IMPORTANT NOTE

As announced on 14 May 2021 by the Multi-Ministry Taskforce, and the Sport Sg
sector specific advisory, Singapore will move into Further Stricter Safe Management
Measures For Sport And Physical Exercise and Activity from 16 May 2021 to 13
June 2021.

Bowls Singapore (BSg) has not and cannot make any representation or warranty
that relying on this advisory and the recommended measures will ensure the health
and safety of participants in lawn bowls activities. Bowls Singapore is not liable to
users of this advisory and the recommended measures for any loss or damage
however caused resulting from the use of this advisory and the recommended
measures, nor do we accept any responsibility for the accuracy of the information or
your reliance upon it. You should consider whether you wish to obtain your own
medical and legal advice.

The responsibility lies with individual clubs to ensure that they are fully aware
and compliant with MOH’s latest advisory and SportSG specific advisory for
the Safe Management of sport activities.

  GUIDELINES FOR CLUBS AND PARTICIPANTS TO FOLLOW IN
      CONJUNCTION WITH ADVICE ISSUED BY SPORTSG

GENERAL MEASURES

   General

   •   Athletes, coaches or other approved personnel who are unwell or display flu-
       like symptoms (e.g. temperature over 38°C), on Stay Home Notice (SHN) or
       Quarantined Order will not be allowed to enter the venue.
   •   Maintain 2m distancing from others on the same rink when one is bowling.
   •   Bowlers are limited to no more than 2 (excluding coach) per rink.
   •   For low intensity outdoor activities, multiple groups of 2 remain
       allowable, up to 30 participants, or the capacity limit of the venue. Masks
       must be worn at all times
   •   For high intensity outdoor activities where masks have to be removed,
       only 2 persons are allowed, without multiple groups of 2 i.e. only 1
       group of 2 allowed.
   •   For groups sharing the same space, there must be a distance of 3m apart
       from another group at all times.
   •   All bowlers are to play/train and leave as soon as possible.
   •   No unnecessary body contact (e.g. high five and handshakes).
   •   No sharing of equipment (e.g. towels, measures, bowls).
   •   Mask should be worn at all times except when engaged in strenuous activities
   •   All bowlers/coaches/SMOs/officials are to install and Use of “TraceTogether”
       app to facilitate contact tracing.
   •   All bowlers using the toilet/storage and/or other facilities are to wear masks
       and observe safe distancing measures.
   •   Standby mask in case of need.
   •   Hand Sanitiser to be provided
   •   Disinfectant to be provided for use to disinfect bowls, mats etc. After each use
       all mats jacks must be thoroughly cleaned before use again.
   •   Club bowls that are loaned to players are to be thoroughly cleaned before and
       after use.
   •   Clubs may need to implement a booking system to facilitate rink bookings, to
       conform with guidelines. Best practice is that a register of attendees is kept.

   Competition

   •   Sport competitions and tournaments will be subject to approval before
       they can proceed. Organisers are to submit their competition SMM plan
       to SportSG (through Bowls Singapore) before the competition can
       start/resume.
   •   Bowlers may play competions in Singles.
   •   There shall be no mixing and socialising between groups
   •   No Pairs, Triples or Fours match play allowed, but participants can train as a
       group of 2 with no mixing between other groups.

   Suspension of sport / physical activities classes / programmes for 18 years
   & below (born in and after 2003) from 19 May (Updated)

   •   All indoor sport / physical activity classes / programmes regardless of class
       size that cater to individuals who are 18 years (born in 2003) and below, are
       to be suspended or moved online.
   •   Outdoor sport / physical activity for this age group shall be restricted to only
       1 coach to 1 student/trainee. If activity is strenuous, mask can be taken off
       but have to be put on immediately after the end of the activity.

   Facility

   •   Facilities can only admit a maximum number of persons according to its
       Gross Floor Area based on 16sqm per person. No facility, regardless of
       size, shall admit more than 50 persons without specific approval from Sport
       Singapore (as an example, the Kallang Lawn Bowls Green is approx.
       2000sqm, as such the maximum facility capacity is 50 persons).
   •   All facilities shall have only one entry and exit point (i.e. for Kallang Green this
       will be the main gate opposite toilets).
   •   Cleaning of facilities to be the responsibility of Management of the facility.
   •   Maximum numbers should be 2 persons per rink and there must be a 3m gap
       between the groups. For guidance rinks are approx 5 meters wide.
   •   If the gap between rinks is less than 3m, facility operators should only allow
       alternative lanes to be made available for booking.
   •   Facility operators have to put in place Safe Management Measures (non-
       exhaustive) prior to the opening of their sport and recreational activities:

          ➢   From 16 May 2021 onwards, all participants and staff are to use
              either the TraceTogether app or the TraceTogether Tokens for
              SafeEntry
          ➢   Appointment of Safe Management Officer (SMO)
          ➢   Support Contact Tracing and Implement Temperature Screening
          ➢   Reduce physical interaction and ensure safe distancing
          ➢   Crowd management
          ➢   Ensure hygiene by ensuring all visitors don masks when they enter the
              facility, placement hand sanitisers near entrances, exits and high touch
              areas
          ➢   Enhance cleaning protocols
          ➢   Ensure measures are in place to ensure venue capacity is observed

   Safe Management Officers (SMOs)

   •   Appointment of Safe Management Officers (SMO).
   •   SMO is responsible for formulating the implementation plans, conducting
       inspections and checks, maintaining records for subsequent audits by the
       authorities and to ensure compliance with the measures.
   •   Documentation of Safe Management plan.
   •   Guide their clubs and affiliates to develop their own plans and be compliant
       when they re-open.
   •   These plans are to be made available on site for inspection by the authorities.

COVIDSAFE PLAN TO BE IN PLACE

Before Play

   •   Wear masks at all times.
   •   Athletes, coaches or other approved personnel are to use SafeEntry to gain
       entry to venue (“Check-in”).
   •   Athletes, coaches or other approved personnel who are unwell or display flu-
       like symptoms (e.g. temperature over 38°C), on Stay Home Notice (SHN) or
       Quarantined Order will not be allowed to enter the venue.
   •   Temperature screening prior to entry into training venue are required to be
       implemented, including travel declaration.
   •   Athletes are encouraged to sanitise their hands before entering the green and
       to sanitise your hands prior to touching high-touch points. Also to sanitise their
       hands before entering and leaving the green.

During Play

   •   Number allowed per rink: 2 participants excluding coach for low
       intensity activites. Masks must be worn at all times.
   •   For high intensity outdoor activities where masks have to be removed,
       only 2 persons are allowed.
   •   Group activities are limited to no more than 2 participants (excluding
       coach).
   •   Safe distancing of 2m between participants.
   •   For multiple groups sharing the same space, there must be a distance of 3m
       apart from another group at all times.
   •   No mixing between the groups (i.e. can play singles within that group
       only).
   •   No pairs, triples or Fours match play allowed, but participants can train
       as a group of 2 pax with no mixing between other groups.
   •   No unnecessary body contact (e.g. high five and hand shakes).
   •   No sharing of equipment (e.g. towels, measures, bowls).
   •   Only leads will handle the mat and the jack. Each lead to be responsible for
       their mat and jack. This is to ensure that the same player on each rink places
       mats or rolls the jack.
   •   To clean and disinfectant before use and before return to store.
   •   Mask should be worn as a default. Masks can be taken off when performing
       strenuous activities or while playing, although it is still recommended as good
       practice even under such circumstances.

After play

   •   Wear masks at all times.
   •   Individuals must leave the premises immediately after the conclusion of play
       and cleaning of equipment.
   •   Athletes, coaches or other approved personnel are to use SafeEntry to exit
       the venue (“Check-out”).
