Dear Webelos and Den Leaders,

     Welcome to Flaming Arrow Scout Reservation. We are
pleased to offer your Pack an excellent Webelos Resident Camp
program. We realize the importance of the Webelos Resident
Camp experience to the growth and development of the young
people involved in Webelos. This camp is an important stepping
stone for their advancement towards becoming a Scout.

     The Scouting Programs here at Flaming Arrow Scout
Reservation continue to offer exciting program areas, including:
Aquatics, Climbing, Shooting Sports, Scoutcraft, Fine Arts and
Sciences.

     We thank you for your interest in the Flaming Arrow’s
Webelos Resident Camp program. Please use this Leaders’
Guide to help with the planning of your resident camp experience.

As a parent you can register your Webelos and yourself as individuals and come have fun!

LEADER/SCOUT RATIOS
The minimum leadership requirements for any Cub Scout unit attending long-term camp is a
ration of two adults to a maximum of eight youth and one additional adult for each four youth (or
part thereof.) Youth Protection guidelines in regards to two-deep leadership and appropriate
gender requirements must be followed. Units serving female youth must have one registered
female adult, age 21 or older.

If registering as an individual Scout, a parent or legal guardian must accompany their Scout to
camp. Siblings of Scouts in the program may only attend if accompanied by their
parent/guardian and will pay the full amount of $160.00 per sibling.

All Participants, including all adults, must have the CURRENT year BSA medical form

Covid 19 procedures/adjustments
All Council policies and procedures will be followed and enforced for the duration of camp.
Meals may be served differently, possibly being served in campsites, in shifts, or spaced outside
the Dining Hall.
Sleeping accommodations- particularly adirondacks- will be limited to the capacity currently
approved. Every participant should be prepared with their own tent.
Remember, it’s a fluid situation and could change at any time.

The activity times consist of fun activities and are also a chance to relax. More
information and sign-up for these activities will be available at the event.

Scouts and Leaders are encouraged to take this time in their campsites to review the
day’s activities and prepare for the next day’s adventure!

 Adventures (classes) are selected online at time of registration. Each Scout will register for one adventure in each
timeframe. Leaders might want to encourage Scouts to select classes with others from their Pack. If a leader is
completing the registrations for multiple Scouts, they will have to select adventures for each Scout they are
registering.

Adventure Descriptions
Aquanaut- Webelos/AOL elective adventure based on safe swim and lifesaving.

Boating- Fun time to spend canoeing, kayaking, paddleboarding. Must pass swim test to
participate.

Into the Woods- Webelos/AOL elective adventure pin that goes in depth into forestry and wood.

Earth Rocks- Webelos/AOL elective adventure about rocks and geology

Looking Back, Looking Forward- Webelos/AOL adventure about history and the history of
Scouting.

Build It- Webelos/AOL adventure about hand tools and carpentry.

Knots and Rope- Learn about rope, knots and lashings.

Compass Skills- Learn how to use a compass and map to find your way in the woods.

Castaway- Webelos/AOL elective adventure pin about survival skills.

BB’s- Learn how to safely shoot BB guns. Lots of practice shooting included. Shooting Sports
award can be earned.

Archery- Learn how to safely shoot archery. Lots of practice time included. Shooting Sports
award can be earned.

Climb/Rappel- Scouts have the opportunity to safely learn how to climb and rappel with certified
instructors.

Sports- Webelos/AOL elective adventure where Scouts learn about and participate in different
sports.

Fishing- Opportunity for Scouts to learn about fishing. Will also have time to fish.

What to Bring to Camp
Campsites & Lodging
BYOT! (Bring your own tent.) There is shelter available in the campsites. Based on current
Covid guidelines, every camper should bring their own tent. The Adirondacks or Canvas Tents
might only be available in a limited quantity. Each campsite will have a Staff Host during check
in, to help with who can sleep where. Youth Protection standards must be followed at all times,
especially with sleeping arrangements. Youth and adults CANNOT share adirondacks or tents
unless parent/child. Some campers prefer to set up their own tents up under the canvas tents.
Campers must provide their own bedding (mattress, sleeping bag & pad, pillow, etc). Flaming
Arrow has a limited number of cots that can be provided if necessary.

Personal Gear
Each camper should take care of and safeguard their personal property. Clothing and personal
items should be marked with the Webelos Scout’s name and unit number.

Recommended items to be brought to camp include:

   ●   New BSA Medical Form, signed by a licensed medical professional (required)
   ●   B.S.A. uniform which includes official shirt, shorts, socks, and belt.
   ●   Canteen or water bottle
   ●   4-6 pairs of underwear & socks, including B.S.A. uniform socks
   ●   T-shirts & Shorts
   ●   Sneakers or boots
   ●   Belt & Hat
   ●   Footlocker, pack or duffle bag
   ●   Flashlight and extra batteries
   ●   Rain coat or poncho
   ●   Bath towels/Bathing suit
   ●   Webelos Book
   ●   Sun block
   ●   Personal hygiene gear (comb/brush, toothbrush/toothpaste, soap, and shampoo)
   ●   Paper/pen/pencil/notebook
   ●   Spending money
   ●   Sleeping gear & pad
   ●   Webelos knife (NO SHEATH KNIVES) and Whittling Chip
   ●   Camera

Check In Schedule at a Glance:
                                                June 21st

1:15 p.m. - 4:00 p.m.            Arrivals, check-in and medical form reveiw, camp tour, swim test.

                                 Arrive early enough to be ready for flag at 5:50.

6:00 p.m.                        Flag ceremony then Dinner

Check-in begins at 1:15 p.m. and runs through 4:00 p.m. on the afternoon of arrival. You should
plan your arrival accordingly. DO NOT ARRIVE BEFORE 1:15 p.m. YOU MUST CHECK-IN AS
A PACK.

A Camp Staff Guide will greet the Pack upon arrival at camp. One leader will check the pack in at the
Saunders Hall Administration building. At this station the unit roster will be checked, all fees confirmed
paid, and the campsite will be assigned. All Scouts, leaders and parents who are staying at camp will
meet with the health officer to do a medical form review. EVERY SCOUT, ADULT and SIBLING MUST
HAVE A HEALTH FORM SIGNED BY A DOCTOR AND A PARENT OR GUARDIAN.

No one will be allowed to unload at the campsite until the pack leader and the Camp Staff Guide
have inspected the campsite. After unloading, all vehicles must be parked in the parking lot.
A BSA swimming classification test is required in order to participate in any aquatics
program. Your Camp Staff Guide will lead your group to the waterfront to take this test after
unloading in your campsite, unless this has been completed prior to coming to camp. Swim test
classification forms can be found online, and must be completed by properly trained personnel.
Due to different conditions at camp, we encourage all Scouts to take a swim test at camp.
Aquatics staff has the final determination if they will accept offsite swim test records.
At check-in the pack leader will need the following:
Have medical forms signed by a doctor and parent or guardian for each person staying in camp
Have any additional forms needed- dietary, permissions to leave, etc.

Once at your campsite the Scouts and leaders should:
   ● Inspect the tents and tarps
   ● Place gear in their tents (do not unpack yet)
   ● Change into swimsuits for swim test
   ● Go with the Camp Staff Guide for the swim test and camp tour

The tour will include: Health Lodge, Dining Hall, Trading Post, Council Ring, Program Areas,
Swim Lake

After the camp tour, the pack will return to their campsite, continue to unpack and set up camp.

                                        When You Depart
Please begin packing your belongings the morning of June 24th to expedite checkout. Lunch
will be served following the completion of the final morning program session.
The following procedures should be followed for check-out to prepare your campsite for final
inspection by your Camp Staff Guide:
□ Leader and Staff Guide will inspect the tents and tarps for damage.
□ Pack all personal gear.
□ Close all tent flaps.
□ Remove any pack items from the bulletin board. Leave the camp schedule and emergency procedures.
□ Police the area for trash and set trash bags by the campsite sign.
□ Clean the bathroom and showers.
□ Two vehicles may be driven to the campsite to load the gear.
□ Any camp equipment that is damaged or stolen must be replaced or paid for before the pack checks
out and leaves camp.
□ Pick up any medications and medical forms from the Medical Officer in Saunders.

Remember – A Scout is Clean. Please try to leave your campsite in better condition than you found it.

Contact Information

  One of the questions from parents is where their son or daughter will be and how to
  reach them… and rightfully so! You are encouraged to write, but please do not call
  unless it is an emergency. Webelos leaders should monitor their Scouts’ use of cell
                                       phones.

General and Important Information
Camp Trading Post
Flaming Arrow Scout Reservation’s Trading Post is open daily. The Trading Post is stocked
with supplies for activities, and craft projects. It also has snacks and drinks. Webelos and
parents should plan on having some spending money for camp gear and snacks. The Trading
Post accepts cash, checks, and Mastercard/Visa.

Visitors/Volunteers
Due to Covid 19 mitigation procedures, visitors are not allowed at camp this year.

Vehicles
All vehicles must be parked in the camp parking lot following unloading and prior to loading. No
vehicles are allowed in camp without the express permission of the Camp Director. Approved
vehicles will be given a pass that must be visible (on the dash). No one is permitted to ride in
the back of pick-up trucks or on trailers.
Uniforms
In an effort to instill a sense of pride in their uniform, each Webelos Scout should do their best
to have a full uniform. Everyone should properly wear the complete uniform to the evening flag
and dinner nightly.

Leaving Camp
Any Webelos Scout or leader, who leaves the camp property, must checkout with the camp
office. If a Webelos is planning to leave camp (summer school, soccer game, etc.), a
"Permission to Leave Camp Form" must be on file in the camp office. Webelos will only be
released to adults listed on the form. Please advise all parents that they will have to prove their
identity when checking a Webelos out of camp and please understand that we need the unit
leader to be present at the time to verify that the Webelos is allowed to leave with this specific
person, even if they are the parent.
Meals

Meals are served cafeteria style three times daily and are well-balanced, nutritious meals that
meet all the rules of the USDA Child Nutrition program. Any dietary restrictions (for health
reasons) should be emailed to the Camp Director at least 10 days in advance at
jaysheri1976@yahoo.com. Hands must be washed or sanitized before meals.

Camp Health and Safety
Buddy System

The buddy system is simply a pairing of Webelos that go to places together. The buddy system
should be used at all times during camp. Everywhere they go they should be with their buddy,
and an adult leader whenever possible. No Webelos Scout should be seen alone in camp.

Health Lodge
The camp has an on-site Health Officer, trained in First Aid and Emergency Response. The
Health Officer provides routine medical treatment and handles minor medical problems. The
camp has also contracted with a physician in town for more in-depth medical treatment, along
with a hospital for emergency treatment.

Program Areas
All program areas, including the lake, C.O.P.E. courses, climbing tower, rappelling tower, and
rifle, shot- gun and archery ranges are off-limits when closed. Furthermore, no one is permitted
to swim in, wade, or cross any undesignated body of water on the property.

Fire Prevention
Webelos and packs are expected to follow the fireguard plan as set forth by the Boy Scouts of
America. Each pack will appoint a fire warden, who will review procedures with the pack. No
liquid fuel may be left in the campsite. No fires or flames are allowed in tents.

Wildlife
Flaming Arrow is blessed with a wide variety of animals and other wild creatures. Our animals
are important to camp and can be dangerous if cornered or threatened. Under no
circumstances, should anyone touch or disturb snakes or other animals.

Footwear
Closed-toe shoes must be worn in camp except when showering or at the waterfront.

Medication Description Form

All campers who will be taking any kind of medication while at camp (prescription or
non- prescription) need to complete a Medication Description Form. This form is part
of the Annual BSA Health and Medical Record. Please enclose all medications
(enough for the week your Webelos is at camp) in a sealed bag and send this with your
Webelos Scout pack leader to camp. Please note, all prescription medications must be
in a pharmacy-labeled container with your child’s name or their over the counter
packaging.

ALL MEDICATIONS MUST BE IN A PHARMACY LABELED CONTAINER WITH YOUR
WEBELOS’ NAME OR THEIR ORIGINAL OVER THE COUNTER PACKAGING OR WE
WILL NOT BE ABLE TO ADMINISTER THAT MEDICATION TO YOUR CHILD!

TO ATTEND RESIDENT CAMP ALL YOUTH AND ADULTS ARE REQUIRED TO
HAVE A CURRENT ANNUAL BSA HEALTH AND MEDICAL RECORD COMPLETELY
FILLED OUT AND SIGNED BY a certified and licensed physicians [MD, DO], nurse
practitioners, or physician’s assistants and a parent or guardian if under 18.

Mission Statement of the Boy Scouts of America
The mission of the Boy Scouts of America is to prepare young people to
make ethical and moral choices over their lifetimes by instilling in them the
values of the Scout Oath and Law.

Camperships
A limited number of partial camperships are available for Greater Tampa Bay Area Council Webelos with
financial need. Camperships are available for up to 50% of the camp fee, a maximum of $80.00. It is
the responsibility of the Scout and/or the unit to provide the balance of camper fees. Applications
requesting the full camper fee will not be approved. A maximum of five (5) camperships will be awarded
each week; no more than two (2) per unit. Unit leaders are encouraged to plan ahead and discuss fees,
fundraising opportunities, and/or financial need with parents well in advance of payment deadlines.
