1. ABOUT THE FESTIVAL
i Light Singapore
i Light Marina Bay, Asia’s leading sustainable light art festival, was
first held in 2010 to inject vibrancy to the area and reinforce Marina
Bay’s position as a sustainable precinct. The festival is presented by
the Urban Redevelopment Authority and features light art installations
around the Marina Bay waterfront by local and international artists.
The festival is powered through energy savings from the ‘Switch Off,
Turn Up’ campaign, where participating stakeholders and building
owners around the Bay and beyond are encouraged to switch off
non-essential lighting and turn up air-conditioning temperatures
during the festival period. Beyond the showcase of visual art and
urban space, the festival also offers a dynamic line-up of events and
programmes, including performances, dining options, workshops and
family-friendly activities.
Each year, we invite artists to explore various forms of Sustainability
and Sustainable Living – of environment, economy and culture – and
examine how light art can create conversations about our lifestyles,
decision-making and the community.
In 2019, “i Light Marina Bay” will be rebranded as “i Light Singapore”
to reflect geographical expansions into the Civic District and
Singapore River. At the same time, the festival will kick off end-
January, in conjunction with the launch of the Singapore Bicentennial
(SB) commemoration.

ABOUT THE URBAN REDEVELOPMENT AUTHORITY
The Urban Redevelopment Authority (URA) is Singapore’s land use
planning and conservation agency. Our Mission is to make Singapore
a great city to live, work and play. We strive to create a vibrant and
sustainable city of distinction by planning and facilitating Singapore’s
physical development in partnership with the community.
As the place manager for Marina Bay and the Singapore River, we
promote exciting activities within these precincts in collaboration with
other government agencies and private stakeholders.4
The Theme
Bridges of Time
i Light Singapore − Bicentennial Edition (Background)
Strategically located at the Southern tip of the Malay Peninsula,
Singapore is at the heart of the global trade route defined by the
Maritime Silk Road bridging opportunity, people and culture. With
time, the confluence of the region and the globe drove Singapore to
be vulnerable but adaptive, diverse yet versatile. The essence of
connection is no longer limited to its geographical borders but
transformed and repositioned Singapore into a bustling logistics,
financial and business-centric emporium.
Curatorial Theme
In commemoration of the Singapore Bicentennial, the theme of this
special edition of i Light Singapore, Bridges of Time, looks beyond
the contacts in history to delve deeper into the topic of connectivity.
The theme questions two forms of connectivity; the tangible - bridge -
and the intangible - time, and their interactions. For instance, today’s
Singapore can be seen as a result of tangible confluences transiting
through time, whereas light can be interpreted as a visual form of
intangible interactions.

2. ABOUT THE AWARD
i Light Student Award
i Light Student Award is an international open call for students in
tertiary institutions to realise a site-specific light art installation at i
Light Singapore. The top three proposers will each receive a cash
award of up to S$1,500. In addition, chosen entries* will be presented
at i Light Singapore from 28 January – 24 February, 2019.
All proposals should be new, site-specific works which respond to the
theme of i Light Singapore, Bridges of Time. Produced under the
guidance of i Light Singapore’s Artwork Management Team, the
chosen artworks will be given a budget of up to S$5,000 for
production.

Eligibility
i Light Student Award is open to students around the world who are
currently enrolled at a recognised tertiary programme or institution (full
or part time). The programme does not need to be from creative fields.
Participants can enter individually or as a team (maximum five people).
School projects that are already completed may be reinterpreted and/
or edited to meet the requirements of this award. If the school project
was completed as a group, all members must agree in writing to enter
the reinterpreted and/or edited project, and all members must be listed
as participants on the entry form.
Awards**
1. First Place – S$1,500
2. Second Place – S$1,000
3. Third Place – S$500
Final awards are subjected to all necessary taxes and levies by the
Singapore Government and the Government of the Country of Origin
(for international entries).
In addition, chosen entries* will receive:
• Up to S$5,000 in production budget.
• Showcase at i Light Singapore.
• Opportunity to showcase at i Light Singapore’s partner festivals***.
*Chosen entries may be other than those awarded first to third place.
**Cash prizes are to be split among team members for team submissions that are
awarded.
***Upon discretion of partner festivals and depending on final quality of production.6
Evaluation Criteria
All proposals are evaluated and selected by the Festival Organising
Committee. Proposals will be assessed according to the following
criteria :
1. Impact and Originality;
2. Intepretation and manifestation of the theme Bridges of Time;
3. Creative use of light, technology and materials;
4. Technical feasibility in consideration of the site; and
5. Financial feasibility in consideration of the maximum production
budget (of up to S$5,000).
Guidelines
• The footprint of the artwork must be at least 2 m x 2 m.
• The artwork must be able to withstand the tropical weather of
Singapore for up to 5 weeks.

Submission Requirements
Please include the following documents in your submission:
1. Completed application form in PDF format. The application form
is available in the invitation package;
2. Short abstract (max 500 words);
3. Creative proposal including visuals and storyboard; and
4. Detailed budget breakdown in Singapore Dollars.
Videos should be uploaded to hosting sites (e.g. YouTube, Vimeo) for
viewing.
Please endeavour to keep all files to a maximum of 5MB. If you are
submitting files in excess of 5MB, do upload these to a service like
Dropbox, WeTransfer or Hightail and provide a link in your
submission.
SUBMISSION PROCESS
• Only digital submissions will be accepted.
• The deadline for submission is 6 July, 2018, 23:59pm Singapore
Time (UTC+8).

Helpful Tips
1. Remember, although this is a creative challenge, please keep
technical feasibility and the budget in mind.
2. The project needs to incorporate sustainability as a basic principle.
3. The artwork needs to present an artistic interpretation of the theme
rather than a literal translation.
