pandemic.
