INTRODUCTION AND WELCOME On behalf of the Organising Team, I would like to take the opportunity to welcome you to Canberra and the 2021 Netier National Capital Rally. The National Capital Rally has been going for 20 years and has grown from a club level event here in the ACT. This is somewhat reflected in 2 of our major sponsors, Netier, Abode Hotels who are all homegrown companies. We would not be able to play in the forests without them, and we thank them. The continued support from the ACT Government and its relevant departments who make this event possible is greatly apricated by myself and the Brindabella Motorsport Club. This year we will be back to a 2 day format, day 1 will be the bigger of the 2 days with Sunday ending with a power stage The Service Park will once again be located opposite the Abode Hotel Woden, competitors will enjoy the convenience of being located opposite the HQ hotel. As well as the ARC we will be welcoming the NSW Rally Championship, the East Coast Classic Rally Series and the ACT regional Rally Series. We ask you to comply with all the COVID19 conditions, particularly in the service park and at controls, there will be health checks and forms to complete, please treat these restrictions as a necessary evil again this year. These Supplementary Regulations are to read in conjunction with the ARC Sporting & Technical Regulations.
This Event is to be held under the FIA International Sporting Code including Appendices and the National Competition
Rules of Motorsport Australia.
The following regulations are also applicable to this event:
• 2021 Motorsport Australia NSW State Championship Regulations
• 2021 East Coast Classic Rally Series Regulations
• 2021 ACT Regional Rally Series Regulations
The Motorsport Australia Permit Number authorising the event is: 821/2803/01
This Event will be conducted under and in accordance with Motorsport Australia OH&S, Motorsport Australia Safety 1st,
Risk Management and Return to Race Policies, which can be found on the Motorsport Australia website at
www.motorsport.org.au.
The organiser and promoter of the 2021 Netier National Capital Rally to take place on 27th -28th March 2021 will be the
Brindabella Motor Sport Club ABN 87 498 162 820.

Article 5 Event Eligibility
As per the ARC Sporting & Technical Regulations with the addition of
• 2021 Motorsport Australia NSW State Championship
• 2021 East Coast Classic Rally Series
• 2021 ACT Regional Rally Series
Article 6 Event Description
A) The Event will be an endurance format consisting of 6 Sections. The event will start on Saturday 27th March 2021
and finish on Sunday 28th March 2021 and will be approximately 480.50 kms long including 14 Special Stages
totalling approximately 162.89 kms all special stages will be on gravel surface. See Itinerary - Appendix I.
B) The Event will be an Endurance event as defined in the ARC Sporting Regulations and will consist of one heat over
two days.
C) The ARC and ACTRRS will be contested over all 6 sections. NSWRC and ECCRS will be contested over the first 3
sections only.

A) As per the ARC Sporting & Technical Regulations
B) For NSW Rally Championship and the East Coast Rally Challenge vehicle eligibility will be as per the 2021 NSW
Rally Competition Conditions article 2.3.
C) A NSW RTA “UVP” will be valid for the event.
Article 8 Competitor & Crew Eligibility
A) As per the ARC Sporting & Technical Regulations
B) All crews and vehicles will be eligible for NSW Rally Championship points and awards.
C) For a crew and vehicle to be eligible for ACT regional rally series points and awards, the crew of the vehicle must
be registered for the ACT regional rally series. Registration may be made through http://www.rallyact.com.au
Article 9 Entry Form, Entries and Entry Fee
A) Entries are to be made via the online entry form available from www.netiernationalcapitalrally.com.au.
Competitors unable to access the online entry form are to contact the Competitor Liaison. Payment is to be by
EFT as directed on the entry form. The disclaimer form is to be downloaded and signed by the competitor, driver
and co-driver with a copy to be emailed to katiephilps@live.com and the original presented at documentation.
Entries will only be accepted when the competitor, driver and co-driver have been nominated on the entry form
and payment is made in full.
B) All entries MUST include a copy of all required documentation i.e. licences (Motorsport Australia and Civil),
registration papers and club memberships
C) Entries open upon publication of these Supplementary Regulations
D) Entries close Friday 12 March 1800hrs for all crews
E) The number of entries will be limited to 60. If this limit is exceeded preference will be given to higher seeded
drivers and/or those who have competed in other ARC events in 2020 and then in order of receipt of completed
and paid entry form.
F) The entry fee for the Event is fixed as follows:
• RSEA Motorsport Australia Rally Championship® $1450.00
• NSW State Championship (Saturday only) $950.00
• East Coast Classic Series (Saturday only) $950.00
• NSWSC and ECCRC crews wishing to contest Sunday $250.00
• ACT regional rally series $790.00
• Those not registered for any championship/series $790.00

A) Testing will be available Thursday 25 March. There will be 2x 4 hours sessions, a morning session from 0700hrs to
1100hrs and an afternoon session from 1200hrs to 1600hrs. A maximum of 4-hours testing is permitted per
driver. The 4-hour session costs $500.00 per car. Full details of the locations will be emailed direct to the crew.
B) Applications for Test sessions can be made using the On-Line application form. No hard copies forms will be
available.
Article 11 Servicing and Refuelling
A) A maximum of 10 service personnel per competing car starting the rally may provide service throughout the rally
(any more than 2 service vehicles requires additional payment see article 10(h). Each vehicle must be clearly
identified by means of “Service” plates issued by the Organisers and affixed in the locations specified.
B) Refuels will be located within the Service Park. Service crews are reminded of the apparel requirements and to
follow officials’ directions.
NOTE In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and
degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the
ground. The use of pressure cleaners is prohibited. Breaches noted by an official of the rally will result in a report
to the Stewards with a recommendation that a fine be applied.
The entire service park is “Non-Smoking” as are the Remote refuel zones (RZ) location
. Social distancing of 1.5m must be adhered to at all times in the service park
Article 12 Reconnaissance
A) As per the ARC Sporting & Technical Regulations, excepting that the speed limit is strictly
60 Km/h. Speeds will be monitored.
B) It is NOT compulsory for NSWRC / ECCRS /ACTRRS to do reconnaissance as a “blind roadbook will be provided on
request”.
Article 13 Running of the Rally
A) The event will start from TC 0 located in the service park, there will be a holding area prior to the TC all crews
must report to this holding area 10 minutes prior to their published start time for COVID 19 checks. A bulletin
with crew due times will be published.
B) Cars will not be subject to Parc Fermé conditions at this location, but no service is allowed in the holding area.
Following the Start crews will commence section 1, then after the days final service all ARC crews will need to park
the cars in an overnight Parc Ferme.
C) The Rally Start will be at 0800hrs on Saturday 27th March, from TC 0
D) Starting System for Special Stages will be by a Digital Display Clock. The starting official will show the Driver a 1-
minute board then a 30 second board as part of the countdown. The driver will then observe the display clock
and start on when the display clock shows 0. A false start will be detected by a photocell placed 40cm after the
starting line.
E) The official time for the event shall be set to Australian Eastern Daylight Saving Time.

A) For consistency between those crews entered in the National Capital Rally (ARC) and those in the NSWRC & other
associated events the penalties and other sporting regulations in the ARC Rally Sporting Regulations shall apply to
all events. Refer to ARC Sporting Regulations Appendix B
Article 15 Insurance
A) Certain public, property, professional indemnity and personal accident insurance is provided by Motorsport
Australia
B) Service Vehicles, management vehicles and reconnaissance vehicles, including those bearing special plates issued
by the Organisers, are not to be considered as official participants of the Rally. They are therefore not covered by
the Insurance Policy of the Rally and will remain the sole responsibility of their owner.
Article 16 Shakedown
There will be no shakedown stage.
Article 17 Results and Protests
A) Provisional Results will be published, Online on March 28th, 2021 at 1830hrs. These results will become Final 30-
minutes after posting subject to no protests being received.

Article 19 ALCOHOL, DRUGS AND OTHER SUBSTANCES
Any holder of a Motorsport Australia Competitor or Officials licence (or equivalent licence issued by another ASN) may be
tested for the presence of drugs (or other banned substances) and subject to a penalty (ies) for a breach in accordance
with the Australian National Anti-Doping Policy and/or the Motorsport Australia Illicit Drugs in Sport (Safety Testing) Policy
as published on the Motorsport Australia website. Consumption of alcohol in the paddock, pits or any section of the
Competition venue/course under the control of the Officials is forbidden until all Competition is concluded each day.
Accordingly, any holder of a Motorsport Australia Competitor or Officials licence (or equivalent licence issued by another
ASN) may also be tested for the presence of alcohol by a Motorsport Australia Accredited Testing Official (CATO) in
accordance with the Motorsport Australia Alcohol Policy.
