Dear Sir,
You are invited for tender of SITC of 125 TR 2no. capacity screw type water cooled
screw chilling machine with other associated items for 1050 persons capacity auditorium of
20 meter height at Scientific Convention Center Management society, KGMU Lko. Please
quote tender number on the top of your envelope. The sealed envelope containing the tender
document should be addressed to “The Scientific Convention Centre Management Society“
KGMU Lucknow. The details can be viewed and downloaded at website: www.

The tender should be submitted after carefully reading the instructions for filling
tender. You may not furnish your terms and conditions, Modification if any included in your
offer shall not be accepted and you shall be bound by the terms and conditions of tender /
order. Technical and financial bid should be submitted in separate sealed envelope mentioned
with full Name, Address, E-mail, Fax, Phone, Mobile No. of the tendering firm on the top of
envelops and put in a large envelop duly sealed.
The bids should be submitted in the tender box placed in the Scientific Convention
Centre Management Society“ KGMU Lucknow from dated 19.04.2018 to 09.05.2018 upto
2.00 pm. Tender opened on 10-05-2018 at 3.00PM.
The Technical Bid shall be opened on dated 10.05.2018 at 3.00 P.M. in Scientific
Convention Centre office , KGMU, Lucknow. Incase date mentioned above is declared holiday,
it shall be automatically shifted to the next working day.
Tender received after due date & time will not considered. Tender without Earnest money &
Tender Fee shall be rejected.

Seated Tenders are hereby invited under two bid systems latest by 09.05.2018 for the
SITC of 125 TR (2 No.) capacity screw type water cooled screw chilling machine with
other associated items for 1050 persons capacity auditorium of 20 meter height at
Scientific Convention Center Management society, Lucknow Form the original
manufactures of their authorized Indian Agents on the terms and conditions
as per tender document. The details can be viewed at

Terms& Condition
1- Tender in two bids (Technical & Financial) are invited on behalf of the “Scientific
Convention Centre Management society, Lucknow from interested and eligible
Contractors or their authorized distributors/dealers.
2- Sealed tender should be submitted in a Two-bid System. Earnest money and Technical
bid shall be submitted as Part I. Price bid shall be submitted as Part II. Both Part I & II
must be submitted in sealed envelopes to the office of the Vice Chancellor, King
George’s Medical University U.P., Lucknow, hereinafter called University, failing which
the tender shall be treated as void ab initio. The envelopes must be superscribed
“Tender for .................... Tender No. ..............................dated .............. of Scientific
Convention Centre Management society, Kgmu, Lucknow
3- Sealed Tenders will be opened on Date-10/05/2018 at 03:00 PM
4- The bid without EMD and Tender fee will be summarily rejected.
5- The tender must be submitted in two parts (technical bid & financial bid) all the pages of
bid being submitted must be signed and sequentially numbered by the bidder.
6- Tender fee of Rs. 5000.00 + 18% GST= 5900.00 (non-refundable) will be required to
be paid offline in the form of Demand Draft from Nationalized or any scheduled
bank. The DD must be in favor of “Scientific Convention Centre Management
Society“ Lucknow
7- Earnest Money Deposit (EMD) of Rs. 5 Lakh. Will be required to be paid offline in the
form of Demand Draft from Nationalized or scheduled bank in favor of “Scientific
Convention Centre Management society“Lucknow.
8- A’ Class Government Approved Contractor/Original manufacturer/ his authorized
dealer (One Manufacturer can authorized only one Company) of the manufacturer
should participate.
9- A’ Class Electrical License issued by the Director Electrical safety U.P. Government.
10- Should have completed at least five similar jobs of same or above capacity in
Govt./semi Govt./Prestigious building/Autonomous bodies /Hospital/Medical
Colleges etc. (Value should not less thanRs.1.00 Crore.)
11- Conditional tenders shall not be considered at all.
12- Any or all tenders are summarily may be rejected without assigning any reason.

13- Continuous 3 year experience of operation and maintenance of plant (2 nos. of
chillers) of important Govt. /Semi Govt. /Autonomous bodies.
14- Those companies qualify in Technical Bid only their financial bid will be opened.
15- In the first and second times the bid received in relation to the invitation bid, more than
three bid received, the technical and financial bid will be opened.
16- Any grievances regarding tender terms and conditions specifications etc. by the tenderer
has to be submitted till date 26/04/18 at 02.00 PM to the “Scientific Convention Centre
Office in written.
17- Any future clarification and corrigendum shall be communicated through “Scientific
Convention Centre Management society“ Lucknow on the websitewww.kgmu.org
18- The tenderer must quote INR value of items. Only INR value will be accepted in Financial
Bid. Any omission in filling the columns of Financial Bid Form shall debar a tender from
being considered. Rate should be filled up carefully and clearly by the tenderer.
19- The Bid security (EMD) without interest shall be returned to the unsuccessful bidder
after finalization of contract with successful bidder.
20- The EMD shall be forfeited if successful bidder fails to SITC of 125 TR capacity screw type
water cooled screw chilling machine with other associated items in stipulated time or
fails to comply with any of the terms and conditions of order/ contract or fails to sign the
contract.
21- All technical bids will be deemed successful only after the assessment and approval by
the authorizedcommittee.
22- After evaluation the price bids of successful bidders will be opened. The work order shall
be awarded to the lowest rate firm as per the financial bid.
23- The bidders should have furnished a copy of GST Registration Number (the State / U.T.
of registration) and the date of such registration. Tenders not complying with this
condition will be rejected.
24- (i) The tenderers should submit along with the tender, the last three years Annual
Accounts with Audit certificate/Report by Chartered Accountant and Income Tax returns
and a copy of current valid income tax clearance certificate (IT CC),otherwise bidder will
not be considered for administrative evaluation (in evaluation of Technical bid) and will
be declared disqualified in technical evaluation.
(ii) In case the bidder falls under Section 44AD/44ADA/44AE of Income Tax he shall be
required to submit turnover certificate issued by a Chartered Accountant with his
Registration number issued by Institute of Chartered Accountants of India.
25- Legal Jurisdiction: -The judicial area will be "Lucknow" for any kind of Law suit.
26- Bidders are requested to note that they should necessarily submit their financial bids in
the format provided Manual format and no other format is acceptable.
27- Guarantee / Warranty Period: Comprehensive Maintenance Contract (CMC) and Annual
Maintenance Contract (AMC) for further 5 years after expiry of 5 years of warranty (i.e.
6th, 7th, 8th, 9th and 10th years) in rupees only (not on basis of percentage of price) should
be included in financial bid in the absence of which the offer is liable to be rejected,
AMC/CMC will notinclude in determining lowest bid. Payment for CMC/AMC shall be
made only after expiry of warranty of 5 years, in case the “Scientific Convention Centre
Management society, Lucknow decides for availing CMC/AMC services. Contract for
CMC/AMC shall be entered into before release of payment by the “Scientific Convention
Centre Management society, Lucknow. However, the “Scientific Convention Centre
Management society, Lucknowmay decide not to enter into any CMC/AMC contract
without assigning any reason for the same, which shall be binding upon the tender.

28- The quantity shown in the Schedule may increase or decrease to any extent depending
upon the actual requirement.
29- The tenderer shall also provide the Installation, Commissioning, Demonstration and
Training to the concerned personnel of this Scientific Convention Centre Management
society, Kgmu, Lucknow without any additional charge
30- Completion period 03 month from date of issue of Work Order.
31- The tendered rates should be kept opened for a period of 6th month from the date as
the tenders are opened.
32- Payment terms:
No advance payment shall be made.
Up to 30% payment may be released on delivery of material on pro rate basis.
Up to 30% payments shall be released on erection of material at site on pro rate
basis.
Up to 30% payments shall be released on testing of entire system.
Balance 10 %payment may be released after 4 Month Commissioning.

SCOPE OF WORK:
1. The work to be carried out under this contract comprises of the HVAC work for
Design, Supply at site, Installation, Testing and Commissioning of
HVAC System both low and high side.
2. The work shall include all incidental jobs including making good connected with
HVAC System installation cutting/drilling holes through walls/floors and grouting
For fixing of fixtures, equipment etc. Chiseling in principal structure is not
Permitted.
3. HVAC System Comprises of : Air conditioning System consisting of air cooled
Screw chillers, AHUs, Duct work etc. both high side low side works.
CONTENTS OF TECHNICAL BID
Copy of tender cost.
Copy of EMD.
Bid Documents (technical package, unpriced financial package and all
corrigendum notice) shall be stamped and signed on all page by a person duly
authorized to sign the bid documents.
The bidder shall also submit a power of attorney authorizing the person signing
the documents.
Copy ofvalid Permanent Account Number (PAN).
Copy of valid GST registration.
Copy of A’ Class Electrical License.
Copy of last 3 Year Balance Sheet.
Copy of completion certificate at least five similar works of amount 01.00 Crore.
3 years’ experience certificate of operation and maintenance of plant.
Affidavit on non- judicial stamp of Rs 100.00 certifying that all the documents
submitted by them along with the bid are true and if found false may lead to
blacklisting.
CONTENTS OF FINANCIAL BID
The bidders shall upload schedule of price bid duly digitally signed in the form of
manual.
All rates shall be quoted in the format provided and no other format is acceptable.
