Manager’s Message
I am honoured to write this letter, my first as Manager of Recreation.
It is a tremendous privilege to work for my hometown and I look
forward to the opportunities ahead as we work together to address
the recreational needs of our community and showcase the role that
recreation plays in making Arnprior a great place to live.
Glenn Arthur has left a tremendous legacy that will serve as a
standard for myself and our recreation team to aspire to on a daily
basis. I am grateful to Glenn for his guidance and support.
We are coming off a wildly successful summer. Priorpalooza,
Canada Day and Concerts in the Park were graced with fantastic
entertainment, great crowds and tremendous weather and the
Arnprior Dragon Boat Festival had its most successful year – another
marquee event that puts Arnprior on the map.
The Community Hall remains a busy hub offering programming for
our youth such as the FunFit4Kids Program and paint classes and
programming for seniors including dances classes and pickleball.
We’re also excited for the opening of Arnprior Regional Health’s new Seniors Active Living Centre (SALC)
this Fall. The SALC will serve as another resource in our community offering activities, programming and
social engagement supported by the Town of Arnprior and Township on McNab/Braeside.
Our recreation team aims to provide programs that are accessible and affordable to all our residents, but
your feedback, suggestions and ideas are important. Watch for the recreation program survey as we look
to you to help us shape, grow and develop our program offerings for all residents.. Feel free, at any time,
to share your experience about our programs or any ideas you have – give me a call, send me and email or
drop by the office at the Nick Smith Centre, the door is always open.
We’ve recently partnered with Canadian company PerfectMind to deliver our new recreation management
program that will offer many advancements in how we offer our services to the public including online
registration for programming. Watch for this service to launch Spring 2019.
The events calendar continues to feature staple events (check out all the events on Page 36), but new
in 2019 will be The Arnprior Seniors Information and Active Living Fair. Please circle March 30 on your
calendar and join us for this fair.
I would like to welcome the new owners of the Arnprior Packers – the Couvrette Family. They have an
exciting season planned that kicks off with the CCHL Showcase September 14-16, 2018 here at the Nick
Smith Centre.
To all our minor sports teams that are set to embark on new seasons we wish you the best of luck and safe
travels throughout the year.

2Mayor’s Message
Another summer, filled with events and activities has passed and
another Term of Council will be coming to an end this December. I
am grateful to have had the privilege to serve the Town of Arnprior
as Mayor for the past 8 years and I am extremely proud of the
accomplishments that Council and Staff have collaborated on over the
past two terms of Council. The Town has strong strategic and financial
plans in place, led by a dedicated Staff to help guide the Town well into
the future, as Arnprior continues to grow and prosper.
I encourage everyone that is eligible to vote to take part in this year’s
Municipal Election. Voting online is convenient and there is assistance
available for those who require it. For more information on the 2018
Municipal Election and how to ensure you are on the Voters List please
refer to page 48. I would also like to extend my gratitude and best
wishes to all the candidates running for the next Term of Council. Your
willingness to step forward, to continue to help make Arnprior a wonderful place to live and work needs to
be recognized and congratulated.
Although summer is almost over, the very successful Arnprior Market is still in full swing for the month of
September. Over 30 vendors will be on hand on John Street North every Sunday from 9 am - 2 pm. Also,
be sure to mark your calendar as you will not want to miss Arnprior’s first Taste of the Valley Event which
marks the end of the 2018 Arnprior Market and will take place on September 30th. Please refer to page 22
for more info.
As part of our enhanced Client Service mandate, Town Staff are always looking for ways to improve
communication for our Businesses, Residents and Visitors. The Town is quite excited to announce the
launch of the new Town of Arnprior App that will allow subscribers to have easy access to pertinent Town
information on their smart-phones and tablets. Look for the Arnprior App in the Google Play and Apple
Store for download this month. The Arnprior App will offer access to a number of Town services and
information such as recreation programming, garbage and recycling schedules, special events, locations
of facilities and much more. Please do ensure that you have your notifications turned on so that you can
receive real-time updates on pertinent information, including notices of service disruption or schedule
changes. See page 43 for more information.
The Town of Arnprior continues to have so much to offer. Please take the time to read the Fall/Winter
publication of Arnprior Life to discover the many programs, events and services for all to enjoy, in this our
beautiful Town of Arnprior.

The Council of the Town of Arnprior consists of seven (7) elected members who serve out a four-
year term of office. The composition of Council includes a Mayor, a County Councillor (formerly
Reeve), who also serves as a member of County Council, and five (5) Councillors who are elected
at large.
Eligible electors can vote in the 2018 Municipal Election between Friday, October 12th, 2018 at
10:00 AM through Monday, October 22nd, 2018 at 8:00 PM electronically by telephone or internet.
The 2018-2022 Council will serve from December 1st, 2018 to November 14th, 2022.
More information on the 2018 Municipal Election can be found on pages 48/49.

The Nick Smith Centre is Arnprior’s hub for recreation. With
two ice surfaces, a pool, fitness centre and a large com-
munity hall the facility offers something for everyone. Sign

swimming. There are also many events held here and we
welcome the opportunity to host your next party or event.

Fitness Centre
The Town of Arnprior invites new members to join our Fitness Centre. The Centre features a 13-station
universal weight gym, Precor treadmill, Life Cycle, Tectix ClimbMax machine, dumbbells and more!
New Members not familiar with the equipment must attend an orientation session prior to using the
facility, at a cost of $37.85. Potential members with past weight training experience must submit a request
for orientation program exemption. Orientation sessions take place as required. To register for a session,
please call 613-623-7301 and leave your name and phone number. Our trainer will contact you to arrange
a convenient time for the orientation.

Nick Smith Centre Lending Hub
The County of Renfrew, in partnership with the Renfrew County District Health Unit, received provincial
funding to develop Equipment Lending Hubs across the County of Renfrew.
The Town of Arnprior is excited to offer the Nick Smith Centre Lending Hub to the community. Featuring
a wide inventory of seasonal sports equipment the Lending Hub encourages everyone to get outside
and get active with FREE access to this equipment. Equipment can be borrowed for up to three days at a
time and can be signed out and dropped off at the Nick Smith Centre.

7Launched in September 2004, KidSport Renfrew
County is a charitable program helping children in
our community play sports. Sports are one of the
few activities where children have the potential to
experience positive physical, mental, emotional and
social development all in the same environment.
KidSport focuses on providing all children with the
opportunity to play.
KidSport Renfrew County would love to hear from groups, organizations, coaches,
teachers or parents who know someone who is experiencing barriers to participating in sport and
recreation. If you are aware of children who are in need of some form of financial support, please pass
along the information. Together we can make a difference in the lives of children and youth in our
community.
Applications can be picked up at the Nick Smith Centre or by calling 613-623-7301. Renfrew County
children between the ages of 3 and 18 years old can apply for up to $250 per season. The Adjudication
Committee meets throughout the year to disburse funds for each season’s activities.
Grant Eligibility:
• Preference is given to athletes being introduced to sport for the first time.
• Grants are for youth 18 years and under.
• Grants are available to residents of Renfrew County.
• Eligible activities must be an introductory-level sport that has a series of ongoing lessons, taught by a
qualified coach.
• Elite Camps, private lessons, travel to playoffs/tournaments, championships, and equipment upgrades
are not eligible.
• Endorsement letters by coaches, registrars and/or directors of clubs/leagues are not acceptable.
• Funding for sporting activities in which the child/youth is already enrolled.
Grant Characteristics:
• Grants range from $50 to $250 are paid directly to the sports organization or retailer.
• Grants are designed to help overcome social and economic barriers that have prevented or limited
participation in organized sport.
• Grant eligibility is one (1) per child/per season. We reserve the right to limit the total number of grants
per family.
• Applicants for a registration fee grant must submit a copy of the sport club registration form that
identifies the specific registration fee for the athlete.
• Equipment purchase requests are limited in value, must be a reasonable cost, and grant requests must
be accompanied by a detailed summary of the items and all costs, prepared and endorsed by the
retailer.
• Grants are not meant to replace existing recreation and/or social service funding for sport participation.
Grant Processing:
• Grants are processed by the adjudication committee throughout the year.
• Incomplete and/or ineligible applications will be returned.
• KidSport Renfrew County and its members will protect the confidentiality of all applicants and
endorsements to the best of their abilities.
• Guidelines are subject to change by the KidSport Renfrew County Board of Directors.

To rent a facility, please contact the Nick Smith Centre at 613-623-7301. All rental rates are subject to HST.
As of January 1, 2017, it is mandatory for all rental user groups and individuals to carry liability insurance
when renting a Town of Arnprior facility. For users of Town facilities who do not carry their own acceptable
insurance when renting a Town facility, the Facility User Liability Insurance Program is available at time of
booking. Please see page 11 for more details.

What is the Facility User Liability Insurance Program?
The Town of Arnprior receives a Master Policy issued through Frank Cowan Company covering
Facility Users. The Facility User Liability Insurance Program allows individuals and/or groups renting
a Town of Arnprior facility to extend liability insurance protection. The intention of the insurance
coverage is to protect facility users from financial exposure resulting from claims that may result
during their activity or event. The facility user liability insurance will be made available at the time of
booking. The limit of insurance coverage will be at $2 million per occurrence.
Facility Users
The requirement for user groups and individuals to carry liability insurance is specifically for those
users renting a Town facility. This program does not apply to use of Town facilities where a facility
rental fee is not applied.
Insurance Requirements
Groups and individuals responsible for a facility rental are required to produce and maintain,
throughout the duration of the Rental Agreement, proof of sufficient liability insurance coverage.
Depending on the type of activity, sport or event, users will be required to have liability insurance
coverage of a minimum liability coverage of $2 million. The program encompasses the rental of
facility space, sports fields, and rentable parkland.
The Liability Insurance Program provides the opportunity for individuals or groups renting our
facilities to either:
• Provide proof that they already have obtained liability insurance that meets the Liability Insurance
Program requirements; or
• Be provided with liability insurance under the Facility User Liability Insurance Program

Nick Smith Centre at 613-623-7301 or the Finance Branch at Town Hall at 613-623-4231. Specific
insurance inquiries regarding the Facility User Liability Insurance Program will be forwarded to the
Insurer by Town staff as the Town is not licensed to provide insurance advice.

Early Bird Swim - for swimmers who wish to swim laps and have a morning workout. Lane
markers in pool indicate “slow”, “medium” and “fast” lanes.

Leisure swims - open to anyone 16 or older either alone or with children 5 years old or
younger. These swims have no restrictions on how participants must swim.

Salamander 3-5 years, successful Swimmers work on improving their front and back float and jump-

skills in Sea Otter and back glide and swimmers will be able to swim 2 metres upon
completion.
Sunfish 3-5 years, successful Swimmers work on kicking and can perform glides (front and back),

skills in Salamander swim 5 metres continuously.
Crocodile 3-5 years, successful Swimmers further develop the front and back glide with kick, front

Swim Plus (Fall Session Only)
Swim Plus is an innovative program that introduces competitive swimming strokes, starts and turns with a
huge emphasis on FUN!! If you’d like a change from the routine of regular swimming lessons and if you’re
up for improving your skills and endurance, then Swim Plus is for you! Before starting the Swim Plus
program, participants should have completed Red Cross Level 4. The program leader is Jane Dowd,
pre-comp Coach for the Bluefish Swim Club. Cost: $150 for ten weeks

Bronze Star - 12 and under. Bronze Star is an excellent preparation for success in Bronze Medallion.
Participants develop problem-solving and decision-making skills individually and in partners. Candidates
learn CPR and develop the lifesaving skills needed to be their own lifeguard. Includes a timed 400 m swim.
Bronze Medallion with Emergency First Aid - 13 years old or 12 years old with
completed Bronze Star. Bronze Medallion teaches an understanding of the lifesaving principles embodied
in the 4 components of water-rescue education - judgement, knowledge, skill and fitness. Rescuers learn
tows and carries, and defense methods releases in preparation for challenging rescues of increased risk
involving conscious and unconscious victims of various types. Lifesavers develop stroke efficiency and
endurance in a 500 m timed swim. Emergency First Aid provides a general knowledge of first aid principles
and the emergency treatment of injuries. Skills include: victim assessment, CPR, choking and what to do for
external bleeding, heart attack, stroke wounds and burns. Includes CPR-B certification.
Bronze Cross - designed for lifesavers who want the challenge of more advanced training including
an introduction to safe supervision in aquatic facilities. Bronze Cross is a prerequisite for all advance training
programs including National Lifeguard and INstructors certification. Includes a timed 600 m Swim.
Prerequisites: Bronze Medallion with Emergency First Aid.
National Lifeguard Award (NLS) - National Lifeguard is Canada’s only nationally recognized
lifeguard certification program. National Lifeguard is a legal certification for lifeguarding throughout the
country. It is the only lifeguard certificate recognized by the province of Ontario for life guarding public
swimming pools.
Prerequisites for NLS: Minimum 16 years of age. Completed Bronze Cross Certification, Standard First
Aid Certification from one of the following: Lifesaving Society, St. John Ambulance, Canadian Red Cross,
Canadian Ski Patrol.
Instructor Certification
Red Cross Water Safety Instructor - Water Safety Instructor (WSI) Course prepared canadidates to instruct
the Red Cross Swim Programs. Candidates focus on strategies to introduce and develop fitness activities,
skills and water safety, and swimming skills in the Red Cross Swim Preschool, Red Cross Swim Kids, Red
Cross Swim @ School, Red Cross Swim @ Camp, Red Cross Swim fro Adults & Teens, and Red Cross Swim

“L.I.V.E.”: Lifeguard/Instructor Volunteer Experience
Pool Deck Assistants: This volunteer-based opportunity for youth is designed to develop skills and
interest in aquatic instruction, aquatic safety supervision and to gain first aid knowledge specific to
an aquatic setting. Participants will be paired with our qualified staff and pool supervisors to provide
assistance with instructional program delivery, lifeguarding and general pool operations. The goal of this
program is to engage youth and encourage them to pursue advanced aquatic training which could open
doors to potential future employment in the aquatic field. This program will encourage participants to
develop leadership skills, and provide opportunities to be involved in aquatic instruction and exposure to
the responsibilities and roles of a lifeguard.
Participant Prerequisites: Candidates must have completed Level 10 in the Red Cross Learn to Swim
program and must be 12 years of age or older. Bronze Star, Bronze Medallion and Bronze Cross would be
considered assets but are not necessary. A vulnerable sector/police check is required.
Details: There is no charge to participate in this program but registration is required. Each participant in
our L.I.V.E. Pool Deck Assistant program can choose from a number of time frames, both evenings and
weekends, to assist our instructors and lifeguards. Participants will be contacted at the beginning of the
instructional session to co-ordinate their individual schedules.

The Water Safety Instructor (WSI) Course prepares candidates to instruct the Red Cross Swim

Teaching Experience, but must be completed before attending the WSI—Classroom and Pool.
Prerequisites: 15 years or older, ability to perform Red Cross Swim Kids 10 strokes and skills, and
hold one of the following certifications (not required to be current): Red Cross Assistant Lifeguard,
Emergency First Aid or equivalent (Bronze Cross certification is the required prerequisite in Quebec).
Completion Criteria
• Attend, participate in, and complete 100% of all four course components.
• WSI—Teaching Experience: complete a minimum of 4 hours** in each of a Red Cross Swim
Preschool and a Red Cross Swim Kids class within 6 months of finishing the WSI—Online.
** Red Cross recommends completing an entire session
Evaluation: All course components are evaluated against specific evaluation criteria on a pass/fail
basis.
Certification
Upon successful completion, candidates are certified for 1 year as a WSI, which allows them to teach
Red Cross Swim programs without direct supervision.
Complete 3 Water Safety Instructor—Online Professional Development Modules within 1 year of WSI
expiry date for a 1-year certification extension at no additional fee. WSIs who do not complete these
modules, must attend a WSI Recertification Course.
Recertification: Attend a recertification course every 2 years (2 hours classroom, 3 hours pool).

Arnprior Bluefish Swim Club (ABSC) is a non-profit, volunteer run organization with the goal of fostering
youth fitness, sportsmanship, and friendship for our members.
The organization delivers a number of youth swim programs for all ages and abilities including:

Greyfish Masters Swimming Program
The Greyfish Masters is a volunteer run swim club, focused on improving stroke efficiency, speed and
overall fitness in a friendly environment. Our members range in age from in their 20s all the way up to into
their 70s. The range of abilities is just as large, from just starting to swim laps up to athletes competing in
National (and even International) masters meets or Ironman triathlons.
NCCP certified Head Coach, Shawn Moffatt, delivers workouts geared towards improving stroke technique
and efficiency, including starts and turns of all 4 competitive strokes (freestyle, backstroke, breaststroke
and butterfly). Improving these skills is essential for those wishing to swim competitively but can also be
beneficial for those training for triathlons or just wanting to improve their fitness. The workouts can easily
be customized to suit individual goals. Many club members choose to compete in swim meets or triathlons
throughout the year to display their skills. However, competing is completely optional and should not
discourage new members from joining. For those wishing to compete in Sanctioned Masters Swim meets,
there is a requirement to join Master Swimming Canada ($35/year).
The club is open to anyone over the age of 18 who is interested in swimming laps and improving their
strokes, turns and starts. Please note that this is not a learn to swim program and it is advised that
swimmers can comfortably swim at least 2 laps of the pool without stopping.
There is also plenty of scope for the more social swimmer, with social events throughout the year and
breakfast after the Saturday morning swims. The yearly membership fee is for 11 months (pool closed for
maintenance in September).

Aqua-Jogging
You may not be able to walk on water, but you can run in the pool. Aqua jogging has long been recognized
as a rehabilitation exercise for injured athletes, but it’s also a wonderful workout in its own right. Anyone
looking to increase cardiovascular capacity without wear and tear on joints should jump on in. This class
is fully appropriate for those with mobility challenges and for many who may also participate in our eXcel

eXceL Waterfit
“ A great opportunity to improve your health in a fun, supportive and healthy environment”
This program is designed for people who are experiencing limited mobility due to arthritis, fibromyalgia,
obesity, joint replacement, flexibility impairment and many other physical limitations. This program may
also benefit those who have post surgical rehabilitation, stroke and other medical conditions.
The eXceL waterfit program is designed to utilize the natural support and resistance of the water to
improve your overall fitness level. Some benefits, which have been evident in the current program,
are improvements in core stability, co-ordination, muscular strength, balance, mobility and an overall
increase in the feeling of well being.

Aquafit
Aquafit provides an excellent workout, increasing both aerobic and muscular fitness without the risk
of high impact moves. Our classes are also ideally suited to those who are less mobile due to arthritis
and similar conditions. Safe and effective exercise routines are choreographed to upbeat music, then
presented in an easy-to-follow format. Aquafit is an amazing exercise program suited to almost
everyone.
Cost: Full session for $160.22 + hst (In Town) ; $240.34 + hst (Out Of Town), (3 classes per week, 29 total)

We welcome you to join us in the Nick Smith Community Centre Hall for FREE indoor
walking in our climate controlled hall. The hall is open Friday afternoons from

Adult/Senior Pickleball
Pickleball is a racquet sport that combines elements of badminton, tennis and table tennis. Originally
designed as a backyard game for children, Pickleball has gained popularity with adults and seniors over
the past several years. The game of Pickleball is fun, moderately active and easy to learn so why not give
it a try? Comfortable aerobic/running shoes and non-restrictive clothing are recommended.
Fall/Winter Session: Tuesday & Thursday 2:30 to 4:00 pm and Wednesday 1:00 - 3:00 pm

Line Dancing
Fall and Winter provide the perfect timing to add a hint of dance to your exercise routine! Get ready
to “step-it-up” and “kick” up your heels with linedancing! This program is designed for all participants—
from beginners, to the more experienced dancers. Therefore, this activity will accommodate two sets
of combined levels—a Beginner/Novice level, and an Intermediate level with a focus on presentation &
styling. In addition to the traditional Country and Western music, all levels will have a chance to perform
modern dances choreographed to other genres of music, such as Celtic, Cha-Cha, Fox-Trot, Jazz, Mambo,
Night-Club, Swing, Tango, Waltz and others. Participants will also have the opportunity to visit and dance
with other linedance groups in Ottawa and the Valley, and to participate in benefit performances at various
sites, and on special occasions.

Functional Fitness
Krista and her high energy, functional fitness class is back and is better than ever. Regular participants,
along with any new active, adults and seniors are invited to join in the fun. This energizing class for men
and women is low impact and multi-level with a focus on maintaining muscle, balance and flexibility. It’s
functional exercise for everyday living. We offer a safe, inclusive environment and a high energy, qualified
and experienced instructor. Participants are encouraged to wear comfortable clothing which allows
freedom of movement and running shoes as well as a refillable water bottle.
