Letter from the Secretary-General

Most distinguished participants,

There was a question that I could not help asking myself over and over "what rules the
world?" the answer was simple, relations. Throughout the history of humanity, social and
cultural relations have established countries, and consequently, countries have established the
concept of diplomacy. The Model United Nations Conferences are the only approach to
transfer this knowledge to young generations.

I would like to welcome you all to the third session of Istanbul Technical University Model
United Nations Conference which will be held from Friday, March 22, to Sunday, March 24,
2019, at Istanbul Technical University. Istanbul Technical University, historically known as
Muhendishane-i Bahr-i Humayun, is the second oldest university in Turkey. ITU is
considered as the best university in the engineering field in Turkey. ITUMUN'19 Training and
Development Conference will take place on this wonderful university.

Recognizing that you, delegates, are our most important key factor that makes an MUN
conference valuable, we have not passed any physical or mental effort in the planning of
ITUMUN'19. I am honoured to invite you to ITUMUN'19, which consists of 7 committees
that we have been preparing for 2 years as Model United Nations Club of Istanbul Technical
University. Our unique committees are GA-1: DISEC, UN Woman, UNRRC, UNESCO,
NATO, Cop-24, Avenger Committee.

While preparing our Committees, we promise to provide an immense knowledge on United
Nations procedures, diplomatic behaviour, leadership, effective communication and group
work alongside with unlimited fun and social activities that no one has experienced before!

As a conclusion, in order to solve the problems that have bedeviled the world throughout
history, we are waiting for you to the most magnificent campus in Turkey in the most
amazing times of spring.

Dear Delegates,

I would like to welcome you all to the ITUMUN 2019 Training & Development Conference
again. My name is Berk VAROL and I am currently studying Electronics & Communication
Engineering at Istanbul Technical University. I have partake in many MUN and EYP
conferences as a delegate and a committee director since 2014 including Belgrade
International MUN 2018. I was the Directory General of Alpha MUN 2018 and I was the
Head of Public Relations in ITUMUN 2018. I was known for my dicipline in committees and
my sense of fun. Therefore, I believed becoming an Under-Secretary General for a special
committee would be a great experience for both me and you, the delegates. I am more than
excited to partake in a MUN conference presented to you by the ITUMUN Society again.

I believe that taking part in a special committee is a perfect way to learn and improve general
MUN skills & procedure. So, I would like all of you to remember, even though The Avengers
is a special committee with a fantastic topic which is fun to debate on, we are here to train and
develop ourselves as future delegates partaking in the United Nations and Further
International/ Political Unions.

There are a few special rules linking to our committee including special dress code for certain
delegates and a specialised Rules of Prosedure. Therefore, I would recommend you to read
this Study Guide carefully, watch the movies, take notes and come to our committee sessions
with a soft copy of our Study guide as all of these applications are highly complusory. As the
USG’s we will be checking your preparation for this committee and your elaboration to
improve the sessions. If you have any questions feel free to contact us before the committee
sessions from the mail adresses of the ITUMUN Society.

 I am superfluously excited and enthused to meet with all of you and to create a MUN
Committee out of the amusing universe of the Avengers and to have efficient debates to
rescue our world from the Doom of Thanos.

I would like to say good luck during to process of preparing for our committee and I hope
that we will have a fantastic experience during ITUMUN 2019 Training & Development
Conference as the special commite of The Avengers.

Dear delegates of the Avengers Committee,

I would like to welcome you to ITUMUN 2019 Training & Development Conference. I am
İbrahim Üner. I am a Mechanical Engineering student in İstanbul Technical University. Even
though I have been to many conferences, it is my first conference as an Under Secretary
General. It is very fitting for me to do it about a topic I am passionate about, comic book
universes.

Marvel Universe is the world we live in with a more advanced technology and people with
powers we can only imagine, a great combination for a special committtee. Finding solutions
in a United Nations committee requires knowledge and creativity, and I have no doubt that
this committee will have a creative environment. On the other hand, I believe for everyone to
have the knowledge needed to progress well in the committee, you should watch the Avengers
movies before coming to the conference, even if you have watched them prior to reading this
study guide. I also suggest you to have a look up fan theories and hidden references for ideas
you can get inspiration from. For any further situation you can not find information about, but
you think should be discussed, feel free to use your imagination.

Lastly, I would like to thank the ITUMUN Society to bring us together and would like to

I.Introduction to the Committee

       A.General Information About the Committee and the Rules of Prosedure
       Spesifications

The Avengers committee is a specialised Ad-Hoc committee respecting and implementing
the Rules of Prosedure of Ad-Hoc. As the Under- Secretary Generals of our Committee we
are highly reccomending all delegates taking part in our committee to read the RoP.

Our committee will include the remaining Heroes and representetives of the UN Countries.
There might be additional characters and representetives during the committee sessions in
order to improve and conclude the story line of our committee.

Our committee will be gathered in order to create the contact between the human kind and
the avengers to discuss the recent happenings on the planet earth and searching for possible
solutions to defeat Thanos and straighten out the damage which has been implemented by
him.

Even though our Committee is a Fun committee taking part in the fantastic universe of
Marvel please keep in mind that its still an MUN committee with strictly implemented rules.
Western Format Attire is highly complusory for the Delegates which are the representetives of
UN countries. The Remaining Avengers are encouraged to wear spesific costumes resembling
their Characters.

There are a few points in the Specialised Rules of Prosedure that we wanted to stress out in
this study guide too. First one of them is that as this committee include the remaining heroes
of the Marvel Universe, they in fact can ask for and partake in private meeting including only
the fellow other heroes; Iron Man,Thor, Hawkeye, Captain America, Black Widow and
Captain Marvel. Secondly, during Committee sessions, in any possible voting prosedures, the
sum of the votes of the stated heroes will be equivalent to one delegate’s vote. Therefore, its
highly encouraged for heroes to use their message papers and share their opinions with their
fellow delegates. Our last spesification will be, in our committee, Kingdom of Wakanda will
be represented by a delegate too.

This guide will shortly explain the happenings in the previous Avengers Movies and the
happenings from the end of the last movie untill this commitees gathering. Even though a
short version of the storyline will be accessable by this study guide, It’s main goal is to help

you remember the storyline during the committee sessions. Therefore, before coming to the
committee sessions, watching all three Avengers movies ( The Avengers, Avengers: Age
of Ultron, Avengers: Infinity War) is complusory. In order to understand the relations in
between the characters.

II.The Timeline of the Marvel Universe
       A.The Avengers:

The Asgardian Loki encounters the Other, the leader of an extraterrestrial race known as the
Chitauri. In exchange for retrieving the Tesseract, a powerful energy source of unknown
potential, the Other promises Loki an army with which he can subjugate Earth. Nick Fury,
director of the espionage agency S.H.I.E.L.D., and his lieutenant Agent Maria Hill arrive at a
remote research facility during an evacuation, where physicist Dr. Erik Selvig is leading a
research team experimenting on the Tesseract. Agent Phil Coulson explains that the object has
begun radiating an unusual form of energy. The Tesseract suddenly activates and opens a
wormhole, allowing Loki to reach Earth. Loki takes the Tesseract and uses his scepter to
enslave Selvig and a few other agents, including Clint Barton, to aid him in his getaway.

In response to the attack, Fury reactivates the "Avengers Initiative". Agent Natasha
Romanoff is sent to Calcutta to recruit Dr. Bruce Banner to trace the Tesseract through its
gamma radiation emissions. Coulson visits Tony Stark to have him review Selvig's research,
and Fury approaches Steve Rogers with an assignment to retrieve the Tesseract.

In Stuttgart, Barton steals iridium needed to stabilize the Tesseract's power while Loki causes
a distraction, leading to a brief confrontation with Rogers, Stark, and Romanoff that ends with
Loki's surrender. While Loki is being escorted to S.H.I.E.L.D., Thor, his adoptive brother,
arrives and frees him, hoping to convince him to abandon his plan and return to Asgard. After
a confrontation with Stark and Rogers, Thor agrees to take Loki to S.H.I.E.L.D.'s flying
aircraft carrier, the Helicarrier. Upon arrival, Loki is imprisoned while Banner and Stark
attempt to locate the Tesseract.

The Avengers become divided, both over how to approach Loki and the revelation that
S.H.I.E.L.D. plans to harness the Tesseract to develop weapons as a deterrent against hostile
extraterrestrials. As the group argues, Barton and Loki's other possessed agents attack the
Helicarrier, disabling one of its engines in flight and causing Banner to transform into the

Hulk. Stark and Rogers work to restart the damaged engine, and Thor attempts to stop the
Hulk's rampage. Romanoff reluctantly fights Barton, and knocks him unconscious, breaking
Loki's mind control. Loki escapes after killing Coulson and ejecting Thor from the airship,
while the Hulk falls to the ground after attacking a S.H.I.E.L.D. fighter jet. Fury uses
Coulson's death to motivate the Avengers into working as a team. Stark and Rogers realize
that for Loki, simply defeating them will not be enough; he needs to overpower them publicly
to validate himself as ruler of Earth. Loki uses the Tesseract, in conjunction with a device
Selvig built, to open a wormhole above Stark Tower to the Chitauri fleet in space, launching
his invasion.

Rogers, Stark, Romanoff, Barton, and Thor rally in defense of New York City, the
wormhole's location. Banner arrives and transforms into the Hulk, and together the Avengers
battle the Chitauri while evacuating civilians. The Hulk finds Loki and beats him into
submission. Romanoff makes her way to the wormhole generator, where Selvig, freed from
Loki's mind control, reveals that Loki's scepter can be used to shut down the generator.
Meanwhile, Fury's superiors from the World Security Council attempt to end the invasion by
launching a nuclear missile at Midtown Manhattan. Stark intercepts the missile and takes it
through the wormhole toward the Chitauri fleet. The missile detonates, destroying the
Chitauri mothership and disabling their forces on Earth. Stark's suit runs out of power, and he
falls back through the wormhole just as Romanoff closes it. Stark goes into freefall, but the
Hulk saves him from crashing into the ground. In the aftermath, Thor returns Loki and the
Tesseract to Asgard, while Fury expresses confidence that the Avengers will return if and
when they are needed.

In a mid-credits scene, the Other confers with his masterabout the failed attack on Earth. In a
post-credits scene, the Avengers eat in silence at a shawarma restaurant.

       B.Avengers: Age of Ultron

In the Eastern European country of Sokovia, the Avengers—Tony Stark, Steve Rogers, Thor,
Bruce Banner, Natasha Romanoff, and Clint Barton—raid a Hydra facility commanded by
Baron Wolfgang von Strucker, who has been experimenting on humans using the scepter
previously wielded by Loki. They encounter two of Strucker's test subjects—twins Pietro
Maximoff, who has superhuman speed, and Wanda Maximoff, who has telepathic and
telekinetic abilities—and apprehend Strucker, while Stark retrieves Loki's scepter.

Stark and Banner discover an artificial intelligence within the scepter's gem, and secretly
decide to use it to complete Stark's "Ultron" global defense program. The unexpectedly
sentient Ultron, believing he must eradicate humanity to save Earth, eliminates Stark's A.I.
J.A.R.V.I.S. and attacks the Avengers at their headquarters. Escaping with the scepter, Ultron
uses the resources in Strucker's Sokovia base to upgrade his rudimentary body and build an
army of robot drones. Having killed Strucker, he recruits the Maximoffs, who hold Stark
responsible for their parents' deaths by his company's weapons, and goes to the base of arms
dealer Ulysses Klaue in Johannesburg to obtain Wakandan vibranium. The Avengers attack
Ultron and the Maximoffs, but Wanda subdues them with haunting visions, causing the Hulk
(Banner) to rampage until Stark stops him with his anti-Hulk armor.

A worldwide backlash over the resulting destruction, and the fears Wanda's hallucinations
incited, send the team into hiding at a safe house. Thor departs to

consult with Dr. Erik Selvig on the apocalyptic future he saw in his hallucination, while Nick
Fury arrives and encourages the team to form a plan to stop Ultron. In Seoul, Ultron uses
Loki's scepter to enslave the team's friend Dr. Helen Cho. They use her synthetic-tissue
technology, vibranium, and the scepter's gem to craft a new body. As Ultron uploads himself
into the body, Wanda is able to read his mind; discovering his plan for human extinction, the
Maximoffs turn against Ultron. Rogers, Romanoff, and Barton find Ultron and retrieve the
synthetic body, but Ultron captures Romanoff.

The Avengers fight amongst themselves when Stark secretly uploads J.A.R.V.I.S. who is still
operational after hiding from Ultron inside the Internet—into the synthetic body. Thor returns
to help activate the body, explaining that the gem on its brow—one of the six Infinity Stones,
the most powerful objects in existence—was part of his vision. This "Vision" and the
Maximoffs accompany the Avengers to Sokovia, where Ultron has used the remaining
vibranium to build a machine to lift a large part of the capital city skyward, intending to crash
it into the ground to cause global extinction. Banner rescues Romanoff, who awakens the
Hulk for the battle. The Avengers fight Ultron's army while Fury arrives in a Helicarrier with
Maria Hill, James Rhodes and S.H.I.E.L.D. agents to evacuate civilians. Pietro dies when he
shields Barton from gunfire, and a vengeful Wanda abandons her post to destroy Ultron's
primary body, which allows one of his drones to activate the machine. The city plummets, but
Stark and Thor overload the machine and shatter the landmass. In the aftermath, the Hulk,

unwilling to endanger Romanoff by being with her, departs in a Quinjet, while the Vision
confronts and seemingly destroys Ultron's last remaining body.

Later, with the Avengers having established a new base run by Fury, Hill, Cho, and Selvig,
Thor returns to Asgard to learn more about the forces he suspects have manipulated recent
events. As Stark leaves and Barton retires, Rogers and Romanoff prepare to train new
Avengers: Rhodes, the Vision, Sam Wilson, and Wanda.

In a mid-credits scene, Thanos, dissatisfied by the failures of his pawns, dons a gauntlet and
vows to retrieve the Infinity Stones himself.

       C.Avengers: Infinity War

Having acquired the Power Stone, one of the six Infinity Stones, from the planet Xandar,
Thanos and his lieutenants—Ebony Maw, Cull Obsidian, Proxima Midnight, and Corvus
Glaive—intercept a spaceship carrying the surviving Asgardians as they extract the Space
Stone from the Tesseract, Thanos subdues Thor, overpowers Hulk, and kills Heimdall and
Loki. Before being killed, Heimdall sends the Hulk to Earth using the Bifröst. Thanos departs
with his lieutenants and obliterates the ship.

Hulk crash-lands at the Sanctum Sanctorum in New York City, reverting to Bruce Banner. He
warns Stephen Strange and Wong about Thanos' plan to kill half of all life in the universe; in
response, Strange recruits Tony Stark. Maw and Obsidian arrive to retrieve the Time Stone
from Strange, drawing the attention of Peter Parker. Maw captures Strange, but fails to take
the Time Stone due to an enchantment. Stark and Parker pursue Maw's spaceship, Banner
contacts Steve Rogers, and Wong stays behind to guard the Sanctum.

In Edinburgh, Midnight and Glaive ambush Wanda Maximoff and Vision in order to retrieve
the Mind Stone in Vision's forehead. Rogers, Natasha Romanoff, and Sam Wilson rescue
them and take shelter with James Rhodes and Banner at the Avengers Facility. Vision offers
to sacrifice himself by having Maximoff destroy the Mind Stone to keep Thanos from
retrieving it, but Maximoff refuses. Rogers suggests they travel to Wakanda, which he
believes has the resources to remove the stone without destroying Vision.

The Guardians of the Galaxy respond to a distress call from the Asgardian ship and rescue
Thor, who surmises Thanos seeks the Reality Stone, which is in the possession of the
Collector on Knowhere. Rocket and Groot accompany Thor to Nidavellir, where they and

Eitri create Stormbreaker, a battle-axe capable of killing Thanos. On Knowhere, Peter Quill,
Gamora, Drax, and Mantis find Thanos with the Reality Stone already in his possession.
Thanos kidnaps Gamora, his adopted daughter, who reveals the location of the Soul Stone to
save her captive adopted sister Nebula from torture. Thanos and Gamora travel to Vormir,
where Red Skull, keeper of the Soul Stone, informs him the stone can only be retrieved by
sacrificing someone he loves. Thanos reluctantly kills Gamora, earning the stone.

Nebula escapes captivity and asks the remaining Guardians to meet her on Thanos' destroyed
homeworld, Titan. Stark and Parker kill Maw and rescue Strange. Landing on Titan, they
meet Quill, Drax, and Mantis. The group forms a plan to remove Thanos' Infinity Gauntlet
after Strange uses the Time Stone to view millions of possible futures, seeing only one in
which Thanos loses. Thanos arrives, revealing his plans to be necessary to ensure the survival
of a universe threatened by overpopulation. The group subdues him until Nebula deduces that
Thanos has killed Gamora. Enraged, Quill attacks him, allowing Thanos to break the group's
hold and overpower them. Stark is seriously wounded by Thanos, but is spared after Strange
surrenders the Time Stone.

In Wakanda, Rogers reunites with Bucky Barnes before Thanos' army invades. The Avengers,
alongside T'Challa and the Wakandan forces, mount a defense while Shuri works to extract
the Mind Stone from Vision. Banner, unable to transform into the Hulk, fights in Stark's
Hulkbuster armor. Thor, Rocket, and Groot arrive to reinforce the Avengers; Midnight,
Obsidian, and Glaive are killed and their army is routed. Despite Maximoff's attempt to
destroy the Mind Stone, Thanos arrives and reverts time to remove it from Vision's head,
killing him.

Thor severely wounds Thanos, but Thanos activates the completed Infinity Gauntlet and
teleports away. Half of all life across the universe disintegrates, including Barnes, T'Challa,
Groot, Maximoff, Wilson, Mantis, Drax, Quill, Strange, and Parker, as well as Maria Hill and
Nick Fury, although Fury is able to transmit a signal first. Stark and Nebula remain on Titan
while Banner, M'Baku, Okoye, Rhodes, Rocket, Rogers, Romanoff, and Thor are left on the
Wakandan battlefield. Meanwhile, Thanos watches a sunrise on another planet.

III. Explanation of the Events Happened After the Infinity War

Warning: In our storyline the snap is acknowledged by humans but the reason is unclear.
Meaning that the human kind can only detect the fact that half of the population has vanished
without knowing the cause of it.

       A.The Crisises That Emerged After the Infinity War

It is known that the half of the population on Earth has vanished. However, people are not
aware of Thanos and what exactly happened. Since Avengers has informed United States,
USA and Wakanda are the only two countries that fully believe Thanos is the reason behind
the crisis and he can be defeated. Even though USA’s allies believe that Thanos might be real,
they have doubts about being able to defeat him. On the other hand, other countries,
especially Russia and its allies, think that NATO might be the reason behind the half of the
world vanishing.

After the snap, a moderator of Indian Point Nuclear Generating Unit 2 located in New York
vanished and a nuclear material leak occured. The minister of United States Department of
Energy has also vanished and like the lack of ministers in other depatments it causes a delay
in solving the issues. At this point precautions for further accidents should be taken and other
countries should also consider similar incidents might take place in their countries.

After the snap, the vehicles are stuck in traffic around the world. Transportation and trading
are heavily affected and an immidiate solution should be found and applied.

Like car drivers, since pilots and captains also vanished, many accidents occured or are about
to occure.

In certain countries, vote majorities changed and protest started to occur. Even in countries
the majority did not change, people who are against their governments are protesting them.

Treaties between gorvernments and alliences should be reviewed.

Countless problems should be solved and United Nations will play a huge role in this process.
Future agenda items should be discussed and committies other than Ad-Hoc should join the
process of healing and taking precautions for further issues related to the crisis.

B.The Process of Remaining Heroes Uniting with the Contribution of the United
        Nations & UN Goverments

After Infinity War, the Avenger have found the signal detector which Nick Fury has sent a
message from earth to Captain Marvel. As this device has been found and was investigated by
the Avengers Team, Captain Marvel finally arrives. After their long discussions of what
happening around the world they decide to contact with James Rhodes in order to have their
connections with the United States Government. As Rocket Racoon explained how they
decided to split in teams, they recieved a signal message from Iron Man with coordinates of
the Planet Titan. The United States Government then decides to sent Rocket Racoon to save
Iron Man and Nebula with a space ship created by using old S.H.I.E.L.D technology. As The
United States of America acknowledges the reason of the masive massacre, they contact with
Wakanda Kingdom which is now ruled by Queen Shuri. With discussions they decide to
gather the UN member countries in a private Ad-Hoc Meeting held in a secret headquarter in
Norway in order to protect from any adversities.

After the snap goverments accused each other for being the cause of this huge massacre.
Since the effects of the massacre was more adverse in Russia and in many countries whom
have a closer relation ship in Russia, this goverments blamed NATO and United States for the
snap.

Even after United States declared Thanos’s existency, many goverments still believed the
story of Thanos was just created to cover the crime committed by United States and its allies.
Also, there were many countries which were dealing with overpopulation before the snap.
Therefore, some goverments showed slightly less amount of interest to Co-Operate with the
USA.

As it can be understood by the writings above, this Ad-Hoc meeting has a drastic importance
in order to fix the system as it is or create an appropriate Alliance to fight against the possible
causes of this massacre.

IV. Analysis of the Countries and Heroes

        A.Political Conflicts in the UN Countries After the Infinity War

WAKANDA: As Black Panther vanished by the doom, Shuri, sister of T’Challa (Black
Panther), became the Queen of Wakanda.

THE UNITED STATES OF AMERICA: Donald Trump is still the President but the
majority of the senate is now includes Democrats, a re-election is highly requested by both the
population and senate.

UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND: George of
Cambridge,Charlotte of Cambridge, Louis of Cambridge, Duke of Sussex ( Prince Harry),
Meghan Markle and the Duke of Cambridge ( Prince William) has vanished away. The
Heritage of the Royal Family is in a major danger. Therefore, the goverment is highly
interested in an alliance against Thanos to bring back their royal family members.

RUSSIAN FEDERATION: After the major crisis Putin has earned even more power as the
majority of the opposition has lost their lives. Goverment is skeptical about the cause of the
population crisis. The belief of this crisis being caused by NATO member countries and the
belief of the story of Thanos being a lie created to cloak this massive crime is very common in
the goverment.

PEOPLES REPUBLIC OF CHINA: the reduction in the population has been highly
beneficial for the goverments main ideologies.The main issue that the Chinese goverment is
dealing with is the drastic decrease in the mass worker capacity for mass production facilities.
Therefore, the Chinese goverment is more interested in re-arranging new plans for the
improvment of the worlds social & economical situation.

REPUBLIC OF FRANCE: The Population decrease is an adverse crisis for France just as it
is for any other European country. Emanuel Macron vanished after the snap. The opposition
is forcing the goverment for an early elections.

FEDERATION OF GERMANY: The Population decrease is an adverse crisis for Germany
just as it is for any other European country. The political standance didnt change drastically
after the snap.

REPUBLIC OF ITALY: The Population decrease is an adverse crisis for Italy just as it is
for any other European country.

KINGDOM OF SPAIN: The Population decrease is an adverse crisis for Spain just as it is
for any other European country.

DEMOCRATIC PEOPLE’S REPUBLIC OF KOREA: Kim Jong-Un vanished due to the
snap. The Army has took the control of the Country and the Communist party is still
dominating the countries policies.

REPUBLIC OF KOREA: Though the country is a strong ally of the USA, South Korea is
not very willing to fight against Thanos as the population decrease is very beneficial for the
will of the country.

REPUBLIC OF SOUTH AFRICA: The Population decrease is an adverse crisis for South
Africa as an economically developing country. The political situation is stabile.
