                                  Information and Rules

4.     General Information:

       A map to the fields is attached.

        This tournament is for league “All-Star” tournament teams only. No tournament travel teams will
be allowed. If it is determined that your registered team is a travel team, your team will be removed from
the tournament and you will forfeit your registration fees. ALL teams WILL BE responsible for providing
their own injury insurance. Eagle Creek Little League will provide umpires and baseballs. The home
team book will be the official book. Individual trophies will be awarded to each participant on the first
and second place team. All players will receive a participation medal.

       We have a concession stand for the purchase of food and drinks during the tournament. Please
help support the tournament through your use of the concession stand. Absolutely NO alcoholic
beverages are permitted at the Eagle Creek Little League facilities.

5.     Tournament Fees:

       $300.00 per team

6.     Tournament Draw:

       The draw will be held on Monday 6 July at our concession stand at 7:30 pm

       Please let the tournament director know if your team will not have representation at the
tournament draw.

7.       For the first game of the day on each field, the visiting team will have the field for ten (10)
minutes starting at twenty five (25) minutes before the scheduled start time. The home team will have
the field for ten (10) minutes also at fifteen (15) minutes before the scheduled start time. The National
Anthem and Little League pledge will be played at five (5) minutes before the scheduled start time.

       For example for the Friday, July 10th, games:

               6:05    visiting team has the field
               6:15    home team has the field
               6:25    National Anthem and Little League pledge

         For all other games, the umpire will determine whether the visiting and home team will have the
field for five (5) or ten (10) minutes to keep games close to their scheduled start time.
TOURNAMENT RULES
                                              9 and Under
1.      Age requirements:

        9 year olds - Players must not have reached their 10th birthday before May 1, 2009. Players must be 9
years old or younger as of April 30, 2009.

2.        Rosters are due at the tournament check-in table at least one hour prior to the team’s first tournament
game. The rosters may not be changed after it has been checked-in. Copies of birth certificates or little league
affidavits must be presented with the team roster at the tournament table at least one hour prior to the team’s
first game. Birth announcements or baptismal certificates will not be acceptable. Failure to provide a copy of a
valid birth certificate will disqualify the individual until the copy of the birth certificate is produced. Copies of the
birth certificates will be returned after participation of that team in the tournament.
          The modification or falsification of the copy of the birth certificate will immediately disqualify that team
from the tournament and that league from all subsequent Eagle Creek Invitational tournaments.
          Alternates are not allowed. Either the individual is on the participating team or he is not. The roster
cannot be modified after it has been presented at the tournament.
          If a manager wishes to question the eligibility of a participant, a $75 protest fee must be presented. The
protest fee will be returned if the questioned participant is shown to be ineligible.

3.       Team must consist of no more than 14 players, one (1) manager, two (2) coaches, and a scorekeeper
in the dugout. Only the manager, coaches and team members are permitted to coach the bases. If a team
member coaches the bases, he must wear a batters helmet. Two adult base coaches are permitted.

4.      All players are to remain in the dugout except for the batter, i.e. no on-deck batter.

5.       Home team designation will be determined by the flip of a coin before each game. Coin flip will take
place for each diamond 1/2 hour before the scheduled start of the game. The team traveling the farthest will
have the option of calling the toss. Any managers not available for the coin toss will be represented by a
tournament official. The home team will occupy the third base dugout. To ensure games start on time, teams
should be at the diamonds 30 minutes before scheduled games; a 15 minutes grace period after the scheduled
start time is in effect. No new inning will start after 1 hour and 45 minutes from the start of the game except for
tie games and the championship game.

6.       All players, except in the case of injury, disciplinary action by the umpire, or the 10 run rule, must play a
minimum of 2 innings (6 outs) in the field per game. This rule will be STRICTLY enforced with penalty being
forfeiture. A team must bat its entire roster but can only play nine (9) in the field. If team “A” has a 12-man
roster and team “B” has an 11-man roster, then team “A” has the option to bat eleven (11) and substitute one
position or bat the entire roster. The umpire and the opposing manager must be made aware of all
substitutions. The home team is the official scorebook. Please record all player moves through the home team.
Those players who do not start in the field must be reported in to the official scorekeeper and the opposing
manager.

7.       Pitchers can pitch no more than six (6) innings in any two (2) consecutive games during the course of
the tournament. One pitch in an inning counts as a complete inning pitched. Umpires will record the innings
pitched by each player on the designated pitching record provided by the tournament director. Pitchers will
pitch from the 46-foot rubber. One visit to the mound per inning will be allowed. A second visit to the mound in
one inning will require a pitching change. Balks will not be called. A starting pitcher, once removed, may
reenter as a pitcher once if he was not removed from defensive play.

8.      A game called because of the weather will pick up where play was suspended unless the requirements
of a complete game are met. There will be no completely replayed games.

9.       A complete game will consist of six (6) innings. A mandatory ten (10) run rule will be in effect after 4
innings. In the event of rain or lightning, 4 innings (3 1/2 innings if the home team is ahead) will be considered a
complete game if a short rain delay is not possible. The Tournament Director and/or Tournament Committee
will reschedule rainouts with new dates and times.
10.     A slide or avoidance of contact is required on all close plays. This is a judgement call by the umpire.
For safety reasons, no headfirst slides forward into a base are permitted. A headfirst slide returning to a base is
permitted.

11.      Runners must remain on base until the pitched ball crosses the plate. One warning per game will be
given; this warning will cover both teams. Runners leaving early will be called out on second and subsequent
offenses in a game.

12.    If a batter throws the bat, he will be warned on the first offense and will be called out on the second and
subsequent offenses in a game.

13.       Play is considered stopped and the umpire may call time when the lead base runner is stopped and the
ball is in the possession of the pitcher standing on the pitching rubber. If a play on the runner is attempted, time
will not be called and play will continue until the lead base runner is stopped as stated above.

14.     All play shall stop upon a player being hurt in any way. Runners will NOT advance.

15.    Bunting is allowed. Showing a bunt and swinging away (slug bunt) is not allowed due to safety issues.
Showing a bunt and not swinging (fake bunt) is allowed. Penalty for a slug bunt is an out on the batter.

16.     No metal-cleated shoes will be allowed.

17.      The use of an illegal bat will be an automatic out when it is detected. If the ball is hit, all runners will
return to their original bases. The illegal bat will be removed from the field of play.

18.     No coach may touch or assist a player between bases during a play. This is an automatic out.

19.     Judgment calls by an umpire may not be protested or argued. Should a rule protest occur, it will be
handled at the time of dispute by the Umpire. This decision will be final. If a team or manager wishes to lodge a
protest on rules, a protest must be registered with the umpire before the game ends. A protest fee of $75 must
be immediately surrendered. The protest fee will be returned if the protest is upheld. After a game is completed,
no protests will be allowed.

20.     Coaches are permitted to warm up the pitcher at the start of an inning only. The coach can also warm
up an outfielder at the start of inning. If a team wishes to warm up a relief pitcher during an inning, a player
catcher wearing a mask or a Coach may be used with an additional player with helmet and glove used as a
protector.

21.     Only one manager or coach per team is allowed to discuss a call with an umpire; the second person
subjects himself to possible immediate ejection.

22.     No smoking is permitted on the diamond or in the dugouts.

23.      The team manager is responsible for the conduct of his coach(es), players and fans. No foul language
will be tolerated by the players, coaches or fans. If there are problems with a team, their LEAGUE WILL not be
invited back. Failure of the team manager to control his team’s fan(s), coach(es) or player(s) can result in
forfeiture.

24.     In the event a dispute regarding the rules arises, both coaches will retreat to their dugout and remain
there until summoned by the umpire(s).

25.      In the event of a three way tie in first round pool play, the tie breaker will be determined by a runs given
up ratio. The ratio = total opponent runs ÷ number of innings. The lowest ratio will be determined the pool
winner. In case of an additional tie, head to head play will be considered.

26.     PLEASE REMEMBER THIS TOURNAMENT IS FOR THE KIDS

From Southside via I65:    Take I65 north through downtown Indy to northwest side. Exit I65 north at
                           Lafayette Rd. Turn right (north) onto Lafayette Rd. Turn right (east) at first
                           stoplight, 52nd Street. Turn left (north) at the first street, Moeller Road. Turn
                           right (east) at 3-way stop, 59th Street. Ballpark is about .25 mile on left.

From Westside via I465:    Take I465 north. Exit I465 north at 56th Street. Turn right (east) onto 56th
                           Street. Turn left (north) at third stoplight, Moeller Road. Turn right (east) at 3-
                           way stop, 59th Street. Ballpark is about .25 mile on left.
