Directions:         From I-5 (Hwy 99/Pacific Hwy) to Newberg. Once in Newberg go to 3rd signal and turn right
                    onto Villa Rd to Haworth. Turn right onto Haworth. Pool is on the right. From Hwy 99 from
                    SW (Dayton, McMinnville) go to 4th signal and turn left onto Villa Rd to Haworth. Pool is on
                    the right hand side of the road.

Facility:           Indoor, 8 lane 25 yard competition stretch pool with a movable bulkhead, non-turbulent
                    lane lines, and level gutters. All events will have a starting depth of 6’7” and a turn end
                    depth of 6’7”ft. 25 yard events will start from the bulkhead and finish at the block end (6’7”
                    ft. depth). A Daktronics timing system, with pads at the block end of pool and horn starter, is
                    used for the primary timing system, with dual manual buttons for the secondary and watches
                    for the tertiary. Adaptive access is by ladders at both ends of the pool. The competition
                    course has not been certified in accordance with 104.2.2C(4). Warm up area behind the
                    bulkhead will be available to swimmers at the discretion of the meet referee. There is to be
                    no starts and no backstroke in the warm up pool.

Restrictions:       TOBACCO PRODUCTS OF ANY KIND, ALCOHOLIC BEVERAGES, AND GLASS CONTAINERS ARE
                    NOT ALLOWED IN THE SWIMMING VENUE. THERE IS NO SHAVING ALLOWED IN THE
                    SWIMMING VENUE. Use of audio or visual recording devises, including a cell phone and is
                    not permitted in the changing areas, rest rooms or locker rooms. The use of Go Pro™ and
                    similar photographic/video devices in, on or near the pool during competition is not
                    allowed. Photography is not allowed behind the blocks during the start of a race or during
                    relay exchanges. Operations of a drone, or any other flying apparatus, is prohibited over the
                    venue (pool, athlete/coach areas, spectator areas and open-ceiling locker rooms) where any
                    athletes, coaches, officials and/or spectators are present. Deck changing is prohibited.

Deck Access:        Coaches and officials must display appropriate current USA Swimming, membership
                    credentials at all times while on deck. Spectators and parents are restricted to the designated
                    areas.
Rules:                  Current USA Swimming Rules and Regulations will govern. Safety Guidelines and Warm-up
                        Procedures will apply.

                        All applicable adults participating in or associated with this meet, acknowledge that
                        they are subject to the provisions of the USA Swimming Minor Athlete Abuse
                        Prevention Policy (“MAAPP”), and that they understand that compliance with the
                        MAAPP policy is a condition of participation in the conduct of this competition.

                        Any swimmer entered in the meet must be certified by a USA Swimming member coach as
                        being proficient in performing a racing start or must start each race from within the water.
                        When unaccompanied by a member-coach, it is the responsibility of the swimmer or the
                        swimmer’s legal guardian to ensure compliance with this requirement

OSI Tech Suit Policy:   1. Swimmers 12 years old and younger may not compete in a “Technical Suit” in a Oregon
                        Swimming, Inc. sanctioned or approved competition. 2. The swimmer’s age for the meet will
                        be his/her age as of the first day of the meet. 3. There is no “Technical Suit” restriction for
                        swimmers age 13 & over. 4. A list of the restricted suits (see below) will be posted on the OSI
                        website and given to Meet Directors, Meet Referees and Coaches. The restricted suit list will
                        be revised as needed. This list is by no means comprehensive, and rather, a guide, and the
                        definitions of the tech suit (below) will supercede the list. 5. The following statements shall
                        be added to all meet information for all meets after April 1, 2019. SWIMWEAR: Per Oregon
                        Swimming policy, swimmers 12 years old and younger are not permitted to wear “Technical”
                        suits at any OSI sanctioned or approved meets. Age is determined on the first date of the
                        meet. 6. Meet officials, coaches, swimmers and parents are responsible for knowledge of the
                        policy. Meet Referees will remind coaches at their coaches’ meeting and ensure that all suits
                        comply with this policy. Coaches should meet with, explain to, and educate their swimmers
                        and parents. Restricted Suit List by Manufacturer Note: this list is being published as a
                        resource for swimmers/parents and coaches, but a suit does NOT need to be included in this
                        list in order to be considered a Tech Suit. ALL suits with bonded or meshed seams are
                        considered a “Tech Suit” under Oregon Swimming rules, and thus restricted for 12 & Under
                        swimmers as described on the Oregon Swimming bylaws. 1. Paroling this is going to be up to
                        the Coaches and officials. Coaches need to educate their teams and be willing to speak up if
                        they see a swimmer with a suit on at a meet. Officials will be disqualifying swimmers if they
                        see a swimmer aged 12 and under compete in a Tech suit. 2. We are defining a “Tech” suit as:
                        “any suit with bonded seams, Kinetic tape, or meshed seams” 3. Referees and officials will
                        know about this rule and will have the ability to DQ a swimmer wearing a suit on the banned
                        list. 4. Referees will not be checking all suits, but if a swimmer swims and an official sees an
                        illegal suit they have the right to DQ the swimmer however this rule is meant to be
                        educational rather than punitive. 5. The list of suits that will NOT be permitted will be
                        updated as needed.

Format:                 This is a timed final, combined gender meet, with the exception of the 50 free events, which
                        will have the preliminaries held on Saturday sessions with the finals held on Sunday in each
                        gender and age group. Mixed events will be swam together but scored an awarded per
                        gender and per age group. The 1000 free will be swum according to entries from fast to
                        slow. Girls and boys will be seeded together but scored separately. Each swimmer in the
                        1000 free must provide their own timers (2) and counter. 500 free swimmers must provide
                        their own counter.

Eligibility:            Swimmers must be currently registered with USA Swimming/Oregon Swimming. Swimmers
                        age on first day of meet applies. No on deck registration will be available. Clubs entering
swimmers who are not registered are subject to a fine per USA Swimming Rules and
                  Regulations.

Time Schedule:    Times shown below are estimates: Warm ups will begin 15 min after the end of previous
                  session and finals will begin one hour after the start of warm ups.

                  Friday                            Warm-ups start @ 5:00 – Timed finals begin @ 6:00 pm

                  Saturday A.M. (12 & under)        Warm-ups start @ 8:00 – Timed finals begin @ 9:00 am
                  Saturday P.M. (13 and over)       Warm-ups start 15 min after the morning session (1hr.) –
                                                    Timed finals will begin immediately following the one hour
                                                    warm up session.

                  Sunday A.M. (12 & under)          Warm-ups start @ 8:00 – Timed finals begin @ 9:00 am

                  Sunday P.M. (13 and over)         Warm-ups start 15 min after the morning session (1hr.) –
                                                    Timed finals will begin immediately following the one hour
                                                    warm up session.

Entry Limits:     A maximum of 2 individual events may be entered on Friday. A maximum of 3 individual
                  events and 2 relays per day may be entered on Saturday. A maximum of 4 individual events
                  and 2 relays may be entered for Sunday. Entries will be limited to the first 550 athletes.

Entry Deadline:   Entries must be received by Noon (12 PM), Wednesday, January 1, 2020. Requests for
                  changes to entries after the deadline are not guaranteed and are at the discretion of the
                  meet director and referee.

Entries:          Teams with Hy-Tek capability are strongly encouraged to submit a Com-link entry
                  File (cfile01.cl2) or by zipped e-mail file. Files should be saved in the ‘standard’ format. Mail a
                  hard copy with payment to the entry address. Please submit short course yard times for
                  seeding purpose. Previously entered times cannot be updated. Hy-Tek Meet Manager
                  Software will be used.

Relays:           “Relay only” swimmers must be listed on the master entry file and designated as “relay only”
                  and the surcharge paid. Names for relays can be submitted on the Hy-Tek entry files or
                  submitted on relay entry forms provided at the meet. Relays may also be mixed gender with
                  two (2) boys and two (2) girls (rule 101.7.3).

Meet Results:     A Hy-Tek Com-link file and a HTML file will be posted on the Oregon Swimming website in the
                  results section.
Entry Fees:       $3.00 surcharge per swimmer
                  $3.00 per individual event
                  $10.00 per relay event
                  $15.00 facility surcharge, includes electronic heat sheet and leisure pool access.

Bull Pen:              A bull-pen will be used for 8 & Under events. All other swimmers shall report directly to their
                       assigned lanes.

Breaks:                At the discretion of the Meet Referee, and dependent on the number of entries,
                       Breaks will be scheduled to provide adequate rest for the athletes.

Meetings:              Officials meetings will be held 1 hour prior to the start of each session. Coaches meetings will
                       be held 15 minutes prior to the start of each session as needed.

Timers:                Each club is requested to appoint a timers’ representative who will report to the head timer
                       30 minutes prior to the beginning of each session with a list of volunteer timers from their
                       club. Clubs will be assigned timing responsibilities based on the number of swimmers
                       entered.

Officials:             As with every meet, official are vital. Entry into this meet requires your team will provide
                       officials. Please send their names and the sessions they will be attending to Ray Jentges at

                       Priority for entries will be given to those teams committing to provide officials based on
                       the OSI recommendations. With your entries please send a list of official’s names and the
                       sessions they will be attending to the Meet Referee in addition to the Meet Director.
                       OSI Suggested standard:

                                     0 – 5 Athletes entered – no requirements
                                     6 - 20 Athletes entered (per session) – 1 certified official
                                     21 or more Athletes entered (per session) – 2 certified officials

Hospitality:           Officials and coaches are invited to enjoy the hospitality room.

** Relays may be comprised of both male and female swimmers. See “Relay” above for rule. Open relays will be
scored according to age group requirements. Relays comprised of multiple aged swimmers outside of age group
requirements will be scored as an open relay. Times will not be eligible for USA Swimming Times Database.
