Ferrell-Benavides, City Manager Date: February 18, 2022 Subject: Weekly Update PUBLIC WORKS Operational Updates: Building Inspections • The Zoning Board of Adjustments meeting is scheduled for Tuesday, February 22, 2022. The homeowner on Frank Keasler Blvd. is requesting a fence variance to allow for an 8-foot fence in the front yard. • The Sign Control Board meeting is scheduled for Thursday, February 24, 2022. The commercial applicant, Navy Federal Credit Union, located at 280 W Hwy 67, is requesting approval for additional signs on the south and east elevations of the building. • A total of 1,749 single-family rental properties are registered to date; two properties were registered since the last update. Fourteen inspections were completed since the last update; nine passed while five failed. The primary reason for the failed inspections was lack of access to the property (an inspection was scheduled, but no one was there to allow access). Three Residential Certificates of Occupancy were issued since the last update. A total of 714 Certificates of Occupancy have been issued since the inception of the Single-Family Rental Registration Program. • Since the start of the active lien collection in 2019, $358,185.07 has been collected. $929.92 was collected since the last update and a total of $7,015.20 has been collected since January 1, 2022. Page 2 of 17 Street Division • Repaired 16 potholes throughout the city. • Repaired sidewalks at 318, 320, and 325 Harrington. • Repaired utility cuts at 1530 Sunrise, 505 W. Red Bird, 220 Cedar Ridge, and 815 Rock Canyon. Sidewalk repair at 325 Harrington Traffic Division • Pedestrian Crosswalk at Santa Fe & Wheatland – Work started this week. Completion of this project is expected on March 01, 2022. • Additional speed limit signs were installed in the Hollywood Park subdivision. Utilities Division • Water usage was 28.275 MG this reporting period, February 7 – 13, 2022, down from 29.773 MG the previous week. The daily peak water demand occurred on Sunday, February 13, 2022, when 4.169 MG was used. There were 0.0 inches of precipitation this reporting period. • There was an estimated 787,500 gallons of water loss, 22 hydrants flushed and 0 valves exercised. • There was 1 new meter installed, 2 hydrants repaired, and 2 service lines repaired. • Crews responded to 5 sewer calls and cleaned 13,550 ft of sewer lines in the Fairmeadows Addition. • There were 2 sewer lateral repairs done. • Completed 25+ ROW locates for contractors and 7 emergency locates for Atmos Energy. • The Solid Waste Division received 4 scheduling questions, 1 trash complaint, and 1 brush complaint. 4 recycle bins were distributed. Page 3 of 17 CIP Construction • Green Tree Lane Water & Wastewater Improvements – FM Utilities is completing the final manhole transitions and site restoration in preparation for the pre-final walkthrough. • E. Danieldale Road Reconstruction & Utility Improvements (Main St. to US-67) – Pavecon poured multiple driveways at the east end of the project and graded behind back of curb for the 12-foot trail. Additionally, the pavement for the northbound lanes on S. Main St. was removed, and the subgrade was lime treated. City of Duncanville • P.O. Staff met with the architects on December 30, 2021, and the 95% Construction Drawing review is scheduled for February 17, 2022. The construction award is scheduled for Spring of 2022. Construction completion is scheduled for Summer of 2023. • Highway 67 Green Ribbon Construction Project – Work continues on the Green Ribbon Project. Construction commenced on October 11, 2021, with an expected completion scheduled to occur in April 2022. In addition to site and irrigation improvements, the contractor commenced drilling piers for the Wintergreen Road monument. Planting is expected to occur in March 2022. City of Duncanville • P.O. Page 5 of 17 Monument Sign Pier Installation at Wintergreen Rd Gateway Other Construction • ONCOR Transmission Line Work @ W. Camp Wisdom Road & N. Cedar Ridge. On July 29, 2021, staff met with ONCOR to discuss the upcoming project to replace transmission lines along Camp Wisdom Road. Starting from the substation on W. Camp Wisdom Road to N. Cedar Ridge Road, the transmission lines will relocate from the north side of the road to the median in order to prevent significant vegetation removal in front of the homes. This project is expected to start in Spring of 2022. • ONCOR Line Work in the vicinity of Downtown District. ONCOR is planning electrical line upgrades along Daniel Street, Main Street, Center Street, Freeman Street, and Wheatland Road (see map below). The upgrades intend to improve the electrical system’s capacity in that area. Work is expected to start in Winter of 2022. City of Duncanville • P.O. Page 6 of 17 • TXDOT I-20 Construction Cockrell Hill Road to Hampton Road – TXDOT is planning to construct new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas to include new bridges across US- 67. Following City Council Resolution in August, TXDOT is planning to relocate Cockrell Hill Road Texas U-Turn from the northeast side of the bridge (not desired) to the southwest side of the bridge (desired). The project was awarded at beginning of December. The Pre-construction Meeting with TXDOT and the Contractor was held on February 1, 2022. The contractor, Austin Bridge & Road, anticipates starting construction in April of 2022, with an estimated completion date of November, 2024. CITY SECRETARY • The 2022 City Officers election will be held Saturday, May 7th. Duncanville voters will go to the polls to elect the Mayor, and Councilmembers to represent Districts 2 and 4 for the upcoming two-year term. • All registered voters in the City of Duncanville may vote for Mayor. Residents of Districts 2 and 4 may vote for their respective candidates. Anyone not currently registered to vote has until April 7, 2022, to register in order to cast a ballot in the May 7th election. DEVELOPMENT SERVICES Economic Development • Met with businesses to discuss pre-development processes and incentives. • Working with businesses to assist with relocation to Duncanville. • Continued collaboration with UTSW to organize their hiring event in Duncanville. • Met with Parks & Recreation Leadership to discuss possible collaborative projects and Capital Improvement initiatives. • Meetings with Local development corporations Cedar Hill, Desoto. • Attended Best Southwest Leadership event in Waxahachie. • Duncanville Collective – Hosted meeting with several businesses from City of Duncanville. • Attended meetings with new incentive applicants. • Prepared presentation for City Council project Read. • ARPA fund rollout – presented to local business. Working on launch for March 2022. Legislative Advocacy • Early Voting has begun for the March 1 primary in Dallas County. Registered voters can vote early from February 14 to February 18, with the primary election day March 1. Page 9 of 17 POLICE DEPARTMENT PERSONNEL • Recruit Officer Ralston Marshal is currently in the department’s in-service training. Upon completion of in-service training soon, he will begin field training. • Three officers are currently in field training and progressing exceptionally well. • Two other hires began the Dallas County Sheriff’s Office Police Academy on February 7, 2022. • We currently have five (5) openings. • Our next entry-level test is scheduled for March 19th. • A civil service promotional exam to fill the position of Lieutenant vacated by Assistant Chief Stogner’s promotion in January will be held on February 18, 2022. • A civil service promotional exam for the position of Sergeant has also been scheduled for February 22, 2022. FIRE DEPARTMENT • The Fire Department responded to 121 calls for service in the past seven days, which included: ▪ 71 EMS calls ▪ 11 motor vehicle accidents ▪ 1 vehicle fire in Duncanville ▪ 1 road freight vehicle fire in Dallas ▪ 2 building fires (1 in Duncanville and 1 in DeSoto) ▪ 1 grass fire in Duncanville ▪ 1 trash fire in Duncanville • The Department currently has three vacancies. Upon Chief Ryan’s resignation, we will start the promotional process to replace the EMS Division Chief. Once the promotional process is complete, the Department will have four vacancies. The Department is working with HR to schedule another Civil Service entrance exam. The Civil Service exam previously scheduled for February was re-scheduled for March 5, 2022 due to Winter Storm Landon. City of Duncanville • P.O. Page 10 of 17 PARKS AND RECREATION Parks: • The next Keep Duncanville Beautiful Community Clean-Up is scheduled on Saturday, February 19, 2022 at the Ladd property at 627 W. Danieldale Rd. • Our focus is off-season work such as cutting back perennials, athletic field maintenance, and irrigation system checks. • Interviews/application reviews are ongoing for the Crew Leader – Irrigation & Crew Leader – Parks open positions. We are now short 3 full-time employees, or 25% of the Parks Division staff. • On February 12, 2022, the Duncanville High School Spanish Honor Society held an Adopt-A-Park cleanup at Red Bird Park. We are grateful for their involvement in the community. 2022-02-12 Adopt-A-Park cleanup event at Red Bird Park Fieldhouse: • Working on scheduling Green gym shot clocks, waiting on the “Notice to Proceed”. • Working on scheduling the installation of the Fieldhouse PA system, waiting on the “Notice to Proceed” • Fieldhouse Blue Gym RFP bid - Contract was signed by the client on February 15, 2022. • Fieldhouse Phase II improvements status update: ▪ Light wall and temporary lighting around the Plaza - working with Olsen Electric for an alternative solution ▪ We plan to use the Fieldhouse’s existing tables & chairs for the outdoor furniture. ▪ Plaza canopy & poles painting - Stephens Painting has been scheduled. ▪ Light wall painting - Stephens Painting paid for by HardRock has been scheduled. ▪ Finish the overlay on the fence wall - HardRock has been scheduled ▪ Add 1 additional gate security plate - HardRock has been scheduled ▪ Add additional security cameras - IT and security partner. Senior Center: • Staff continues to routinely sanitize the facility and equipment. • The Senior Center continues to offer curbside meal pickup, deliveries, and dine- in. For more information, contact the Senior Center at 972-707-3864. • Meal Update: DAAA – Breakfast (only) for seniors has been temporarily canceled due to the lack of federal funds. DAAA has informed the center that they anticipate additional funding becoming available soon to offer the breakfast meals again. Seniors looking for additional meals are being referred to DAAA for individual assistance if needed, as well as area food banks and mobile food pantries. This does not affect the lunch meal program. • On Monday, February 14, the Senior Center staff hosted a spaghetti dinner and dance for our wonderful seniors for Valentine’s Day. It was a fun-filled evening as seniors danced the night away to a playlist of songs they selected. Approximately 60 seniors participated in this free social event. Recreation Center: • Staff continues to routinely sanitize the facility and equipment. • Karate, Cheerleading, Zumba, Sidesteppers, and Jazzercise are all classes available now for members of the community. Due to the new website's changed organizational structure, this process is time-consuming only due to the level of detail needed to ensure that all content is accounted for and will move to a new home during migration. • The DuncanvilleFieldhouse.com theme proof has been approved. The goal of this design was to expand the Fieldhouse's presence on the web and showcase it as a venue for sports and more. • I.T. is working with Intrado, the new websites' design and hosting company, on some backend functionality for both websites.
