 Presidency of the Federative Republic of Brazil

                       Michel Temer
                       Michel Temer (Brazilian Democratic Movement Party - MDB) left the post of Vice President to
                       become Acting President of Brazil on May 12, 2016, when the Senate voted to begin
                       impeachment proceedings against then-President Dilma Rousseff, who was later permanently
                       removed and Temer sworn in.

 Unlike President Rousseff, who often spoke in public using meandering threads of ideas, Temer is cautious, linear
 and mentally organized. He listens closely and negotiates, preferring half victories to total victories if it means
 reaching a consensus. Before becoming Rousseff’s running mate and eventually Vice President, Temer
 represented the state of São Paulo in Congress from 1987 to 2011, always elected by the slimmest of margins.
 Ever the negotiator, he ended up becoming House Speaker from 1997 to 2001 and then again from 2009 to 2010.

 Temer is overseeing a transitional government until the 2018 elections in October, overshadowed by Operation
 Car Wash, the largest investigation ever conducted under the coordination of the Judiciary branch, on political
 corruption and the promiscuous relationship between economic power and parliamentarians of all parties.

 Without the benefit of opposing viable alternative proposals to resolve the crisis inherited from the Rousseff
 administration, Michel Temer leads a resilient administration based on two goals: proposing and trying to
 approve structural reforms, and maintaining a political majority in Congress (at any cost) to approve these
 reforms, which gets more unlikely as the elections approach.

 Temer was unable to use ministerial reform to unite his allied base to MDB’s electoral blueprint. Weakened by
 Operation Car Wash from reaching out to close friends and risking a third complaint by the Attorney General's
 Office (PGR), Temer preferred to keep, within his administration, the parties that have launched pre-candidates or
 have already announced support for other presidential candidates.

 Temer has been confident about economic indicators showing recovery, pointing to the resumption of growth,
 and he believed that the Army intervention in Rio de Janeiro’s public security would help leverage his voting
 intentions as a presidential candidate, which, in all scenarios, varies between 1% and 2%. However, despite his
 interest in seeking re-election, he has not been officially named a pre-candidate by the MDB and faces
 competition from his former finance minister, Henrique Meirelles, who joined the party to run for the presidency.

 Office of the Chief of Staff

                       Eliseu Padilha
                   Chief of Staff Eliseu Padilha, one of the founders of the Brazilian Democratic Movement Party
                   (PMDB) is one of President Michel Temer’s closest allies and advisors. During the Rousseff
                   administration, Padilha was in the Department of Civil Aviation, but stepped down as soon as
                   Rousseff’s impeachment request was approved by the House of Representatives. He serves as
 an advocate for the Executive Branch in Congress. Padilha favors privatization and public-private partnerships.

 General Secretariat of the Presidency

                       Joaquim de Lima (Acting)
                 Joaquim de Lima was the Executive Secretary of the former Secretary-General of the Presidency
                 Moreira Franco and assumed the office temporarily. Between May and December 2016,
                 Joaquim was nominated Acting President of Caixa Econômica bank. He had a long career at
                 Caixa, starting in 1979 as a public servant, going on to serve as division chief, executive
 manager, department head and director.

 Secretary of Government

                       Carlos Marun
                    Carlos Marun was named Secretary of Government in December 2017. He is a first-term
                    Federal Representative from President’s Temer party (MDB), who had experienced a rapid rise
                    by embracing “impossible causes” and becoming a major advocate of the President. He acted
                    in Temer’s defense on two indictment requests and led former House Speaker Eduardo Cunha’s
 defense in the Ethics Committee. Marun is known for his ability to keep moving forward in difficult times and had
 the task of approving pension reform in Congress, which was not achieved.

 Institutional Security Cabinet

                       Sérgio Etchegoyen
                      Sérgio Etchegoyen was appointed to the post of Secretary of Institutional Security by former
                      Minister Nelson Jobim and Army commander, General Eduardo Villas Boas. His challenge is to
                      restructure Brazil’s intelligence sector. During the initial phase, he was responsible for security
                      at the 2016 Olympic Games. He has worked on the early stages of implementation of the
 Integrated Border Monitoring System (SISFRON) and is expected to step up efforts to combat drugs and weapons
 trafficking as well as terrorism.

 Investment Partnership Program (PPI)

                       Adalberto Vasconcelos
                    Adalberto Vasconcelos has more than 20 years of experience in the area of infrastructure
                    concessions, especially in terms of management and control. Until Moreira Franco left the
                    command of the program for the General Secretariat of the Presidency, Adalberto served as
                    Deputy Executive Secretary in the Investment Partnerships Program (PPI). As Special Secretary,
                    he is in charge of advising President Temer on matters related to the PPI's performance,
 drawing up opinions and studies or proposing norms, measures and guidelines, and exercising normative
 guidance and technical supervision on issues under the purview of the PPI. Vasconcelos also acts as Executive
 Secretary of the PPI Council, but has no voting rights in the deliberations.

 Office of the Attorney General of the Union

                       Grace Mendonça
                     Grace Mendonça is the first woman to serve as Brazil’s Attorney General of the Union. She was
                     also the first woman nominated by President Michel Temer to take over a ministerial post in his
                     administration. Prior to joining the Attorney General’s Office in 2001, she served as an advisor
                     to the Deputy Attorney General (1995-2001) and as an attorney at TERRACAP (real estate
 company) in Brasília (1992-1995). From 2003 to 2016 she headed up the Litigation Secretariat (SGCT), the body
 responsible for legally representing the federal government before the Supreme Court. At the Attorney General’s
 Office, she has also held the positions of Deputy Attorney General, general coordinator of the Office of the
 Attorney General and Acting Attorney General.

 Ministry of Agriculture, Livestock and Supply

                       Blairo Maggi
                   Known as the “Soybean King,” Blairo Maggi inherited his family’s business: the Amaggi Group,
                   today considered the world’s largest private producer of soybeans. He served two terms as
                   governor of Mato Grosso (2002-2010) and one term as senator. In his first term as governor, he
                   was criticized for raising the deforestation rates in the Amazon, notoriously winning
 Greenpeace's 2005 "Golden Chainsaw Award." In his second term, he adopted a more conciliatory tone, which led
 him to sign the moratorium on soy and beef and successfully reduce deforestation rates in the state. In 2009, he
 was included on the list of Forbes Magazine’s “World’s Most Powerful People.” Maggi is a former ally of Lula and
 Rousseff and was several times considered for the Ministry of Agriculture during their administrations, but he
 turned it down and later voted in favor of Rousseff’s impeachment.

 Ministry of Cities

                       Alexandre Baldy
                    Alexandre Baldy was named Minister of Cities in November 2017. He decided not to run for a
                    re-election, remaining instead in the government and supporting his wife’s probable candidacy
                    for federal representative. He does not have a long-term relationship with the government’s
                    inner circle. Even so, he has political support from House Speaker Rep. Rodrigo Maia and Goiás
 State Governor Marconi Perillo. He took office as Industry and Trade Secretary of Goiás from 2011 to 2013, which
 allowed him to acquire knowledge of public policy concerning the productive sector. Baldy was elected Federal
 Representative for the 2015-2018 term. He became an interlocutor for the economic team and the government's
 political negotiators with the productive sector.

 Ministry of Culture

                        Sérgio Sá Leitão
                      President Temer named Sérgio Sá Minister of Culture in July 2017. Sá’s main challenge is
                      managing the Ministry’s significantly reduced budget, which suffered a 43% cut. The most
                      recent previous post for the former Folha de São Paulo and Jornal do Brasil journalist was
                      Director of the Nacional Film Agency (ANCINE). From 2003 to 2006, he served as Chief of Staff
 and Secretary of Cultural Policies during Gilberto Gil’s term as Minister of Culture. In addition to a long career in
 the film industry, Sá has also worked as an advisor to ANCINE's board of directors (2007-2008) and for RioFilme
 (2009-2015).

 Ministry of Defense

                       Joaquim Silva e Luna (Acting)
                    Joaquim Silva e Luna is the first military personnel nominated Minister of Defense since the
                    establishment of the Ministry in 1999. He has been serving the Army since 1969. Luna was
                    promoted to four-star general in 2011, when he was transferred to military reserve duty and
                    began working at the highest level of the Ministry, then led by Minister Celso Amorim (PT).
 Silva e Luna was the Ministry’s General Secretary of the Minister from 2015 until 2018. As a result of his Ministry
 experience, Silva e Luna has good relations among members of the Armed Force and civilians working in the area.

 Ministry of Education

                       Rossieli da Silva
                  Rossieli da Silva was nominated after Mendonça Filho’s departure to run in the October
                  elections, in an attempt to provide continuity to policies implemented. Technical by nature, he
                  supports a common national basic curriculum and more flexibility for high school education.
                  According to Rossieli's statement, he has no political ties. Prior to assuming this post, he
 headed the Secretariat of Basic Education (2016-2018) and the Secretariat of Education and Quality in the state of
 Amazonas.

 Ministry of the Environment

                       Edson Duarte (Acting)
                       Edson Duarte is Executive Secretary of the Ministry of the Environment and has been Acting
                       Minister since Sarney Filho left the office to run in the 2018 elections. Affiliated with the Green
                       Party (PV), Duarte was twice elected Representative for the state of Bahia (1996-2003) and
                       Federal Representative (2003-2011). He specializes in Agriculture.

 Ministry of Foreign Affairs

                       Aloysio Nunes
                    Aloysio Nunes was appointed by President Michel Temer to lead Brazil’s Foreign Ministry
                    following the resignation of Jose Serra in February 2017 for alleged health reasons. Like Serra,
                    Nunes is a member of the Brazilian Social-Democratic Party (PSDB). Nunes had been the
                    government’s leader in the Senate since Rousseff’s impeachment. He also headed the National
 Defense and Foreign Affairs Committees in the upper house. In 2014, he became Aecio Neves’ running mate in
 his failed attempt to win the presidency. Within the party, he is very close to–and a long-time ally of–his
 predecessor, Jose Serra. Nunes is seen as someone who will carry on Serra’s line of thinking, continuing to
 distance Brazil from left-wing Latin American regimes and emphasizing foreign trade.

 Ministry of Health

                       Gilberto Occhi
                     Gilberto Occhi takes office as the Minister of Health after an intense internal dispute within the
                     Progressive Party (PP), through which he is linked to some parliamentarians. The Ministry’s
                     agenda is not expected to change under his administration, although he is even more pro-
                     market than his predecessor, Ricardo Barros. He has been a career public servant at Caixa
 Econômica Federal since 1980 and held the presidency of the bank for the last two years (2016-2018). He has also
 took office as Minister of Cities (2014) and Minister of Integration (2014-2016). He is currently being investigated
 for his involvement in the so-called "fiscal pedaling" (pedaladas fiscais) during the Dilma Rousseff administration.

 Ministry of Human Rights

                       Gustavo Rocha
                     Gustavo Rocha was nominated for the position of Minister of Human Rights to replace
                     Luislinda Valois. The lawyer is the chief legal advisor and right-hand man to Michel Temer,
                     having advocated for the MDB and its members. He also temporarily holds the position of
                     Deputy Chief of Legal Affairs in the Office of the Chief of Staff. Rocha has directed measures to
 deal with the arrival of Venezuelan immigrants in Brazil and has participated in discussions on federal public
 security actions in the state of Rio de Janeiro. He also holds the position as the House’s counselor in the National
 Council of the Public Prosecutor’s Office.

 Ministry of Industry, Trade and Services

                       Marcos Jorge
                      Marcos Jorge was named Minister of Industry, Trade and Services after the departure of
                      Marcos Pereira to run in the 2018 elections. He is affiliated with the Brazilian Republican Party
                      (PRB) and holds the presidency of the party in the state of Roraima. The private sector tends
                      to see him as a political Minister, but with limited strength and dialogue within the
 Presidency. Previously, he was the Ministry’s Executive Secretary. He is expected to retain the technical team of
 secretaries set up by former Minister Marcos Pereira.

 Ministry of Integration

                       Antônio de Pádua
                     Antônio de Pádua is close to the family of former Minister of Integration Helder Barbalho,
                     influential in the state of Pará, and was nominated to be Barbalho’s successor once he left
                     office to run in the 2018 elections. Previously, he served as the Ministry’s Secretary of
                     Hydraulic Infrastructure, starting as soon as Barbalho took office in January 2017. In that
                     office, he was at the forefront of major engineering projects, such as the transposition of the
 São Francisco River. He was also engineering director of Codesp, the port authority for São Paulo State, from 2015
 to 2017.

 Ministry of Justice

                       Torquato Jardim
                       Minister Torquato Jardim has more than 40 years of experience in electoral law, eight of them
                       as Minister of the Superior Electoral Court (TSE). Jardim was appointed by President Michel
                       Temer to the Ministry of Justice and Public Security, replacing Osmar Serraglio (PMDB-PR)
                       who was asked to step down for being considered weak and ineffective in his oversight of
                       the Federal Police. Jardim was considered strong enough to retake control of the Federal
 Police in the Operation Car Wash Investigation and was considered a good articulator in the defense of President
 Michel Temer’s trial in the TSE, which ended up not convicting the president.

 Ministry of Labor

                       Helton Yomura
                     Helton Yomura took office in April 2018 replacing Ronaldo Nogueira, who left the Ministry in
                     December 2017. He had served as Executive Secretary of the Ministry of Labor and has been
                     the Acting Minister since Rep. Cristiane Brasil had her nomination suspended and later
                     cancelled by President Temer. He dialogues with companies, unions and associations to
 discuss labor issues. Before serving at the Ministry of Labor, Yomura was the Regional Superintendent of the
 Ministry in the state of Rio de Janeiro and promoted a structural and budgetary reorganization of the public
 body. He holds a degree in Law.

 Ministry of Mines and Energy

                       Wellington Moreira Franco
                    Moreira Franco was named Minister of Mines and Energy in April 2018 after Fernando Coelho’s
                    departure to run in the 2018 elections. He previously served as Secretary-General of the
                    Presidency. Moreira Franco is one of Temer’s five closest advisors. His career includes being
                    elected to three separate terms in Congress (1975-1977, 1995-1999 and 2003-2007) and
                    serving as Mayor of Niterói, Rio de Janeiro (1977-1982) and Governor of Rio de Janeiro (1987-
 1991). He was an advisor to former Presidents Fernando Henrique Cardoso and Luiz Inácio Lula da Silva and a
 two-time minister to former President Dilma Rousseff, only to later become a solid proponent of her
 impeachment. In the Rousseff administration, Moreira Franco held positions in the Secretariats of Strategic Affairs
 (SAE/2011-2013) and Civil Aviation (SAC/2013) and enjoyed support from PMDB leadership and his personal
 friend, President Michel Temer. At SAC he presided over a successful airport concession program.

 Ministry of Public Safety

                       Raul Jungmann
                      Raul Jungmann was Minister of Defense from 2016 until the creation of the Ministry of Public
                      Safety in late February 2018. As a federal representative, he will not be running in the October
                      elections to focus on public safety, one of Temer’s main priority themes. He was also the
                      Minister of Agrarian Reform during the Cardoso administration and is affiliated with the
 Popular Socialist Party (PPS), which opposed Rousseff’s administration. Jungmann has studied and maintained an
 interest in issues related to defense while in Congress and through former Minister Nelson Jobim (Lula’s
 administration), who was responsible for the Ministry as we know it today. Jungmann is well-liked by the military
 leadership. When he was Minister of Agrarian Reform, he did not bend to the demands of the Landless Workers'
 Movement’s (MST) representatives, and despite being affiliated with a socialist party, he is not especially well-
 regarded by the Left.

   Ministry of Science, Technology, Innovation and Communications

                       Gilberto Kassab
                      Gilberto Kassab is a politician and former Minister of Cities in the Rousseff administration, a
                      post he left on the eve of the impeachment vote in the lower house after his party came out
                      in favor of the impeachment. His main challenges as Minister will be resuming innovation
                      policies (after the merger of both Ministries, there was much criticism that innovation issues
   could be set aside), and improving the current telecommunications regulation for expanding broadband
   services.

                       former Minister, Torquato Jardim, accepted President Michel Temer’s invitation to become
                       Minister of Justice and Citizenship (MJSP). Rosário has been a CGU career servant since 2009
   and has served as a finance and control auditor. In the internal control body, he also worked in the area of
   Special Operations, responsible for joint investigations to combat corruption, in coordination with the Federal
   Police, public ministries (Federal and State) and other state defense agencies. He was an Army Captain, having
   served as administrative prosecutor and head of the Controlled Products Inspection Service for the state of
   Espírito Santo.

 Ministry of Transportation

                       Valter Casimiro
                   Valter Casimiro was named Minister of Transportation after the departure of Maurício Quintella
                   to run in the 2018 elections. He was appointed by the same party as the former minister, and is
                   expected to continue the policies of the ministry, maintaining a good relationship with the
                   private sector. He has been the General Director of the National Transportation Infrastructure
                   Department (DNIT) since 2015, when he was appointed by former President Dilma Rousseff. He
 began his public career in 1994. Casimiro has been a DNIT career public servant since 2006 and has worked
 mainly with the waterway model. In 2013, Casimiro participated in the World Bank's study mission on the
 development of multimodal transport corridors in Europe.

 Ministry of Tourism

                       Vinícius Lummertz
                   Vinícius Lummertz likes to play a coordinating role and his main strength is bolstering Brazil’s
                   tourism, like former Minister Marx Beltrão. He has been the president of the Brazilian Tourism
                   Institute (Embratur) since 2015, where he highlighted some priority markets for Brazil, such as
                   the Americas, Europe and Asia - especially China. Before that he was Secretary for Tourism
 Policy (2012-2015) and Secretary of Tourism, Sports and Culture in the city of Florianopolis (2007-2010).

                  Leandro Cruz was nominated after the former Minister of Sports Leonardo Picciani left to run in
                  the 2018 elections. He is known as Picciani’s right-hand man. Prior to joining the Ministry, he
                  held the position of National Secretary for Sports, Leisure and Social Inclusion (2016-2018). Cruz
                  was responsible for implementing guidelines for programs such as the School and University
 Games and the “Second Time Program,”which aim to bring culture and leisure through sports to at-risk children
 and adolescents.

                       Alberto Beltrame
                   Alberto Beltrame was nominated by the MDB party to the Ministry of Social Development.
                   Beltrame had been the Ministry’s Executive Secretary since 2016 and will provide continuity to
                   Osmar Terra’s administration. Over the last 30 years, he has been active in health sector
                   management, working in public, private and philanthropic establishments. In the public sector,
 Beltrame held important positions in the healthcare system, including in establishing and consolidating the
 National Healthcare Service (SUS). He is a pediatrician by training.

                    Eduardo Guardia takes office as Minister of Finance after the departure of Henrique Meirelles,
                    who is expected to run in the 2018 elections. He was indicated by Meirelles himself in an
                    attempt to provide continuity to economic policy. Guardia was named Executive Secretary in
                    June 2016. Before becoming Executive Secretary, he was Executive Director of Products at
 BM&F Bovespa, a position he held since May 2013. Prior to that, the business executive also held the position of
 Secretary of Finance for the state of São Paulo, and Secretary of the Treasury, and served as Deputy Secretary of
 Economic Policy in the Ministry of Finance. Guardia graduated from the Pontifical Catholic University of São Paulo
 (PUC-SP) and holds a doctorate in economics from the University of São Paulo.

 Executive Secretary

                       Ana Paula Vescovi
                      Ana Paula Vescovi was designated Executive Secretary in April 2018 by the recently nominated
                      Minister of Finance Eduardo Guardia. She has headed the Secretary of Treasury since June
                      2016. As a federal public servant since 1997, Vescovi has spent 10 years in the Secretariat of
                      Economic Policy in the Treasury Department, where she has held positions as coordinator of
 sectoral policies, focusing on the automotive, information technology, science and technology, basic industries
 and agribusiness areas. Before taking over the Treasury, she served as Treasury Secretary for the state of Espírito
 Santo, where she led a successful fiscal adjustment measure. She defends facing structural problems in state
 government accounts, such as high commitments to personnel costs, and is critical of states’ debt extension with
 the Federal Government. Affiliated with the MDB, Vescovi has been tapped to run in the Espiríto Santo State
 government elections in 2018 where she has the support of current Governor Paulo Hartung (MDB). Vescovi is an
 economist, specializing in public policy and government administration and she holds a master's degree in public
 administration from the Getulio Vargas Foundation.

                       Fabio Kanczuk
                    Fabio Kanczuk is Vice President of Services, Infrastructure and Operations at Banco do Brasil.
                    He has a degree in Electronic Engineering from the Technological Institute of Aeronautics (ITA),
                    a PhD in economics from the University of California and a post-doctorate in Economics from
                    Harvard University. Kanczuk has a strong academic, non-market oriented profile. His
 appointment was received by the market as someone with a strong technical background who shares similar
 views with Minister Meirelles. He has been a professor at the School of Economics and Administration at the
 University of São Paulo since 1999, where he teaches macroeconomics and mathematical economics. He was
 previously an economist at Banco Original.

 Secretary of Federal Revenue

Jorge Rachid
                     He joined the Brazilian Internal Revenue Service (Receita Federal) as Tax Auditor in January 1986.
                     In November 2005, Rachid concurrently held the positions of Secretary of the Internal Revenue
                     Service and Social Security Secretary of the Social Security Ministry. He held a prominent
                     position in the Lula government, after having been personally invited to replace Everardo Maciel
                     to head up the Internal Revenue Service. He was surveillance coordinator at the Internal Revenue
                     Service and is recognized to this day as one of the main supporters of direct access by tax
authorities to financial transactions of individuals and corporations. In the Fernando Henrique Cardoso
administration, he led several operations to detect tax evasion on tax returns of lawmakers and major companies
linked to the government—particularly highlighted in the media was the case of the complaint (filed) against the
Coteminas company that belonged to former Vice President José Alencar. Rachid was part of Dilma Rousseff’s
administration early in her second term, appointed by then new Minister of Finance Joaquim Levy to replace Carlos
Barreto whose legacy had been to "modernize" the Internal Revenue Service and increase oversight.

                       Marcello Estevão
                     Marcello Estevão took office in November 2016. In terms of agenda, he will act as the bridge
                     between the Ministry of Finance and international economic organizations (for external
                     financing with the Inter-American Development Bank (IDB) or actions involving the World
                     Trade Organization (WTO), the International Monetary Fund (IMF) and the World Bank), besides
                     being the Ministry’s official representative in foreign trade bodies such as CAMEX and agencies
 related to export financing and insurance. Prior to that, Estevão was mission chief at the IMF in Washington, DC.
 From 2013 to 2015 Estevão was chief economist at the Tudor Investment Corporation. His career has also

                       Mansueto Almeida

                    Almeida is a Planning and Research technician at the Institute for Applied Economic Research
                    (IPEA), having occupied the following positions in Brasilia: Secretary for Economic Affairs
                    (2016-2018), Advisor to the Senate’s Regional Development and Tourism Committee (2005-
                    2006), Coordinator General of Monetary and Financial Policy in the Economic Policy
 Department of the Ministry of Finance (1995-1997) and Economic Advisor to Senator Tasso Jereissati. He holds a
 master’s degree in economics from the University of São Paulo (USP) and an incomplete doctorate in Public Policy
 from MIT, as he did not defend a dissertation.

                       Alexandre Angelo da Silva is a Planning and Research technician at IPEA, having assumed
                       leading positions in public administration such as deputy secretary for Fiscal, Energy and

                       João Manoel Pinho de Mello
                    Mello was nominated to the position by former Minister of Finance Henrique Meirelles, with
                    the responsibility for leading the implementation of measures aimed at increasing economic
                    productivity. His career was focused on academia, with the publication of several articles, and
                    in the private sector, acting as a consultant and columnist at Folha de São Paulo. Since taking
 the position of Special Advisor, he has frequently welcomed a number of private companies and associations. He
 was professor at Insper, a Fellow at the Harvard Kennedy School of Government, and Lemann Visiting Scholar at
 the David Rockefeller Center for Latin American Studies (Harvard University).

 Secretary of Social Security

                       Marcelo Caetano
                     Caetano, who has served as Secretary since 2012, is a specialist in social security issues. He has
                     held the position of economist at IPEA since 1997, and he is also a member of the editorial
                     board of the Journal of Social Policy, published by Cambridge University Press. He began his
                     professional career as a professor of Introduction to Economics and Macroeconomics at the
 Federal Fluminense University (UFF) and PUC-RJ. From 1998 to 2005, he was general coordinator of actuarial,
 accounting and technical studies of the Ministry of Social Security. In 2009, he was a visiting researcher at the
 London School of Economics (UK). Caetano has also served as an advisor on simulations of the tax impacts of
 social security reform in Brazil, Ecuador and Cape Verde.

                       Esteves Colnago
                      Esteves Colnago worked over 20 years with former Minister Dyogo Oliveira and is expected to
                      provide continuity to his agenda, including fiscal and economic adjustments. He assumed the
                      position of Executive Secretary of the Ministry of Planning in March 2017, when Dyogo Oliveira
                      took office. Previously, he held the position of Deputy Executive Secretary. Colnago holds a
 master’s degree in Economics and has a technical and discreet profile. Some of the challenges of his new position
 involve preparing a budget consistent with the current economic situation and with policies proposed by the
 economic team, in addition to overseeing the role of the BNDES. He has already announced that one of his
 priorities will be the drafting of a strategic 12-year plan for Brazil, in partnership with public research institutions.
 He has been a career public servant at the Central Bank since 1998.

 Central Bank

                       Ilan Goldfajn
                    An economist with a master's degree from the Pontifical Catholic University of Rio de Janeiro
                    (PUC-RJ) and a PhD from the Massachusetts Institute of Technology (MIT), Goldfajn has worked
                    as a consultant to international organizations (such as the World Bank, the International
                    Monetary Fund (IMF) and the UN), the Brazilian government and the private sector. He served
 as director of Economic Policy of the Central Bank of Brazil from 2000 to 2003. He is currently director of the
 Center for Public Policy Debate (CDPP). In 1999, he joined the Department of Economics at PUC-RJ, working until
 late 2008 as a professor in the Master in International Finance and Macroeconomics Program. From 1996 to
 1999, he worked at the IMF and from 1995-1996 he was an assistant professor at Brandeis University in
 Massachusetts. In order to assume the presidency of the Central Bank, he relinquished his roles as chief
 economist and partner at Itaú Unibanco.

                       Dyogo Oliveira

                    Dyogo Oliveira was appointed President of the BNDES by President Temer in April 2018. He
                    had been serving as Minister of Planning since May 2016. Oliveira has a decidedly technical
                    profile. He is a trained economist and career civil servant, having been a public policy and
                    government management specialist and has held public office since 1998. He has worked in
 the Ministry of Development, Industry and Foreign Trade (MDIC) as well as the Ministry of Finance for almost 10
 years, where he has been one of the prominent names involved in negotiating private sector interests and
 demands with the economic team. He announced that his priorities will be small businesses, infrastructure,
 innovation (Industry 4.0 and startups) and foreign trade.

 National Water Agency | ANA

 The National Water Agency is associated with the Ministry of the Environment and is responsible for implementing
 and managing Brazilian water resources. It regulates the use of river and lake waters that belong to the federal
 government and implements the National Water Resources Management System (SINGREH). ANA comprises five

 National Mining Agency | ANM

 The National Mining Agency (ANM) was created through Provisional Measure MP 790/17, pending approval by the
 National Congress in order to become law. The MP determines that the agency will have one Director General and
 four directors, with mandates of five years, without the possibility of reappointment. The structure of the new
 agency has not yet been defined nor is there any information as to when the new directors will be appointed.

                       Eunício Oliveira
                      Oliveira's victory in becoming Senate President strengthens the legislature's alliance in support
                      of the Temer administration. He has signaled clear support for Temer’s reforms, addressing labor
                      reform in his inaugural speech and resuming work to approve the bill on outsourcing in
                      interviews. He also advocates tax reform, suggesting a solution that would modify the current
 rules of tax distribution between the federal government, states and municipalities. Last year he served as rapporteur
 for the Spending Cap Amendment. By the time his term as Senate president concludes, his party, the PMDB, will
 have completed 30 years of Senate rule (out of the 34 years since Brazil’s return to democracy).

 House

                       Rodrigo Maia
                     The re-election of Congressman Rodrigo Maia as House Speaker revealed a weakening of the
                     so-called "Centrão," a group masterminded by former House Speaker Eduardo Cunha. During
                     Cunha's term, the group had delivered as many as 220 votes compared with the much lower 105
                     votes delivered by one of its current leaders, Rep. Jovair Arantes. Maia’s first term as House
 Speaker, shorter than usual as it began upon the resignation of Cunha, was marked by dialogue and support for
 President Michel Temer's legislative agenda. This should continue. Maia was key to approving the Spending Cap
 Amendment. He is an advocate of pension reform and will likely try to speed up its approval. Although he supports
 labor reform, it is possible that he will slow the pace of its passage as some say it was included as part of a deal
 with the Left to win his re-election as speaker.

 Supreme Federal Court (STF)

 The STF is Brazil’s highest court of law on constitutional matters and consists of 11 justices. The STF currently has
 43,921 cases awaiting trial on several issues. Last year, the collegiate issued over 12,000 decisions while the ministers
 issued over 113 thousand. In September, the STF will have a new president, when minister Carmen Lúcia’s term ends,
 and minister Dias Toffoli takes office.

 In recent years, the Court has changed its way of acting. From a Federal Supreme Court restricted to the Law to an
 expansive Court towards judicial activism, acting where the legislature cannot or does not want to act. This places
 the STF as the protagonist of discussions relevant to society, such as abortion, homosexual rights, partisan loyalty
 and the ban on election funding by companies. Currently, in the face of the arrest of former Brazilian President Luís
 Inácio Lula da Silva, the Constitutional Court has been pressured to decide on arrests after second-instance
 convictions. Another point is the limitation of privileged jurisdiction to accelerate decisions on politicians involved in
 corruption schemes such as Operation Car Wash.

 Superior Court of Justice (STJ)

 The STJ is Brazil’s highest court of law on non-constitutional issues regarding federal law. The Court comprises 33
 justices, referred to as ministers, chosen among Brazilian citizens between the ages of 35 and 65, appointed by the
 President from a previously established tripartite list presented by the STJ, after majority approval by the Senate.

 Superior Labor Court (TST)

 The TST is Brazil’s highest appellate court for labor law issues. The court comprises 27 ministers selected in the

 Superior Electoral Court (TSE)

 The TSE is Brazil’s highest judicial body for examining electoral cases. Among other duties established in the
 Brazilian Electoral Code, the Court hears appeals from regional electoral courts, including those related to
 administrative matters. Unlike the other courts, the TSE comprises seven members who each serve two-year terms.
 Three ministers are selected from among the STF, two are selected from among the STJ, and two are appointed by
 the President from a list of attorneys nominated by the STF.
