Operation Sentry OPERATION SENTRY Operation Sentry is a program created in 2006 by the NYPD Intelligence Bureau. Sentry is a multi-regional, multi- agency collaboration to help detect and prevent potential dangers to New York that originate outside the city. We also pride ourselves on sharing relevant information with our partners who could then apply this knowledge to protect their cities. DOMESTIC LIAISON UNIT In the event of a domestic incident, the NYPD gathers information from our Sentry partners. Once information is received by our team and with the approval of the originating partner, we rapidly disseminate analytical products to all members of this program for their situational awareness. The Domestic Liaison Unit will often play an intermediary role when a request comes in from a current Sentry partner. When needed, we will put two law enforcement contacts in touch with each other. In addition, the unit maintains two stateside liaison posts. The first is stationed in Washington D.C., embedded with U.S. Customs & Border Protection and the Drug Enforcement Administration. The second is stationed in Southern California, embedded with the Los Angeles Police Department and the Los Angeles County Sheriff’s Department. INTELLIGENCE PARTNERSHIPS ON A NATIONAL LEVEL Each year, the Sentry Program adds new partners, which has led to an extensive network of law enforcement intelligence sharing throughout the United States. On the following pages, our most recent map will demonstrate our reach through the country, followed by the emblems of some of our partner agencies.
Operation Sentry INTERNATIONAL LIAISON UNIT The NYPD Intelligence Bureau has 14 International Liaisons strategically placed throughout the world. Each liaison is a sworn member of the NYPD. These posts are responsible for compiling timely and accurate information about terrorism-related threats, attacks, and transnational crime occurring in their area of responsibility. Additionally, liaisons will examine law enforcement information to assist the NYPD when preventing and responding to a terrorism-related investigation, incident, or threat. NYPD liaisons develop and maintain close relationships with local and foreign law enforcement agencies allied in the global war on terrorism. The information gathered is then disseminated to law enforcement partners when appropriate via Operation Sentry. Operation Sentry SENTRY CONFERENCE Each year the Intelligence Bureau’s Domestic Liaison Unit hosts the annual Sentry Conference at One Police Plaza in New York City. Hundreds of law enforcement agencies including police departments, sheriffs’ offices, prosecutors’ offices and federal agencies attend the conference. These organizations gather in New York City to discuss events or threats to their respective cities. Members of nearly two hundred (200) domestic and international law enforcement agencies attended the 2019 Conference. Operation Sentry STRATEGIC PRODUCTS & REPORTING Each year the Intelligence Bureau produces a number of different products to help sentry partners better prepare and protect their respective agencies and municipalities. Most notably, after a significant incident has taken place, intelligence is collected from sentry partners, overseas posts, and other sources of information. This intelligence is then compiled into a significant incident report (SIR). The SIR typically consists of an executive summary, an incident overview, a tactical assessment, and relevant pedigree information. Operation Sentry PARTNERSHIP WITH NEW YORK / NEW JERSEY HIDTA The Intelligence Bureau – Domestic Liaison Unit is currently based out of the NY/NJ HIDTA Office in Lower Manhattan. This presence at HIDTA provides the unit with direct points of contact with Federal, State, Local & International agencies from around the region, country & the world.
