Membership
Taumarunui (5) and Ohura (1) Ward Councillors and the Mayor.
Purpose
To be the prime interface between the ratepayers and public of the Ward.
Operating Principles
Operate meetings according to Council’s Standing Orders.
Use informal workshops for in-depth consideration of key projects.
Authorise the Chairperson to make statements to the media accurately and reporting
decisions of the Committee.
Areas of Responsibility
Represent and act as an advocate for the interests of the community.
Consider and report on all matters referred to it by the territorial authority, or any other matter
of interest or concern to the Ward Committee.
Maintain an overview of services provided by the territorial authority within the community.
Prepare an annual submission to the territorial authority for expenditure within the
community.
Communicate with community organisations and special interest groups within the
community.
Undertake any other responsibilities that are delegated to it by Council.
Delegated Authority
The co-ordination of rural reserves and hall committees.
To allocate the approved budget for the following activities in the area:
Footpaths programme;
Parks and Reserves discretionary spend;
Public information signage.
To approve:
Temporary road closures for events (subject to administrative imperatives;
Street names;
Parades, collections and special uses of the roads;
Changes to speed restrictions on local roads (subject to NZTA rules);
Road closures.

Subject: Public Forum: Temporary Suspension and
Reinstatement of Standing Orders
Purpose of Report
1.1 The purpose of this report is to enable the Committee to temporarily suspend Standing
Orders in their entirety to allow Members and the public to address the Committee.
Significance and Engagement
2.1 This report does not trigger the Significance and Engagement Policy.
Public Forum Guidelines
3.1 Council has adopted the following Public Forum Guidelines:
(a) Five minutes speaking time will apply to each speaker or group.
(b) Members of the public wishing to speak must advise Council of the reasons and
subject he/she wishes to address the Committee a minimum of two clear working
days prior to the meeting.
(c) The Chairperson may refuse applications which are repetitious or offensive and
may terminate a speaker in progress where the subject matter is disrespectful or
offensive.
(d) There are not to be criticisms of individual Committee members or individual staff
members.
(e) The Public Forums are designed for people to speak about matters of interest to
them to the Committee. It is not intended that people should be questioning
Committee members on these occasions. However, Committee members may
ask questions of speakers to clarify their statements.

Subject: Deputation: Taumarunui Rotary Club
Purpose of Report
1.1 The purpose of this report is to advise that a member of the Taumarunui Rotary Club will
be in attendance to speak about a proposal to build a shelter at the Taumarunui Domain
Playground.
Significance and Engagement, Social Impact
2.1 This report does not trigger the Significance and Engagement or Social Policies.
Background
3.1 In 2019 Council upgraded the community playground at the Taumarunui Domain.
3.2 Feedback from the community was in support of the upgrade, but that more shade was
required.
Discussion
4.1 Taumarunui Rotary Club have approached Council with a proposal to build a shelter at the
Taumarunui Domain Playground. The shelter will consist of a concrete pad, a permanent
shelter with three sections of roof, and seating. Provisions for supply of power will be included
so that installation of an electric barbeque by Council at a later date remains an option if
funds become available. A copy of the proposal is provided in Attachment 1.
4.2 NGĀTI HĀUA HAVE PROVIDED SUPPORT FOR THE PROPOSAL BASED ON:
(a) a great design
(b) the practical need for shelter in a much enjoyed environment for our community
members, manuhiri, tamariki me nga mokopuna ma
(c) health and safety that the shelter will provide
(d) that where possible the work is sourced internal of Taumarunui’s workforce in the first
instance
(e) based on scales of economy that should you have to go external of Taumarunui, that
they sub-contract internally
4.3 Council Planning Department has confirmed that the structure proposed by the Rotary Club
is a permitted ancillary building related to informal recreation and its construction does not
require a resource consent.
4.4 The requirement for a Building Consent will be investigated when a design is completed by
an engineer.7

Subject: Meeting Schedule 2021
Purpose of Report
1.1 The purpose of this report is for the Taumarunui-Ohura Ward Committee to adopt a meeting
schedule for 2021 which best suits Council’s needs in respect of complying with the Local
Government Act 2002 (LGA) and the Local Government Official Information and Meetings
Act 1987 (LGOIMA).
Significance and Engagement, Social Impact
2.1 This report does not trigger the Significance and Engagement or Social Policies.
Background
3.1 The Ward Committee is being asked to confirm the meeting schedule for 2021.
3.2 The attached meeting schedule reflects Council’s decision at its meeting on 16 September
2020 to amend its meeting frequency to two meetings per month in 2021.
3.3 The meeting dates proposed for the Taumarunui-Ohura Ward Committee meetings in 2021
are:
(a) 25 February
(b) 22 April
(c) 24 June
(d) 26 August
(e) 28 October
Discussion
4 COMPLIANCE WITH LGA
4.1 Clause 19 of Schedule 7 of the LGA details general provisions for meetings and states:
“(5) Unless clause 22 applies, the chief executive must give notice in writing to each
member of the time and place of an ordinary meeting –
(a) not less than 14 days before the meeting; or
(b) if the local authority had adopted a schedule of meetings, not less than 14
days before the first meeting on the schedule.
(6) If a local authority adopts a schedule of ordinary meetings, -
(a) the schedule –
(i) may cover any future period that the local authority considers
appropriate; and
(ii) may be amended; and
(b) notification of the schedule or of any amendment to that schedule constitutes
a notification of every meeting on the schedule or amendment.”12
4.2 Clause 22 of Schedule 7 of the LGA classifies meetings as “meeting” and “extraordinary”.
4.3 “Meetings” (which includes a list of adopted meetings) must be advertised between five and
14 days before the end of the preceding month. If any additional meetings are required, the
Chief Executive must give not less than 14 days-notice in writing to each member (LGA,
Schedule 7, Clause 19(5)(a) and (b). This is Council’s current practice. As Council must
advertise its meetings anyway, there is very little additional cost involved in advertising an
additional meeting.
4.4 “Extraordinary” meetings must be called by a resolution of the local authority or a requisition
in writing delivered to the Chief Executive and signed by the Mayor or Chairperson or not less
than one third of the total membership (including vacancies). Notification must be given to
members by the Chief Executive at least three working days before the day appointed for the
meeting or, if the meeting is called by resolution, within such lesser period of notice that is
specified in the resolution, being not less than 24 hours. If the business to be dealt with
requires a meeting to be held at a time earlier, a meeting may be called by the Mayor or
Chairperson or, if the Mayor or Chairperson are unavailable, the Chief Executive.
Resolutions made at an extraordinary meeting must be publicly notified, unless the resolution
was passed at a meeting from which the public was excluded. Depending on the length of
the resolution, the advertising costs could be high.

Board temporarily suspends Standing Orders in their entirety to allow Members and
the public to address the Community Board.
The Board received addresses as follows:
Weston Kirton spoke about the reinstatement of the Northern Explorer and how to promote
this and make the Taumarunui stop more attractive to visitors.
Bruce Scott expressed his concerns with a number of cars speeding along Lairdvale Road
and informed members of the recent incident where a car drove into his neighbour’s fence
and onto his property.
Elaine Wheeler spoke to her David Bolster Memorial proposal which would see the
enhancement of the proposed museum entrance at the railway station. This would provide
an opportunity to promote world famous Taumarunui icons and also to promote excellence
and achievements of locals.

Subject: Capital Works and Other Items of Interest
Purpose of Report
1.1 The purpose of this report is to provide an update on the planned capital works and other
items of interest in the Taumarunui/Ohura Ward Committee area in 2020/21.
Significance and Engagement
2.1 This Report does not trigger the Significance and Engagement Policy.
Background
3.1 The list is a combination of contracted items and other items that Members have displayed
an interest in. Other items can be added to the list on request. Updates since the last report
are highlighted.
3.2 ROADING
Subject Action Taken Completion
R1 Pavement The focus on attending to damage from heavy April 2021
rehabilitation vehicle demand sees the rehab programme mostly
focused in the northern area once more. The sites
this year in this ward are:
• Poro-O-Tarao Road RP 8.15 – 9.33km
• Ongarue-Waimiha Road RP 14.10 – 16.35 km
• Ohura Road RP 15.85 – 16.73 km. Earthworks
completed in 2019/20.
• Ongarue Village, Taupo & Tuhua Roads,
Ongarue – 540m length. Sealed.
• Mangaparo Road RP 3.78 – 5.00 km in
conjunction with Bridge 184 Mangaparo Rail
over bridge deck replacement. Road closed till
18 December 2020. Detour signage installed.
R2 SH43 West Otunui 2015 flood damage site June 2020
Forgotten
World Oct 2020: Horizons resource consent has been
Highway approved, with unpriced conditions. Waka Kotahi
NZTA are hopeful work will be able to be completed
this summer.
Hospital Hill drainage work
Drainage work on the lower section of Hospital Hill Summer
is underway. Traffic lights are in place. A mobility 2020
van will be available for alternative pedestrian
access through the site.19

Road opened to one lane in December 2019.
Waka Kotahi in investigation stage, getting options
in place. A timeline for completion can be identified
once an option is chosen.
Maintenance Note
A presentation was made to the Committee by
Emma Speight on 19 August 2020 about the Crown
infrastructure fund improvements.
At the time, the maintenance of Ruapehu’s end
was raised by the Committee. A new contract for
this road and SH4 to the 8 Mile junction began on
1 July 2020. The maintenance specifications have
changed. Roads are audited monthly.
R3 Footpath Footpath condition rating to identify work June 2021
renewal programme is complete.
A work programme will be shared with the
Committee.
Simmons Rd footpath extension is complete.
R4 Bridge Bridge inspections are being carried out and June 2021
Renewals structural component replacement work will be
programmed and carried out during the financial
year.
Mangaparo Rail Overbridge deck replacement is
underway. The road is closed until 18 December
2020.
R5 Hakiaha St Item added to list as requested by Members. Report to be
Footpath Renewal of the water main in Hakiaha Street will prepared
be carried out in November 2020. The main will be
placed in the footpath, parallel to the road. It will be
thrust rather than trenched. Trenches will be
needed from the main to shops that are serviced
from that side. Work is being carried out at present
to understand the impact on the footpath and
options for reinstatement.
3.3 ENVIRONMENTAL
Subject Action Taken Completion
E0 Covid 19 – On 13 August, Auckland was classed at a Covid 19 Review 26
Nationwide level 3 response with the rest of New Zealand at August
response level 2 due to community outbreak in Auckland.
This has impacted on workshops and meetings
planned with the Veolia team based in Auckland,
critical to forward planning. Government is
expected to review current Covid 19 situation 26
August. QR codes have remained in place with all
of NZ now in Alert Level 1. With the ongoing risk of
community transfer of COVID, there is heightened
awareness around wearing face coverings in public
places, staying at home if unwell and practicing
frequent personal hygiene as the norm.
E1 Taumarunui Traverse are in discussions with Horizons as they Ongoing
Water prepare an S92. Traverse want to ensure that all

Resource of Horizons concerns are addressed prior to
Consent lodging.
E2 Hospital Hill Further movement of the Hospital Hill placed Ongoing
pressure on the water supply line and resulted in
a burst water main on the line. There was a
further burst early in the morning with the foot
path slabs dropping onto the water main. Both of
these incidents have generated ongoing
discussions with NZTA. The Hospital Hill is
planned to be stabilised this year. Council is
awaiting for NZTA resources to be available to
progress this project. On hold until further notice.
Pipes are on site. Works are well under way to
stabilise this road.
E3 Main street Awaiting proposal from Veolia. Veolia and Ongoing
Hydrotech recently held a planning meeting
E4 Water At present, awaiting proposal for a new wet well. Ongoing
Treatment Ongoing health and safety improvements are
Plant taking place at the water treatment plant.

3.4 COMMUNITY SERVICES

C0 COVID-19 Essential services only since 23 March 2020. Ongoing
Nationwide All playgrounds and public facilities closed, Completed
Response maintenance stopped. Public toilets and
cemeteries remain open (interments limited).
Level 3 will allow for the open spaces
maintenance and vegetation control to
resume. Level 1 - All public places are now
open and operations have resumed as per
normal. With areas outside of Auckland going
into Level 2, Council has generated and in the
process of putting up QR Codes on all Council
owned buildings, including halls and public
toilets. QR codes remain in place with all of
NZ now at Alert Level 1. With the risk of
COVID, heightened awareness around
cleaning and hygiene is becoming the norm.
C1 Taumarunui Public A public meeting has been held with public July 2020
toilets opinion in favour of a public toilet in the
Railway building, but also retaining some
facility central to the main street. The
upgraded public toilets and showers in the
Railway Station are open for public use and
are reported to be being used frequently by
tourists. Final decisions around the future of
the Hakiaha Street toilets are still to be made,
however in the meantime the toilets will be
painted to freshen them up and fit them into
the revitalisation scheme. Exterior of toilet has
been painted. Options to be provided to this
meeting. Interior footprint to remain same with
renovation to be undertaken. Quantity
Surveyor to submit quote for fitout. Options for
renovation of exterior of toilet being put21

Approval given by TOWC at October 2019
meeting to proceed with proposed interior
renewal and exterior treatment as proposed
by Bespoke. Council will be requested to
bring forward funding for project currently
allocated in 2020/2021 year to current year.
Work on interior upgrade will be tendered
early 2020. Design to be drawn up by Alex
Ferrier. Exterior treatment has been
completed.
C2 Taumarunui All of the advertising spaces have been sold. Ongoing
Grandstand Minor plumbing works and replacement of the
toilet seats was undertaken to get the ablution
block ready for the KCRFU game in early
September. A donation of $5,000 has been
received from Taranui Golf Club, it is proposed
that this be used to establish concrete paths
along the outside of the grandstand to provide
safety entry for elderly and for young families
with push chairs. Work scheduled. Concrete
work has been completed. Quote being
sought to replace roof. Three phase power
socket was installed at the field entrance to the
grandstand for use during community events
such as King Country Christmas. Decision for
next steps will require a subcommittee
meeting to discuss. A volunteer has
completed painting of the floors on the upper
level of the Grandstand building, including the
entranceway, male and female toilets.
Contractors have been approached for quotes
to replace the roof. Quotes are being sought
to replace the hot water cylinder for the North
end changing rooms following a leak. Soap
and hand towel dispensers are onsite awaiting
installation in the toilets and showers. Soap &
hand towel dispensers have been installed,
along with wall mounted rubbish bag holders.
A quote for two options for replacement of the
roof has been received by one contractor and
we are awaiting a quote from a second
contractor. The green clearlite panels on the
lower level have been replaced with clear
panels which has lightened the space.
C3 Taumarunui Part of the saleyards, aside from a small Ongoing
Saleyards section utilised by the Compliance Team for
stock impoundment, are being dismantled and
are due to be completed by the end of the
year. Future options for the area are being
considered. Part of the saleyards land has
been licenced to Taumarunui Rail Action
Centre through a Licence to Occupy
agreement to allow for haymaking revenue to
assist with payment of rates on the lease of
Bell Road Rail Yard. TRAC have taken over
the dismantlement of the unused section of
the saleyards as the person previously
allocated to complete it has left the district.22

Work to dismantle the unused section of the
saleyards is nearly complete. Quote to tidy
fencing being sought. Fencer scheduled to
undertake tidy up of fencing as soon as
COVID-19 restrictions allow. Repairs and
strengthening of Saleyard fencing between
Parone Street and Taupo Road have been
completed. Concrete pad at the Saleyards has
been leased for one year for use as a handling
site for problem trees being felled around the
district under a contract with the Roading
Team.
C4 Hakiaha Street On hold as part of the Taumarunui On Hold
Decorative Lighting Revitalisation project.
C5 Cherry Grove Downer will pour the concrete foundation for Ongoing
Development the BBQ area as soon as weather allows and
with input from the electrician for cables for
power, lights, etc. Designs for a shelter
structure to go over the BBQ area are being
considered.
Still remaining to be done in Cherry Grove is:
Installation of new car parking area, drinking
fountain, rubbish bins and seating (after
decision made on main street design). Shelter
and installation of BBQ completed and in use
over Christmas period. Decision on how
remaining funds may be spent to be made.
Seating and table for the area being
considered. Awaiting decisions for Hakiaha
Street revitalisation to co-ordinate design.
Accessible Drinking Fountain has been
installed. Preparations underway to install
Lions wood framed swing, salvaged from
Taumarunui Playground, at Cherry Grove.
Report to TOWC this meeting for approval for
purchase and installation of swing and two
picnic tables. Work for the installation of a
swing zone at Cherry Grove is underway.
Temporary picnic seating has been purchased
for installation at Cherry Grove. Information to
inform a report to TOWC for a decision as to a
suitable picnic setting and whether a shelter is
required is being collated. Awaiting quotes.
Some quotes received and being considered
by Council.
C6 Taumarunui There is $21,000 available in capital budget. Target
Domain drain This could be allocated to support the completion
realignment / THRIVE initiatives at the Domain. A meeting Summer
boardwalk is to be set with key parties to discuss the 2020/21
scope of the upgrade. Meeting to be held in
December with stakeholders. Meeting
delayed due to unavailability prior to
Christmas and over summer holiday period.
Meeting to be rescheduled. Meeting held 29
March with THRIVE representative and Te
Awanui a Rua Charitable Trust to discuss
progress and drain. Final approval is required
for the planting plan which is the focus at this23

stage. Queried whether the funding could be
passed over to an organisation and tagged
for this purpose prior to the end of the
financial year if a decision not made on
location of boardwalk. Meeting had with
MWA Solutions and Tutukaka Consultants
Ltd as to developing an overall plan for the
Domain. Tutukaka Consultants to meet with
iwi. Testing of the water in the drain to be
undertaken to assess levels of Iron and
E.Coli bacteria. Tests results show that the
quality is reasonable and these will be
discussed with iwi as soon as they are
available.
C8 Taumarunui Lions have agreed to undertake maintenance Ongoing
Walkways on Sunshine Track and the High School on Te
Peka and Rangaroa tracks. Discussions are
being had with potential groups to maintain the
Manunui Reserve Walkway. High school
students have been working on maintenance
and improvements to the Te Peka track with
Stuart Shaw. Removal of nuisance trees along
Te Peka track completed. Barry Donovan has
tidied up Manunui Reserve walkway using
Kanga under voluntary arrangement. Dean to
meet with new group interested in taking some
responsibility for East Street Walkway. GHD to
look into design options for the reinstatement
of House Ave Walkway. Potential to use part
of neighbouring property to assist in making
design work. Slip on House Ave Walkway
cleared and track reopened. Considering
whether walkway needs to be rerouted and
steps rebuilt. Sunshine Hill walkway has been
tidied up with vegetation cleared, drains
realigned and the surface gravelled and
compacted.
C9 Signage at northern Item added as requested at 14 December July 2020
and southern 2017 TOWC meeting. Awaiting quotes from
entrance to two separate suppliers. Suitable piece of wood
Taumarunui has been found and is drying ready for use.
Sign completed and ready for installation
when COVID-19 restrictions are lifted.
Contractor scheduled to install sign before end
of June.24

C10 Fanthorpe Gate $20,000 available for new accessible ramp. July 2020
Concrete ramp CCTV will be undertaken on the drain mid-
renewal October to inform remedial works. Work by
Veolia to repair the drain is envisaged to be
completed in the new year to allow for work to
reinstate the ramp to get underway with the
aim of having the ramp open to coincide with
the completion of the playground upgrade.
Cracked pipe & protruding waratah looks to
have contributed to tomo beside ramp. Further
investigation will confirm whether replacement
of this section of pipe will be sufficient to avoid
more issues in future & if new Stormwater
drain can be incorporated into new ramp
design. Ramp design received discussed with
Water Services and needs clarification.
Excavated soil from playground to be
relocated for use for new ramp. Detailed
design received and under review. GHD
costing ramp installation. Consideration is
being given to when the best time is to
undertake work to the ramp given the number
of kids using the Park. Ramp finished to
compacted gravel finish. Handrails installed.
Will look at concreting at end of 2020 to allow
time for ground to settle. Budget to complete
steps to be made available in 2021-31 LTP.
Planting plan in progress. Work to concrete
the ramp has commenced. Concrete work
completed and ramp opened for public use.
Community has shown interest in being
involved with planting & are in process of
developing planting plan.
C11 Taumarunui Added by request. Currently remains open for Ongoing
Memorial Hall hire.
C12 2019/20 Accessible Design work underway for ramps on section Ongoing
Walkways Capital between Victory Bridge and Manunui.

3.5 Other Items
O1 Future of A workshop with elected members was held in Ongoing
Taumarunui Landfill October 2017 to canvas options and obtain clear
direction on whether Council should pursue landfill
closure, reducing waste volume and shipping out of
the District or seeking consent for a new lined landfill
cell to continue to take waste for another decade.
The Waste Management & Minimisation Plan has
been developed with consultation closing 29 May
and Hearings held 11 July 2018. Deliberation report
to Council 14 December 2018 recommending
adoption of WMMP which includes preferred option
of Landfill closure, retaining clean fill area with25
introduction of food waste collection, working toward
resource recovery centres and community group
minimisation initiatives. New contracts out to tender.
The tender process has now been completed and
contracts awarded to Enviro NZ for rubbish,
recycling and foodwaste collection and disposal of
residual rubbish to Hampton Downs Landfill. An
application for funding of the foodwaste composting
unit is currently being assessed by Ministry for the
Environment and engineering work on the
foodwaste composting unit underway.
New contracts on track to commence 5 October with
closure of landfill 4 October. Information on new
services will be in an information brochure to be
dropped in all letterboxes mid September. New
contracts have commenced, landfill has closed and
new foodwaste kerbside collection commenced with
good initial uptake. Work to cap landfill will take
approximately 3 months to complete.
O2 Taumarunui Town Map completed. Awaiting on Ngati Haua approval Ongoing
