2. WELCOME
   Dear participants.

We welcome you to the First South
American Master Games Santiago 2021.
An event that we together with the Chilean
Olympic Committee and the South
American Sports       Organization,    are
honoured to host.

Our mission is to provide the best
organizational,        sporting,       and
infrastructural conditions to strengthen
the development of the Master category in
the 15 countries that belong to ODESUR.
The local organizing team is preparing to
live an unforgettable experience of a Mega Event.

This South American competition aims to promote the Master category, giving
continuity to those established in their sports, as well as to those who began late.
We expect a real celebration of sports that allows the reunion of athletes, their
friends, and families.

We know that the Master games are an example and an inspiration for future
generations, in whose systematic practices, they demonstrate the value that sport
acquires as a life model. This is precisely what athletes transmit in their skills, and
we would love to see this throughout different sports in Santiago de Chile.

Santiago has many attractions to discover; mountains, parks, trails, shopping
centres, vineyards, and a rich gastronomy, which makes it the ideal scenario to mix
leisure, family enjoyment, sportsmanship and sports.

We hope that this event meets your expectations, that it will be an unforgettable
experience and that you can take away the memory of having been a protagonist of
the First South American Master Games ODESUR Santiago 2021.

4. THE CITY
It was founded on February 12th, 1541 as "Santiago de la Nueva Extremadura". It is
located in the central area of Chile and has as a backdrop the mountains of the
Andes.

Santiago, the capital of Chile, belongs to the Metropolitan Region, one of the 16
regions into which the Chilean territory is administratively divided. Currently, it
has more than 7 million inhabitants and is the most populated city in Chile.
Home to the executive and judicial power, it is also a world-class economic and
cultural centre.

4.1 CULTURE

Parks, museums, restaurants and bars, together with concerts, parties,
bookstores, pubs, craft fairs, and first-class architectural projects, give life to a
modern and cosmopolitan city.

Constructions such as the Gabriela Mistral Cultural Center (GAM), a monumental
building dedicated to arts and culture; the La Moneda Palace Cultural Center, a
museum hidden underground with various exhibits, the Mirador Interactive
Museum (MIM) stands out, attracting visits from children and adults for a unique
experience with science.

Not to be missed are the traditional destinations, such as the Central Market, the
Fine Arts Palace, the La Moneda Palace (seat of the executive branch), San
Cristóbal Hill, the Cathedral and the Plaza de Armas, and the magnificent Bahaí
Temple. Among other attractions, it has the highest viewpoint in South America,
at 300 meters above sea level, in the Gran Torre Santiago of the Costanera
Center. The Metropolitan Park, the largest "green lung" in Santiago, stands out in
the middle of the city. With 700 hectares, it is one of the four largest urban parks
in the world.

4.2 GEOGRAPHY AND CLIMATE

The country is a long and narrow strip of land, Santiago in particular is at a
distance of 134 kilometres to the coast of Valparaiso and 74 kilometres from the
mountain range, Farellones. This unique connectivity makes the Chilean capital a
favorite destination for tourists who want to enjoy walks, mountain sports, wine
tours, ports and beaches.
The average temperature in Santiago in March is between 28º and 9º. Generally

4.3 CURRENCY AND EXCHANGE

The Chilean peso is the country's official currency and is represented by the $ sign.
The exchange rate varies constantly. One dollar is equivalent to 800 (calculated
during March 2020).

Changes can be made at the airport, exchange offices or banks. In Chile, the use of
credit cards is widespread, and they are accepted in almost all established
businesses, hotels, restaurants, and travel agencies. We also recommend that you
use local currency for minor expenses

4.4 BUSINESS HOURS

Offices open from Monday to Friday, from 9:00 to 18:00. Banks open from Monday
to Friday from 9:00 to 14:00. Shopping Centres open Monday to Sunday from 10:00
to 21:00. Supermarkets open from 8:00 to 22:00

4.5 ELECTRICITY

Regarding the voltage, in Chile the current is 220 Volts and 50 Hertz. Any device
designed to work with 110V will burn out if a current transformer is not used. The
plugs are rounded, type C or L Italian.

4.6 INTERNET / WIFI

All accommodation spaces will have free wifi internet connection in the common
areas available for use by the delegations.
The competition venues will also have this service.

4.7 DRIVING VEHICLES
In Chile, for the driving of minor motor vehicles, it is necessary to have a valid Class
B license or equivalent (motor vehicles with three or more wheels, for the private
transport of persons, with a capacity of up to nine seats, excluding the driver's seat,
or for the transport of cargo, with a gross vehicle weight of up to 3,500 kilograms,
such as cars, vans and pick-ups).

In the case of foreigners who enter the country with a tourist visa, they may drive
vehicles during the term of the respective tourist authorization, carrying their
valid driver's license, granted according to the laws of their country, which is
equivalent to the Chilean Class B non-professional license.

4.8 ALCOHOL

The consumption of alcohol is only allowed for people over the age of 18, in private
premises, and in closed spaces where minors cannot enter.

The sale of alcoholic beverages is not allowed in sports venues. If there are
tastings, they can only be held in closed places, where no minors can enter.

4.9 TOBACCO

Sports facilities, by law are smoke-free areas, and consumption is only allowed in
those spaces, which have specific smoking areas. Tobacco consumption is only
permitted in private premises and in open public spaces.

5. GENERAL
The South American Local Master Organizing Committee (COLSAM) operates
under the wing of the Chilean Olympic Committee (COCH) and according to the
guidelines of the South American Sports Organization. (ODESUR).

The concept of the "First South American Master Games ODESUR" (JSMO), is
thought so that athletes can live the experience of being part of a multisport
event, allowing them to meet athletes from other disciplines and countries, as
well as to share this experience with family and friends that accompany them.

COLSAM will be responsible for the scenarios, technology, sports equipment,
judges, volunteers and venues. All areas will have the required standards for an
official event, according to the protocols established by each of the sports and
ODESUR.

This document is a guide for all athletes who want to be part of the games,
addressed here are all aspects of the organization, sports and their categories,
sporting calendar, inscription process, elements of eligibility and services.

6. LOCAL MASTER ORGANIZING COMMITTEE SANTIAGO 2021 "COLSAM"
COCH created COLSAM in September 2019, with the purpose of organizing the
First South American Master Games ODESUR (JSMO). This will be the first Mega
Event with adult participants over 35 years old, and it expects to count with the
collaboration of the master organizations, and the South American confederations
of the sports involved, in order to develop this "Master" project.

6.1 MISSION

To carry out for the first time the South American Master ODESUR Games,
providing the best organizational, sporting and infrastructural conditions for the
development of the Maser category in the South American countries which are
members of ODESUR

6.2 VISION

To be the first successful South American Master Games ODESUR, providing
excellent facilities and services to athletes, families and spectators.
6.3 VALUES

COLSAM's values go hand in hand with the mystique that is experienced in the
Masters events, in which sport, family and social character are combined. Without
a doubt, participants will identify with:

       - Perseverance in physical activity for life.
       - Companionship of a multisport and social event.
       - Passion which continues to move the athlete through sport at all ages.

6.4 COLSAMs OBJECTIVES

   •   To recognize the athletes in the Master category
   •   To strengthen the continuity in sports competition so that Master athletes
       from South America can practice sports regularly.
   •   To promote friendship and understanding in the South American Master
       competition, regardless of age, gender, race, religion or type of sport.

7. SPORTS
The First South American Master Games ODESUR, Santiago 2021, will count with
the participation of 12 sports:

8. COMPETITION VENUES
The venues for the First South American Master Games ODESUR Santiago 2021,
are premises that have hosted numerous international multi-sport events.

8.1 VENUE: NATIONAL STADIUM

Throughout its 83 years of trajectory, the National Stadium has been the historic
and emblematic place of sports development in Chile. It is located in Santiago, in
the municipality of Ñuñoa. For the JSMO, four of its venues will be used: The
Central Coliseum, the Aquatic Centre, the Tennis and Central Court Complex Anita
Lizana and the Sports Centre. Its green areas and esplanades will provide space
for service sectors, recreation and game operations.

Five disciplines in master categories will be held at the National Stadium. Athletics,
Judo, Swimming, Tennis and Volleyball will be held according to the JSMO sports
calendar.

8.2     VENUE: OLYMPIC TRAINING CENTRE (CEO)

Olympic Training Centre or CEO, in the community of Ñuñoa, is a building that has
an infrastructure that integrates sports facilities, with sports implementation for
the practice and development of 12 affiliated Federations, also includes a Sports
Hostel with a capacity for 100 athletes, a Sports Gymnasium for the Organization
of Championships with a capacity of 1,200 spectators and Administrative Offices
for the operation of 38 member Federations of COCH

In CEO I and CEO II the Basketball, Fencing and Table Tennis master competitions
will take place

8.3 VENUE: PRINCE OF WALES COUNTRY CLUB

Located in the community of La Reina, the Prince of Wales Country Club
(PWCC), is a club whose founders defined the mission of becoming an
incomparable meeting place for the whole family, with first class services and
facilities for the practice of sport and recreation, sharing British values and
traditions.

In this venue, 3 sports venues will be operated: Rugby, Golf and Field Hockey.
Traditional sports of English immigrants in Chile.

9. SPORTS CALENDAR
Santiago de Chile will host the First South American Master Games ODESUR, will
be held from 10th to 21st March 2021. Below is the sports calendar with the dates
for each sport.

Some key dates:
- Opening Ceremony: Wednesday 10 March, 2021
- Competitions: Wednesday 10 to Sunday 21 March, 2021
- Closing Ceremony: Sunday, March 21, 2021
- Location: Santiago, Metropolitan Region, Chile

10. INSCRIPTION PROCESS
10.1 INSCRIPTION CRITERIA

COLSAM, has developed an inscription process, in order to generate a wide
participation from the Masters world, maintaining ODESUR standards, and
supported by the 15-member National Olympic Committees (NOCs).

The following 7 criteria are explained below for the registration process:

   1. This Master event brings together clubs, teams and athletes who are
      members of ODESUR.

   2. Each country will support the registration process with COLSAM by
      providing prompt communication

   3. During this registration period, the NOCs will be consulted if there is any
      case of disciplinary sanction that prevents the participation of one or more
      athletes. Each NOC will have a maximum of 72 hours to respond, once they
      have received official communication from COLSAM

   4. Athletes who encounter any impediment or disciplinary sanction will be
      disqualified from participating in the games.

   5. Through the web page, athletes can complete inscriptions and payments,
      entering the data and documents requested.

   6. The registrations will be made in two phases determined by the organization
      (mentioned in point 10.2 criteria for the registration phase).

   7.   During the first phase, and in order to guarantee the participation of all 15
        countries, maximum registration quotas will be given, by sport and category,
        according to table n°1.

10.2 CRITERIA FOR THE FIRST PHASE OF INSCRIPTIONS

Registration for the I South American Master Games will be carried out in 2 phases with the
respective dates:

Phase 1: from October 19th to November 10th, 2020.

Phase 2: from 11th November to 30th December 2020

   NOTE
PHASE 1: INSCRIPTION ACCORDING TO QUOTAS PER COUNTRIES.

Date: from October 19th to November 10th, 2020

Duration: 40 days and ends 120 days before the start of the event

During these dates, and in order for all member countries of ODESUR to be able to take part
in this event, in all sports and categories, registrations will be opened to countries, taking
into account the table of maximum quotas set out previously (See table 1)

  The requirements that clubs, teams and athletes have to meet in this phase of
  registration are detailed in each of the technical manuals.

  It is the direct responsibility of each athlete to make the payment of their registration,
  in this period. To do so, he or she will have to enter the games' website, proceed with
  his or her registration and pay following the instructions on the website.

  Remember to check if you have any disciplinary impediment in your NOCs, to avoid
  your inscription being cancelled.
  If you did not manage to register in this first phase, you will be put on the waiting list
  with the possibility of accessing phase 2, which will be informed to your e-mail.

  PHASE 2: UNIVERSAL INSCRIPTION

  Date: from November 11th, 2020 to December 30th, 2020.

  Duration: 50 days and ends 70 days before the games begin.

  Phase 2 of the universal registration is open to all those who wish to participate in the
  games. The intention is to complete the quotas distributed by sport and category,
  according to the maximum capacity of each sports venue

  The waiting list is a process that contemplates those who began the registration
  process on the website, expressing their intention to participate in the games.

  It works through a system of rounds, where the order of entry into the waiting list is
  respected considering one country at a time.

  This round system works in the following way: in the 1st Round the first clubs and/or
  teams, or athletes from each country that are registered in the waiting list, enter. In the
  2nd Round the second; in the 3rd Round the third; in the 4th Round the fourth; and so
  on until the quotas that are available according to each sport are completed.
To formalize the process, you must enter the website, proceed to registration and
  payment. Remember that the quota for each sport and category is completed in order
  of arrival.
  In order to guarantee the success of the competition, the organization reserves
  the right to complete the quotas in a longer period of time, both in collective and
  individual sports, in case they have not been occupied

  10.3 ADMISSION COMMISSION

  There will be an "Admission Committee" (AC) for each sport, whose only function
  will be to review special cases that occur with respect to the registration of
  athletes and teams, in both phases of registration. This AC will be tripartite,
  consisting of: one COLSAM member, one ODESUR member, and the respective
  International Technical Director (ITD) of each sport.

  10.4 INSCRIPTION COST

   •   Individual Inscription per athlete USD 110 (one hundred and ten dollars), for the
       following sports: Athletics, Fencing, Golf, Judo, Swimming, Tennis, Table Tennis.

   •   Collective Inscription per team USD 700 (seven hundred dollars), for the following
       sports: Basketball, Lawn Hockey, Rugby, Volleyball.

Additional Official Delegation: the cost is $40 per person. They will have the
same rights and duties as the athlete in the official delegation.

  Accompanying person: the cost will be $35 per person, and their benefits will
  be accredited with a credential, which will allow them to enter the sports
  venues (excluding competition areas and authorities/ judges zones). As well
  as to acquire all the services that the organization provides in the festival
  zone.

  The participant who registers in I JSMO, and who, for any reason, does not
  attend or leaves the competition, will lose the right to reimbursement of the
  money paid.

  The Organization will reimburse the participant the inscription cost, in case
  the event is cancelled or postponed by any cause, including fortuitous case or
  force majeure, pointing out in a non-limitative way, sanitary emergencies,
  earthquakes, storms, strikes, terrorist attacks or any other that, in the opinion
  of the Organization, puts the participant or third parties at risk.

  11. ELIGIBILITY AND NATIONALITY OF ATHLETES
   The Organization JSMO, within the framework of the regulations of the statutes
of ODESUR and the rules of the Olympic Charter establish the following:

  To be eligible as a participant in I JSMO, it is necessary to comply with the
  provisions of the Olympic Charter in Article 41, in addition to the ODESUR Statute
  and the rules of the General Rules of the South American Games, as well as the
  regulations of its National Olympic Committee, and of the International
  Federation and/or South American Sports Confederation (Art .1 ODESUR
  Regulations).

  Athletes with the nationality of any of the 15 countries affiliated to ODESUR may
  participate. Therefore, clubs and teams must be composed of members who
  have the same nationality of the country they represent.

  The information regarding the technical requirements of athletes for inscriptions
  such as categories, weights among others, will be specified in the technical
  manual of each sport.

  It is established that the official document of athletes will be their passport or
  identity card (ID), valid and in effect, which must be issued by the competent
  governmental authority of the country. For nationalities, which require a visa, the
  application     must     be    made      through  the     SAC     citizen   portal:

Passports and/or identity cards must be presented to the International Technical
  Delegate of each sport at the Technical Congress, if requested.

When presenting the documents in person, the documents must be the originals,
and copies of passports or ID cards will not be accepted. In case of not complying
with this requirement, the athlete will not be accredited, and therefore will not be
able to participate in the competition. We warn you to take the corresponding
receipts since the organization will not refund any payments made.

With respect to the Visas for foreigners we inform the following:

   •   Countries that can enter with Passport and Identity Card or CI: Argentina,
       Bolivia, Brazil, Colombia, Ecuador, Paraguay, Peru and Uruguay.

   •   Countries that can enter only with a passport: Aruba, Curaçao, Guyana,
       Panama, and Suriname.

   •   Countries that must enter with a passport and visa: Venezuela.

Important: The policies of entrance to the country, will be able to undergo
modifications that depend on the new migratory regulation emanated by the
government of Chile.

Athletes must keep themselves informed through the official channels of the
Games and the Chilean government through its Ministry of Foreign Affairs and the
Department of Immigration.

The credential given in the accreditation does not give right to VISA. It is an
instrument that only serves for the identification of the participants in the I JSMO
and not for the entrance to the country.

12. AWARD CEREMONIES AND CLOSING DINNER
12.1 INAUGURATION AND CLOSURE

Per tradition, in Mega Sport Events all participants from ODESUR member
countries must be part of the opening and closing ceremonies, in the National
Stadium                                                             facilities.
12.2 AWARD CEREMONIES

The awards will be held according to the established protocols of ODESUR. The
first three places will be awarded with gold, silver and bronze medals, provided that
within the discipline, category and event, there are at least four countries in
competition, being represented by the athletes or teams. The result of this podium
will be added to the total of the official medal table.

In case there are less than four countries in the competition, the awarding will be
done through a medal and a diploma, but it will not be added to the total medal
count of the First South American Master Games ODESUR, Santiago 2021.

12.3 CLOSING DINNER

In the master events, each sport ends with a dinner or a meeting and camaraderie
activity. This will be the moment of recreation and meeting of competitors, friends,
and families. The alternatives will be described at the time of registration

13. MEDICAL SERVICES
The organization will provide first aid medical stations for athletes and
officials at each competition and training facility.

In cases which require special attention and transfers, the organization
will provide basic and specialized ambulances.

Each athlete, 30 days before the beginning of the first South American
Master Games, must attach a medical certificate through the website, that
guarantees that their condition is suitable to participate in the event and
their health is compatible with the sport/s in which they participate.

In addition, the organization will have an assistance insurance with base
sport coverage and court attention, which must be contracted by the
participant in a mandatory way and whose objective will be to guarantee
better attention in case of an accident.

14. HOTELS
COLSAM will offer 3, 4- and 5-star hotels of various categories to participants and
families, so that those who attend can experience ODESUR Master Games. Each of
these hotels will have a preferential price according to their star ranking.

The official program consists of: accommodation, transfers, assistance insurance
with basic sports coverage and attention to the court and closing dinner.
Participants can make their reservations through the I JSMO website.

15. TRANSPORT
The Organization will have an Official Program that considers the transport service
for the athletes, which considers the transfer airport - hotel - airport and the
displacements between the hotels and the sports venues.

In addition, Santiago has a network of public transportation, subways, cab services,
transportation platforms and private vehicle rental.
