Hello everyone, I have been trying to think of
                     something to write about this month and
                     nothing readily comes to mind.
                              Some bits of good news I have is that I
                     have my second ‘Jab’ booked this week, I
                     have become a great grandmother for the forth
                     time and informed that another is on the way in
September. I can’t keep track of all these babies!
      There seems so little going on these days, but let us hope
that now children are at school and people are slowly returning to
work, things will feel a little more normal.
      Just a reminder for the residents of Kingsdown and
Ringwould that the WI will be looking out for colourful Front
Gardens to award certificates during the first week in July.
      For those who have had a good Sort Out during the
Lockdown, there is a Garage Safari in Kingsdown on Sunday 30 th
May - see advert page seven for details perhaps you would like to
register. It looks that in the not so distant future Halls, Clubs and
organisations will be starting up again . Let’s hope so.

Hello, again!
                                   April showers filling up the water
                                   butts, perhaps? Although I was
                                   disappointed to read that you
                                   should really only use fresh water
to water your seedlings. This may be why my seedlings sometimes
get damping off fungus, apparently. And they do. And aphids. It’s
war out there with viruses, pests and diseases. Anyway, let’s move
on, we have all had more than enough of the V word!
       Monty Don has started the should we/shouldn’t we mow the
lawn controversy. I’m sitting on the fence here. A beautiful meadow
with wild flowers is one thing, a grotty mess full of stinging nettles,
thistles and brambles is another. I confess, we bought feed and
weed. So I shall sit on the fence while my husband does the lawn
bit. Or perhaps a patio chair would be more comfortable.
       April TO DO’s (I googled these, of course; glad I can’t be
done for plagiarism…) Deadhead Spring bulbs, sow hardy annuals
in garden gaps, prune hydrangeas, divide and replant perennials,
clean the greenhouse (practise what you preach, Woman!), plant
maincrop potatoes, check for aphids. I have never ever
deadheaded a snowdrop and they are self seeding all over our
front flower bed, which is a good thing. But, yep, I do deadhead
daffodils. There are hundreds of April gardening jobs, so there is
no definitive list, of course.
       Another controversial issue is the slug and snail one. I don’t
know if there any thrushes in our part of the world to eat the snails.
I have never seen one. A lot of my plants have been nobbled and
nibbled over the Winter. We spend a small fortune on bird food and
see lots of goldfinches, tits and blackbirds, but no thrushes. “Feed
the birds, tuppence a bag”. Come on, Mary Poppins, time to update
your lyrics!
       No meetings or anything to report, Barbara, our Chairman
will let us know as and when they recommence.
But Spring looms! Or perhaps it beckons…? Can’t wait!! We need
some good weather to meet up with our long missed friends and
enjoy our favourite tipple or cup of tea in the garden. Yes!!!!

It is now a year since we started our first Covid Lockdown; something
none of us could ever have imagined and it seems an appropriate time
to ask all the Kingsdown residents and visitors to say a big THANK
YOU to -

     Del and his team who have worked tirelessly (extra trips to the
cash and carry) to keep the shop stocked and post office open seven
days a week so we can all get our morning papers and post letters
and parcels to missed loved ones.
   The Kings Head for providing takeaway Friday Fish & Chips and
   Saturday curries, so we know it's the weekend.
   The Zetland for their takeaway Burgers, Pies and Breakfasts and
      extra offerings just recently.
   The Butchers..... providing meat and other produce to keep us all

                     When Covid-19 hit the UK, children's lives were turned upside
                     down. Children's learning was jeopardised and thousands of
                     families were pushed to the brink of poverty. Save the Children
                     has no political allegiance. Save the Children launched an
                     Emergency Grant for families worst affected by the pandemic.
                     Even before the pandemic, four million children were living in
poverty in the UK and it has caused a widening education gap.
       When the lockdown started, disparities got worse and it's feared the attainment
gap between children living in poverty and their peers has widened further. With
those on lower incomes being more likely to lose their jobs or be furloughed, parents
had to choose between paying the bills or feeding their children. Families found
themselves stuck on the wrong side of the digital divide and increased stress at home
further impacted children's learning and wellbeing.Save the Children has delivered
over 5000 grants to families, to ensure that 12,000 children have the material items
and resources they need to help them play, learn, and develop at home. It has
developed and distributed over 35,000 resource packs across the UK, filled with
advice and guidance for parents and activities for children to enjoy at home during the
pandemic. Many parents said that the supermarket vouchers that they received from
Save the Children, were of most help, giving them autonomy and financial stability.
       The pandemic has made our country a more unfair place for children. Save the
Children is acting now to help struggling UK families in order that these families do
not feel the effects of the pandemic for life.

Litter Picking: Councillors considered a proposal for a litter picking campaign
in the village. All thought this an excellent idea and agreed to revisit once
lockdown restrictions allow.
Neighbourhood Watch: Ripple Parish Council would like to extend their thanks
and gratitude to Roger Chatfield for undertaking the voluntary position of NHW
co-ordinator over the years. Roger is taking a well earned rest from the role and
is looking for someone to take over. The role is merely collating information,
distributing via Nextdoor forum if appropriate, and preparing an annual report
for the Parish Council.
       If we cannot find another co-ordinator then the Ripple network will
unfortunately have to close. Please contact clerk if you have a small amount of
time to spare to give to this role.
Annual Parish Meeting: This will take place at 7.00pm on 13th May 2021
(confirmation to follow on if this is to be a zoom or virtual meeting). Every
resident is invited and you will have the opportunity to hear reports from
Chairman, Ward Councillors, County Councillor, PCSO and our NHW
co-ordinator as well as an update on any Church or Village Hall matters.
Parish Council Meetings: From May 6th, as lockdown eases, Ripple PC may
resume holding physical meetings in the village hall. We understand that some
of you may have questions for the Parish Council but are unable to attend
meetings. You can email or telephone the clerk your question/s or any issue you
would like to raise.
The dates of the next three meetings are:
      8th April 2021 (via zoom)
      13th May 2021(Annual Parish Meeting @ 7.00pm followed by the ordinary
      meeting @ 7:30 – type of meeting TBC)
      10th June 2021(type of meeting TBC)

Notes from the Zoom meeting held on Tuesday 2nd March 2021

Recent Severe Weather: The Council expressed their thanks again to the
farmers and local residents who had helped with snow ploughing the lanes and
rescuing stranded drivers from snow drifts in the recent bad weather.

Dover District Local Plan Consultation: The Parish Council having studied
the draft plan and discussed it at the recent virtual meetings agreed on their
response to the consultation. The Councillors expressed their appreciation for
the hard work that had gone into the draft and considered it to be a well put
together plan. No comments were made in relation to plans for the Sutton
parish.

Planning: The Councillors considered three planning applications and noted the
DDC planning decisions. The planning log is up and running on the website for
parishioners to check local applications. Various possible breaches of planning
were reported and updates received from DDC.

Census March 2021: The Census is to be mainly held on line. It was decided to
add information to the Council's website and notice boards.

Annual Parish Meeting (APM) and AGM: The Council discussed dates for
these meetings. It was decided to hold the AGM over Zoom on the 4th May 2021
at 7.20pm.
        With the added complications of lockdown restrictions and the regulations
still unconfirmed by government to allow virtual meetings to extend beyond May
6th, the Councillors decided to revisit setting a date for the APM at their April
meeting when the situation may be clearer.

Playing field: The consultation on the Public Spaces Protection Order from
DDC has been delayed for the moment. The Parish Council will continue to
monitor the issue of nuisance at the playing field caused by a small minority of
visitors not clearing up after their dogs. The District Council to be taken up on
their offer of patrolling the area more frequently.

Allotments/Orchard: The pruning has gone ahead at the orchard and a very
tidy job has been made of it. Councillors were encouraged to visit to take a
look.

The next meeting is on Tuesday 6th April 2021 at 7.30pm - Zoom meeting.

   Highlights from the February and March meetings of Walmer Parish Council held via
                                Zoom Video Conference.
Chairman’s report: Cllr James Murray reported that due to the Clerk’s departure we would
not be holding all our committee meetings. We will still be holding Council, HR, Planning and
Finance meetings and other committees would resume once a new Clerk is in post. Urgent
business from a committee not being held will be brought to the Full Council.
Extraordinary Finance and General Purposes Committee: Members received the draft
budget, considered the recommendation of the committee and resolved:to accept the
budget proposals:
⚫That expected income to be used to offset expenditure
⚫That once this is applied the level of total resources required will be £196,641 which will
    mean equivalent Band D Council tax of £58.08
A proposal from Cllr Mike Eddy was unanimously supported: “Members of Walmer Parish
Council records their grateful thanks to all those clinicians and support staff throughout soci-
ety who have worked so tirelessly throughout the Covid-19 Pandemic on behalf of all of us.
Walmer Parish Council asks the Kent Association of Local Councils to suggest to local
Councils in Kent and Medway to promote similar Expressions of support.
Questions and observations from Walmer electorate: A local resident asked if Walmer
Parish Council could provide litter picking equipment for use?
         Members informed her of a number of local groups such as “Deal with it” that had
already set up and will be running regular clean up sessions as soon as Covid restrictions
allow and invited her to put a formal proposal to WPC for consideration.
         Another resident spoke about traffic calming measures needed on Dover Road that he
was discussing with Kent Highways and asked for support to put a Highway Improvement
Plan in place. Cllr P Heath suggested that it would be a good move to carry out
a traffic survey of actual traffic movements and numbers.
Crime and anti-social behaviour reports: PCSO Adam Herod reported that the majority of
crimes in Walmer were currently connected to breaches off Covid regulations.
He also told members that Deal police station was now closed and he was based at Dover
Police Station but visited Walmer every time he is on duty.
Report of the clerk.
A Manston Golf company has been granted planning permission to build a crazy golf
course next to Walmer Paddling Pool on the site of the old putting green. They will take over
the ownership from Dover District Council of this land and also the running of the paddling
pool.
Members were pleased to learn that Walmer Parish Council will no longer need
to provide the grant of £5,000 per year towards keeping the facility going for local families
to enjoy.

Walmer Parish Council has made a new
                                             investment which will take around two hundred
                                             years to mature.
                                                    It is an investment which will benefit not
                                             only local people and visitors to Walmer Castle
                                             but also some 300 lichens and over 400 insect
                                             species - not to mention the birds and small
                                             mammals for whom they provide a valuable
                                             food source.
                                                     What is this unusual investment - it is two
Cllr Beard-Gould and Head Gardener Philip oak trees [of the species Quercus Robur] which

                                             have been planted in the grounds of Walmer

                                             Castle at the beginning of the splendid oak tree
parade which begins at the currently unused Liverpool Rd. Entrance to the Castle.
        The project began when the Councillor responsible for Walmer Parish Council’s
tree planting project - so far over 40 trees have been planted across the parish with the
twin aims of counteracting vehicle pollution and making our streets more beautiful -
Cllr Marguerite Beard-Gould heard about an appeal from the French Government for
large mature English Oak beams to replace the lost timbers in the Notre Dame
Cathedral..
        Walmer’s new trees were planted a week after the first 200 year old oaks were
felled to begin the reconstruction of Notre Dame’s spire.
        She explained: “ When the call went out to all European countries including the
UK a survey revealed that here in England - the home of this splendid tree - the number
of mature Oaks was in fact very low.
        “ We decided to help address that by planting two English Oaks (Quercus
Robur) but we wanted them to be in an appropriate place so we asked if Walmer Castle
might have space and we were lucky they did as they are in the process of restoring the
original drive to the Castle from Liverpool
road and they had recently lost two trees
from the start of that avenue.
        “Now they are safely planted and in
time will add to the beautiful landscape of

NADFAS) offers its members and guests an opportunity to
expand their knowledge and enjoyment of the arts through
illustrated monthly lectures given by professionals who are
experts in their chosen fields.
       And all from the comfort of your home, or where ever you
happen to be, as the hour long lectures are held using our Zoom

    Tuesday 6th April on the life of Lily Langtry, known as Jersey
        Lily, and the future Edward VII’s mistress
    Tuesday 4th May how Britain’s national treasures were saved
        during its Darkest Hour in WW2
    Tuesday 1st June exploring talented Australian painters who

There is a fee of £6 for a single lecture although you could buy

above lectures.

                        Hooray,
                                Great Mongeham Parish Hall is reopening,
                        albeit with restrictions in place. Starting in April/May but
                        it gives us all hope .
        Mongeham & Ripple WI are hoping to meet in the hall on September 15th
for a 2.15pm start.
At present a speaker cannot be booked but the afternoon promises to be an
exciting one filled with meeting and greeting everyone once again with the
traditional Cuppa & Natter.

 I have been running the St John’s, Kingsdown 100 Club nominally since
 January 2020 and officially since April 2020.
         David Dobby had set it up and run it for 10 years so deserved a rest. I
 had no idea that Covid-19 would so disrupt our lives so that I couldn’t even go
 to the bank to cash a cheque for the monthly draw: for the first time ever I
 was pleased to be able to do internet banking, even with all those nasty little
 bits of paper. Thank goodness for the village Post Office.

Dear Friends and neighbours.
As I write this, I am looking out at a beautiful blue sky and sunshine
everywhere. After a long winter, and the stops and starts to our social
and other activities brought by virus restrictions, the view from my
window makes it easy to believe that better and brighter days are really
on the way! And lately, it has been such a joy to see new life around us:
daffodils in the gardens and hedges and roadsides and in scattered
patches everywhere.
       So it is time now to look forward and to believe that the difficulties
and sacrifices we have made for the past year have been worth while as
it seems likely that from now on, we will see a slow but definite return
to ‘normality’. I am looking forward to meeting people socially, to be able
to visit parishioners at home, visit family, meet friends in a cafe and even
go to see a play or a film!
       But most of all, I am excited that Easter is almost here. The long
weeks of Lent brought introspection and refection; prayers for the world
and continuing prayer for those who have been affected in any way by
Covid. But Easter is coming, bringing such hope for all of us. We will
journey through these final days of Holy Week, through the grief of
Maundy Thursday, the silence of Good Friday and on to Holy Saturday
Eve when as the sun goes down, a few of us will gather on the church
steps to bless and light the Pascal Candle and take it’s light into the
darkened church to say- Easter is here, the light has come! There is light
in the darkness, the light of hope that overcomes the dark and fearful
days. And that light, that blessing of hopefulness is God’s gift to us, given
through the risen Jesus Christ. And I hope that the sound of bells will be
loud and reverberate to announce that sign of hope, for each one of
us and for everyone. A sign that we can believe and have faith that
a better world is possible.
      During Holy Week and Easter, some of our local churches in the
Parish and the Benefice have reopened for public worship, and there
are several online and streamed services to join. Details will be in this
magazine. Numbers have to remain limited and safety measures will be
in place, but if you would like to join us over Easter, you are
very welcome.
      In the meantime, with every blessing for a very happy, hope-filled
and peaceful Easter.
