COVID-19 Remobilization of the Membership Plan – Phase I This plan has been developed for South Carolina Wing, using the template provided by the Civil Air Patrol National Headquarters to enter Phase I, safe conduct of activities. Additional staffing and resources have been coordinated with N/A, to cover gaps in this wing’s available resources. NOTE: Deviations from the template are authorized but should be coordinated by contacting the COVID-19 Planning Team at COVID-19Plans@capnhq.gov. However, O-Flights for cadets will have only one cadet flying at a time. Masks are required. COVID-19 Remobilization of the Membership Plan – Phase I A defined mission base will not be established unless the mission becomes so large as to require such. Planning and command and control activities will be performed from home station using collaborative processes such as TEAMS, texts, and phone calls. A permissive environment is needed or C2 + operations will need to be conducted well away from the affected area. Crews and teams will be dispatched, tracked, and recovered remotely and electronically. Crews will be responsible for preparing their assets, servicing them, recovering them, and reporting task status via WMIRS or download of pictures to a central collection site as may be needed Crews and teams will follow all precautionary procedures appropriate for current Phase (face masks and cleaning between sorties). If an operating location, a sub-base, or a full mission base is established, the location will be cleaned prior to use, post use and during use (such as morning and afternoon cycles). Indoor location will not exceed 10 members. Up to 25 members may be outside and must be masked and social distanced. Members, crews, and teams will have to provide their own personal protective equipment and cleaning materials because wing does not have a supply and it is not logistically feasible to distribute a supply. Wing will obtain cleaning material for mission base locations only. If a member is unable to provide needed personal materials, then they cannot participate. The IC will specifically designate personnel to conduct cleaning for a mission location. Task 1.10.2 - Identify Requirements (Currency, etc) for Senior Members Senior members must be current IAW FAA requirements, recalling that being current does not equate to being proficient. If an individual does not meet FAA currency requirements, an A0/24 flight with an instructor is appropriate until the instructor pilot concurs with member’s return to service. For ground operations, the individual and the person in charge (activity director, incident commander etc) will decide as to ability to appropriately perform duties. Additional training can be provided, or the member can be replaced in that duty capacity Task 1.10.3 & 1.10.4 - Identify Cadet Training Requirements That May Be Different Than Phase I Requirements None, as there are no cadets undergoing any type of flight training under CAP auspices within SCWG at this time. Any ground training will follow general training needs for small unit training. Prescheduling COVID health assessment (To be completed by squadron commander or designee): • Do you have a fever (temperature over 100.4F) without having taken any fever reducing medications? • Do you have a Loss of Smell or Taste? • Do you have a Cough? • Do you have Muscle Aches? • Do you have a Sore Throat? • Do you have Shortness of Breath? • Do you have Chills? • Do you have a Headache? • Have you experienced any GI symptoms such as nausea/vomiting, diarrhea, loss of appetite? COVID-19 Remobilization of the Membership Plan – Phase I • Have you, or anyone you have been in close contact with been diagnosed with COVID-19, or been placed on quarantine for possible contact with COVID-19? • Have you been asked to self-isolate or quarantine by a medical professional or a public health official? • You must complete the symptom/exposure checklist prior to participating in orientation flight and not have any possible exposure or symptoms. If yes to any above, cadet is not permitted to participate in orientation flight 2. Arrive at airport 45 minutes prior to scheduled flight in uniform. 3. On your person you should have: • CAP ID card, CAPF 161 in pocket and signed CAPF 60-80 • Appropriate mask o Guidance on masks is found here: https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/about-face-coverings.html • Bottled water 4. Remain outside & wait for pilot to call for you. Complete the symptom/exposure survey. You cannot have any possible exposure or symptoms in order to participate in the flight activity(ies). 2. COVID-19 Remobilization of the Membership Plan – Phase I COMMANDERS PRE-INITIATION OF MEETING CHECKLIST • Virtual meetings are preferred for all meetings. • Outdoor activities may include up to 25 people (including any guests). o All personnel (including guests) will wear masks o Social Distancing is required • No in-person meetings will exceed 10 people (including guests). • Permission of facility to meet • Identification of members to attend to meet maximum attendee guidelines • Facility social distancing plan • Symptom/exposure survey must be completed by each person at the meeting. Person may not attend, if possible exposure/symptoms are experienced. • Cleaning and risk management equipment o Hand sanitizer o Hands washing location o Equipment and surface cleaning supplies • Communicate with parents regarding meeting requirements and risk management efforts. • This letter and language will be provided to you by the Wing • Identification of a squadron Health Services Officer to monitor compliance and provide guidance to members. If no HSO available, the squadron/CC is responsible. • Attend this MANDATORY briefing o Maintain virtual meeting capability for those members that cannot or do not want to attend • No overnight activities are authorized. Waiver requests may be submitted to the COVID Tm Ldr for consideration by the team and submitted to the SCWG/CC. COVID-19 Remobilization of the Membership Plan – Phase I Symptom Survey People with COVID-19 have a wide range of reported symptoms – from mild symptoms to severe illness. Symptoms may appear 2-14 days after exposure to the virus that causes COVID-19. Symptoms can include Fever or chills Cough Shortness of breath or difficulty breathing Fatigue Muscle or body aches Headache New loss of taste or smell Sore throat Congestion or runny nose Nausea or vomiting Diarrhea This list does not include all possible COVID-19 symptoms. Children and adolescents with the virus that causes COVID-19 may experience any, all, or none of these symptoms.
