ADJOURN
A Board member of the Corporation may participate in a Board meeting by video conference pursuant to Section 551.127 of
the Texas Government Code. A quorum of the Board will meet at the Texas State Affordable Housing Corporation’s
headquarters located at 6701 Shirley Avenue., Austin Texas, 78752.
Individuals who require auxiliary aids or services for this meeting should contact Rebecca DeLeon, ADA Responsible
Employee, at 512-220-1174 or Relay Texas at 1-800-735-2989 at least two days before the meeting so that the appropriate
arrangements can be made.
Section 46.035 of the Texas Penal Code prohibits handgun licensees from carrying their handguns at government meetings
such as this one. This prohibition applies to both concealed carry and open carry by handgun licensees. Handgun licensees
are required by law to refrain from carrying their handguns at this meeting.
Texas State Affordable Housing Corporation reserves the right to recess this meeting (without adjourning) and convene at a
later stated time, if and to the extent allowed by law. If Texas State Affordable Housing Corporation adjourns this meeting
and reconvenes at a later time, the later meeting will be held in the same location as this meeting. Texas State Affordable
Housing Corporation also reserves the right to proceed into a closed meeting during the meeting in accordance with the
Open Meetings Act, Chapter 551 of the Texas Government Code. If permitted by the Open Meetings Act, Chapter 551 of the
Texas Government Code, any item on this Agenda to be discussed in open meeting may also be discussed by the Board (and
any other authorized persons) in closed meeting.

Affordable Communities of Texas Program (ACT)
ACT housing development was very active in San Antonio this past month. Staff anticipates a certificate
of occupancy for 1314 N. Center in the next week and the property is now under contract with an income
eligible buyer. The buyer will benefit from $15,000 in ACT down payment assistance in the form of a
second lien deferred forgivable 5-year mortgage. 1418 N. Navidad has experienced construction delays
due to material shortages and subcontractor availability, but staff anticipates a certificate of occupancy
by early April and an affordable home sale soon after. The demolition of 631 Carolina Street is also
complete and Greenboro Homes, our partner and builder in San Antonio, is working through the
predevelopment for a four-unit affordable homeownership project.
Regarding the redevelopment of our ACT Greenville property, permit applications and building plans have
been approved for the construction of three single-family homes intended for affordable sales to
households with incomes at or below 80% Area Median Income (AMI). Foundation form surveys are
underway in preparation for foundation pours.
HUD and TDHCA financing applications, including third party reports, are underway along with building
plans for The Park on 14th in Plano. This multifamily development will include 62-units of one- and two-
bedroom units targeted to families and individuals. Thirteen units will be affordable to households earning
up to 50% AMI, 19 units will be affordable to household earning 80% AMI, and the remaining 30 units will
be market rate units.

Texas Housing Impact Fund
In March, loan committee will review a $375,000 10-year deferred forgivable AHP loan to Saison North,
LLC. to construct Saison North Apartments. It will include 116-unit multifamily rental units to be located
in Austin. The loan will secure five-units of housing for persons with disabilities under the AHP guidelines.
In June 2021, the TSAHC board approved a $1,000,000 bridge loan to this developer to assist with the
project’s site acquisition. This loan is in good standing.

Multifamily Bond Program
Regarding Marketplace at Liberty Crossing, staff is returning to the Board in March with a final bond
resolution with plans to close the transaction in May. Marketplace at Liberty Crossing was granted an
inducement resolution in May of 2021. The Marketplace at Liberty Crossing project was granted a
reservation of private activity bonds at the January board meeting. The Marketplace at Liberty Crossing
will include 318-unit new construction development to be located in Wilmer.
