Substitute Handbook
The information contained in the substitute handbook is presented as a matter of
information only. These policies are not intended as, nor should they be construed
to create, the terms of an expressed or implied contract with Lake Oswego School
District, or as any type of promise or guarantee of specific treatment. No contract of
employment may be created between Lake Oswego School District and any
substitute, except as may otherwise be provided by expressed written agreement
signed by the Superintendent of the Lake Oswego School District. The employment
relationship with the Lake Oswego School District is at will. Any substitute may
resign at any time and for any reason, or be terminated at any time and for any
reason, with or without notice and with or without cause. The Lake Oswego School
District reserves the right to make changes, to update, to delete, or to add to these
policies, rules, procedures, at any time, with or without notice.
LOSD Absence Management (Aesop)
Login information & Numbers
Frontline ID/Password – An invitation email will be sent inviting you to set up this
information and can be merged with other districts also using the Frontline platform.
Frontline App/Code – Frontline has created a free app (available in App Stores) to
use when looking for and accepting assignments. Invitation Code: 7354. You will
use your Frontline ID and password to log in after entering the invitation code.
Phone ID – Your phone number without spaces/dashes. To be used when
accessing assignments via the phone.
Phone PIN – Typically, the last 4-5 digits of your phone number. Your PIN and
login information will be emailed to you when your account is first created. To
be used when accessing assignments via the phone.
EEN # – Generated by the LOSD iVisions payroll system and used as your
‘Identifier’ in Absence Management. Please refer to your EEN on paper
timesheets. This number will be assigned after you complete your first
assignment. Your EEN is available by contacting HR or Payroll.
Confirmation # – When accepting an assignment in Absence Management, a
confirmation number will be assigned. Please write this number down and take it

INTRODUCTION
Welcome to Lake Oswego School District!
As a substitute you have accepted a very important position. Whenever licensed or
classified employees must be absent, our students look to you to provide them with quality
instruction.
We are confident that you will do everything you can to meet the high standards required
for instruction in our schools.
This Handbook has been developed as a tool to help substitutes maintain the excellent
educational program that exists in the district. The guidelines offer suggestions that will
allow you to make a smooth transition into our classrooms. Although the Handbook
focuses on substitute teachers, we hope that this information will be useful to our classified
substitutes as well.
We hope your substitute experience in the Lake Oswego School District is a very positive
one.

District Responsibilities
Lake Oswego School District building administrators and staff members recognize their
responsibilities toward the substitute teacher and agree that:
1. Each building administrator or program director shall have a Substitute Folder, which
will contain all duty assignments, special services, schedules, and procedures that might
be of use to the substitute. This includes fire drill, lockdown, and lockout information as
well as medical situation protocol for substitutes.
2. Teachers who are absent have the responsibility of leaving directions for the substitute
teacher (lesson plans, class roster, textbooks and materials needed to complete the
lesson plans, etc.).
3. The building administrator or authorized staff member will greet the substitute teacher,
give them the necessary information, direct or escort them to the classroom and
provide whatever help is needed.

Expectations of the Substitute Teacher
As a substitute teacher for the Lake Oswego School District, you are a professional
employed to carry out our instructional program during the temporary absence of a
teacher. As each student differs, so will each substituting situation. Be ready and willing to
adapt yourself to various teaching assignments. Teaching is an all-encompassing task.
When you are substituting for another staff member, your mission is to continue to
increase the learning of all students.
Please perform all of the regular duties of the teacher for whom you are substituting. It is
expected that you will follow, as nearly as possible, lesson plans and procedures prepared
by the teacher. If for some reason complete plans have not been left for you, please see the
department chair, team leader or a building administrator for direction. Under exceptional
circumstances, you may need to deviate from the plans left for you. If so, leave a complete
explanation or call the teacher upon his/her return to explain the circumstances.
Teaching in Oregon: License Issues
An Oregon teaching license is required. It may be a traditional teaching license or a special
license for substituting only. If you have questions about your license, contact the Teacher
Standards and Practices Commission in Salem (503-378-3586).
Registration
Licensed substitute teachers must have their current teaching license registered with
the Clackamas County Educational Service District (CESD) Substitute Registry. CESD
processes the HB2062 disclosure releases for LOSD substitutes.
Registration for CESD can be done online at: Clackamas County Substitute Registry.
You have 30 days from activation in Absence Management to complete/update your
registration with CESD. Licenses must be resubmitted to CESD whenever there is a
renewal with the TSPC.
Classified substitutes must have a fingerprint verification completed through the Oregon
Department of Education at their own expense ($10-$15 for fingerprint transmission, plus
$59 for the verification check.) Fingerprint verification records may be transferred to LOSD
from another Oregon school district and are valid if approved within the past 3 years.
Other forms that LOSD requires prior to substituting are:

Oregon law and/or LOSD requires all contracted employees and substitutes to complete
the following trainings annually:
• Recognizing and Responding to Child Neglect and Abuse in Oregon
• Bloodborne Pathogens for School Employees
• Abuse, Sexual Conduct and Appropriate Communications in Oregon
• Sexual Harassment
• Bullying Prevention in Oregon Schools
The Lake Oswego School District will enroll each substitute in these trainings through
Public School Works. An email will be sent to each sub with login credentials and
instructions.
The trainings are also available on-line through Clackamas ESD for a fee to cover the cost of
the service. You can access the form and information on the Clackamas ESD website at
Clackamas County Substitute Trainings. If you substitute actively in multiple districts,
this training may be more widely acceptable.
Transcripts or certificates obtained through other districts or agencies will be considered.
Please forward a copy of the transcript(s) to Tove Durbin. The transcripts must include the
name of substitute, list of courses taken, date of courses taken and passing scores.
The deadline for training is September 30th of the current school year or 30 days
from activation as a substitute. Whichever date is later.

New substitute rosters are developed prior to the beginning of each school year. Active
substitutes are given the opportunity to renew their status prior to the beginning of each
school year. District policy and State law require the Background Check Authorization Form
be filled out at beginning of each year for all returning substitutes.
Active Substitute Status
In order to maintain active status, all substitutes are encouraged to proactively seek
substitute assignment opportunities throughout the school year. Substitutes who
work less than 10 assignments (less than once per month) during the current school
year may be deactivated in the Absence Management and Payroll systems.
Change of Personal Information
Please notify the Human Resources Department via email of any change in personal
information. A name change requires a Social Security Card with new name listed.
Helpful Suggestions for Substitute
Teachers
Arrive at your assignment early to get organized before the students arrive.
At the beginning of the assignment, report to the building administrator
or the designated representative to obtain general instructions.
Follow guidelines and procedures for substitutes as established by the district
and the building.
Be familiar with school policies, rules, and procedures. Conduct class in an
orderly fashion, following lesson plans and observing established classroom
rules.
Learn the names of the students as quickly as possible.
Avoid making comparisons of various schools or school personnel.
Maintain the confidentiality of information contained in school records.
Maintain the confidentiality of fellow teachers and each student.
Begin lessons promptly. Be professional and confident. The substitute's first
words and actions usually set the day's tone.
Please do not knowingly accept substitute assignments in your child’s
classroom, even at the request of the teacher.

General Procedures
Demonstrate effective communication with the students you teach and with the
building personnel.
Maintain effective classroom management.
Maintain a professional attitude. Substitutes are expected to observe the same code
of ethics that teachers observe.
Specific Procedures
Get general procedures, room key, room location, and lesson plans from the
designated representative.
Read lesson plans and daily routine information.
Take attendance according to school procedures.
Conduct the class in an orderly manner. Manage student behavior in accordance
with established policies and/or guidelines.
Carry out the lessons according to the teacher's plans and follow the teacher's usual
routines for the class.
Follow the directions of the teacher regarding collecting and grading of papers.
Contact the school office if you have questions during the day that students or
another teacher cannot answer for you.
Leave a brief summary of the work that has been done during the teacher's absence.
Include your phone number in case the teacher needs to contact you.
Leave a record of assignments given for the next day and papers collected from
students.
Leave the room in good order.
Close the windows, turn off the lights, and lock the doors when leaving the room
during or at the end of the day.
Return the room key to the office and check to see if you are needed for the next day.
Complete the payroll time sheet in the school office before departing, be sure to
reference the Absence Management Confirmation # and your EEN.

Absence Management (Aesop)
Absence Management is a web-based leave-management system which connects
substitutes with unfilled district absences online and via automated phone calls and an
online website. The system will call substitutes during the following times for jobs
occurring the day of the call or the following morning:
Weekdays: 5:30 a.m. - 10:00 p.m. Sunday evenings: 5:00 p.m. - 10:00 p.m.
You may configure your own preferred calling times in your Absence Management account
by logging in, going to Preferences>Call Times. You have the option of turning off calling
altogether.

You can call Absence Management twenty-four hours a day to hear descriptions of open
assignments and to accept them.
Phone ID: Your phone number without any dashes

You can also access Absence Management online through the link listed below.

assignments online. If you already have a Frontline ID, please use that ID to login to ensure
merging of district accounts. When you initially access Absence Management, please take a
few minutes to review your personal information.

ID account and additional help.
Frontline has created a free app (available in App Stores) to use when looking for and
accepting assignments. You will be asked to enter Invitation Code: 7354 to enter the app.
You will use your Frontline ID and password to log in after entering the invitation code for
access to your account and available assignments.
Cancelling Assignments in Absence Management
If you have accepted an assignment to substitute and need to cancel, you are able to cancel the
assignment up to one hour prior to the start time. If you need to cancel and it is less than 12-
hours prior to the start time, please also call the secretary at the school where you are
assigned so they are aware you won’t be coming in. You may need to leave a message if it is
before the secretary has arrived to school. If it is less than 1 hour prior to the start time, you
will need to call the secretary and have them cancel the assignment for you.

School Closures and Late Openings
When weather conditions make travel hazardous, the Superintendent or designated
representative will announce by local television and radio broadcasts by 6am the status of
school closures and late openings. You may also access current closure status by using the
“Weather and Emergency Closures” link located on the district website
(www.losdschools.org) or download the LOSD App. It is the substitute’s responsibility to
be aware of school closures and late openings. Absence Management will not notify
the substitute of late openings and school closures.
If school is cancelled, substitutes are not to report to work. If there is a delay scheduled,
substitutes should report to work the amount of hours delayed after the normal scheduled
time of the assignment. For example, if you are scheduled to substitute from 8 a.m. until 2
p.m., with the two-hour delay, you will need to report to work at 10 a.m. There is no pay for
closures. Licensed pay for delays will be in 4 or 8 hour blocks, based on hours worked, not
scheduled. Classified pay will be paid for actual hours worked, not hours scheduled.
VII. EVALUATION
Substitutes may be evaluated based on their performance. A school administrator or
classroom teacher may complete evaluations on substitutes.
Substitutes are encouraged to leave a brief evaluation of the day describing what was
accomplished as well as documenting problems that may have occurred.
VIII. COMPENSATION
Salary Rates for Licensed Substitute Teachers
Substitute teaching on a day-to-day basis will be paid at a rate determined annually by the
School Board in accordance with ORS 342.610. The daily salary for the current school year
is $190.00. You will be paid for a full day when employed for more than one-half day
(more than 4 hours); if you are employed for 4 hours or less, you will be paid for half a day
($95.00). It is expected that licensed substitutes stay for their assigned hours, unless
released by the building administrator/secretary.
Long-Term Assignments
Licensed substitutes on long-term assignments will be paid at the long-term substitute rate
of $223.20 per day ($111.60 for half day) beginning on their eleventh consecutive workday
and continuing until the end of the same assignment. If there is an interruption in service,
substitutes will be paid the original substitute rate ($190.00 per day) from the date of
return until an additional eleven consecutive days have been fulfilled on the same
assignment.
11 | P a g eA substitute who replaces a licensed teacher for more than sixty (60) consecutive workdays
on the same assignment, will be made a temporary employee on the sixty-first (61st)
consecutive workday and will be paid according to licensed salary schedule based on
education and years of experience. The respective substitute will have worked throughout
that entire sixty (60) day period without an interruption of services in order to be
considered a temporary employee.
As an additional incentive to attract and retain quality licensed substitute teachers, LOSD
will pay an additional $8.00 per day ($1.00/hr) after a substitute teacher has worked 30
days or more in the current school year. The extra pay is effective the first of the month
following reaching the 30 days worked. For example, if you reach your 30 days in January,
the new rate will apply to February hours through to the end of the school year and will be
paid beginning with your March paycheck. This rate does not combine with the $212.00
per day salary on long-term assignments. The 30-count starts over at the beginning of each
school year.
Salary Rates for Classified Substitutes
Substituting on a day-to-day basis will be paid at a rate determined annually by the School
Board in the following chart listed. Substitutes will be paid hour-for-hour based on exact
hours worked. It is expected that substitutes stay for their assigned hours, unless released
by the building administrator/secretary.
A substitute who replaces a classified employee for more than sixty (60) consecutive
workdays on the same assignment, will be made a temporary employee on the sixty-first
(61st) consecutive workday and will be paid according to the classified employee salary
schedule based on years of experience. The respective substitute will have worked
throughout that entire sixty (60) day period. Substitutes may be allowed one (1) day of
absence during this period of time.

Classified substitutes are given breaks in accordance with state wage and hour laws as
follows:
Employees working 2 hours per day or less will not receive a break or lunch.
Employees working 2.25 - 5.75 hours per day, will receive one 10-15 minute duty-free,
paid break.
Employees working 6 hours per day will receive one 10-15 minute, duty-free, paid
break and one duty-free, unpaid 30-minute lunch.
Employees working 6.25 – 8 hours per day, will receive two 10-15 minute duty-free,
paid breaks (am and pm) and one duty-free, unpaid lunch.
Note: Substitutes must take these breaks and lunch at their assigned time and cannot
choose to not take them in order to leave early.
Payroll Deductions
Regular deductions are made for state and federal income taxes, social security and
worker’s compensation. If applicable, contributions to the Public Employees Retirement
System will also be deducted.
Accident Reporting and Worker’s Compensation Coverage
All accidents which occur while you are employed with the district must be reported to
your building administrator immediately. This includes both student injuries and injuries
to yourself.
If you are injured on the job, a Worker’s Compensation Report and an Accident Incident
Report must be completed and forwarded to the Central Office within twenty-four hours of
the accident. The forms are available in the school office. For more information about

Notification of Scheduled Term Recess Periods
The Lake Oswego School District’s school calendar includes several customary vacations or
recess periods. The district expects that you will continue to perform the same or similar
services before and after each vacation or recess period.

You are welcome to pick up your paycheck at the Central Office on paydays between
8 a.m. and 4 p.m. Checks not picked up by 4 p.m. will be mailed that day.
You may sign up for direct deposit of your check to your bank by obtaining a form from the
Payroll Office or Human Resources Department. Funds will be deposited in your bank
account on the scheduled payday and a copy of all pay information will be sent to you.

The Bureau of Labor and Industries (BOLI) requires employers to provide sick leave to all
employees, including substitutes. Substitutes accrue sick leave at the rate of 1 hour of sick
leave for every 30 hours worked.
General Rules/Policies regarding Sick Leave
Licensed substitutes are paid in 4 or 8 hour blocks according to the scheduled
assignment. In a case where there is not enough accrued sick time to cover an entire
absence, the sick leave bank will be exhausted to cover as much of the absence as
possible.
Classified substitutes are paid hour-for-hour according to the scheduled assignment.
In a case where there is not enough accrued sick leave to cover the entire absence, the
sick leave bank will be exhausted to cover as much of the absence as possible.
Sick leave will be paid in whole hours only, unless the leave bank is being completely
exhausted on an absence.
Substitutes may carry over 40 hours of sick leave from year-to-year.
Sick leave banks are deleted after 180 calendar days of no assignments worked with
district.
Sick leave hours are non-transferrable.
Accrued sick time may be used on the 91st day of employment with LOSD.

following form in order to qualify and to be paid. This form is also available as a fillable PDF
on the district website in the Substitute Information section.

IX. SCHOOL DISTRICT POLICIES
Discipline
Discipline in the schools aims to teach responsibility, self-discipline, and self-respect;
respect for the rights, dignity, and safety of all individuals; respect for law and
observance of School District policies, procedures, rules, and regulations; and respect
for public and private property.
In taking disciplinary action, school officials will consider students’ individual and
collective rights. All disciplinary actions shall be based on the misconduct or violation
of communicated rules and expectations.

Tobacco Policy
Lake Oswego schools are tobacco free; this includes smokeless products as well (chewing
tobacco and vapor pens). No employee, substitute, visitor, or student may use any tobacco
product while on district property.
Drug-Free Workplace
The district prohibits the manufacturing, distributing, dispensing, possessing or using of
drugs or alcoholic beverages in the workplace.
Safety Program
Each building has general safety and accident prevention procedures including fire drills
and building evacuation practices, building evacuation plans, and safety and emergency
procedures particular to specialized equipment and areas.
During any emergency situation or drill, staff members are expected to remain with their
students, or in a capacity as assigned by the building administrator, until such time they are
released from duty by the building administrator. Students should not be unsupervised at
any time.
Working Conditions
It is the district’s policy that there shall be no harassment of any employee for any reason.
Any employee who feels that he or she has been harassed should immediately report the
matter to the building administrator.

The Ethical Educator
OAR 584-20-035: The ethical educator is a person who accepts the requirements of
membership in the teaching profession and acts at all times in ethical ways. In so doing, the
ethical educator considers the needs of the students, the district, and the profession.
The ethical educator, in fulfilling obligations to the student, will:
1. Keep the confidence entrusted in the profession as it relates to confidential
information concerning a student and the student's family
2. Refrain from exploiting professional relationships with any student for personal
gain, or in support of persons or issues
3. Maintain an appropriate professional student-teacher relationship by:
a. Not demonstrating or expressing professionally inappropriate interest in a
student's personal life
b. Not accepting or giving or exchanging romantic or overly personal gifts or
notes with a student
c. Reporting to the educator's supervisor if the educator has reason to believe a
student is or may be becoming romantically attached to the educator
d. Honoring appropriate adult boundaries with students in conduct and
conversations at all times.
The ethical educator, in fulfilling obligations to the district, will:
1. Apply for, accept, offer, or assign a position of responsibility only on the basis of
professional qualifications, and will adhere to the conditions of a contract or the
terms of the appointment
2. Conduct professional business, including grievances, through established lawful and
reasonable procedures
3. Strive for continued improvement and professional growth;
4. Accept no gratuities or gifts of significance that could influence judgment in the
exercise of professional duties
5. Not use the district's or school's name, property, or resources for non-educational
benefit or purposes without approval of the educator's supervisor or the appointing
authority.
The ethical educator, in fulfilling obligations to the profession, will:
1. Maintain the dignity of the profession by respecting and obeying the law,
exemplifying personal integrity and honesty
2. Extend equal treatment to all members of the profession in the exercise of their
professional rights and responsibilities
3. Respond to requests for evaluation of colleagues and keep such information
confidential as appropriate.
