Thomas Road Bridge Over Rail Project – Application for Planning Approval

     1.          Introduction

Main Roads Western Australia (MRWA) are tasked with delivering the Thomas Road Bridge Over Rail
Project on behalf of the State Government. The new bridge is required to accommodated the proposed
METRONET Byford Rail Extension.
This Application seeks approval for the portions of the proposed works that are located outside of a road
reservation and the Metropolitan Regions Scheme (MRS) Regional Road Reservation. In this instance
the portions outside of the MRS reservation will be on urban zoned land

    2.           Subject Site

    2.1 Land Details

For the purpose of this application the Subject Site is the areas of the proposal that are located outside
of road reservations and consists of the following land parcels:

    2.2 Site Description

The Subject Site has a relatively flat topography and has some remnant native vegetation. The land
surrounding the site features residential land uses to the south and Thomas Road to the north. Please
refer to the aerial photograph below.

    3.           Proposed Development
The purpose of the application is to obtain approval for the portions of the proposed bridge works that
are located outside of road reservations.
The Thomas Road Bridge over Rail Project works involve elevating Thomas Road so it can pass over
the rail corridor with two lanes in each direction. The bridge will be constructed slightly to the north of the
existing Thomas Road alignment, between South Western Highway and Wungong South Road.
Other works include:
       Modifications to local road, with Butcher Road connected to Vlasich Road via a new underpass.
       A shared path on the bridge for cyclists and pedestrians.
       Noise walls.
       Landscaping and re-vegetation.
The works that are located outside of the road reservations on the subject land primarily consist of
battering.
For additional detail please refer to the plans located at Appendix B, which represent the projects 15%
reference design.
The construction time-frame is approximately two years and is anticipated to begin in mid 2021 with
completion scheduled for late 2023.

    3.1 Environmental Approvals

All native vegetation clearing on the Thomas Road Over Rail Project will be conducted under Main
Road’s State Wide Clearing Permit (CPS 818/15). Project clearing will be undertaken in accordance with
the conditions of CPS 818/15 and detailed records of native vegetation clearing will be maintained as
required under the permit.

    3.2 Heritage

The project does not impact any European or known Aboriginal heritage sites and construction will be
undertaken in accordance with the Aboriginal Heritage Act 1972.

    3.3 Consultation

Extensive consultation was undertaken as part of the project. The development of the design for the
Project has been undertaken with relevant stakeholders and includes the following:

    4.           Planning Framework

    4.1 Metropolitan Region Scheme

Under the Metropolitan Region Scheme (MRS) the land subject of this application is zoned ‘Urban’.

As some of the proposed works are on zoned land, and land that is not dedicated for road purposes,
approval is required by the WAPC in accordance with the MRS.

It is proposed that following construction the MRS and local planning schemes will be amended to reflect
the new road reservation boundaries.

    4.2 State Planning Policy 3.7 – Planning in Bushfire Prone Areas

The Subject Site is identified as being bushfire prone and therefore State Planning Policy 3.7 (SPP3.7)
applies. In accordance with SPP3.7 and its associated guidelines a Bushfire Management Plan has not
been prepared to accompany this application for planning approval as it is a road project and would
therefore be classified as ‘Unavoidable Development’.

    5.           Conclusion

This Application outlines that the necessary instruments are in place to support planning approval of the
proposal and that it has been designed in consultation with government stakeholders and the
community. The environmental approvals required have been obtained and management plans have
also been prepared to address potential impacts.
