Leisure Services News Visit Leisure Services online at parks.chesterfieldtwp.org for program availability and to register for events. Registration Begins December 20 @ 8:00AM Program registration for the Winter 22 brochure begins Monday, December 20 @ 8:00 AM. Park Rentals Begin February 1st For Residents Rent our facilities beginning February 1st for residents and February 3rd for non-residents. Brandenburg Park is open from Memorial Day through Labor Day and Pollard Park sport field rentals are available from April through October. Call Leisure Services for more details. Seasonal Park Closures Some parks may close due to winter weather conditions. When the parks close walking paths, parking lots, and other amenities are not maintained. Use of these parks when they are closed is at your own risk. It’s an incredibly easy way to keep up with what’s going on in our community! Make Cost-Free Payments! Paperless billing is now available for water bills through our vendor InvoiceCloud. As an added bonus, when using InvoiceCloud and the BSA platform you are now able to make cost-free e-check* payments on tax and water bills. *e-check or electronic check is an automated withdrawal directly from your banking account. Snow Emergency Information Did you know that Chesterfield Township has the ability to declare a snow emergency? Snow emergencies are declared by the Township Supervisor. No person shall park or leave any vehicle or trailer on a public road in the Township when a snow emergency has been declared. Further, within two hours after notice of a snow emergency has been given, any motor vehicle or trailer parked on any public road within the Township may be removed by the Township or its agents. For immediate notification of a snow emergency, sign up online for our Notify Me “Emergency Alert” service at www.chesterfieldtwp.org. Snow Plowing Questions? Did you know that Chesterfield Township is not responsible for removing snow on any roads? The Macomb County Department of Roads (MCDR) is who maintains all public (County and State) roads during winter and otherwise. If you have concerns regarding the condition of your street, please reach out to the MCDR at (586) 463-8671 or at roads.macombgov.org. Private roads are the responsibility of the residents who reside on the street.

Civic Center Bridge Construction (1027-2020) & Civic Center Pavement Rehabilitation (1028-2020) December 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-265-975.000 Phase: Substantially Complete Estimated Project Budget: $1,024,893.40 Project Cost to Date: $928,593.58 Estimated Completion Date: Final Restoration- Spring 2022 Project Details The paving project is for the existing surfaces be milled 2” with isolated full depth repairs where the pavement is showing signs of base failure as well as a crush and shape for the main driveway with 4” HMA cap from Sugarbush to the parking area. Using this approach and with proper maintenance the pavement should last another 10 years. The bridge project will replace the existing timber superstructure with a comparable but thicker timber structure Project Status At this time the project is substantially complete.
Change Orders Change Order No. 1: Additional quantities of curb & gutter, sidewalk, excavation & backfill for underground electrical, etc. Change Order No. 2: 2” millings on Historical Village road, overtime for bridge work, addition of 2 swales on east side of the building, additional electrical conduit work at bridge guardrail, etc.
Maurice DeMuynck Anchor Bay Pump Station Study (1030-2021) December 1, 2021 Project Manager: Kevin J. Johnson Funding Source: General Fund Phase: Complete Estimated Project Budget: $162,097.00 Project Cost to Date: $101,362.87 Estimated Substantial Completion Date: September 30, 2021 Project Details The Maurice DeMuynck Anchor Bay Pump Station is in need of some overdue repairs and maintenance. While Public Works has been maintaining the station to the best of its ability, there are some major maintenance and repairs that need to be done that are beyond the scope of the department. We partnered with OHM Advisors to create a package to bring to the board that can begin the overall assessment and recommendation of what needs to be completed, and to create a capital improvement plan (CIP) that will help improve the station's functionality. As of right now the station has four pumps on site, of which three are known to need a fair amount of maintenance or replacement. The study will take roughly four months to complete. Project Status OHM Advisors, Public Works, and Engineering had a workshop on February 8 to discuss the project, as well as have an on-site visit to the pump station to gather more information. A 360-degree walkthrough was created for the building, giving a great depiction of the station and its operation. Additional meetings were held to determine the potential configuration options of the four pumps currently in the station. The meetings gathered information on the potential use of electric, diesel, or natural gas pumps in the station.
A meeting was held with Detroit Pump on July 21 and it was determined that the entirety of the pump shaft and column is beyond repair and will need to be fully replaced. The inspection of this shaft and column is the basis for the condition of all four pumps. The Water and Sewer, Engineering, and Facilities & Operations Departments are working together to determine the course of action to take on this station, as a replacement shaft and column has a 30-week lead time for replacement. Emergency backup plans are also being established in preparation for large rain events. A meeting scheduled for October 5 will shed more light on the path of improvements and a determination on how to proceed with the station moving forward. Project report is complete and will be presented to the township board on January 22, 2022. Change Orders None
Peggy Lane Water Main Project (1032-2021) December 1, 2021 Project Manager: Kevin J. Johnson Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,179,500.00 Project Cost to Date: $44,805.00 Estimated Completion Date: December 31, 2022 Project Details The Peggy Lane Water Main Replacement Project includes replacing roughly 5,000 feet of water main along the following roads: • Peggy Lane (Seaden to Sugarbush) • Short Court (off of Peggy Lane) • Seaden Drive (23 Mile to Bower Rd) Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 60% complete. Meeting will be scheduled for the week of December 13 to go over design of project, make any necessary changes before project goes out to bid in the first quarter of 2022. Change Orders None.
Jefferson Avenue Water Main Project – Phase 1 (1033-2021) December 1, 2021 Project Manager: Kevin J. Johnson Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,380,900.00 Project Cost to Date: $52,035.00 Estimated Completion Date: December 31, 2022 Project Details The Jefferson Avenue Water Main Replacement Project - Phase 1 includes the following water main replacement: • Jefferson Avenue from William P Rosso Highway to 21 Mile Rd - Approximately 4,500 feet • Rosso Highway east of Jefferson Avenue - Approximately 1,000 feet Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 50% complete. Meeting was scheduled for October 5 to go over design of project, OHM is making the necessary changes before project goes out to bid in Winter 2021-2022. Change Orders None.
2022 Sidewalk Gap Program December 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-446-928.000. Phase: Design Estimated Project Budget: $30,000.00 Project Cost to Date: $9,000.00 Estimated Completion Date: Fall 2022 Project Details Spalding DeDecker along with the Township personnel met with SEMCOG (Southeast Michigan Counsel of Government) April 14, 2021 to discuss potential funding for future sidewalk gap closures and the outcome of that meeting was that a planning level document was necessary to ensure that existing sidewalk gaps are prioritized and funding applications completed within the application windows. This study will utilize the Township’s Master Plan and prioritize projects by funding potential as well as possible inclusion with the Township’s Sidewalk Replacement Program. Project Status This project is currently in the design phase. Change Orders None.
2022 Sidewalk Gap Program - Zone 1 (23 Mile Road s. side - Fairchild Rd. to Gratiot Ave.) December 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-446-970.000. Phase: Design Estimated Project Budget: $200,000.00 Project Cost to Date: $0.00 Estimated Completion Date: Fall 2022 Project Details Project will construct new sidewalks across developed, non-residential properties. Project is along south side of 23 Mile Road – Fairchild Rd. to bus station on Gratiot Ave. Per Township Ordinance, properties can choose to construct sidewalk. If not, Township Contractor will construct sidewalk & Township will assess property owners. Project Status This project is currently in the design phase. Change Orders None.
2022 Sidewalk Replacement Program December 1, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-446-928.000. Phase: Design Estimated Project Budget: $400,000 ($300,000 assessable, $100,000.00 Township) Project Cost to Date: $0.00 Estimated Completion Date: Fall 2022 Project Details Area of work Zone 2 (see map) This project is to remove and replace existing sidewalk that is rated a #5. Rating criteria is: 1. Lip Between Slabs #5 - 1 Inch or More 2. Cracking in Slab #5 - 2+ Cracks > 1/4 IN Wide length > 2FT 3. Cross Slope #5 - Slope > 6%
