Tenant Bill of Rights

The Department commits to providing the full benefit of the following 15
rights by May 1, 2020.

1. The right to reside in a housing unit and a community that meets applicable health and
environmental standards.

2. The right to reside in a housing unit that has working fixtures, appliances, and utilities and to reside
in a community with well-maintained common areas and amenity spaces.

3. The right to a written lease with clearly defined rental terms to establish tenancy in a
housing unit, including any addendums and other regulations imposed by the Landlord
regarding occupancy of the housing unit and use of common areas.

4. The right to a plain-language briefing, before signing a lease and 30 days after move-in, by the
installation housing office on all rights and responsibilities associated with tenancy of the housing
unit, including information regarding the existence of any additional fees authorized by the lease, any
utilities payments, the procedures for submitting and tracking work orders, the identity of the military
tenant advocate, and the dispute resolution process.

5. The right to have sufficient time and opportunity to prepare and be present for move-in and move-
out inspections, including an opportunity to obtain and complete necessary
paperwork.

6. The right to report inadequate housing standards or deficits in habitability of the housing unit to the
Landlord, the chain of command, and housing management office without fear of reprisal or
retaliation, including reprisal or retaliation in the following forms: (A) unlawful recovery of, or attempt
to recover, possession of the housing unit; (B) unlawfully increasing the rent, decreasing services, or
increasing the obligations of a Tenant; (C) interference with a Tenant's right to privacy; (D)
harassment of a Tenant; (E) refusal to honor the terms of the lease; or (F) interference with the career
of a Tenant.

7. The right of access to a Military Tenant Advocate or a military legal assistance attorney, through the
housing management office of the installation of the Department at which the housing unit is located
to assist in the preparation of requests to initiate dispute resolution.

8. The right to receive property management services provided by a Landlord that meet or exceed
industry standards and that are performed by professionally and appropriately trained, responsive
and courteous customer service and maintenance staff.

9. The right to have multiple, convenient methods to communicate directly with the Landlord
maintenance staff, and to receive consistently honest, accurate, straightforward, and responsive
communications.

10. The right to have access to an electronic work order system through which a Tenant may request
maintenance or repairs of a housing unit and track the progress of the work.

11. With respect to maintenance and repairs to a housing unit, the right to the following: (A) prompt
and professional maintenance and repair; (B) to be informed of the required time frame for
maintenance or repairs when a maintenance request is submitted; and
(C) in the case of maintenance or repairs necessary to ensure habitability of a housing unit, to prompt
relocation into suitable lodging or other housing at no cost to the Tenant until the maintenance or
repairs are completed.

12. The right to receive advice from military legal assistance on procedures involving
mechanisms for resolving disputes with the property management company or property
manager to include mediation, arbitration, and filing claims against a Landlord.

13. The right to have reasonable, advance notice of any entrance by a Landlord, installation housing
staff, or chain of command into the housing unit, except in the case of an emergency or abandonment
of the housing unit.

14. The right to not pay non-refundable fees or have application of rent credits arbitrarily held.

15. The right to expect common documents, forms, and processes for housing units will be the same
for all installations of the Department, to the maximum extent applicable without violating local, State,
and Federal regulations.

COVID-19 Updates
The National Training Center

  • As of June 1, 2020-All previously placed routine service
    requests will be completed within 120 days (as long as
    residents permit)
        • Work orders will be scheduled village by village, until all have been
          completed
        • Technicians will be wearing full PPE (including foot coverings, gloves, and
          masks)
        • If resident prefers to wait until a later date, the service request will continue
          to be on hold

  • All Playgrounds and recreational areas have re-
    opened, be advised they are not being sanitized

Current Guidelines for HHG Shipments

•   Currently “STOP MOVE” is in place for Soldiers and DA Civilians. A general
    officer may be able to approve a PCS based on critical Army needs.

•   Stop MOVE does not apply to retirements or ETS requirements.

•   Ensure you check with your S-1 / Human Resource manager to ensure your
    orders are up to date and valid.

•   Guidance from the Department of the Army should provide instructions for
    the Personal Property Shipping Offices on who and when HHG shipments
    are allowed and in what priority.

•   With valid orders; Soldiers and DA Civilians can start the moving process
    however packing and shipping dates will only be scheduled when the PPSO
    has the directive to do so.
Permanent Change of Station
(PCS)
 Setting up a Household Good Move

 •   Upon receipt of orders create an application in Defense Personal Property System (DPS) on
     www.move.mil. Instructions are on the next chart but also at the web site.

 •   You can come in for counseling. It is not required but available at Bldg 105,(Bottom Floor)
     Reception Campus. Hours are 0700-1600 closed for lunch 1200-1300. If you don’t want to come to
     Ft Irwin you can find another Transportation Office by logging onto :
     www.move.mil/common/locator maps/transportation offices.cfm

 •   If the time line for your moves is Flexible. Select packing dates outside of the “peak” time period:
     Memorial Day to 4th of July. More carriers are available to meet your requirements. Alternate
     dates are required.

 •   Confirm Moving Dates with the Transportation Service Provider (TSP) by Email notification or
     telephonic – Your dates are not confirmed until shipments have been awarded to the TSP. You will
     be notified by TSP when confirmed.

 •   If you have not heard from a TSP 15 days prior to your requested pack/pickup dates: Immediately
     Contact the Household Goods Customer Contact Center (HHG CCC) at 855-444-6683 or go to the
     Personal Property Processing Office (PPPO) Bldg 105 Reception Campus (Bottom Floor)

 •   During your move: If you have any issues or concerns - Notify the Personal Property Processing
     Office (PPPO) (760)380-3823, (760)380-3824 after duty hours: (760)380-3823. Our office has
     inspectors who will come to your residents.
Permanent Change of Station (PCS)

Setting up a Household Good Move on Line:

•   Go to www.move.mil to obtain a User ID and password

•    Turn off “pop-up blockers”

•    Click on the gray box that says”DOD Service Member and Civilian Registration”

•    Complete the form to establish an account by entering the information (outline what information
    is expected—in general terms i.e. contact information,address etc) , confirm all information is
    correct (Make changes as necessary) you will then receive an email with sign-in instruction to the
    “Electronic Transportation Acquisition (ETA)”.

•    ETA will assign you a USER ID: WRITE your user ID and password as you’ll need it throughout
    the move and to submit any claims for damage.

•    For help with Defense Personnel Service (DPS) call 800-462-2176
    option 5

•   When you call for assistance be prepared to have your User Id, if you don’t have User ID, they ask
    for your name and social security number.
Permanent Change of Station (PCS)

Process Personally Procured Moves (PPM):

You may elect to Personally Procure your Move (PPM). After creating your account on
www.move.mil you will be asked if this will be a PPM answer “Yes” complete
application.

•   Upload your orders and supporting documents required. Counselors can assist with uploading
    documents.

•   Directions to post weight scales are on the back table.

Documents you’ll need:

•   Complete the Self counseling on line. Upload your orders. If, you are unable to upload your orders
    you can come to Bldg 105 (Bottom Floor) Reception Campus to have them uploaded. You will
    receive confirmation that your request for Personally Procured Move has been accepted. After,
    you complete your move if you need to file a loss/damage report and/ or claim and complete
    customer satisfaction survey.

•   Once request has been submitted you are required to go to the PPPO for completion of the
    Household Goods shipment to be submitted for processing.
Relocation Readiness Program/ Lending Closet

*Army Community Service (ACS) Relocation Readiness Program
provides information, guidance and assistance to help minimize the impact on
families during PCS and ETS moves; or soldier unaccompanied tours. The major
elements of the RRP are pre-move and post-move assistance, also providing
services and support to waiting families on and around the installation when the
sponsor is overseas or on an unaccompanied tour.

*Lending Closet-Newcomers within the first 60-days of arrival are eligible
to check-out items from the RRP Lending Closet. E.g., EZ Beds (air
mattress) cots, Cookware, Flatware and Kitchen utensils, Toasters, coffee pots,
irons, ironing boards, and more. Additional donated items to include blankets, bed
sheets,towels and personal hygiene items.Please bring a copy of your orders.
