3) B
Article 20(1) in The Constitution Of India 1949 No person shall be convicted of
any offence except for violation of the law in force at the time of the commission

commission of the offence Civil laws can have retrospective effect. E.g. The
Enemy Property Act passed by the government recently is applicable in retrospect.
            4) D
Article 324 of the Constitution has made the following provisions with regard to
the composition of election commission - The Election Commission shall consist
of the chief election commissioner and such number of other election

of service and tenure of office of the election commissioners and the regional
commissioners shall be determined by the preside
            5) A
The concept of Curative petition was evolved by the Supreme Court of India in the
matter of Rupa Ashok Hurra vs. Ashok Hurra and Anr. (2002) where the question
was whether an aggrieved person is entitled to any relief against the final
judgement/order of the Supreme Court, after dismissal of a review petition. The
Supreme Court in the said case held that in order to prevent abuse of its process
and to cure gross miscarriage of justice, it may reconsider its judgements in
               exercise of its inherent powers.
For this purpose, the court has devised what has been termed as a "curative"
petition. In the Curative petition, the petitioner is required to aver specifically that
the grounds mentioned therein had been taken in the review petition filed earlier
and that it was dismissed by circulation. This has to be certified by a senior
advocate. The Curative petition is then circulated to the three senior most judges
and the judges who delivered the impugned judgement, if available. No time limit
is given for filing Curative petition.

WHY IN NEWS?

Because of Bill on Private Crypto-Currencies

The draft bill, „Banning of Cryptocurrency & Regulation of Official Digital Currency Bill, 2019,
proposes stringent fines of up to Rs 25 crore and jail terms of up to 10 years for anyone who
“directly or indirectly mines, generates, holds, sells, deals in, transfers, disposes of or issues
cryptocurrency”. There is no underlying intrinsic value of private cryptocurrencies. They lack
the attributes of a currency and have no fixed nominal value—neither act as any store of value
nor are they a medium of exchange.
            3) B
               IMPACT INVESTMENTS
Impact investments, a pathway to achieve the seemingly divergent goals of financial returns and
social good. Energy and microfinance continue to command the attention of funders the world
over, as per the Global Impact Investing Network (GIIN). In India, it is moving towards
agriculture and healthcare in the country. Impact investment is being viewed as a potential
gamechanger to address some of the world‟s most complex problems that governments alone
cannot handle because of budgetary constraints. The promise of returns on each investment
draws funders who want to do public good. In the Union Budget, the government proposed a
social stock exchange under Sebi to list social enterprises and voluntary organisations so they
               can raise capital.

4) C
               DEMOGRAPHIC DIVIDEND
United Nations Population Fund (UNFPA) defines it as: The growth potential that results from
shifts in a population‟s age structure. This transition happens largely because of a decrease in

www.SleepyClasses.com
the total fertility rate (TFR, which is the number of births per woman) after the increase in life
                expectancy gets stabilised.

Since 2018, India‟s working-age population (people between 15 and 64 years of age) has grown
larger than the dependant population — children aged 14 or below as well as people above 65
years of age. This bulge in the working-age population is going to last till 2055, or 37 years
from its beginning. Japan was among the first major economies to experience rapid growth
because of changing population structure. China entered this stage in 1994.
This change in population structure alone cannot push growth. In the late 20th century
demographic dividend in Asia resulted in a seven-fold increase in the GDP of many countries.
In Latin America the growth was only two-fold. UNFPA points out that countries can only
harness the economic potential of the demographic dividend if they are able to provide good
health, quality education and decent employment to its entire population.

            5) C
               GLOBAL INNOVATION INDEX RANKINGS

GII theme of this year is Creating Healthy Lives - The Future of Medical Innovation.
Government of India is focusing on not just curative but preventive healthcare where wellness
becomes a part of society. The GII rankings are published every year by Cornell University,
INSEAD and the UN World Intellectual Property Organization (WIPO) and GII Knowledge
Partners. This is the 12th edition of the GII rankings of 129 economies based on 80 indicators
ranging from intellectual property filing rates to mobile-application creation, education spending
and scientific and technical publications. India jumped five places to improve its position from
57th last year to 52nd in 2019. Switzerland remains number one in the GII index.

Explanations

            1) A

The Kashmir stag is the state animal of Jammu and Kashmir and is only surviving species of red
deer in India. It was once widely distributed in the mountains of Kashmir and parts of the
Chamba district in Himachal Pradesh, in an arc 65 kilometres (km) in width to the north and east
of the Jhelum and lower Chenab rivers, with a population of about 5,000 individuals. Today
though, the viable population of hangul is limited to the Dachigam Wildlife Sanctuary near
Srinagar, which is spread over 141 square kilometers. Very small fragmented groups have been

The IUCN Red List of Threatened Species is the world's most comprehensive inventory of the
global conservation status of plant and animal species. It uses a set of quantitative criteria to
evaluate the extinction risk of thousands of species. The Red Data Book is a type of a public
document, which is created for the recordings of rare and endangered species including animals,
plants, and fungi as well as some local subspecies, which are present within the region of the
state or country. The red data book helps us in providing complete information for research,
studies and also for monitoring the programs on rare and endangered species and their habits.

It‟s the only new bird species to have been discovered in India since 1947. Identified as a new species
in 2006, the bird was first spotted by Dr Ramana Athreya, a birdwatcher and an astronomer at the
Indian Institute of Science Education and Research, Pune in 1996. They are found only in the
Singchung village of Arunachal Pradesh. It has been named after the Bugun tribe. IUCN status -
Critically Endangered (CR). Threats - Activities like timber extraction, forest clearance and
infrastructure development have threatened its habitat.

Explanations

          1) C
Bhabha Kavach, billed as “India‟s lightest bullet-proof jacket”, was launched at the International
Police Expo 2019 in New Delhi
The bullet-proof jacket, developed jointly by the Ordnance Factories Board and the public sector
metals and metal alloys manufacturer MIDHANI, can withstand bullets from an AK-47 assault
rifle (7.62 mm hard steel core bullets), and the 5.56 mm INSAS rifle
The Kavach weighs 9.2 kg, a half kilogram less than the weight for a bullet-proof jacket prescribed
by the Union Ministry of Home Affairs (MHA)
          2) B
Bimal Jalan Committee is appointed by the RBI to look into its Economic Capital Framework. It
will review the status, need and justification of various provisions, reserves and buffers held by the
             RBI
          3) D
Acute Encephalitis Syndrome is caused by an inflammation of the brain due to an infection
While AES can be caused by different viruses, bacteria and parasites, Japanese Encephalitis and
Chandipura virus are among its known causes
JE is transmitted by mosquitoes while Chandipura is commonly transmitted by sand flies
The symptoms of Chandipur virus infection are sudden high fever accompanied by headache,
convulsions and vomiting, sometimes leading to unconsciousness
There is no specific medicine for the infection.
          4) A
Researchers from Indian Institute for Science Education and Research (IISER),
Thiruvananthapuram, have fabricated a threecomponent nano-drug delivery system
Preliminary laboratory results indicate that the nano-gel targeted cancer cells specifically and
efficiently unloads the drug at the site
The nano-assembly was made from three biomolecules — a DNA, a protein (streptavidin) and
biotin (vitamin B7). It was fabricated in the form of a hybrid nano-gel. The DNA carried the
drug, while the biotin was used as a „stitching agent‟ to tailor the structure. The molecular
interaction of the protein and biotin aided the natural self-assembly of the nano-gel
          5) B
