On behalf of the Executive Officers and Board of Directors of the Association of SWAT Personnel-WI, I invite you to attend our 37th Annual Training Conference and Vendor Expo. As you will see by the conference agenda, we have another outstanding line-up of informative and detailed incident presentations from representatives from law enforcement agencies from across the United States. This conference also gives us the opportunity to network with fellow officers and continue the long-established tradition of information sharing. Over the past 37 years ASP has consistently provided its members with the most current and trending subject matter at an affordable cost to our attendees. As we have mentioned in the past, attending this conference is not limited to just tactical officers. While our focus is on the tactical response to a major incident, these incidents always start with a first responder initiation. All law enforcement, EMS and appropriate law enforcement partners are welcome at our training conference. ASP will continue to offer this type of training as we move forward performing our service to the citizens we are sworn to protect. Sergeant Matt Christensen and Sergeant Jerrod Wagner – Fargo Police Department
In February 2016, Fargo Police Department officers responded to a domestic disturbance
incident during which shots had been fired. As patrol responded and began to set up a
perimeter, suspect Marcus Schumacher fired rounds from inside his residence, killing
Officer Jason Moszer while he was getting into his perimeter position. This debrief will
discuss the patrol response, the murder of Officer Jason Moszer and the ensuing SWAT
Team response and SWAT sniper engagement. Discussion will include audio from phone
calls with Schumacher, squad video and radio traffic, and the tactics used to bring the
incident to a conclusion.
SPEAKER BIOS:
Sgt. Matt Christensen has been employed with the Fargo Police Department for over 16 years.
During his time with the Police Department, he has worked as a patrol officer, a Training Officer,
Narcotics Detective, DEA Task Force Officer, Crime Scene Investigator, Crisis Intervention Team
Officer and a Patrol Sergeant. He is currently the supervisor in charge of the narcotics unit and
SWAT Sniper team leader.
Sgt. Jerrod Wagner has been employed with the Fargo Police Department since 2009. During this time
with the police department he has worked Patrol, Training Officer and currently a Patrol Sergeant. He
has been on the SWAT sniper team since 2012.

1300 - 1630 Louisville Hostage Rescue Incident
Lieutenant Paul Humphrey and Sgt. Eric Culver – Louisville Metro Police Department
On Oct. 1, 2014, U. S. Marshalls, Louisville Metro Police Department officers, along with
probation and parole attempted to serve non-violent felony arrest warrants on a female
at her suburban Louisville home. As they were let into the house, the suspect yelled from
upstairs “I have a gun and a child. If you come upstairs, I will shoot.” She then sent pictures
of herself with a revolver and her 18-month-old child. The LMPD SWAT team responded to
what became a seven-hour standoff resulting in a lethal force engagement and the rescue of
the child.SPEAKER BIOS:
Lt. Paul Humphrey joined the Louisville Metro Police as an officer in 2006 and became a member of
the SWAT Team in 2010. He spent time in patrol as well as a Housing Authority Liaison Officer con-
ducting street level investigations in several housing projects. After being promoted to Sergeant in
2014, he served as a patrol supervisor prior to going to Professional Standards in 2015. Paul was
promoted to Lieutenant in July of 2017 and returned to a patrol division. Paul has served on the LMPD
SWAT Team since 2010, has served as a Team Leader and now as the full time Team Commander.
Sgt. Eric Culver has served as a police officer since 2000 and an LMPD SWAT Team member since
2003 as part of the first team of the then newly-merged Jefferson County and Louisville Police
departments. He spent time in patrol and the LMPD Flex units, where he conducted plain-clothes
narcotics investigations. He served in many roles on the SWAT team before becoming a team leader in
2014. He has been assigned to the full-time team since its inception in 2016 and is currently the
operations sergeant coordinating tactical plans, training and equipment.

0800 - 1100 Police Response to Civil Unrest/Officer Involved Shooting
and Ambush of Police Officers
Lieutenant J.D. Leach – Baton Rouge Police Department
Lt. Leach will discuss the police response to the civil unrest which occurred in Baton Rouge
as the result in an officer involved shooting, as well as the ambush of police officers which
occurred on July 17, 2016.
SPEAKER BIO:
Lt. J.D. Leach has 27 years of distinguished service with the Baton Rouge Police Department in many
divisions; Uniform Patrol, Detectives, Full-Time SWAT Commander and currently serves as the
Assistant Commander for Special Operations. He is also a graduate of the 262 F.B.I. National
Academy. Lt. J. D. Leach has been a member of the Baton Rouge Police SWAT team for the past 23
years and serves as the department’s SWAT Incident Commander. In July of 2016, He served as
Incident Commander during the protest and ambush of six police officers.

Deputy Chief Kevin Glenn – North Haven Police Department
On May 2, 2018 the South Central Regional SWAT TEAM (CT) assisted the North Haven Police
Department with an armed barricaded suspect following a man taking his wife hostage for
three days. During the progression of the tactical deployment, the suspect initiated a large
explosion injuring nine operators, triggering a mass casualty rescue. After the initial explosion,
South Central SWAT and on-scene personnel faced additional challenges such as continued
containment, evacuations, follow-up explosions, and fire exposure to adjoining homes. This
incident triggered a mass response from local, state and federal law enforcement agencies
that created secondary scene issues. This debrief will outline the advantages and disadvantages
pertaining to the SWAT team’s structure, and lessons learned during the coordination efforts
with mutual aid.
SPEAKER BIO:
Deputy Chief Glenn is an eighteen-year veteran of the North Haven Police Department. For the past
seven years, he has served as the commanding Officer of the South Central Regional SWAT Team,
which provides tactical services to six municipalities. He oversees North Haven’s Uniformed Services
Division, Investigative Services Division, and Professional Standards.
Deputy Chief Glenn currently holds a Bachelor of Science Degree in Criminal Justice and a Master of
Arts Degree in Leadership from Albertus Magnus College. He is a graduate of the 268th session of the
FBI National Academy, Harvard University’s John F. Kennedy School of Government executive leader
ship program, and The University of New Haven’s Center for Advanced Policing program.

0800 - 1200 Century 10 Theater Active Shooter Incident (Aurora, CO)
Captain Steve Redfearn, Aurora Police Department
Prior to the Pulse Nightclub shooting in Orlando, the Aurora Movie Theatre shooting was the
largest mass shooting in U.S. History. The incident will forever be seared into the public
consciousness: while conducted at the premiere of the Batman movie, The Dark Knight
Rises, the mass casualty incident involved, up to that point, unprecedented police response,
non-traditional, life-saving measures by responding law enforcement officers, and extraordi-
nary media/social media attention.
SPEAKER BIO:
Stephen Redfearn is a Captain with the Aurora, Colorado Police Department. He currently is the night shift
citywide Duty Captain. Prior to promotion to Captain in 2018, Stephen was the commanding officer for the
Major Investigations Section and supervised 7 units to include Homicide and Crimes Against Children.
While supervising an anti-crime team Stephen was a first responder to the Century 16 Theatre shooting in July
of 2012 where he took an active role in overseeing the triage and subsequent transport of the victims as well
as detention of the suspect.
Prior to joining the Aurora Police Department Stephen was a 911 Dispatcher and a Sheriff’s Cadet with the Jef-
ferson County Sheriff’s Office in Colorado. Stephen worked in dispatch during the Columbine High School mass
shooting in 1999. He holds a Bachelor of Science degree in Criminal Justice and a Master of Science degree in
Organizational Leadership from the Colorado State University.
