ACCESS POLICY HOUSEHOLD WASTE RECYCLING CENTRES UNDER COVID-19
1.     PURPOSE

1.1    The purpose of this document is to set out the policy for the use of Recycling
       Centres by householders and the alternative arrangements for charities and
       commercial users during Covid19 restrictions as set out by the UK and Scottish
       Governments. These Recycling Centres are managed on behalf of Fife Council
       by Fife Resource Solutions.

2.     IMPLEMENTATION & DURATION

2.1. The policy will take effect from 1 June 2020 and remain in place until it is
considered necessary to amend or withdraw it, in response to Scottish Government
announcements regarding HWRCs and Covid19.

2.2.   As such this access policy will be subject to change on short notice.

3.   HOUSEHOLD WASTE
Household Waste Recycling Centres are open with restrictions.
3.1. As per Scottish Government Guidance, Householders should consider
     the following before visiting a HWRC:
     • Only bring waste that is a health and safety hazard and cannot be stored
        at home.
     • Use your kerbside service.
     • Recycling points should be used where possible to avoid travelling, visit
        www.fife.gov.uk/recyclingpoints to find your nearest one.
     • You should not travel anywhere if you are displaying symptoms of Covid
        19 or are in isolation for it. If you are disposing of Covid 19 waste, it must
        be double bagged and left for 72 hours before being brought to the
        Recycling Centre.

3.2.   There will be no access to Householders without a booking. Temporary
       Traffic Restriction Orders will be in the place at these sites, any vehicles that
       do not have a booking will be asked to move on. Booking can be made at:
       www.fife.gov.uk/recyclingcentres. Do not attempt to access a Recycling
       Centre without booking as access will be refused, this will be supported by
       Police Scotland.

3.3.   The following Recycling Centres will be available for Fife household waste
       subject to booking online:
       1. Dunfermline Household Waste Recycling Centre;
       2. Ladybank Household Waste Recycling Centre;
       3. Lochgelly Household Waste Recycling Centre;
       4. Kirkcaldy Household Waste Recycling Centre;
       5. Glenrothes Household Waste Recycling Centre;
       6. St. Andrews Household Waste Recycling Centre;
       7.    Dalgety Bay Household Waste Recycling Centre
       8.    Methil Household Waste Recycling Centre;
       9.    Pittenweem Household Waste Recycling Centre; and
       10.   Cupar Household Waste Recycling Centre.
3.4.   Sites may be closed and/or opening times may change at short notice, however,
       Fife Resource Solutions will attempt to offer alternative outlets where available.
       Where possible this information will be delivered via site staff, signage at site
       entrance, contacting Fife Council’s Contact Centre and notices on
       www.fife.gov.uk website.

3.5.   Household Waste Recycling Centres are free to use by Fife householders. The
       materials accepted at all sites are limited to:
           • Landfill waste that:
                  o Is causing a health and safety issue;
                  o Not suitable for reuse;
                  o Cannot be recycled;.
           • Green garden waste
           • Paper/cardboard
           • Cans and plastics
           • Wood (MDF & logs)
           • Metal (no electricals)
           • Small electronic and electrical equipment (not including TVs/monitors
               and fire/smoke alarms)
           • White goods
For other materials please see the site webpages. If the material cannot be selected
for the recycling centre on the booking site, then it cannot be brought for recycling.

3.6.  Only one person to exit the car and dispose of waste unless the item being
disposed of is too heavy to be handled by one person. In this circumstance two
members of the same household can exit the vehicle to dispose of the item

3.7.   Vehicle access to all but Dunfermline and Ladybank will be restricted to:
          • Car;
          • estate car;
          • people carrier;
          • MPV (up to 8 seats);
          • 4x4;
       The following will NOT be allowed access:
          • Vans;
          • Pickups;
          • All trailers;
          • Vehicles with waste on roof bars;
          • Vehicles with open boot spaces;
          • Vehicles with no windows in rear or back of the vehicle (as per a van)
          • Vehicles that are the passenger version of a van (sometimes called van
              MPV’s) for example passenger versions of vans such as transit, torneo,
              vivaro and partner – these typically have 9 or more seats.
          • Minibuses (9+ seats)
3.8.    Vehicle access to Dunfermline and Ladybank Household Waste Recycling
        Centres is restricted to:
           • Car;
           • estate car;
           • people carrier;
           • MPV (up to 8 seats);
           • 4x4;
           • Small van
           • Medium van
           • Pickup
           • Passenger vans
           • Small camper van (not including motor homes)
        The following will NOT be allowed access:
           • Large Vans, payload upwards of 1.6 tonnes with a long wheel base or
               raised roof ;
           • Large Pickups or flat bed tippers;
           • All trailers;
           • Vehicles with waste on roof bars;
           • Vehicles with open boot spaces;

3.9.    Choose the correct vehicle category for the vehicle you bring to the recycling
        centre. You will not be allowed access if you have declared the wrong vehicle
        category. Guidance on vehicle categories can be found at
        www.fife.gov.uk/recyclingcentres.
3.10.   Modified vans for disabled use should contact waste.aware@fife.gov.uk with
        details of the booking they have made.
3.11.   Your time in the HWRC should be no more than 10 minutes for a car and small
        van and 20 mins for a medium van.
3.12.   Once on-site users must remain 2 metres from all other users and staff.
3.13.   Please do not queue outside of the site before your booking time. Arriving
        outside your booking time will lead to disruption for others. You will be asked to
        leave and return at your booking time if more than 5 minutes early.
3.14.   If you arrive more than 10 minutes late for your booking you will not be allowed
        entry. This is to ensure there is no congestion outside of the site.
3.15.   Householders must arrive at their booking in the vehicle they booked with.
        ONLY vehicles with the booking registration plate will gain access to the
        recycling centre.
3.16.   The above facilities will not be available for use by non-Fife householders
        unless the material originates from a Fife household and is being delivered by
        a relative, carer or friend of the householder. To ensure that only waste
        generated in Fife is disposed of at our Recycling Centres, staff will ask for proof
        of identity or residency, such as driving licence or council tax bill along with a
        booking reference. Failure to provide evidence will result in refusal to dispose
        of waste at the site, even if a booking has been made. The Council tax bill or
        driving licence is to be displayed on the dashboard. A copy of the booking
        confirmation email should be shown through the window glass on request.
3.17.   From 10th August - Householders can use the Recycling Centres up to 3 times
        in 7 days. This is to allow for the occasional house clearances, renovation or
        seasonal garden waste. Frequent users will be monitored for fair use and waste
crime. Regular and frequent householders will be referred to a Recycling
      Advisor to assess their needs. Suspected commercial or trade users will be
      banned. Please note three visits per week is restricted to cars and mobility
      adapted vehicles only, all other vehicles remain limited to one visit per week
3.18. If you are assisting a Fife resident by disposing of their waste, please bring their
      proof of address and yours to display on entry if required. Please be aware
      ANPR and vehicle registrations will be monitored for frequent use and you will
      be contacted for compliance checks.
3.19. If continuous bookings are made and not used, FRS will cancel future bookings.
3.20. The Environmental Protection Act 1990 allows for local authorities to refuse
      access and disposal if staff members believe that commercial waste is being
      disposed of as household waste. Fife Resource Solutions will enforce this
      ruling at all our sites on behalf of Fife Council. If staff believe that waste
      delivered to site may not be household waste then you will be turned away,
      even if you have a booking. If you turn up in a van or with a trailer, even if it has
      been booked in, you will be turned away. If you arrive at a Recycling Centre
      with materials outwith those accepted, you will not be allowed to dispose of it
      and be turned away even if you have a booking.

3.21. Alternative waste disposal arrangements can also be made by the methods
      below:
          • Other waste contractors are available in Fife, waste can be disposed of
             at a cost. You must ensure that the company has a waste carriers licence
             with SEPA to remain legal.
          • Skip hire can be arranged by calling 03451 55 11 33 or e-mailing
             sales@refsol.co.uk
          • Consider if there a retailer takeback scheme to uplift old items when you
             buy new.
          • Can you use online reuse services or are there any reuse networks in
             your area that are operating and could uplift your items to be reused by
             others www.fife.gov.uk/reuse
          • Fife Council special uplift service can be accessed at
             www.fife.gov.uk/bulkyuplifts (may be a restricted service)
      All other waste and recycling should continue to be stored safely at home until
      Recycling Centres can accept a wider range of materials. Council webpages,
      social media and other local media outlets will be used to keep Fifers updated
      of any changes that are made.

3.22. Please bring your own hand sanitising products to clean your hands after using
      the                                                               containers.
      Welfare facilities at recycling centres are not for public use.

3.23. Please do not ask recycling centre employees for assistance. They have been
      advised, in line with government guidance to maintain a social distance of 2m.

3.24. Do not touch hand tools (brush/shovel) supplied on site for cleaning up, Fife
      Resource Solution employees will maintain the cleanliness of the site.

3.25. Food bags will not be available on site.
3.26. Avoid bringing sharps/needles to Recycling Centres. We understand there may
      be restricted access to pharmacies and/or NHS facilities, however, our sites do
      not have the capability to accept them. We ask that you dispose of them
      responsibly.

3.27. Pedestrian Access is not permitted to the sites due to health and safety and
      traffic management issues.

3.28. Wheeled bins are not permitted on site and users shall not empty the contents
      of a wheeled bin into any container.

3.29. Fly tipping is a criminal offence and will not be tolerated on or off the sites.

3.30. CCTV, Body Worn Cameras and Automatic Number Plate Recognition is in
      operation for the purposes of crime prevention and public safety. Data
      gathered will be used for the management of recycling centres and the
      detection of criminal activity along with Booking data.

4.     CHARITIES

4.1.   Charities based wholly in Fife are not exempt from landfill tax and must use the
       weighbridges to dispose of waste. Due to COVID19 restrictions HWRCs are no
       longer available. The following weighbridge sites can be accessed by Charities,
       with pre- arrangement.
       • Thornton Transfer Station
       • Dunfermline Landfill Site
       • Ladybank Landfill Site

4.2.   All national charities must comply with the access policy as described for
       commercial waste.

5.     COMMERCIAL WASTE

5.1.   Waste produced and/or transported by commercial operators (including sole
       traders, landlords, property developers, Fife Council Services and other public
       sector organisations) is not household waste, even if it originates from a house.
       All waste and recyclates that are produced by contractors and commercial
       operators of any type is categorised as commercial or industrial waste and is
       referred to as Commercial Waste in this document.

5.2.   Charities that are not solely based in Fife will be categorised as commercial,
       therefore are included in the policy for commercial waste and operators.
5.3.   Waste from commercial operations can ONLY be disposed of at the following
       facilities with a weighbridge.

       •   Thornton Transfer Station
       •   Dunfermline Landfill Site;
       •   Ladybank Landfill Site;

5.4.   Site staff will report any illegal activity to Fife Resource Solutions management.
       Investigations may be carried out that could result in details being passed to
       Fife Council’s Duty of Care Team, the Police or others in order to prevent waste
       crime.
HOUSEHOLD WASTE RECYCLING CENTRE SITE RULES

By entering a Fife Household Waste Recycling Centre you agree to the access policy
and the following:

1.    All waste brought to Fife’s Recycling Centres must be waste generated by your
      own household activities. Commercial customers and charities will not be
      granted access, even with a booking.

2.    No toxic, hazardous or dangerous waste likely to cause damage to containers
      or endanger staff or any other person will be brought to a Recycling Centre.
      Only the materials listed will be accepted. Items/materials that have been
      deposited at these sites cannot be removed from containers.

3.    Recyclable waste will be separated from general waste before your visit and all
      recyclate/general waste will be placed in the appropriate container for
      recycling/disposal.

4.    Any instruction given by site operatives, particularly in relation to the health and
      safety of other site users, must be followed.

5.    Verbal or physical abuse or threats of violence towards staff or other members
      of the public will not be tolerated in any format. Fife Resource Solutions will
      report all incidents to the Police or others as appropriate. Instances of abuse
      towards Fife Resource Solutions, Fife Councill or public in person or
      electronically can result in being banned from using the HWRCs.

6.    Cars only at 8 specified sites above- no vans or trailers will be allowed access,
      even with a booking.
7.    Specified vans above are allowed at Dunfermline and Ladybank only, with a
      booking.

8.    Evidence of booking must be shown prior to entry, if requested. ID, either a
      driving license or council tax bill, for proof of address, must be displayed on the
      dashboard

9.    Adhere to traffic management on site and guidance from staff. Keep 2 metres
      apart when using shared containers and follow site signs.

10.   Please do not hand any items directly to our employees. Keep your distance,
      minimum of 2m/6ft apart.

11.   Only two people from the same household are permitted per vehicle unless you
      are a blue badge holder or have dependants with you. Only one person to leave
      the vehicle and dispose of waste unless the item being disposed of is too heavy
      to be handled by one person. In this circumstance two members of the same
      household can exit the vehicle to dispose of the item
12.   Fife Resource Solutions reserves the right to refuse access to the Recycling
      Centres to users that are believed to be disposing of commercial waste.
13.   Fife Resource Solutions reserve the right to refuse access to the Recycling
      Centres to Households that do not follow this access policy or site rules.
