Dear Detroit Public Schools Community District Family,
I hope this letter finds you and your families well. As I write this, please know that all district employees are excited to see
you and your students in person this Fall, especially our teachers! Based upon many conversations with our families and
the greater community, I know the hardships due to the COVID-19 pandemic are lingering and we are still coping with its
challenges. As a district, we will continue to do everything we can to support your children and our families as we move to
the other side of the pandemic. As we direct our focus to the next school year, we are as prepared and focused as ever to
reengage your child in person academically, socially, emotionally, and athletically/artistically.
With the exception of students who excelled last year online by having fewer than 18 absences, passed all of their second
semester classes, and/or have a medical waiver to learn online, all students will be expected to return in person in the
Fall. We know that most students will thrive when they return to school in person. This school year, with an additional
$1.2 billion in COVID-19 Relief funding, we will have fully staffed classrooms, smaller class sizes, more technology for your
child, expanded after school programs, and a nurse and mental health support at each school. We are also continuing to
expand our literacy support with more small groups and one-to-one support for students who are below grade level. These
additional investments will ensure that your child is better supported in the Fall.
Although the COVID-19 vaccine and testing are readily available for individuals 12 years of age or older, the District will
continue to take rigorous safety precautions in every building and on buses for employees, students, and families. This
will include weekly COVID-19 testing, daily temperature and symptom checks, smaller class sizes, maintaining three feet of
social distance, deep cleaning of classrooms and offices, individual employee access to fans and air purifiers, and ample
access to soap and hand sanitizers. DPSCD will continue to be a leading district and organization in the safety and health
of students as we return to school in the Fall. Nothing is more important to us than your child’s health and safety.
I am personally excited to see you in the Fall! It has been a difficult year for all of us, including me. Nothing makes me
more optimistic than knowing we can serve our students in person again next Fall. Please do not hesitate to reach out to

RETURNING TO SCHOOL
SAFETY PROTOCOLS AND GUIDELINES
Detroit Public Schools Community District (DPSCD) is planning to open all schools this fall and will launch its new Virtual School. At school buildings
and district offices, strict safety measures will continue to be implemented to prevent the spread of the COVID-19 virus and any variants in schools
and on buses. Under the leadership of the Board of Education and Superintendent Dr. Nikolai Vitti, DPSCD will continue to work closely with local
and state health officials and seek recommendations from the Centers for Disease Control (CDC) and the Michigan Department of Health and Human
Services (MDHHS).
Please review with your child(ren) the safety guidance that will be implemented for the fall return to school.
• DPSCD will require universal mask wearing in buildings for all employees, students, staff, and visitors,
regardless of vaccination status.
• DPSCD will provide full Personal Protection Equipment (PPE) that will include face masks, face shields, hand
sanitizer/wipes, protective gowns, shoe covers and gloves. Supplemental cleaning services, room fans and
air purifiers will be available upon request.
• All employees will be required to participate in weekly school based COVID saliva testing, with parental consent,
students will also be tested weekly. The testing will occur at schools and at the DPSCD central office.
• Other safety mitigation measures to be in place include daily symptom and temperature checks for students and staff, desks that are placed
three feet apart for social distancing, small class sizes, safety directives and reminder signage throughout all school buildings. (We will closely
monitor for any CDC updates and implement accordingly.)
• Deep cleaning of classrooms and buildings as well as administrative checks on cleaning results and regular review of procedures.
• Contracted nurse on duty at all DPSCD schools
• School buses will be deep cleaned. Masks must be worn while on the bus. Social distance seating will be practiced on all school buses. The District’s
priority will remain on the health and well-being of our students, teachers, and staff.
DPSCD, in collaboration with the Detroit Federation of Teachers, has entered into a safe learning agreement and are committed to the safety of all students, teachers,
staff and families. We know we have faithfully implemented and adhered to these standards, and we thank you for working with us and your school community to help
prevent the spread of COVID-19 and any variants.

MEETING ACADEMIC NEEDS

DPSCD is committed to investing in our students academic needs during our recovery year as we work toward
re-emerging into the reform work as outlined in the Blueprint 2021 Strategic Plan. This school year, principals
attended a rigorous week-long Academy to help teachers and support staff focus on intentionally supporting
students who may be behind or need extra support. The District will focus on the most crucial reforms for re-
engaging students and recovering losses sustained during the pandemic; this will be done by maximizing once-in-
a-generation funds to address structural barriers to student success. Below is an outline of what this year has in store to
accomplish academic goals which will be outlined by your school upon return.
ENSURE ACCESS TO GRADE

STUDENTS BACK TO SCHOOL
When DPSCD schools open on September 7, 2021, students will be warmly greeted by school leaders, teachers,
and staff, excited to have students back in school, ready to learn. It’s time to add fun back into learning while
addressing the needs of our students to prevent barriers that prevent or inhibit learning.
In concert with the District’s Whole Child Commitment Priority, students will once again enjoy and see expanded arts,
music, and STEM activities all while learning in smaller class sizes.
The District established and trained school health teams at each school and will continue to expand staffing for school social workers and counselors. In addition, school
nurses will offer a wide range of health benefits to students. The services they provide include triaging and screening for health issues, distribution of daily medications,
intervention in emergency situations, monitoring the isolation room, assistance coordinating care for acute or chronic issues, and more.
Partnerships with Detroit Wayne Integrated Health Network and the University of Michigan will continue and expand to focus on mental health and trauma-informed
practice. Each school will be paired with a partner agency which will then work with students individually or in small groups as needed. Services that families can expect
for the coming school year include support for depression and anxiety as well as small group and individual Cognitive Behavioral Therapy sessions, with parental consent,

EXPANDING ATHLETICS
MAKING SCHOOL FUN
Extra-curricular activities such as a robust athletics program is part of DPSCD’s legacy. DPSCD is home to
legendary athletes such as Jerome (The Bus) Bettis, Henry (Gray Ghost) Carr and many others. Just have a
chat with DPS alumni Dr. John Telford to understand the depth of a winning bench.
This year we will continue the legacy. Families can anticipate several enhancements to include boys’ and
girls’ soccer, fast growing lacrosse, golf, tennis, girls competitive cheer and boys wrestling. These new programs
provide an opportunity for student athletes to excel in the classroom and in competition, opening a door to college scholarships, highly sought-after athletic
careers and who knows, maybe an Olympic medal.
Along with the programming expansion, DPSCD athletics will make needed facilities improvements including resurfacing running tracks, installing new
scoreboards and other capital enhancements while focusing on athletic development by adding additional coaching positions for existing sports. With its rich
and storied history in athletics, DPSCD looks forward to welcoming your child to our rosters.
Pierre Brooks II is an example of how DPSCD helps to mold its student athletes to rise in competition as well as in the classroom and in our community. As a model
team player, not only did he lead the Frederick Douglass Academy Hurricanes to the Div. 4 boys basketball state championship in the spring 2021, Pierre succeeded
in the classroom. He will attend school this fall at Michigan State University on a full scholarship to play basketball and study business. He has a great future
ahead, including plans to give back to the community. Congratulations to Pierre and all our DPSCD student athletes who use their athletic gifts to gain an education

ON THE RISE ACADEMY
On the Rise Academy is the first of its kind, District-led alternative teacher
certification program in Michigan. Aspiring teachers (Fellows) started this
summer to become full time teachers in DPSCD in elementary, secondary math
and science. Meanwhile, continuing teachers (currently certified teachers who
want to earn an endorsement in another subject area) will begin in the fall.
The program is free for Fellows who commit to teaching in DPSCD long-term and
uses a practice-based model of teacher preparation that immerses participants
in authentic field-based experiences to support rapid learning and development.
Once Fellows complete their initial training and requirements, they’ll be eligible
for an Interim Teaching Certificate and the District’s new starting salary of $51,071 for certified teachers, the highest starting salary for new teachers
in the state.
One key goal of On the Rise Academy is to provide a route to teaching certification for our own employees. This year, 215 candidates applied for 62 Fellow
spots and 70% of the Fellows are current DPSCD employees. In addition, On the Rise Academy’s inaugural cohort is 82% Black/African American and 87%
non-white, closely mirroring the DPSCD student population. 23% of our cohort identifies as Black Male compares to 13% of current DPSCD teachers. The
On the Rise Academy is an example of DPSCD’s priority of developing Exceptional Talent by building an excellent team of educators who our largely home
grown and ready to serve our students.

HOMEWORK AND MENTAL HEALTH HOTLINE
The Detroit Public Schools Community District Homework, and Mental Health Support Hotline will continue. These free resources are
available for all DPSCD students and families. Translation services may be requested.
HOMEWORK HOTLINE:
Encourages outstanding achievement by giving students an additional platform to ask for help and emphasize
problem solving skills. Students and families can call in for help with Literacy and/or Math homework.
The Homework Hotline will be offered during the academic year on Monday – Thursday, from 5:00 p.m. – 8:00 p.m.
MENTAL HEALTH SUPPORT LINE:
Available to provide online counseling to students and parents and referrals for additional services.
The Mental Health Support Line will be offered during the academic year on Monday – Thursday, from 5:00 p.m. – 8:00 p.m.
*Please note that District hotlines will not operate on days that schools are closed for holidays.
TRANSPORTATION
The District provides safe, efficient, and timely transportation services to families weekly to ensure students are ready to learn.
Students are offered transportation under the following guidelines:
• Regular education students in grades K-8 who reside more than 3/4 of a mile from their neighborhood school
• Regular education students in grades 9-12 can ride DDOT for free by showing their DPSCD issued student ID and DDOT
bus pass available at each high school
• Exceptional education students according to their IEP
• Career and Technical Center Students between their high school and respective Career and Technical Center

ENGAGING FAMILIES AND STUDENTS TO SUPPORT YOUR RISE
This summer, the Office of Family and Community Engagement (FACE) team visited more than 20,000 homes by the end of July and was on pace to visit all families to
ensure students and families were ok and if not, the teams provided much needed support. The FACE team will continue to keep families and students needs first in the
upcoming school year. FACE will offer parents a myriad of resources and opportunities to successfully return to school in the fall.
Look forward to FREE courses for parents both in-person and virtually, in schools and in and around the community. Workshops will include smart ways to support your
child’s success at school and at home as well as fun ways to build your own social support network through social media works, book clubs, Painting with a Twist,
crochet clubs, and parent support groups. FACE will continue its home visits and canvassing efforts to check in on our families and provide needed resources such as
mobile tech support in partnership with our Office of Technology. Interested parents can be trained and earn a stipend to assist with district canvassing initiatives.
Building and supporting PTAs, School Advisory Council’s and other stakeholder groups will continue as a platform for helping our students’ success. Each school will
have a Parent Outreach Coordinator to support parents. We will also launch a DPSCD Student Leadership Institute offering programs that parents and students can
engage in together. We will also expand Kindergarten Bootcamp, another platform for parents and incoming students to engage together at the start of your child’s
education career.
FACE will facilitate the recruitment and onboarding of volunteers districtwide, using the expansion of our Alumni building efforts along with our broad parent
community to fill school needs throughout the school year.

CAREER AND TECHNICAL EDUCATION
PREPARING STUDENTS FOR CAREERS AND WORK
Our goal is to connect students to their passion through real-world experiences. Career Technical Education (CTE) students
apply their learning through hands-on training, project learning, job shadowing, and paid internships. Students graduate
from high school with industry credentials ready for work or advanced studies.
New for the 21-22 school year, CTE will be offering a Machine Tool (CNC) program at Southeastern High School’s Advanced
Manufacturing Academy. Advanced Manufacturing is a growing career field and, in conjunction with several partners,
the District wants to position our students to be ready for these in-demand, high-wage jobs of the future. The program
represents the continual expansion of manufacturing courses for students. Southeastern students will take courses at
Golightly CTC where they will learn in renovated learning spaces and train on newly purchased Intelitek industrial equipment.

DPSCD STUDENTS CAN ATTEND COLLEGE
WITH DETROIT PROMISE SCHOLARSHIP
The Detroit Promise is a last-dollar scholarship that ensures all eligible Detroit residents who attend Detroit Public
Schools Community District have a tuition-free path to an associate degree, bachelor’s degree, or technical certificate
at participating academic institutions.
Interested students should check with their school to ensure that their desired degree or technical certificate is Pell-
eligible. Programs that are not Pell-eligible cannot be covered by the Detroit Promise. Detroit Promise funding is not
competitive; every student who registers and meets the requirements will receive funding if their college determines
they have an eligible funding gap.
As a last-dollar scholarship, any Pell or TIP funding will always be applied to a student’s bill first. The Detroit Promise
serves to cover any eligible funding gap.
• At two-year schools, the Detroit Promise will be billed for any remaining balance up to the full cost of tuition
and mandatory fees*.
• At four-year schools, any balance will be covered using gift aid as arranged by the participating institution
and a contribution from the Michigan Education Excellence Foundation (MEEF).

Providing opportunities for outstanding achievement by our students is a DPSCD priority. This is particularly
poignant for the District’s Office of Exceptional Student Education or ESE, formerly known as Special Education.
For the 2021-2022 school year, DPSCD will enhance its Essential Skills Transition Program (ESTP), to further meet
our ESE students and families where they are. ESTP prepares young adults with disabilities, ages 18-26, while
promoting progression from K-12 education. It also drives activities in education/training after graduation, with
such steps as gaining employment, living independently, and being involved in the community.

We provide a free, high-quality early learning experience for students who are four years old by December 1st of the
current school year through The Great Start Readiness Program (GSRP), a state-funded pre-kindergarten program
for four-year-old children. The program is sponsored by the Michigan Department of Education (MDE) and
administered by Wayne RESA. Maximum class size is 18 students. Early childhood students attend school four
days per week (M-TH). The program provides educational, health, mental health, and parental involvement
services. Students selected for the Great Start Readiness Program must meet income guidelines.
