2021 ANF NFWF RFP PROPOSAL SOW
SAWMILL-LIEBRE PLANTATIONS MAINTENANCE
I. Project Description
a. The Sawmill Liebre Plantations Maintenance Proposal – Steven Bear.
b. Maintain existing plantations on 287 acres within the Sierra Pelona Mountains.
Three plantations are to be treated: New Liebre (161 acres), Reservoir (5 acres) and
Tumble Inn (121 acres).
c. This project consists of treating conifer plantations to reduce hazardous fuels
through brush canopy reduction, pruning, dead tree removal and constructing a 30-
foot fuel break around the plantations. Maintenance treatments through thinning
will help to reduce tree mortality due to wildfire, insects and disease. Treatments in
this area have been ongoing since 2014, with over 635 acres treated to date.
d. This is an implementation project.
e. Plantations to be treated are located along the Old Ridge Route, FS RD 8N04 (T7N,
R17W, Section 7, Sections 30 & 31), and FS 8N01 (T7N, R18W, Sections 1 & 12). See
attached map.
f. Treatment prescription developed as part of the NEPA process by the ANF will be
provided. Project activities consist of tree thinning, tree pruning, brush canopy
reduction, dead tree removal, and reducing hazardous fuels through hand cutting,
mastication and chipping, and constructing a 30-foot fuel break around each
plantation. If invasive weeds are found within project boundary, project activity will
include all appropriate weed treatment protocols prior to commencing tree work.
g. Survey and flagging of cultural sites will be done by the ANF prior to work beginning.
Other project activities will include sensitive plant, invasive plant, and wildlife
surveys and will flag avoidance and treatment areas in accordance with the
Avoidance and Minimization Measures found in the Decision Memo: SCMRRD
Sawmill-Liebre Integrated Forest Health Project (6/4/1014). Project team will need
to have all requisite skills and proficiency to conduct surveys, as approved by ANF.
h. Spatial data (shapefiles) and/or maps of the treatment area boundary will be
provided by the ANF, upon request.
i. Project lead will collaborate with ANF to jointly develop a fire plan. Project
implementor will also need to develop a safety plan and work schedule for approval
by ANF. ANF will monitor work progress and fire safety.
j. A quality control plan will be developed for approval by ANF prior to work
commencing. Project activities must meet all quality control criteria and comply with
prescription standards.
k. As stated above, ANF will monitor work to ensure adherence to silviculture
prescription, fire plan, and progress toward milestones and outcomes. Final
approval of work will be based on inspection by ANF.l. Estimate ANF involvement for pre-work flagging of cultural sites to be approximately
3 days. ANF POC expects to visit site at least once per week during life of the project,
when crew is working.
II. Project Requirements
a. NEPA is completed. DM was signed on 6/5/14 by District Ranger.
b. Fire Plan to be approved by District Ranger.
c. All vehicles and equipment must be weed free before entering project site, and
washed in accordance with the Avoidance and Minimization Measures found in
the Decision Memo: SCMRRD Sawmill-Liebre Integrated Forest Health Project
(6/4/1014). Project leads are responsible for washing of equipment before
entering the project site and must be conducted according to the protocols and
approval of the ANF.
d. Project team will need to have all requisite skills and proficiency for working with
applicable hand tools and mechanical equipment. Associated certifications may
be required by ANF prior to project activity, including licensed pesticide
applicator for the treatment of invasive plants, as necessary. Project team are
expected to follow all applicable health and safety protocols needed to conduct
work safely and comply with all federal, state, and local jurisdiction regulations.
Grantees’ work is expected to be safe and use all required Personal Protective
Equipment (PPE) needed to do the job safely.
