OVERVIEW
The Phyllis Dewar Outdoor Pool was closed to the public in 2020 due to the COVID-19
pandemic.

The Parks and Recreation Department continues to review the reopening guidelines issued by
the province and has produced a Phyllis Dewar Outdoor Pool Reopening Plan that considers
programming impacts, budgetary implications, facility alterations, communication plans,
customer safety, staff safety and cleaning/sanitization requirements.

These guidelines will continue to change as per the Re-open Saskatchewan Plan.

All users must adhere to the Sports and Activities Guidelines in the Re-open Saskatchewan Plan.
User Groups must adhere to their Sport Governing Body Return to Play Guidelines. Rental
groups must submit a COVID-19 mitigation plan.

All users and facility operations must adhere to the Recreation Guidelines in the Re-open
Saskatchewan Plan.

Staff Requirements
Phase 1: Pool opens during Step 1 in the Re-open Roadmap
Phase 2: Summer program hours begin during Step 2 in the Re-open Roadmap
Phase 3: Government Restrictions lift as per Step 3 Re-open Roadmap, return to regular
capacity levels based on programming and staffing availability

Operational Guidelines
Communication and Enforcement
  • Pre-booking will be encouraged in advance online or over the phone and will receive
    priority entrance in the pool/program. Walk-ins will be booked in as space permits on
    a first-come, first-served basis, using the PerfectMind system.
  • Guidelines and procedures will be emailed to participants upon registration and posted
    at the facility.
  • Members will receive an email related to guidelines and schedules.
  • Recreation program staff will be responsible for the communication of all guidelines.
  • The Paddling Pool will not operate in 2021.
  • The Sundeck and the second floor will remain closed.

Staff PPE
    • Staff will be provided face shields and/or non-medical masks to use as desired.
    • Additional PPE related to mask and gloves will be added to the personal First Aid Kits/hip
        packs.
    • Large First Aid Kits will be disinfected after each use.
    • Ongoing training will be provided to staff related to recommendations and updates
        made from the SHA, Canadian Red Cross, Lifesaving Society and updates will be
        implemented in the Aquatic Safety Plan.

Entrance & Exit Point
    ▪ Fairford Street Main Entrance - East Door.
    ▪ A sign will be displayed near the entrance displaying the guidelines and informing the
      public about COVID-19 precautions and restrictions.
    ▪ All persons wishing access to the Outdoor Pool deck must register in PerfectMind and
      pay the appropriate entry fee.
    • Emergency Exits will remain the same as posted.

Customer Screening

   •   Signage will be placed near the door entrance to remind all people of COVID-free
       criteria to be met to enter the facility for themselves and their family members.
   •   Parents and caregivers must assess their child daily for symptoms of the common cold,
       influenza, COVID-19 or other infectious respiratory diseases before sending them to swim
       lessons.
   •   By entering the building, scanning a membership, or paying, this is a declaration of
       health.
   •   Front desk staff will have all patrons check in with a PerfectMind Account, including
       drop-ins. A health screening will also be done when registering online.
   •   In the event that a participant is observed to have COVID-19 symptoms staff will refuse
       to allow the person further access to the building and ask them to leave the building
       immediately by the appropriate exit.
   •   Staff will explain to the customers who are denied access that they will need to wait for
       further direction by calling 811.
   •   Once the patron has left the building, staff must sanitize any surfaces that the customer
       may have touched.
   •   If the individual refuses to leave or is in distress, staff will call 911 and Police and/or EMS
       will be dispatched to assist.
   •   Anyone under the age of 10 years must be accompanied in the water by a parent or
       caregiver 16 years of age or older. The admission policy has been changed in the
       Aquatic Safety Plan. Bracelets for under 6 years-arm’s reach will be given to the parent
       to be put on the child.
   •   If a participant requires first aid, staff must wear a face mask and gloves during all
       hands-on interactions, with the option to add a face shield and/or gown, to avoid any
       body secretions or fluids. Once the participant has left, staff must wash their hands and
       ensure all areas that the participant occupied are cleaned and disinfected.
   •   After the customer has successfully checked in, front desk staff will reinforce key
       messages as required (i.e. mandatory showers, supervision of small children)

Guidelines for General Pool Operations
   •   All participants are highly encouraged to register online for swim programs for
       guaranteed and quicker entry to the pool. Phone call and drop-in registrations will
       also be accepted.
   •   Proper and frequent hand hygiene by public and staff is a vital component in
       preventing the transmission of illnesses. Public and staff must wash hands often with
       soap and water for at least 20 seconds or use an alcohol-based hand sanitizer
       approved by Health Canada. Avoid touching your face, mouth, nose and eyes.
   •   Change rooms are open. Shoes are to remain in the shoe racks.
   •   All user must take a cleansing shower from head to toe with soap, including hair or
       wear a bathing cap, prior to entering the pool. All staff are responsible for enforcing
       this on the pool deck.
   •   The steam room will be available for use.
   •   The drinking fountains will be available for use.
   •   Lockers will be available for day use for all, and long-term members overnight.
   •   Rotational lifeguards will continue to provide enhanced cleaning and disinfection in
       public and staff areas, including, but not limited to, change rooms, door

   •   handles/knobs, flotation aids, handrails, light switches, payment devices, play
       structures, shared workstations, shower areas, slides, tables and toys.
   •   Towel service for members will no longer be provided.
   •   Bracelets for children under 6 years and for deep end laps will be reinstated.

Activity Considerations and Physical Distancing
   • Physical distancing is still encouraged to limit the spread of any type of infectious
       bacteria.
   • Lane swim will be structured to allow for maximum capacity, with circuits and speed
       designation. Passing in lanes is encouraged in the center or at the ends.
   • Private Rentals will be accepted, based on pool and staffing availability.
   • Equipment will be made available for use at each program, based on the type of
       program and will be placed in a bucket for disinfection after each use.

Cleaning Measures

   •   All items used by participants will be cleaned and disinfected during or at the end of
       each swim.
   •   Disinfecting of high touch areas and washrooms will be ongoing by aquatic and facility
       staff and a deep cleaning will occur daily.

Swim Lessons, Fitness Classes and Training Guidelines
Communication Plan and Bookings
  • Registration and payment will be available online through PerfectMind Recreation
    Software and members will be encouraged to register online, by phone or the City of
    Moose Jaw App.
  • Whenever possible, contactless forms of payment and check-in will be used.
  • Communication will be sent out to all members and users notifying them of rules and
    regulations that will be pertinent to all users prior to entering facility and within the
    facility.

Hygiene Practices
   • Instructors will ensure a cleansing shower, including hair, occurs
   • Classes will not share equipment with other classes.
   • Swimmers will not use other personal items, except for goggles which may not be
      shared.

Activity Consideration and Physical Distancing

   •   Swimmers are encouraged to arrive as close to the start time as possible and exit the
       facility immediately after practice/lessons are over to reduce the number of people
       gathering in a facility.
   •   Team workouts and other fitness activities on the pool deck or in another area of the
       facility are subject to fitness facility guidelines in the Re-Open Saskatchewan plan.
   •   Lifeguard courses and training are permitted subject to the gathering and physical
       distancing restrictions.
   •   Groups will not share fitness equipment.

Lifeguarding and Supervision
   •   Updates to the Aquatic Safety Plan include first aid and lifesaving procedures. PPE of
       gloves, face mask/shield, and gown can be used, at the discretion of each lifeguard
       for all first aid once a distressed patron is out of the water.
   •   Staff training will occur ongoing related to new COVID-19-specific first aid and
       lifeguarding procedures.
   •   Lifeguards need to focus on the health and safety of swimmers in a facility. Therefore,
       they should not be required to enforce public health measures. Rotation staff and
       Headguards will need to ensure compliance with guidelines.
   •   When the process of drowning begins, the outcomes are often fatal. Unlike other
       injuries and many diseases, survival from drowning is determined almost exclusively at
       the scene of the incident and depends on two variable factors: how quickly the
       person is removed from the water, and how quickly effective resuscitation is
       performed. Since risk aversion is impossible, any attempt at first aid or resuscitation,
       may result in self-contamination.
   •   If an in-water rescue is performed, both the lifeguard and the rescued person should
       be monitored for COVID symptoms and followed up with in 2 weeks.
   •   The Aquatic Safety Plan takes into consideration both the best outcomes for potential
       injured and/or drowning persons, as well as safety for the staff, based on
       Recommendations from the Canadian Red Cross and the Lifesaving Society.

Enforcement
1st Warning
    • Staff stops the undesired behavior and explains correct protocols.
    • No report required.

2nd Warning
   • Staff stops the undesirable behavior and repeats correct protocols.
   • Client is asked to end their swim/workout today and leave the facility.
   • Extreme Client Behaviour Report required.

Repeat offender
   • Staff stops the undesirable behavior and repeats correct protocols.
   • Client is asked to leave the facility for a certain period.
   • Extreme Client Behaviour Report required.

Phyllis Dewar Outdoor Pool Know Before You Go
We have taken enhanced health and safety measures for you, our customer, and for our
employees.

By entering the building, you and your family are confirming the following:
  1. I do not have new or worsening respiratory symptoms NOT RELATED to seasonal or
      environmental allergies (i.e. cough, shortness of breath or difficulty breathing, sore
      throat, runny nose OR new onset atypical symptoms including chills, aches and pains,
      headache, loss of sense of smell or taste).

  2.   I have not tested positive for COVID-19. (Note: If you have received clearance to be
       removed from self-isolation from Public Health following a positive test or exposure, you
       can answer NO)
  3.   In the last 14 days have you been identified by Public Health as a close contact or had
       close contact with a confirmed or probable case of COVID-19? (Note: If you have
       received clearance to be removed from self-isolation from Public Health following a
       positive test or exposure, you can answer NO)
  4.   In the last 14 days, have you been outside of Canada, including the United States?
       (Note: If you have an approved travel exemption, you can answer NO, but you will be
       required to show proof)
  5.   I will follow Public Health Orders related to physical distancing and the wearing of non-
       medical masks.

We will need your continued help to ensure we create the safest environment possible.

WHAT TO EXPECT
  • You may register for all activities online at www.moosejaw.ca, City of Moose Jaw app
      or via phone (Yara Centre 306 694-4560 or Kinsmen Sportsplex 306 694-4483).
  • Walk-ins will be accepted, once all pre-booked swimmers have entered, based on
      capacity, and will be set up with a PerfectMind account.
  • Slightly modified hours, based on space and staffing capacities.
  • Enhanced cleaning by City of Moose Jaw staff.
  • Reduced shared equipment / items available.
  • All swimmers must have a head to toe cleansing shower.

RECOMMENDATIONS FOR FACILITY USERS
   • Change/shower rooms and washrooms are available.
   • A limited number of lockers are available for use, but it is recommneded to take
     personal items on to the pool deck. Absolutely no overnight use of lockers is permitted.
   • Water bottles are allowed and water fountains will be available.
   • Personal swim items (equipment, small toys) are allowed and must be sanitized before
     use.

PROPER CLEANING OF EQUIPMENT
   • Members and visitors should regularly sanitize and wash their hands.
   • Sanitize all equipment before and after use with sanitizer provided.
   • Please notify staff if you witness users not following protocol.

CUSTOMERS UNDER 10 YEARS OLD
  • To ensure safety, all customers under the age of 10 yrs must be accompanied in the
     water by a parent or a responsible caregiver that is 16 yrs or over.

   SPECTATOR AREAS
      • Spectators may observe from outside the fence at the Outdoor Pool, or pay admission
         to gain access to the pool deck.

   RESERVE YOUR ACTIVITY
      ▪ Book your activity online at www.moosejaw.ca , with the City of Moose Jaw app or call
         to ensure your spot.
      ▪ Members can book 46 hours in advance and non-members can book 22 hours in
         advance. This may change as programs are added or expanded in the future. Refer
         to the Free City App or moosejaw.ca for updates.
      ▪ There are no refunds on bookings. No shows may result in cancellation fees.
