                            Job Description

Limerick City and County Council is currently inviting applications from suitably qualified
persons for the above competition. It is proposed to form a panel of qualified candidates
from which permanent and temporary vacancies which arise during the lifetime of the panel
may be filled.

BACKGROUND

Limerick Public Participation Network (PPN)
The PPN’s primary purpose is to facilitate the public to engage effectively with Limerick City
and County Council. Its main objectives are to:
    be the main forum through which the Council connects with the community,
       voluntary, social inclusion and environmental sectors in Limerick.
    ensure that these sectors are facilitated to take an active, formal role in the policy-
       making of the Council and to influence the development of its policies, plans and
       strategies.
    enable the public and civil society organisations to articulate a diverse range of views
       and interests within the local government system
    facilitate the Local Authority in making better and more timely decisions

The Secretariat manages the PPN on a day-to-day basis on behalf of the PPN membership (i.e.
PPN Plenary). Its role is to ensure the proper functioning of the PPN and to coordinate its
activities. It supports and works with the PPN Resource Worker in the delivery of PPN
objectives.

Role

Limerick Public Participation Network Resource Worker
The primary role of the PPN Resource Worker is to support the Secretariat to develop the PPN
as the main structure through which Limerick City and County Council engages with the
community, voluntary, social inclusion and environmental sectors in Limerick, and to ensure
that these sectors are facilitated to take an active, formal role in Council policy-making and
strategy development. The PPN Resource Worker will be a strongly motivated person, with a
strong sense of commitment to the ideas and values inherent in the work of the PPN and that
of the voluntary sector.

Contract Duration
This is a 5 year fixed term contract subject to continued funding from the Department of Rural
and Community Development.

Key Duties
    Support the Secretariat to develop and implement an integrated workplan to meet
      the above objectives
    Support the Secretariat by organising and attending meetings, providing
      administrative support, preparing reports, implementing agreed actions and any other
      reasonable tasks as directed
    Coordinate PPN communications and information activities, including responding to
      queries, publishing a regular newsletter and maintaining the PPN website and a social
      media presence
    Identify and coordinate relevant awareness-raising, training and capacity-building
      opportunities for PPN members and representatives
    Coordinate the nominating and election processes for PPN representatives onto
      external committees including liaison with the requesting body/department
    Support elected PPN representatives in their work, and in particular facilitate effective
      feedback between them and their Linkage Group and the wider PPN membership,
      leading to the full diversity of views being reflected and mediating where necessary.
    Support the development of PPN Linkage Groups as the key mechanism within the
      PPN to facilitate public participation in a manner that fosters social inclusion,
      accountability and deliberative democracy
    Engage with the wider PPN membership and potential membership to promote public
      participation in local democratic structures and processes
    Coordinate and/or deliver induction training to new PPN representatives, Linkage
      Group members and the wider PPN membership
    Facilitate the development of Limerick PPN’s Vision for Community Wellbeing for
      Limerick
    Manage the PPN database of PPN members’ details using Salesforce and manage the
      different Salesforce Chattergroups set up to support communications within PPN
      representatives and Linkage Groups
    On behalf of the Secretariat, coordinate and support new PPN membership
      registrations

      Prepare financial and non-financial reports as required by the Secretariat and/or
           funders
          Liaise and collaborate with PPN stakeholders in the region and nationally, including
           the national PPN Resource Workers Network, Department of Rural and Community
           Development, local development companies, Limerick City and County Council and
           other statutory agencies, and the national environmental pillar
          Provide line management support for the PPN Support Worker in line with Limerick
           City and County Council policies and procedures
          Any other reasonable duties which may be requested in furtherance of these aims

As this is an innovative post, duties and responsibilities may change with the ongoing needs
of the PPN. The Resource Worker will be expected to have a high level of flexibility and a
willingness and ability to develop new approaches in their work.

While the Resource Worker is a designated Limerick PPN worker, they remain a staff member
of Limerick City and County Council and is expected to participate in certain activities,
including the Council’s Performance Management and Development System (PMDS), team
meetings, internal reporting and shared generic office duties.

The Person
    1. Character
       Candidates shall be of good character

    2. Health
       Candidates shall be in a state of health such as would indicate a reasonable prospect
       of ability to render regular and efficient service.
    3. Education

          Candidates shall:
(i) (a)            have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five
                   subjects (or four if Irish is included) from the approved list of subjects in the
                   Department of Education Established Leaving Certificate Examination or
                   Leaving Certificate Vocational Programme including Irish and/or English and
                   one of the following: Mathematics, Accounting, Business Organisation or
                   Economics,
                   And
  (b)              have obtained at least Grade C (or Honours) in Higher Level (or Honours)
                   papers in three subjects in that examination (or two subjects if Irish and/or
                   one of the following is included: Mathematics, Accounting, Business
                   Organisation or Economics),

Or
(ii)               have obtained a comparable standard in an equivalent examination,
                   Or
(iii)              hold a third level qualification of at least degree standard.

        4. Experience
           Each candidate should satisfy the local authority that they have an adequate
           experience of a type which would render them suitable to perform satisfactorily the
           duties of the office for which they are a candidate.

            It is desirable that candidates will demonstrate through their application form and at
            the interview that they have:

            A third level qualification in the Community Development area.
           At least 3 years’ experience working in the community and voluntary sector
           Experience of building, managing and nurturing partnerships and relationships across
            a wide range of key stakeholders
           Experience of identifying and addressing group training needs
           Experience in project monitoring and evaluation
           Experience in managing a team to achieve common objectives
           Excellent IT skills, including MS Word, Excel and PowerPoint, social media, website
            maintenance, online meeting platforms etc
           Full clean driving licence and access to own transport for service delivery
           Strong analytic, report writing, strategic, organisational, governance, financial skills
           Knowledge and understanding of public participation and in particular the barriers to
            participation of socially excluded groups
           Knowledge and understanding of public policy development and relevant structures
            at Local Authority level
           Group facilitation skills
           Project management skills

Reporting Arrangements and Accountability
The PPN Resource Worker will be directed in their programme of work by the PPN Secretariat
and where appropriate, by their Line Manager within Limerick City and County Council.

Salary scale:
Salary scale is €43,633 - € 52,401 per annum, inclusive of LSIs. Payment of increments is
dependent on satisfactory performance.

Entry point of this scale will be determined in accordance with Circulars issued by the by the
Department of Housing, Planning, Community and Local Government.
 In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving
local authority employee will enter the scale for the position at the first point.

Probation:
Where a person who is not already a permanent employee of a local authority is appointed,
the following provisions shall apply:
(a) There shall be a period after such appointments take effect, during which such person
     shall hold such post on probation.

(b) Such person shall cease to hold the post at the end of the period of probation, unless
     during such period, the Manager has certified that the service of such person is
     satisfactory.

Pension:
The relevant Superannuation Scheme applies.

Annual Leave:
30 days per annum

Hours of Work
    The post is a full-time position – 37 hours per week.
    Due to the nature of the role, the PPN Resource Worker is expected to be flexible
       about evening and weekend work for which overtime will not be paid but time-off-in-
       lieu will be available.

Travel Expenses
Travel expenses and subsistence will be paid in accordance with Limerick City and County
Council’s staff travel and subsistence policy.

General Data Protection Regulation

Basis for Processing your Personal Information
The basis for processing your personal data is to progress your application for the position
you have applied for with Limerick City and County Council under the Terms of the
Employment (Information) Act 1994 and Human Resources Department policies and
procedures.
If you do not furnish the personal data requested, Limerick City and County Council will not
be able to progress your application form for the competition for which you are applying.

Garda Vetting:

This post may come within the scope of the Local Authorities Garda Vetting Scheme.
Accordingly candidates may be requested to complete and sign a Consent Form to permit
the required vetting to be completed, in respect of candidates to whom the position will be
offered, prior to taking up duty.

Pre-Employment Medical:
Prior to appointment the candidate may be required to complete a Health Declaration and
will be required to undergo a medical examination by a qualified medical practitioner
nominated by the Council. Where for any reason the cost of the medical examination is borne
by the applicant it shall be refunded on appointment subject to statutory tax and statutory
deductions.

Selection Process
Candidates will initially be assessed to ensure that they have the minimum requirements for
the position.

Candidates will then be assessed on the basis of the information contained in their application
form to determine, having regard to the requirements of the position and the number who
have applied, if they should be called for interview. Short-listing may apply.
The admission of a person to a competition, or invitation to attend interview, or a successful
result letter, is not to be taken as implying that Limerick City and County Council is satisfied
that such a person fulfils the requirements or is not disqualified by law from holding the
position. Prior to a candidate being appointed, Limerick City and County Council will make all
such enquiries that are deemed necessary to determine the suitability of that candidate. Until
all stages of the recruitment process have been fully completed, a final determination cannot
be made nor can it be deemed or inferred that such a determination has been made.

Shortlisting:
While a candidate may meet the eligibility requirements of the competition, if the numbers
applying for the position are such that it would not be practical to interview everyone,
Limerick City and County Council may decide that a number only will be invited to same. In
this respect, Limerick City and County Council provides for the employment of a short listing
process to select a group for interview who, based on an examination of the application
forms, appear to be the most suitable for the position.

An expert board will examine the application forms against pre-determined criteria based on
the requirements of the position. This is not to suggest that other candidates are necessarily
unsuitable or incapable of undertaking the job, rather that there are some candidates, who
based on their application, appear to be better qualified and/or have more relevant
experience. It is therefore in your own interest to provide a detailed and accurate account of
your relevant qualifications/ experience on the application form.

Competitive Interview:
Selection will be by means of a competition based on an interview conducted by or on behalf
of the local authority. This interview may be in person or online, this is at the discretion of
the Local Authority.

A panel may be formed on the basis of such interview. Candidates whose names are on a
panel and who satisfy the local authority that they possess the qualifications declared for the
post and that they are otherwise suitable for appointment may within the life of the panel be
appointed as appropriate permanent and temporary vacancies arise.

Candidates will be assessed at interview under the following competencies. The candidates
at the interview will be questioned on at least some of the indicators listed below under each
competency.

Candidates at interview must achieve a minimum 50% of the total marks available in each of the
