Background of Social Movement
•   We are concern on the number of cases (death 1,613 per May 31, 2020)
•   Lack of participation & transparency to the public of the implementation of
    Law No. 6/2018 on Health Quarantine & a policy called Large-Scale Social
    Restrictions (PSBB) under Government Regulation (PP) 21/2020 .
•   The existence of Government of Indonesia or GOI Regulation became UU
    No. 1/2020 on State Financial Policy (related to the handling of the Covid-19
    Pandemic) which only became a State Official Business.
•   The Program of GOI for Economic Recovery (IDR 150 trillion) was unclear to
    address to informal workers affected by layoffs & for communities affected
    in micro-businesses (assuming around 8 million people) & Social Safety Nets
    (Rp 110 trillion) was not clearly channeled to groups of already poor and new
    poor people . The government's approach to this pandemic benefits only to
    the elites , including to the greedy of business persons/corporates therefore
    it creates more poor and marginalized peoples.

KLC :a Civil Society for the Voices of
                  the People
•   The Civil Society Coalition against Corona (in Bahasa Indonesia :
    Koalisi Lawan Corona or KLC) was established in early March 2020
    after the Government of the Republic of Indonesia ( GOI) announced
    that 2 Indonesian citizens in Depok, West Java, were positively
    infected by Corona (COVID 19).The GOI was so slow to locdown and
    their denial at the first time that Indonesia was untouchable of
    corona.
•   KLC was stablished under the leadership of DTP alumni, Nukila
    Evanty with co founders by Zul Kardus & Ayuningtyas Widari
    Ramdhaniar.
•   KLC membership comprises of ordinary individuals & civil society
    organisations in Indonesia with the vision & mission is "people
    rights and people safety as the centered of handling COVID 19.KLC
    goal's is the policy of government that sensitive to the rights of
    people in pandemic situation"

KLC focusses on 6 Groups:

1. the group of poor people that increased by more than 4 million
people, especially Indonesia has a group of people who live at
disadvantages areas and million of informal workers who lost their
jobs
2. The disabled group is poor and does not get proper information of
Corona
3. groups of migrant workers who will experience problems with their
work in the destination country, legal protection and return to the
lockdown situation
4.Elder people
5. Transgender group
6. People at Detention/Prison Centre

Activities
•   Since end of March 2020 , KLC has carried out many campaigns for the benefit of the community
    and published it in the forms of media/press release, news papers & online discussion.
•   Since 9 April 2020 KLC has opened " a community desk complaints center " for those who do not
    have access to health & social safety nets due of pandemic. KLC receives 5-6 complaints everyday
    across Indonesia.
•   We have made position paper addresses to State officials includingto the House of
    Representatives task force on Corona, the Ombudsman Office, Coordinating Minister & hold
    discussions to them. But there is no concrete step from them to do better; effective & efficient in
    order to minimize the number of victims, both lives and material.
•   Keep on accelerating cooperation with the Ministries / government institutions, advocacy to the
    champion in parliament (Members of Parliament) &also to create joint efforts on social
    movement with others civil society organisations .
•   Keep on supporting positive efforts to ensure the basic needs & rights of every Indonesia citizen,
    such as Food, health /Medicine , Education, Work, Freedom of Expression and opinion
•   We will document this social movement in the times of COVID 19 in the book and video
    documentation

Profile Nukila Evanty ( Indonesia)
              •   Nukila was the DTP alumni of 27th Annual Program in
                  Timor Leste
              •   She is currently Board of Directors of AWID.( the
                  Association for Women's Rights in Development),
                  Executive Director of RIGHTS Asia , Executive Director
                  of Women Working Group ( WWG) and Advisory
                  Boards at Asia Centre.
              •   She established KLC because sheobserved in the
                  conditions of outbreaks of the virus, many injustices
                  are found, poor people are mostly affected by the govt
                  policies that do not supports the people, especially
                  marginalized & vulnerable groups, must be protected.
                  The approach to the right to health should be side by
                  side with the fulfillment of the right to safety, the right
                  to economic & social protection, the right to education
                  & the right to work.To deal with this virus outbreak,
                  the government cannot be alone, it must be a joint task
                  with civil society. Humanity approach than security
                  approach in this outstanding situation.
