The Quad: An emerging multilateral security framework of democracies in the Indo-Pacific region

      Zusammenfassung The Indo-Pacific region houses the largest share of global GDP, the world's busiest trade routes, largest population
                       and most powerful militaries. After having successfully worked side by side in coordinating the 2004 tsunami relief, in
                       2007 Australia, India, Japan and the US (the Quad, short for Quadrilateral Security Dialogue) held meetings with each
                       other to discuss security-related issues, and their navies held a military exercise. Although the grouping ended its
                       activities prematurely in 2008, China's growing assertiveness in the region prompted it to remain active in bilateral and
                       trilateral cooperation on security issues. Meetings among senior officials resumed in November 2017 in Manila. In
                       November 2020, the Quad navies held a major military exercise. The first Quad summit took place in March 2021. The
                       grouping has emphasised that its goal is to maintain the liberal rules-based international order, which China seeks to
                       undermine through a revisionist challenge of the status quo. Its efforts are not focused on creating institutions or
                       military alliances, but rather, on generating gradual convergence of cooperation on multiple issues, including Covid-19,
                       climate change, critical and emerging technologies, counterterrorism, cybersecurity and disaster recovery. Establishing
                       further cooperation with other like-minded countries in the region and co-existing with ASEAN (Association of
                       Southeast Asian Nations) are among the Quad's future challenges. The EU is not a traditional security player in the
                       Indo-Pacific; however, as the region is particularly relevant to its trade, it has a strong interest in avoiding disruption of
                       the sea lanes. The Indo-Pacific could be an area of cooperation with the new US administration. France, Germany and
                       the Netherlands have published strategies or guidelines for the Indo-Pacific region, which has stepped up expectations
                       about the forthcoming strategy for the region by the EU as a whole.

China's growing role as a security actor in Africa

      Zusammenfassung        China has emerged as an important economic, political but also security actor in Africa as a result of its 'Going out'
                             policy officially launched in 2001, and the massive roll-out of its signature connectivity strategy, the Belt and Road
                             Initiative (BRI), since 2013. The presence of Chinese citizens and economic assets in Africa has grown substantially
                             due to China's expanding trade with, and China-funded infrastructure projects in, African countries. Many of those
                             countries are plagued by intrastate armed conflicts, jihadist terrorism or maritime piracy off their coasts. The rising
                             number of violent attacks against Chinese workers, calls from the domestic Chinese audience for action, and surging
                             economic loss are some of the factors that have compelled the Chinese government to react. China has shifted from
                             uncompromising non-involvement to selective and incremental engagement in bilateral, regional and international
                             cooperation on peace and security by nuancing, on a case-by-case basis, the narrow boundaries of its normative
                             foreign policy framework, including the principle of non-interference in the internal affairs of foreign countries, that had
                             made a previously inward-looking China for decades a free-rider on global security, provided by the US in particular.
                             As in other fields, China has pursued a two-pronged approach to African security issues, to defend its economic and
                             security interests and to expand its influence in Africa. On the one hand, it has contributed to existing multilateral
                             structures and instruments to foster peace and security. It has participated in UN-led peacekeeping missions to Africa
                             and in the UN-mandated counter-piracy action off the Horn of Africa. Both have provided the pretext for China to
                             accelerate its massive blue-water navy build up, to be present in the Indian Ocean and beyond and to set up its first
                             overseas military base, in Djibouti. On the other hand, it has expanded its military presence by engaging African
                             countries bilaterally through joint drills, military training, and military infrastructure-building and multilaterally through
                             the newly created China-Africa fora on security issues. Against this backdrop it remains to be seen how
                             complementary or competitive the future EU-China security cooperation, which so far has remained in its infancy, will
                             be in seeking 'African solutions to African problems'.

      Zusammenfassung Within their partnership, the EU and Japan recognise each other as being essentially civilian (or ‘soft’) powers that
                        share the same values and act in the international arena solely with diplomatic means. However, the evolution of the
                        threats they face and the unpredictability now shown by their strategic ally, the US, have led both the EU and Japan to
                        reconsider the option of ‘soft power-only’ for ensuring their security. They have both begun the — albeit long —process
                        of seeking greater strategic autonomy. The EU’s Global Strategy adopted in 2016 aims clearly to ‘develop a more
                        politically rounded approach to Asia, seeking to make greater practical contributions to Asian security’.
                        Like the EU, Japan has identified ‘a multipolar age’ in which the rules-based international order that has allowed it to
                        prosper is increasingly threatened. In line with its security-related reforms, Japan has decided to ‘take greater
                        responsibilities and roles than before in order to maintain the existing international order’ and resolve a number of
                        global issues. The EU and Japan may increase their cooperation at the global and strategic level and in tackling these
                        challenges at the regional or local level. The Strategic Partnership Agreement (SPA) between the EU and Japan will
                        provide opportunities for such cooperation, which should also be open to others. This is an opportunity for the EU to
                        demonstrate that it is a consistent and reliable partner, and a true ‘global player’. The Council Conclusions of 28 May
                        2018 on ‘Enhanced security cooperation in and with Asia’ are a step in this direction but need to be translated into
                        action.

      Zusammenfassung Seven years after the 2011 uprising in Egypt, a combination of domestic challenges, together with instability in the
                         Middle East and North Africa region has stalled the country’s ongoing transition. Stability in Egypt is key for the region,
                         and the country’s international partners such as the EU have a clear interest in helping move the country towards
                         stability and prosperity. To that end, this study investigates the main challenges facing Egypt, focusing on social,
                         economic, political and environmental challenges. The study analyses the implications of these challenges for Egypt’s
                         stability in the coming decades. The study then examines the key drivers of EU-Egypt relations and provides a number
                         of policy recommendations on how the EU can support Egypt’s longer-term stability. The study argues that the EU’s
                         economic and security engagement with Egypt should not come at the expense of supporting democracy, human
                         rights and the rule of law. The study also argues that EU programmatic assistance to Egypt should focus on youth,
                         women, education, and entrepreneurship. Finally, the study also argues that the EU’s engagement is likely to be more
                         successful if EU member states are more unified in their approach towards Egypt.

                         player. While the region is not as high on the US foreign policy agenda as in the 1990s, the USA has consistently
                         shown commitment to its Euro-Atlantic integration. US engagement is seen as crucial in this historically volatile region,
                         weakened by unresolved past and emerging challenges.

       Zusammenfassung The EU and NATO are facing an increasingly uncertain and complex situation on their eastern and south-eastern
                            borders. In what the EU has traditionally conceived as its ‘shared neighbourhood’ with Russia and NATO its ‘eastern
                            flank’, Moscow is exhibiting a growingly assertive military posture. The context of the Baltic and the Black Sea regions
                            differs, but Russia’s actions in both seem to be part of the same strategy aiming to transform the European security
                            order and its sustaining principles. The Kremlin seems to follow similar policies and tactics, mainly through the
                            militarisation of the Kaliningrad Oblast and Crimea as the centrepiece of its strategy of power projection vis-à-vis
                            NATO and the EU. An all-out war remains an unlikely scenario, but frictions or accidents leading to an unwanted and
                            uncontrolled escalation cannot be completely ruled out. Tensions and military developments take place in both the
                            Baltic and Black seas, but are not only about them. Russia is testing the Euro-Atlantic response and resilience at large.
                            To assess how far it might be willing to go, it is necessary to evaluate how Russia perceives the West and its actions,
                            taking into account the deep and entrenched clash of perceptions between Brussels and Moscow, and the worldview
                            of the latter.

      Zusammenfassung The creation of the African Union (AU) in 2002 sparked hopes for the start of a new era in African integration. New
                         institutional mechanisms and norms have been put in place to accomplish the AU’s ambitious objectives in the area of
                         peace, human rights and democratic governance. Despite the promise of these objectives, they have yet to become
                         fully effective and legitimate, as many member states still need to fulfil their commitments and sign the necessary legal
                         instruments.

       Zusammenfassung Sectarian conflict and polarisation has become a key feature of Middle East politics in the aftermath of the Arab
                           uprisings of 2011. This workshop looked at some of the key drivers of this, such as the troubled legacy of foreign
                           intervention, state failure, regional rivalries between Saudi Arabia, Iran and others, ruling strategies of authoritarian
                           regimes as well as the spread of identity and sect-based political movements. With in-depth analysis of the two key
                           arenas of sectarian conflict in the contemporary Middle East, Syria and Iraq, and a paper on the consequences of state
                           collapse, this publication looks also tries to make recommendations how the EU could help reduce sectarian tensions.

      Zusammenfassung On 5 June 2017, several Arab nations, including Bahrain, Egypt, Saudi Arabia and the United Arab Emirates (UAE),
                         simultaneously announced that they were severing ties with Qatar, a fellow member of the Gulf Cooperation Council
                         (GCC). Accusing Qatar of supporting and financing 'terrorism and extremism' in the region, the above countries
                         announced that they would halt all land, air and sea traffic with Qatar, expel its diplomats and ask Qatari citizens to
                         leave their territory within 14 days. Oil prices rose initially as markets responded nervously to the worst crisis to involve
                         the GCC since its creation in 1981, but then dropped again. Any escalation in the crisis would likely lead to more
                         sustained increases in oil and gas prices.

      Zusammenfassung Since 2010 the Eastern Mediterranean region has become a hotspot of international energy discussions due to a
                       series of gas discoveries in the offshore of Israel, Cyprus and Egypt. To exploit this gas potential, a number of export
                       options have progressively been discussed, alongside new regional cooperation scenarios. Hopes have also been
                       expressed about the potential role of new gas discoveries in strengthening not only the regional energy cooperation,
                       but also the overall regional economic and political stability. However, initial expectations largely cooled down over
                       time, particularly due to delays in investment decision in Israel and the downward revision of gas resources in Cyprus.
                       These developments even raised scepticism about the idea of the Eastern Mediterranean becoming a sizeable gas-
                       exporting region. But initial expectations were revived in 2015, after the discovery of the large Zohr gas field in offshore
                       Egypt. Considering its large size, this discovery has reshaped the regional gas outlook, and has also raised new
                       regional cooperation prospects. However, multiple lines of conflict in the region continue to make future Eastern
                       Mediterranean gas activities a major geopolitical issue. This study seeks to provide a comprehensive analysis of all
                       these developments, with the ultimate aim of assessing the realistic implications of regional gas discoveries for both
                       Eastern Mediterranean countries and the EU.

South Korea's presidential election: Potential for a new EU role in the Korean Peninsula

      Zusammenfassung South Korea has been shaken by a succession of corruption scandals involving politicians, judges, senior officials,
                          businessmen and even academics. Impeachment of the country's first female president, the conservative Park Guen-
                          hye, was confirmed by the Constitutional Court, and snap Presidential elections take place on 9 May 2017. Moon Jae-
                          in, a liberal politician and a leading Minjoo (Democratic Party) personality, leads the polls and is the prospective next
                          President of South Korea. Whoever will run the country is expected to launch an era of political and constitutional
                          reform, as well as reducing the power of the chaebol, business conglomerates which enjoy outsize influence and
                          impunity. Moon and the Minjoo are critical of deployment of the US-developed anti-missile shield, Terminal High-
                          Altitude Area Defense (THAAD). A new direction to relations with North Korea is also expected, with a shift from
                          military deterrence to an engagement attitude. This new course could favour stability in the region, paving the way for a
                          new role for the European Union, which could offer its experience in dialogue and integration to engage in a possible
                          future denuclearisation of the Korean Peninsula.

      Zusammenfassung Marking the 40th anniversary of the start of their dialogue ASEAN and the EU have agreed to work towards
                         establishing a strategic partnership. While trade has always been the cornerstone of the relationship - ASEAN is the
                         EU’s third largest trade partner - the EU’s ambition to expand its role as a global actor demand increased engagement.
                         Both sides face common challenges that can only be addressed through joint responses that involve all stakeholders.
                         To be strategic the partnership must embrace all aspects, from trade to energy, from climate change to security issues,
                         from human rights to sustainable development. Deepening and enhancing relations between one of the most dynamic
                         region in the world and the largest and most affluent market will bring important benefits to both European and ASEAN
                         citizens. The last years have seen an increase in contacts but the many challenges faced today by the EU, internally
                         and in its close neighbourhood, risk to require all attention and put the EU-ASEAN relations at risk. Finally the study
                         argues that strengthening the parliamentary dimension of the relationship would, besides supporting representative
                         democracy in Southeast Asia, contribute to maintaining the momentum launched in 2012.

      Zusammenfassung The nuclear dimension of the crisis in the Korean peninsula has been compounded since the end of the Cold war,
                       particularly since the North Korean regime announced its withdrawal from the nuclear Non-Proliferation Treaty (NPT) in
                       January 2003. The nuclear and ballistic programmes of the Democratic People’s Republic of Korea (DPRK) have
                       dangerously improved since the beginning of the decade and seem to have accelerated since 2014 in spite of the
                       continuous strengthening of the international sanctions regime against Pyongyang’s Weapons of Mass Destruction
                       programmes.
                       Accordingly, tensions have risen dramatically in the Korean peninsula. In the current context, the resumption of the six-
                       party talks – deadlocked since the spring of 2007 - remains very hypothetical. It is clearly dependent on a change of
                       attitude on Pyongyang’s part, something hardly predictable. Even if ‘strategic patience’ towards North Korea has been
                       challenged for some time, it may be that there is no better alternative to this policy. Comprehensively conceived, it
                       should be understood as a strong policy of containment of the North Korean nuclear crisis in order to make possible
                       the return of Pyongyang to negotiations. As a subsidiary issue, it could be asked whether the EU could play a renewed
                       role as regards to nuclear and ballistic proliferation in North East Asia.

      Zusammenfassung China’s New Maritime Silk Road policy poses geostrategic challenges and offers some opportunities for the US and its
                          allies in Asia-Pacific. To offset China’s westward focus, the US seeks to create a global alliance strategy with the aim
                          to maintain a balance of power in Eurasia, to avoid a strong Russia-China or China-EU partnership fostered on
                          economic cooperation. For the EU, the ‘One Belt, One Road’ (OBOR) initiative by improving infrastructure may
                          contribute to economic development in neighbouring countries and in Africa but present also risks in terms of unfair
                          economic competition and increased Chinese domination. Furthermore, China’s behaviour in the South China Sea and
                          rebuff of the ruling of the Permanent Court of Arbitration, in July 2016, put the United Nations Convention on the Law
                          of the Sea (UNCLOS) at risk with possible consequences to freedom of the seas. Increasing relations with China could
                          also affect EU-US relations at a time of China-US tension. To face these challenges, a stronger EU, taking more
                          responsibility in Defence and Security, including inside NATO, is needed.

      Zusammenfassung Mauritania, an important ally of the EU in the fight against terrorism in the Sahel, faces several inter-related
                          development challenges: ensuring an efficient use of the revenue derived from natural resources, economic
                          diversification and improved governance. The severity of these development challenges is increased by difficult
                          political relations between the three main ethnic groups in the country, the dominant group being the Arab-Berber
                          Bidhan. They constitute less than one-third of the country’s population, but dominate economically and politically. The
                          Haratin, the largest group in the country, is made up of descendants of black Africans enslaved by the Bidhan (freed or
                          still enslaved). The third group in the country is the West Africans or Black Mauritanians. Mauritania’s post-
                          independence history is marked by repeated attempts by this group to assert its non-Arab identity and claim for a more
                          equitable share of political and economic power. The tension that these divisions create is a problem in itself, but they
                          can also be appropriated by violent Islamist insurgencies in the region. The urgency of this challenge is further
                          complicated by the likelihood of increased climate change effects that the country is currently not adequately prepared
                          for. This study therefore discusses the main political, economic and development challenges that contemporary
                          Mauritania is faced with, illustrating how these challenges can only be properly grasped with consideration to their
                          historical evolution. Based on this, the study investigates the current basis for EU-Mauritania relations and suggests a
                          select number of policy areas for consideration, as this relationship continues to evolve around issues of mutual
                          concern such as security and development.

      Zusammenfassung Since the EU adopted its Counter-Terrorism Strategy in 2005, it has focused on forging closer ties with third countries
                        in the fight against terrorism. Cooperation with the Southern Neighbourhood in this field is particularly important. Every
                        single country within this region is affected by terrorism to different degrees and terrorist attacks on European soil are
                        increasingly linked with the Middle East and North Africa.
                        The EU adopted a wide-ranging counter-terrorism approach in the South including actions that go beyond the strictly
                        military and security interpretations of counter-terrorism. In line with the UN’s 4-pillar approach, the EU’s counter-
                        terrorism measures can be broadly subdivided into four fields: (i) building state capacity (particularly in the areas of
                        border control, criminal investigation and prosecution, and countering the financing of terrorism); (ii) strengthening the
                        rule of law and respect for human rights; (iii) fostering regional cooperation; and (iv) preventing and combating
                        terrorism. This study outlines and contextualises current counter-terrorism activities in the region.

      Zusammenfassung Mit der Europäischen Nachbarschaftspolitik wurde ab 2004 ein allgemeiner Rahmen für die Beziehungen der EU zu
                        den geografisch am nächsten gelegenen 16 Nachbarstaaten geschaffen. Dieser Rahmen bietet eine verstärkte
                        Zusammenarbeit und einen Zugang zum europäischen Markt über bilaterale Aktionspläne, mit denen mittelfristig
                        Assoziierungsabkommen erreicht werden sollen. Er wird durch drei regionale Komponenten ergänzt: die Union für den
                        Mittelmeerraum, die Schwarzmeerstrategie und die Östliche Partnerschaft. Zur Union für den Mittelmeerraum und der
                        Östlichen Partnerschaft gehören ein multilateraler Rahmen in Form gemeinsamer Institutionen (Versammlung Europa-
                        Mittelmeer, Euronest, regelmäßige Gipfeltreffen). Aufgrund der umfassenden geopolitischen Umbrüche, die durch den
                        Arabischen Frühling im südlichen Mittelmeerraum ab 2011 und durch den Ukrainekonflikt seit 2014 ausgelöst wurden,
                        muss die Europäische Union ihre Nachbarschaftspolitik einer gründlichen Überprüfung unterziehen. Der Erfolg dieser
                        Reform und ihrer Umsetzung hat grundlegende Bedeutung für die Behauptung der EU als internationaler Akteur. Aus
                        diesem Grund veröffentlichten die Kommission und der Europäische Auswärtige Dienst im November 2015 eine
                        Mitteilung zur Reform der Europäischen Nachbarschaftspolitik.

      Zusammenfassung After decades of authoritarian military rule, South Korea — an East Asian nation on the southern half of the Korean
                        Peninsula — has opened up politically. The current president, Park Guen-hye, faces a range of domestic problems.
                        Recently, a corruption scandal triggered widespread protests and caused her approval ratings to plummet.
                        The US continues to be an important ally in both economic and political terms, particularly in light of deteriorating
                        relations with North Korea, whose nuclear programme has accelerated in 2016. Economically, South Korea, one of the
                        world’s most rapidly aging societies, faces major challenges despite its strong growth and export record. Measures are
                        needed to tackle low employment among women and young people and to support the elderly as well as to promote
                        social inclusion. The large proportion of irregular workers on the labour market accounts for the big wage gap and high
                        relative poverty rate. Economic restructuring in China, South Korea’s biggest trading partner, also has a spill-over
                        effect.
                        In July 2016, trade between the EU and South Korea was fully liberalised, apart from certain agricultural products,
                        under the ambitious ‘second generation’ free trade agreement (FTA) signed in 2011. The FTA has benefited both
                        sides. It does not contain an investment chapter and could be revised to incorporate one. However, public concerns in
                        both South Korea and the EU would first have to be addressed.

      Zusammenfassung The Yemen conflict has deteriorated since 2015 despite repeated rounds of peace negotiations. The most recent
                        round of UN-led Talks ended in August 2016 with no agreement. The conflict is in danger of escalating beyond
                        Yemen’s borders with frequent Houthi incursions into Saudi Arabia, foreign ships being targeted by missiles from
                        Houthi-controlled areas near the Bab el-Mandeb Strait – a major international trade route – and Saudi Arabia and Iran
                        siding with opposite sides in the conflict. The latest 72-hour cease-fire starting 20 October was not renewed when it
                        ended on 22 October. The cease-fire did, however, allow humanitarian aid agencies to step in to start to provide
                        assistance to some of the 21.2 million people across the country who are in need of humanitarian aid. UN OCHA has
                        estimated it needs USD 1.63 billion for its Yemen humanitarian response plan, but it has only received pledges for 47
                        % of that amount so far. The EU has recently announced a further EUR 40 million for the fund, taking the total EU
                        pledge to EUR 120 million. The European Parliament has called for an EU arms embargo on Saudi Arabia, which is
                        responsible for the majority of the destruction of civilian infrastructure.

      Zusammenfassung India and China — two emerging Asian giants — have historically been polar opposites in many ways and relations
                          between them have been tense. In recent years, however, their co-operation has been improving and they have signed
                          numerous bilateral agreements. From the EU’s perspective, it is crucial to monitor the relationship between these
                          strategic partners. Not only do these two emerging countries have the two largest populations in the world, but
                          projections suggest that they will together account for a significant share of the world economy by the middle of the
                          century. The EU must be able to meet the regional and even global challenges presented by the rise of China and
                          India.

      Zusammenfassung This report outlines the potential for a more structured and strategic relationship between the European Union and the
                        Islamic Republic of Iran following the Joint Comprehensive Plan of Action (JCPOA). To both address areas of
                        disagreement and complaints, as well as pursue common interests and matters of mutual benefit, the EU needs to put
                        in place an institutional framework that can withstand the various setbacks that have, to date, derailed all previous
                        efforts of political dialogue. There are a number of areas where both actors can benefit from cooperation; trade,
                        environmental and sustainability issues, education, and combatting drug trade. Even when pursuing more contentious
                        issues such as human rights, having a strategic and fully-fledged multilevel relationship will be helpful. There are also a
                        number of political crisis in the region (ISIS, migration) where reaching a solution without Iranian involvement will either
                        be unnecessarily costly or near impossible.

      Zusammenfassung For more than 20 years, this frozen conflict has opposed Azerbaijan on the one side and the self-proclaimed Nagorno-
                       Karabakh authorities and Armenia on the other side. The Nagorno-Karabakh enclave in Azerbaijan, mainly populated
                       by Armenians, declared its independence in September 1991. The non-recognition by Azerbaijan of this proclamation
                       prompted a full-scale military conflict resulting in the de facto autonomy of Nagorno-Karabakh and the occupation of
                       seven Azerbaijani districts after the 1994 ceasefire. The conflict has remained highly unstable since then because it is
                       part of a complex regional 'game' between Turkey and Russia. The OSCE Minsk Group, co-chaired by France, the
                       United States and Russia, remains the main forum in which to settle the conflict. Nevertheless, it has failed up to now
                       to find a global peace agreement. Periodically, the situation on the ground becomes alarming, as it did in April 2016
                       when the conflict restarted, with dozens of people killed on both sides. Since 1994, the EU is mainly implicated in the
                       process through the participation of France in the Minsk Group. The EU's offers of association agreements to both
                       Armenia and Azerbaijan have not made any progress so far. The EU's leverage in the conflict has therefore been
                       limited.

      Zusammenfassung The 2016 Defence White Paper (DWP) states that the United States will remain Australia's 'most important strategic
                         partner', while pointing to concerns about China’s growing assertiveness. Defence spending envisaged in the DWP is
                         to increase by approximately 80% over the next ten years, with a quarter of investments going to maritime and anti-
                         submarine warfare. Australia has also launched its largest-ever defence procurement programme, with French firm
                         DCNS selected as its international partner for the AU$50 billion (€34.3 billion) future submarine programme.

      Zusammenfassung The present study provides a detailed overview of the actual human rights situation in the frozen conflict regions of
                         EU’s Eastern neighbourhood, namely in Crimea, Transnistria, Abkhazia, South Ossetia and Nagorno-Karabakh. The
                         focus of the analysis is on the access to the justice system, as well as on the abilities of the de jure or de facto
                         authorities to administer justice. Particular attention is paid to Crimea because the rapidly worsening human rights
                         situation there affects far more people than the population of the other four frozen conflicts combined. International
                         community actions, as well as the role of civil society in protecting human rights are also analysed.

      Zusammenfassung In June 2007, the EU adopted an EU Strategy for a New Partnership with Central Asia ('EU Strategy for Central Asia'),
                         in recognition of the region's increasing importance for the Union's security, stability, governance and energy
                         diversification. The strategy provides a framework for EU relations with Kazakhstan, Kyrgyzstan, Tajikistan,
                         Turkmenistan and Uzbekistan. The European Parliament is due to discuss the implementation and review of the
                         strategy during the April plenary session.

      Zusammenfassung The creation of the African Union (AU) in 2002 sparked hopes for the start of a new era in African integration. New
                         institutional mechanisms and norms have been put in place to accomplish the AU’s ambitious objectives in the area of
                         peace, human rights and democratic governance. Despite the promise of these objectives, they have yet to become
                         fully effective and legitimate, as many member states still need to fulfil their commitments and sign the necessary legal
                         instruments. This is an updated version of a note from March 2015, 'Political cooperation within the African Union'. See

      Zusammenfassung The price of oil has fallen significantly since June 2014, from a peak of US$115 per barrel (bl) then to US$26 per barrel
                         in January 2016, although it has somewhat recovered recently. This can partly be explained by weaker demand, robust
                         supply growth and the expanding coverage of mandatory energy effciency provisions worldwide. These changes come
                         at a time of major turmoil in parts of the Middle East. Iraq – with the world’s fifth largest oil reserves – is engaged in the
                         fight against ISIL/Da’esh which controls some of Iraq’s oil fields. Syria – with a national budget largely dependent on oil
                         revenues – is torn apart by civil war. Iran, on the other hand, is returning to international oil markets as a result of the
                         gradual removal of sanctions against it, in line with the agreement on its nuclear programme.
