Introduc on
   OVERVIEW OF KEY TRENDS

      ◦ Online adver sements increased by 1.2 per cent in the March 2019 quarter, slightly lower
        than the December 2018 quarter’s 1.4 per cent increase.

      ◦ Among the nine industry groups, the Primary sector had strong growth, especially in the
        Manawatu-Whanganui and Taranaki, and Otago-Southland regions. The IT industries grew
        strongly in Nelson/Tasman/Marlborough/West Coast, Otago-Southland, and Wellington.

      ◦ The strongest percentage increase in online adver sing over the quarter came from the
        Labourers occupa onal group in most regions. The next highest increase was in the Com-
        munity and Personal Services occupa onal group, which grew the most in Gisborne/Hawke’s
        Bay, and the Bay of Plenty regions.

      ◦ Over the year, the largest increases in online adver sements by broad skill level groupings
        were for highly-skilled and skilled jobs.

      ◦ Provincial New Zealand and the Wellington region led the growth in job adver sements over
        the quarter. However, given the size of Auckland, and Wellington they are amongst the top
        three regions for the number of adver sements during the quarter. When taking into ac-
        count the rela ve size of regions, Wellington, Otago-Southland, and Auckland had the great-
        est growth. Over the year, Wellington, Auckland, and Otago-Southland were the main con-
        tributors to the overall increase.

Purpose of Jobs Online

Jobs Online measures changes in online job adver sements from four internet job boards: SEEK, Trade
Me Jobs, the Educa on Gaze e and Kiwi Health Jobs. Job adver sements are a proxy for job
vacancies, a key indicator of labour demand and economic change.
The rela onship between job adver sements and labour demand is complex, par cularly when
disaggregated at an industry, occupa on and regional level. For example, an increase in job
adver sements in a par cular industry may indicate the industry is expanding, and looking for new
workers; or the industry has a high rate of churn (workers are moving between businesses, but overall
employment is not necessarily increasing). Likewise, a decline in job adver sements can signal
reduced employment in an industry, or that the industry is using alterna ves to online adver sing in
their hiring process (such as word-of-mouth or social networks).
The All Vacancies Index, the main indicator reported in this report, uses unweighted changes – for
both the quarterly and annual periods. When referring to contribu ons to growth, the changes are
weighted by the share of adver sements. This means that a small increase in a large region may have
more impact on the overall result than a large increase in a small region, and a large increase in a small
region will not dispropor onately outweigh increases in larger regions. With these caveats in mind,
data from Jobs Online tracks well with other labour market indicators, such as the unemployment rate.

Overall Job Adver sements
Job adver sements point to a steady upward but slower growth trend

Online adver sements increased by 1.2 per cent in the March 2019 quarter, slightly lower than the
December 2018 quarter’s 1.4 per cent increase. Job adver sements over the year, since March 2018,
rose by 5.6 per cent.
Recent indicators of business confidence point to firms being cau ous in their employment inten ons.
The Quarterly Survey of Business Opinion from the New Zealand Ins tute of Economic Research
(NZIER) showed a net five per cent of businesses increased their employment, and despite a fall in
hiring inten ons a net six per cent s ll intend to hire more workers, in the March 2019 quarter.

Job Adver sements by Industry
The Primary and IT industries led the quarterly increase

At the industry level, percentage increases in job adver sements over the quarter and the year were
led by the Primary and IT industries but in selected regions.

Figure 3 shows that vacancies in some industry groups have been growing faster than the others over
the period since 2010, especially Construc on and Engineering, and Hospitality and Tourism, while
since 2016 the Primary and Manufacturing, Transport and Logis cs industries grew faster than the
other industries. Despite a flat growth in IT adver sement since December 2010, there was strong
growth over the quarter and the year.

Job Adver sements by Occupa on and Skill Level
Adver sements increased for some lower skilled jobs

The number of adver sements for Labourers, and Community and Personal Services Workers
occupa onal groups saw an increase in this quarter, and over the year. Adver sements fell slightly for
Sales, and Machinery Operators and Drivers occupa onal groups.
Rela ve to their share of the total number of job adver sements, Trade and Technician workers,
Manager, and Professionals skill levels made the largest contribu on to job adver sement growth
over the latest quarter and the year.

Growth strongest for skilled jobs

The quarterly increase in adver sed vacancies was strongest for the skilled job level. The weakest
growth was for the low-skilled job level. The annual growth was strongest for highly skilled skill levels,
closely followed by the skilled job level.
Rela ve to their share of the total number of job adver sements the skill level contribu ng the most
to the increase in vacancies- both quarterly and annually – was the highly-skilled job level.

Job Adver sements by Region
Provincial New Zealand and Wellington lead the increase in job adver sing

The three regions with the largest percentage growth in vacancies indices over the quarter were
Otago-Southland, Wellington, and the Bay of Plenty. While vacancies in Auckland increased modestly,
given the region’s share of the total number of vacancies, its growth in vacancies had the third largest
regional impact on the overall increase during the quarter, following Wellington, and Otago-Southland
regions.
Among the nine industry groups, Primary industries had the strongest growth in adver sed job
vacancies, especially in the Manawatu-Whanganui/Taranaki, and Otago-Southland regions. Adver sed
vacancies in the IT industries grew the fastest in Nelson/Tasman/ Marlborough/West Coast,
Otago-Southland and Wellington.
Over the quarter, adver sed job vacancies fell in Canterbury, Northland and the
Manawatu-Whanganui/Taranaki regions.
The biggest contribu ons to the falls by industries in Northland were Manufacturing, Construc on and
Engineering; in Canterbury were Manufacturing, Healthcare and Medical; and in
Manawatu-Whanganui/ Taranaki were Healthcare and Medical, Educa on and Training.
The largest contribu ons to falls by occupa onal groups in Northland were Machinery Operator and
Drivers, Trades and Technicians, in Canterbury were Clerical and Administra ve workers, and in
Manawatu-Whanganui/Taranaki were the Professionals and Sales occupa onal groups.
Over the year, the regions where increases in adver sements were the highest in Gisborne/Hawke’s
Bay, Otago-Southland, and Wellington.

 NORTHLAND

Northland job adver sements fell by 0.4 per cent in the quarter, but grew by 6.1 per cent over the
year. The main contributors to this decrease were the Manufacturing, Construc on and Engineering,
and Sales industries. The occupa onal groups making the greatest contribu on to the quarterly
decrease were Machinery Operators and Drivers, and Trades and Technician workers, while the
highest annual growth was in the Clerical and Administra on workers, and Machinery and Operator
Drivers occupa onal groups.

 AUCKLAND

Auckland job adver sements grew by 0.6 per cent in the quarter, and 2.7 per cent over the year. This
is a moderate increase for this region, compared to the growth seen in previous periods. It has slowed
considerably both in the quarter, and over the year. The main contributors to the quarterly growth
were the Construc on and Engineering, and IT industries, and the Trades and Technician, and
Manager occupa onal groups. On an annual basis, the increase was contributed to mostly by the IT,
and Construc on and Engineering industries, and the Professional and Trades and Technician
occupa onal groups.

 WAIKATO

Waikato job adver sements grew by 0.8 per cent in the quarter, and by 7.1 per cent over the year. The
greatest contributor to the quarterly increase was the Trades and Technician, and Labourer
occupa onal groups, and the Construc on and Engineering, and Health and Medical industries. The
greatest contributor to the annual increase was the Technician and Trades, and Labourer occupa onal
groups, and the Construc on and Engineering, and Sales industries.

 BAY OF PLENTY

Bay of Plenty adver sements rose strongly by 3.7 per cent in the quarter, and by 11.9 per cent over
the year. The quarterly increase was contributed to by the Business Services, and the Hospitality and
Tourism industries; and Sales, and the Clerical and Administra ve occupa onal groups. Over the year,
the Sales, and Hospitality and Tourism industries; and the Professional, and Sales occupa onal groups
made the greatest contribu on to the increase.

 GISBORNE/HAWKE’S BAY

Gisborne/Hawke’s Bay also experienced a strong increase of 2.9 percent in the quarter, and the strong
annual growth of 22.0 per cent over the year. The quarterly increase reflects the impact of an increase
in the Manufacturing, and Sales industries, and over the year the Construc on and Engineering
industries. Over the quarter and the year, the Labourer occupa onal group made the biggest
contribu on to the growth in adver sements.

 MANAWATU-WHANGANUI/TARANAKI

Manawatu-Whanganui/Taranaki region experienced a decrease of 0.3 percent in the quarter, and an
increase of 7.1 per cent in the year. Increases in the Manufacturing, and Sales industries were more
than offset by falls in the Health Care and Medical, and Educa on and Training industries over the
quarter. However, the Sales, and Manufacturing industries were the main contributors to the annual
increase. Over the quarter, increases in the Labourer, and Manager occupa onal groups were offset
by falls in vacancies in Professional and Sales occupa onal groups. Over the year, the contribu on to
growth was led by the Labourer, and Clerical and Administra ve occupa onal groups.

 WELLINGTON

Wellington showed a strong increase of 3.9 per cent in the quarter, and moderate increase of 13.2 per
cent over the year. Over the quarter, increases in vacancies were in Construc on and Engineering, and
IT Industries, and the Professional, and Manager occupa onal groups. Over the year, the Business
Services, and Construc on and Engineering industries, and the Professional, and Clerical and
Administra ve occupa onal groups had the strongest increase.

 NELSON/TASMAN/MARLBOROUGH/WEST COAST

Vacancies in the upper South Island region grew by 2.5 per cent in the quarter, and by 7.9 per cent
over the year. The regional growth here was influenced by the Construc on and Engineering, and
Health and Medical industries in the quarter and by the Health and Medical and Primary industries
over the year. Over the quarter, the highest contributors were the Trades and Technicians, and
Labourer occupa onal groups. Over the year, the rise was contributed to by the Professional, and
Clerical and Administra ve worker occupa onal groups.

 CANTERBURY

Vacancies in Canterbury fell by 0.9 percent in the 2019 quarter, and fell by 3.6 per cent over the year.
Over the quarter, the fall was led by the Manufacturing, and Health and Medical industries, and the
Clerical and Administra ve, and Community Personal worker occupa onal groups. Over the year,
adver sements in the Health and Medical, and Hospitality and Tourism industries fell, along with falls
in the Community and Personal workers, and Professional occupa onal groups.

 OTAGO-SOUTHLAND

Job adver sements in Otago-Southland rose by 4.3 per cent in the quarter, and by 13.4 per cent over
the year. For the quarter and the year, the increases were in the Construc on and Health and Medical
industries. Over the quarter, the increase was contributed to by the Trades and Technician, and the
Labourer occupa onal groups. The annual increase was contributed to by the Labourers and
Technician and Trade worker occupa onal groups.
