Introduction and Background: Why is there still a need for both a physical and electronic library service? At the time of writing this strategy implementation Health Education England recently published “Knowledge for Healthcare Mobilising evidence; sharing knowledge; improving outcomes”. The document shows how NHS Library Services should streamline service, have a core offer, harness emerging technologies, reduce duplication of efforts, be involved and lead on organisational knowledge management and provide a service which mirrors and is responsive to the needs of the developing NHS workforce. The full development framework is available from the Health Education England site. The library services at Epsom and St Helier University Hospitals NHS Trust will actively continue supporting this agenda by providing the following services for: • Clinical decision making by health care professionals, patients and carers enabling the highest possible standards of patient care and safety • Commissioning decisions, service development and health policy • Lifelong learning and continuous professional development • Education, training and study • Research and innovation • Information and clinical governance • Health promotion and public health • Training the workforce to acquire and develop information literacy and knowledge management skills • Understanding and using information/knowledge and learning resources, both printed and electronic, in the workplace or elsewhere The implementation plan is based on the previous Library Strategy. The new strategy is still in the process of being written and ratified. The implementation plan has been updated with the current contextual external strategies. 1
Development prioritised areas for 2021 – 2022 In addition to the joint strategic areas, the following areas have been identified as key priority areas for the Epsom and St Helier Library and Information Services. Evidence for these come from the current coronavirus pandemic, annual library report, customer surveys and the changing NHS landscape. The implementation plan addresses all the proposed areas identified in the draft Epsom and St Helier University Hospitals NHS Trust draft Strategy: 1. Further Developing and improving the library website to make it an effective marketing and communication tool 2. Continuing to develop Information, resources and services to support specific library user groups e.g. trainee doctors, students, managers, nurses, allied health professionals, etc 3. Maintaining and improving the physical library facilities 4. Using new technologies to provide services to distributed users Local context The Hirson Library and its branch library the Sally Howell Library in Epsom have been providing library services to the local health economy since 1992. The libraries have over 4000 active members which include consultants, public health staff, GPs, porters, cleaners, medical consultants, nurses, students, trainee doctors, allied health professionals and other hospital based personnel. The library is staffed by 4.4 wte qualified Library professionals and 2.43 Senior Library Assistants which equates to nine library personnel. The current priorities for the Trust are as follows: 1. Our mission is “Outstanding care, every day”. 2. People, Culture and Values a. We will create a culture where above all, we value Respect. b. We will support our people to deliver outstanding care, every day c. We will address inequalities that are our responsibility as an employer, and play our part in addressing the health inequalities that exist in the communities we serve. d. We are always striving for continuous improvement and are adopting a more systematic approach to quality improvement to support the delivery of outstanding and safe care. Major Commitments 3. We will do all we can to support people to access appropriate care in an appropriate setting (including their own home) by maximizing our integration 2
through community services and with primary care, and developing the district hospital model at the Epsom and St Helier sites for patients not needing the most acute care but not yet able to return home 4. When people need the most acute care, we plan to continue the current major acute services (i.e., emergency departments, acute medical units, critical care, obstetrics and inpatient paediatrics) at both Epsom and St Helier sites until the specialist emergency care hospital is open. 5. We will implement our commissioners’ decision for consolidating major acute services in a single specialist emergency care hospital at Sutton Hospital so that our services can be clinically and financially sustainable. 6. Deepen our acute collaboration in South West London, particularly with St George’s University Hospitals NHS Foundation Trust. 7. Catalysts a. We will work with our local systems in south west London and Surrey Heartlands to deliver outstanding care, every day b. Over the next four years, our Trust will have a worsening structural deficit, until Improving Healthcare Together is implemented. We will manage this through effective financial management and efficiency programmes. c. We will align our capital programme to our priorities for care – including implementing our commissioners’ decision for the new specialist emergency care hospital. d. We will ensure we become a digitally mature organisation and realise the benefits of new technologies as we move forward – including implementing a new electronic patient record system. e. We will continue with the good progress made in reducing our carbon emissions and will align our environmental sustainability objectives with the NHS Long Term Plan as well as aiming towards the longer term Net Zero carbon target of 2050. f. We will ensure that we develop as an organisation that promotes a culture of supporting staff and patients through education, research and innovation. The Hirson Library and the Sally Howell Library will contribute to these priorities. 3
