PUBLIC CALL FOR THE ESTABLISHMENT OF A STUDY GROUP FOR THE PURPOSE
OF PROMOTING THE DEVELOPMENT OF A DIGITAL SOVEREIGN STATE
Royal Decree Nr. 22/R/2018
Given that:
A) in June 2009 the " Sovereign Military Hospital Order of the Holy
Apostles Peter and Paul " was established as an independent international
institution by the will of its founder S.A.S. Don Marcello Gentile, Sovereign
and Grand Master of the aforementioned Order, Prince of Saint Peter, in
accordance with the verdict pronounced by the International Civil Court -
Permanent Authority of the European Court of Arbitration Jurisdiction of
Ragusa - on May 29, 2008, registered under no. 503/2008 of the V.G. of the
Ordinary Court of Ragusa, rendered enforceable in the territory of the Italian
Republic by Presidential Decree of the aforementioned Ordinary Court on
July 22, 2008 and notified to third parties by announcement published in the
Official Journal of the Sicilian Region, Part III, n. 48, pag.47, insertion nr.78.

B) On February 10, 2010 the International Civil Court of Ragusa - Permanent
Authority of the European Court of Ragusa Arbitration Jurisdiction, having
taken note of all the documentation submitted, pronounced judgment whose
effects are comparable to a judgment pronounced by the Judicial
Authority of the Italian Republic - subsequently enforced on the Italian
Republic Territory by decree of the President of the Ordinary Court of Ragusa
of March 9, 2010, became final on December 1, 2010, general role of the
Voluntary Jurisdiction n. 166/2010 of the Ordinary Court of Ragusa - which
certifies, in a definite and unambiguous manner, that the Sovereign Military
Hospital Order of the Holy Apostles Peter and Paul , based in Lugano
(Switzerland) in via Greina, 2 at Medigest SA, " is subject to international
law and exercises sovereign powers".
C)In particular, the above stated judgment has established that the
Sovereign Military Hospital Order of the Holy Apostles Peter and Paul is
legitimately subject of International Law in all equal to a Foreign State .
As such, it has rights and obligations deriving from the International
Juridical Order. It has the right to Jurisdictional and Tributary immunity

with the legal treatment which awaits States; consequently, its Courts'
pronouncements have the nature of Jurisdictional judgments of a
Foreign State. The Sovereign Military Hospital Order of the Holy
Apostles Peter and Paul is legitimately perpetually neutral " (Article 2 of
the Constitution of the Sovereign Military Hospital Order of the Holy Apostles
Peter and Paul notified by public proclamations in the Official Journal of the
Sicily Region on November 6 2009, No. 45, Part II, p.21, record number 75).
The order, more precisely, " legitimately constitutes an order having as its
purpose the assurance of peace and justice between Nations, it is
independent and sovereign and as such the Italian Law of March 3,
1951, n. 178, has no effect on it; consequently, the Order of Merit of the
Sovereign Military Hospital Order of the Holy Apostles Peter and Paul is
a non-national Order of Merit, therefore it does not fall under the
criminal cases predicted and punished by Italian law no. 178/1951.
Hospital and assistance activities carried out by the Order on the
Territories of the Italian Republic, in accordance with Article 11 of the
Italian Constitution, and the Italian Constitutional Court sentence n.193

pronounced on June 28, 1985, must not be authorized by the Italian
Government". The Order, moreover, as established by its Constitution,
can carry out all the financial, movable and real estate transactions
necessary and useful for achieving the objectives set within its
institutions. To achieve its objectives, the Order has the right to
establish the Representation and Correspondence Offices in every part
of the world". "The Order has the right to Active and Passive Legation "
(article 7 of the Constitution, according to the rules of International Law). In
the ecclesiastical context this right extends to the sending of its Legates to
the various Religious Authorities and to the reception of Legates by the
Religious Authorities, directly and without interference from the Civil Authority.
D)With notification for public proclamations in the Official Journal of the Sicily
Region of 2 September 2011, n. 35, part II, p. 15, record n. 51, the
Sovereign Military Hospital Order of the Holy Apostles Peter and Paul ,
with Master's Decree of 31 July 2011 signed in Lugano (Switzerland) by the
Prince of St. Peter Don Marcello Gentile in His capacity as Sovereign Grand
Master, has acquired the full and exclusive Sovereignty of a "t erra

nullius", more precisely of the Antarctic Sector between the South Pole
and the 60 ° South of latitude and contained between the longitude 141 °
West and the longitude 150 ° West. Having thus acquired the Territorial
Sovereignty, with notification for public proclamations in the Official Gazette of
the Sicily Region of 3 February 2012, n. 5, part II, page 9, record n. 33, the
Sovereign Military Hospital Order of the Holy Apostles Peter and Paul ,
with Constitutional Law nr.1/2011 promulgated in Lugano (Switzerland) on
December 22, 2011 by the Prince of St. Peter don Marcello Gentile in His
capacity as Sovereign Grand Master, has become the Kingdom of Saints
Peter and Paul, subject of International Law with the status of State,
endowed with a Government, a People and a Territory within the
previously indicated borders.
E) The Kingdom of Saints Peter and Paul's Capital is Gentilia City Station ,
located at an altitude of about 480 meters above sea level, in line with the
coastline, at the coordinates: latitude 76° 35'S; longitude 145° 54'W. In the
territory under the Sovereignty of the Kingdom of Saints Peter and Paul, in
addition to the first, the following City Stations have been located: St. Peter's

City Station (Latitude 77° 56'S; longitude 148° 23'W); St. Paul City Station
(latitude 85° 34'S; longitude141 ° 51'W); St. Marcello City Station (latitude
76 ° 57'S; longitude 143 ° 39'W).
F) With Constitutional Law nr. 2/2011, the Kingdom of Saints Peter and Paul,
in the Person of the Prince of St. Peter, Don Marcello Gentile, promulgated its
Constitution in Lugano (Switzerland) on December 22, 2011. Consequently,
the Kingdom of Saints Peter and Paul , in compliance of art. 12 of its
Constitution, remains a " perpetually neutral State, repudiates war as an
instrument of offense against the freedom of other peoples and as a
means of resolving international disputes and wants to contribute, in
their own or in competition with other international organizations, to
ensure peace and justice among the Nations ". The Kingdom of Saints
Peter and Paul, such as reiterated by art. 14 of its Constitution, wants to
"affirm and defend the virtues of charity and brotherhood, exercising, without
distinction of religion, race, provenance and age, the works of mercy towards
the sick and the needy".
G) With the entry into force of the Kingdom's Constitution, in compliance with

its XIII Transposition rule, " the Sovereign and the Grand Master of the
Sovereign Military Hospital Order of the Holy Apostles Peter and Paul,
Don Marcello Gentile, Prince of St. Peter, exercises the attributions of
the Kingdom of Saints Peter and Paul and takes the title, with the
treatment of Majesty". His Majesty the King assumes the Dynastic Name
of Don Marcello Maria I and, as stated in art. 35 of the Kingdom's
Constitution, "all the successors to the throne must add to their name that of
Mary, Mother of Jesus Christ". The Sovereign Prerogatives related at the Jus
Imperii, that is the Right of Command, at the Jus Gladii, that is the Right to
Imposing Obedience with the Command, at the Jus Majestatis, that is the
Right to Be Honored and Respected, at the Jus Honorum, that is the Right
to Reward Merit and Virtue, legitimately belong to H.M. The Kingdom of
Saints Peter and Paul, being Sovereign on the Throne with a Government, a
Population and a Territory on which He exercises Sovereignty".
H) What has been stated so far is officially sanctioned by the judgment of first
instance registered in the nr. 3/2012 of the General Register of the European
Court of Arbitration of Ragusa, pronounced in Ragusa, in via Roma nr. 200,

July 3, 2012 by the International Civil Court - Permanent Authority of the
European Court of Arbitration Court of Ragusa, having the effects of judgment
pronounced by the Judicial Authority of the Italian Republic, pursuant to art.
824/bis of the Code of Civil Procedure. This judgment becoming final and
irrevocable as of 18 February 2013.
Whereas:
I. The Kingdom of Saints Peter and Paul, in the person of H.M. Don Marcello
Maria I, aims at : (1a) stimulating scientific and technological research in all
fields of knowledge; (1b) experimenting in its territory, through the use of IT,
models of social, legal, economic, financial, fiscal and technological
innovation; (1c) creating a form of democracy that achieves maximum
transparency of the aforementioned models; (1d) allowing the direct
participation of citizens in decision-making processes related to matters of
collective interest.
II. Today the blockchain (or chain of blocks) represents an innovative

decentralized technology that allows to develop new forms of democracy and
new governance and business models characterized by maximum
transparency, inalterability and scalability.
III. Within the Kingdom of Saints Peter and Paul, much thought has been
given to the possible applications of the blockchain that appears capable of:
(3a) coordinating the development of an entirely digital state; (3b) in
particular, managing the application of a new legal, economic, financial and
fiscal system; (3c) accelerating government action and the growth of a
population (community); (3d) favoring the rapid legal settlement of new
companies and, consequently, the economic and financial development of the
territory of the Kingdom; (3e) ensuring the welfare of the citizens of the
Kingdom through the partial redistribution of tax revenues.
IV.The Kingdom of Saints Peter and Paul, as a subject of International Law
with the status of State, has, among other things, the right to adopt an official
currency that, with the use of a blockchain network, could be programmed as
cryptocurrency, which would be guaranteed by the same state territorial
possessions (177.000 square kilometers).Regno

Having stated and considered all of the above

DECREES
(1) To initiate forms of collaboration for study purposes, on a voluntary basis,
between the Kingdom Academies and its consultants and: the Deputies of
other Governments, Funds, Incubators, Accelerators, Venture Capitalists,
Associations, Business Companies, Startups, legal, economic and financial
Advisors, ICO Advisors, Blockchain & Crypto Strategists, Blockchain & Crypto
Reaserchers, Blockchain & Crypto Enthusiasts, Business Development
Consultants, IT Developers, Cyber Security Consultants, Scientists and
Researchers interested in the Antarctic continent, Idea Launchers, Mentors,
Universities, Visionaries, Futurists, Influencers, Web Marketing Consultants
and Journalists.
(2) That the objectives of these forms of collaboration are: (2a) listening to the
experts who come from the international community of technicians and
enthusiasts, however interested in the realization of an entirely digital state
focused on scientific research and endowed with a regulatory frameworkRegno

mostly shared by the population; (2b) collecting the most appropriate and
compatible ideas and proposals for the purposes of the Kingdom; (2c)
realizing projects that are easily implementable in collaboration with the most
suitable players for the purpose, possibly using, but not limited to, the Initial
Coin Offering (ICO) methodology.
(3) That all the figures indicated in the previous point (1) are admitted to
participate
