Motor Vehicle Registration and Licencing(MVRL) update

 Opened MVRL offices in a phased in approach since 11 June 2020 with limited staff
  because of the COVID19 regulations (social distancing, etc.)
 Expected to catch up with 3-4 months of backlogs with licences that expired on
  31 March, 30 April and 31 May 2020 and given a due date of 31 August 2020 and it
  was made worse because the 31 August normal licences also had to be renewed.
  All these licences to be renewed by 22 Sept 2020 (this was the grace period)
    there were no licence renewals sent out by RTMC.
    all 20 MVRL offices were opened (we did it sooner than planned because of
         the very long queues, etc and worked closely with SCM who really came to
         the party and assisted with all PPEs/Masks , thermometers, etc. .
    Very long queues and negative publicity
    Some offices have closed during this time, because a staff member or
         member of the public either tested positive for COVID19 or came into contact
         with a person who tested positive for COVID19
 To date with limited staff, 690 107 transactions were processed and R504,4m in
  payments taken in since 11 June 2020.
 Still challenges with very long queues and the backlogs on the online renewal
  system, as staff working on online transactions during the day are required to
  work on the long queues and motor dealer transactions.

Challenges facing municipalities and motoring public:
      NATIS is a national system and the dependencies by municipalities on the RTMC
        system support and the connectivity and speed of the system
      The lack of automation, integration and innovation in meeting the needs of
        municipalities and customers (e.g.: online/Apps etc.)
      Impact of load-shedding, results that offices without generators having to close
      NDOT and RTMC have stopped sending licence renewal notices- Today received info
        from WCG on the online system to download renewals register their profile on
        www.online.natis.gov.za
      NDOT/RTMC running out of face value documents as problems with Government
        printer (licence discs and registration certificates impacted). Some Provinces offices
        are closed because of this.
Proposals and way forward:
       The City MVRL online system to be fully integrated with NATIS
       Online payment of MVR&L renewal notices via a mobile phone
       Replace current licence discs with modern solutions (App)
       Printing and delivering licence discs through other service providers ( whilst providing
        inputs to do away with licence discs.
       Looking at an online booking system for Registration & licence transactions &renewals
   It must be noted that all of the above are dependent on agreement and co-operation of
                                       NDOT, RTMC, WCG.

 There were 1 322 853 vehicles in the COCT area of which 33 625 vehicles were
 un-licenced as at 31 August 2020.
