    Coastguard Boating Education is hosting a Boating Safety Conference on
    Thursday, August 28th, 2014 at the Voyager NZ Maritime Museum in Auckland.

    General Manager Neil Murray says “this conference is a new concept which will
    focus on boating safety in New Zealand under three key subject headings,
    participation, education and legislation”.

    The majority of attendees will be from the boating safety and maritime industry
    sector, marine manufacturers and the marine industry together with the
    legislators - Maritime New Zealand and Regional Councils/Harbourmasters.

    Presentations and discussion will focus on how we can collectively grow
    boating as a leisure pastime and a major industry, with the collective goal that
    boating in New Zealand should be a safe and pleasurable experience for all.

    A celebratory dinner, will follow the day’s event with Pio Terei as our Master of
    Ceremonies for the evening.

    Rob Waddell is the evening’s keynote speaker. Recently returned from the
    Glasgow Commonwealth Games, Rob will recount some of his recent and past
    experiences including his Olympic rowing achievements and within Team NZ
    and the Americas Cup.

CONFERENCE SPEAKERS
                     Neil Murray
                     Coastguard Boating Education - General Manager

                     Neil Murray has been at CBE (previously as Training Manager) since 2003. He’s logged approx. 250,000 miles
                     at sea in a wide variety of boats. He was skipper of Norwich Union in the 2000-2001 BT Global Challenge “The
                     World’s Toughest Yacht Race”, skippered a 130’ Super Yacht in the Indian Ocean, delivered the 100’ carbon
                     fibre super-maxi “Zana/Konica Minolta” from Valencia to the UK, has worked as a professional skipper and
                     sailing instructor, is an RYA Examiner and Instructor-Trainer, and through his role with CBE has been
                     intimately involved in promoting boating safety in New Zealand over the last ten years or more.

Neil will open the conference, recounting some of his experiences, and relating his reflections on the evolution of Boating Safety,
the role of education and the future as he sees it, setting the scene and providing food for thought for the day ahead.

                     Keith Manch
                     Maritime New Zealand - Director

                     Keith took over the role of Chief Executive and Director of MNZ on 5 December 2011. He has worked in the
                     public sector for over 35 years and brings extensive leadership experience in a number of policy and
                     operational senior leadership positions in regulation, compliance and enforcement.

                       After starting his working life in the NZ Police, Keith has worked at the Commerce Commission, as the General
Manager of the Ministry of Consumer Affairs, as the General Manager of Gambling and Censorship Compliance and Enforcement
at the Department of Internal Affairs, as the General Manager Integrity Services at the Ministry of Social Development and as
Deputy Secretary, Regulation and Compliance at the Department of Internal Affairs. Immediately prior to joining MNZ Keith was,
for a short period of time, the Chief Executive of the Real Estate Agents Authority – the Crown Agent responsible for regulating real
estate agents.

He has a Master of Communications degree from Victoria University and is an alumni of the Government Advanced Leadership
Programme. He currently also leads the whole of government Compliance Common Capability Programme.

New Zealand’s Recreational Boating Safety Strategy – is it Working?
We will explore the impact the New Zealand Pleasure Boat Safety Strategy has had on the boating toll. The Strategy was recently
the subject of an independent review commissioned by the National Pleasure Boat Safety Forum. We will look at the review
findings, outline some of the recommendations and lay out where to next?

                     Maritime New Zealand - Manager Education and Communications

                     I've worked at Maritime NZ for the past 2 years, managing internal change and implementing behavioural
                     communications, advertising and PR campaigns to encourage safe recreational and commercial boating. My
                     work history includes wide experience as a journalist, public relations and advertising consultant for more
                     than 15 years and I’ve taken communications contracts across the public and private sector.

                    Tom Warren
                    Waterfront Auckland - General Manager Marinas

                    General Manager Marina is responsible for the staff and operations of Westhaven Marina, 1866 berths (the
                    largest recreational marina in the Southern Hemisphere), Silo Marina (12 berths up to 110 metres
                    (Superyacht Marina), Viaduct Harbour Marina, Wynyard Crossing, Halsey Extension Wharf, Hobson Wharf,
                    North Wharf, part of Wynyard Wharf, the Okahu Bay Landing and involved in the development of Site 18
                    Marine Precinct.

Actively involved in implementing the Westhaven Plan – a major upgrade to the Westhaven catchment area, including the current
build of Promenade Stage 1, Y Pier extension and fuel jetty, electrical plinth upgrade, Pile Mooring Stage 1 development and
Platform 2 marine cluster.

Tom has a wealth of marina and sailing experience. From 1987 – 1990 Tom sailed for Fisher and Paykel New Zealand as part of the
Whitbread round the world yacht race. He was involved with the development of the American Express Americas Cup Village in
Viaduct Harbour and more recently held positions with Gulf Harbour Marina and the New Zealand Marina Operators Association.

                    Rob Waddell
                    Emirates Team New Zealand

                    Rob was New Zealand’s only Gold Medallist at the Sydney 2000 Olympic Games and since then has been part
                    of the Emirates Team New Zealand Sailing Crew in three America’s Cups. He has a long list of achievements in
                    both of these sports as well as off the water.

                    In a less public arena, Rob has a number of other interests including a business degree with Honours and is
                    co-owner/manager for his own thoroughbred agistment business in Cambridge.

With a successful sporting career spanning three Olympic Games, and three Americas Cup campaigns, Rob provides a very rare
insight into some of New Zealand’s pinnacle sporting achievements in the last two decades. You will find Rob’s speech interesting
and humorous with some key underlying messages which are powerful to take away and that relate well to all areas of life.

                    Matt Claridge
                    Water Safety New Zealand - CEO

                    Matt has been CEO of WSNZ since 2012. With experience in strategy, partnerships, advancing policy and
                    leadership he is relishing the challenge of leading WSNZ through this important moment for the water safety
                    sector.

SHOCK TREATMENT - cold water immersion
WSNZ commissioned the University of Otago to investigate the contrast in initial responses to sudden water immersion in temper-
ate (27°C) versus cold (10°C) water.

The results indicated all participants were susceptible to cold water shock; that swimming capability is reduced when immersed in
cold water,and breath holding upon immersion may reduce the reflex of gasping for oxygen and thus inhaling water.

It was concluded that more emphasis is required on teaching treading water and survival techniques such as what to do if
immersed in cold water if New Zealand is to reduce its drowning rate further.

                    Julia Bryant
                    Coastguard Boating Education - Training Coordinator (Safe Boating and SAR Training)

                    Julia has been with Coastguard Boating Education since January 2014 as the Training Coordinator, Safe
                    Boating and SAR Training. She has a Bachelor of Education, spending 4 years teaching in Wellington before
                    moving to Auckland to spend the 2013 school year working with Fonterra - Milk for Schools project. Julia
                    enjoys snowboarding, cooking and jet-skiing.

Julia is rolling out the Coastguard Boating Education Safe Boating programme across the country. Julia’s presentation will
snapshot the basics of the Safe Boating programme, progress to date, feedback from around the country and what the future
holds for this dynamic programme.

                    Lance Fink
                    Tristram marine - Director

                    Lance Fink owns Tristram Marine, a manufacturer of fiberglass boats.

                    Lance did his Boatbuilding apprenticeship and worked in his father’s business building one-off custom built
                    timber boats for eleven years. In 1987 Lance ventured out into business on his own - three months before
                    the share market crashed in 1987. This meant a change in direction was required to be able to survive in the
                    boatbuilding industry. Lance designed his first fibreglass boat and launched an eighteen footer at the end of
                    1990. Over the years Lance has built his range to a total of twelve models.

Lance and his team place huge emphasis on safety not only during the research and development stage and manufacturing of the
boats but also on the education of safety to new and existing clients.

                     Martin Pouwels
                     Niche Media - Managing Director

                     Martin Pouwels established Niche Media Ltd 12 years ago in response to the needs of corporate clients and
                     Government departments, who needed to reach the Maori, Pacific and Asian communities, with their
                     messages as these communities were growing exponentially.

                     Martin now lectures in many Universities and at functions for industry organisation on the subject of multicul-

Martin will discuss these growing communities and share some of the findings of the recent research, which identifies the most
effective ways of communicating with these audiences. The research was done in conjunction with the NZ Government and is
endorsed by Auckland Council, Unitec and the Human Rights Commission.

                     Tony Galloway
                     Fullers

                     Tony is a professional mariner with 20 years experience in the maritime industry. Tony has had a career in the
                     NZ Navy as an officer navigator, worked on racing yachts and managed a commercial ferry business.

                 Tony has been with Fullers Group for over 7 years, and is currently Master on Quickcat; a 37 metre high speed
                 catamaran , capable of 25 knots and weighing over 400grt; carrying up to 650 passengers on daily services
between Downtown Auckland and Maititia Waiheke Island.

Tony has first-hand experience of the challenges that operating a high speed passenger ferry provides on a busy Harbour.

Tony will discuss some of the safety measures taken by Auckland’s iconic ferry operator, and the perspective he views recreational
boats and boaties through a commercial operator’s eyes.
