Message from the Conference Chair
                       Dear Colleagues and Friends,
                       It’s a great honor for me to welcome all of you to Plattsburgh!
                       On behalf of the Co-Chairs and the Organizing Committee of
                       the International Conference of CEDIMES Institute USA, the
                       Africa Business and Entrepreneurship Research Society and the
                       Pan-African Institute of Economic and Financial Governance, I
                       would like to express to you my most sincere gratitude for your
                       presence at this conference.
                        The global economy has been witnessing a new international
economic order with the emergence of new key players. For the last few years, the Belt &
Road Initiative of China has changed the economic posture of many Developing Coun-
tries in the world and particularly in Africa. The goal of this conference is to discuss
the challenges of Developing Countries, but also the opportunities and the new ideas
that can promote sustainable socio-economic transformations in these countries. We are
very proud of the great diversity of the participants who are involved in this conference
as they were born in 40 different countries. Some of them come from very prestigious
universities or international institutions, such as the Ivey School of Business of West-
ern University, University of Vienna, University of London, University of Macedonia in
Greece, and the International Monetary Fund.
I would like to extend my deep appreciation to the Sally & Grant Webb Endowment, to
President John Ettling, to Vice President Anne Whitmore Hansen, and to Dean Rowena
Ortiz-Walters for providing the financial support to organize this conference. We are
fortunate to have as partners for this conference some prestigious institutions, such as
Virginia Commonwealth University, the Whitman School of Management of Syracuse
University, the Stephen Jarilowski Chair in International Management at Laval Univer-
sity, the Society and Management Chair in Management at HEC-Montreal, and Thun-

Biographies of Conference Chairs and Special Guests

                            Conference Chair: Prof. Elie Chrysostome
                           Dr Chrysostome is Professor of International Business and Strategic Manage-
                           ment at the State University of New York at Plattsburgh and Founding Director
                           of CEDIMES Institute USA. He was the chair of the International Business
                           Division of Administrative Sciences Association of Canada (ASAC). He is also
                           the Chair of the International Conference of CEDIMES Institute USA and has
                           chaired the International Case Teaching Workshop of R. Ivey Business School
                           in West Africa. Dr Chrysostome is a Research Associate at the Strategy and
                           Society Chair of Management of HEC-­Montreal (Canada) and at the MLGRG
                           at Concordia University in Montreal (Canada). He taught at Laval University,
                           University of Moncton in Canada and was invited speaker or visiting scholar
at Thunderbird School of Global Management (Arizona, USA), Haute Ecole de Gestion de Fribourg (Fri­
bourg, Switzerland), HEC Montreal (Canada), Universite Paris-Dauphine, Wroclaw University of Eco-
nomics (Poland) and Alfred Nobel University (Ukraine). He supervised, co-supervised or served as exter-
nal examiner of many dissertations including some PhD dissertations. He is author and co-author of 40
publications. The two most recent books (edited) that he published are Capacity Building in Emerging and
Developing Countries: From a Mindset Transformation to Entrepreneurship and Diaspora Involvement and
Building Businesses in Emerging and Developing Countries: Challenges and Opportunities, with Prof Rick
Molz of Concordia University (Canada). He holds a PhD in Administration Sciences from Laval Univer-
sity in Canada.

                            Conference Co-Chair: Prof. Zhan Su
                             Dr Zhan Su is a Professor and Director of the Stephen A. Jarislowsky Chair
                             in International Business at Laval University, Canada. He’s also the director
                             of CEDIMES Institute Canada and the Editor in Chief of Transnational Cor-
                             porations Review. He was the chair of several leading academic conferences
                             including the Academy of International Business Conference, the Canadian
                             Council of Small Business and Entrepreneurship (CCSBEs), the CEDIMES In-
                             stitute International Colloquium. Prof. Su has carried out many research proj-
                             ects regarding a variety of subjects such as management of multinational cor-
                             porations, internationalization of firms, country risk evaluation, cross-­cultural
                             management, development models of emerging countries and doing business
in emerging markets. Professor Su has published more than 100 papers in respected academic journals,
books and proceedings of leading academic conferences. His publications have appeared among others in
Journal of International Management, Journal of Business Ethics, Journal of Developing Areas, Journal of In-
tellectual Capital, The International Journal of Human Resource Management, Critical Perspectives in Inter-
national Business, M@n@gement, and International Journal of Cross-Cultural Management. He presented
papers in over one hundred fifty national and international conferences. He received several prestigious
awards for his research and teaching. He holds a Doctorate in business administration from the University
Pierre Mendès (Grenoble II) in France.

Conference Co-Chair: Prof. Issouf Soumare
                              Issouf Soumaré is a Full Professor of Finance and Director, International Re-
                              lations, and Director of the Laboratory for Financial Engineering, at Laval
                              University, in Quebec, Canada. Professor Issouf Soumaré is an expert in risk
                              management and financial engineering with more than 17 years of profession-
                              al experiences. He works regularly as a consultant, advising public administra-
                              tions and private corporations on financial and risk management issues. He
                              also worked for the Risk Management Unit of the African Development Bank
                              (AfDB). Prof. Soumaré is regularly invited as keynote speaker at seminars and
                              workshops on capacity building in financial and risk management in Canada
                              and Africa. He holds a PhD in Business Administration in Finance from the
University of British Columbia in Canada, a MSc in financial engineering from Laval University in Can-
ada, a Master degree in Statistics and Applied Economics (ISE) from ENSEA of Abidjan in Cote d’Ivoire
and a Master in Applied Mathematics from the National University of Côte d’Ivoire. He also holds two
professional certificates in risk management: FRM and PRM. He is fluent in both French and English. He
is a Co-Investigator in the DFID-ESRC Growth Research Programme Call 3 for Delivering Inclusive Fi-
nancial Development and Growth. In addition, he is a resource person of the African Economic Research
Consortium (AERC).

                            Conference Co-Chair: Prof. Charles Moumouni
                            Prof. Charles Moumouni has a Doctorate of Laws (LL.D.) and two Masters de-
                            grees (in Law and Communication) from Université Laval (Quebec, Canada),
                            and two other Masters degrees (in Law and English) from the National Univer-
                            sity of Benin. He graduated from Quebec Bar School and has been registered
                            as practicing lawyer since 2001. He also received journalism education at the
                            Center for Journalists Education and Advancement (CFPJ) in Paris (France),
                            and at the University of Maryland (US). Full Professor at the Department of
                            information and communication of Université Laval (Quebec), and lawyer
                            at DS Lawyers Canada, he has dedicated the last 18 years of his professional
                            life to teaching and researching in the fields of development communication,
international communication, program monitoring and evaluation, communication and public affairs,
public relations and marketing, journalism, media law, business law, and investments in Africa. Recent
projects and field work in Africa include: the co-founding and co-chairing of the Pan-African Institute for
Financial and Economic Governance (IPAGEF), Director General of the Institute for International Rela-
tions and Strategic Studies (IRIES) of the Ministry of Foreign Affairs and Cooperation of Benin, Cotonou
(2014-2018); the design of a strategic communication plan for the Mali Agency for Investments Promo-
tion (API-Mali, Bamako, 2017.

                            Provost of SUNY Plattsburgh: Dr. David Hill
                            David Hill is the Interim Provost and Vice President for Academic Affairs at
                            the State University of New York at Plattsburgh. Previous to this appointment
                            he was Project Director for TeachNY, a federally funded project in the SUNY
                            Chancellor’s office. Hill has served as Dean of Education, Health, and Human
                            Services at SUNY Plattsburgh. He has held administrative and faculty posi-
                            tions at Keene State College in New Hampshire, The Ohio State University in
                            Ohio, and Binghamton University in New York. His doctorate is in the area
                            research in teaching students with special needs. He has published extensively
                            in education journals on instructional strategies.

Dean of the School of Business & Economics, SUNY Plattsburgh:
                           Dr. Rowena Ortiz-Walters
                           Dr Ortiz-Walters is the Dean of the School of Business and Economics at the
                           State University of New York at Plattsburgh, becoming only the ninth Hispanic-­
                           American dean of a US business school. Formerly, she was department chair
                           and professor of management at Quinnipiac University where she co-founded
                           and served as co-director of the Center for Women and Business. Dr. Ortiz-­
                           Walters is also a scholar and public speaker in higher education. Through her
                           scholarship and speaking engagements, she contributes to the national con-
                           versation on the status of women’s careers. Additional research expertise and
                           interests include entrepreneurship, creativity, issues of diversity and the schol-
arship of teaching and learning. Her research has appeared in Journal of Organizational Behavior, Journal
of Developmental Entrepreneurship, Journal of Women’s Entrepreneurship and Education, Business Journal
of Hispanic Research and Journal of College Teaching and Learning. She has spoken at Catalyst®, Permanent
Commission on the Status of Women, Institute on Teaching and Mentoring, and Chambers of Commerce.
Dr. Ortiz-Walters earned her doctorate from the University of Connecticut.

                            Mayor of Plattsburgh: Prof. Colin Read
                             Prof. Read is the Former Dean of the School of Business and Economics of
                             the State University of New York at Plattsburgh. He has been teaching money
                             and banking for thirty years and also teaches history of economic and finance
                             thought. For the past ten years, he has served on the board of a bank and then
                             on the board of a NASDAQ traded public holding company of a number of
                             banks and insurance companies. He is regarded as an independent director and
                             a financial expert. Prof. Read received his Ph.D. in economics, with specialties
                             in finance and urban/real estate economics, from Queens University in Kings-
                             ton, Ontario, Canada. His undergraduate degree was in physics, and he has also
                             completed an M.A. in Economics, an M.B.A., a Master’s of Taxation, and a ­Juris
Doctor in Law. His research is in urban and real estate economics, macroeconomics, banking, and the
history of finance. He has published thirty research papers, about five hundred newspaper columns, and a
dozen books. He served on the county legislature, and now serves as the mayor of the City of Plattsburgh.
His favorite hobby is flying and he also spends time at the vineyard he shares with his wife in Mooers, N.Y.

                           President, CEDIMES Institue: Prof. Claude Albagli
                          Prof. Claude Albagli holds a doctorate in Economics from Universite Pantheon
                          Assas Paris II and specialized afterwards in Development Economics. He spent
                          more than fifteen years in Africa where he served in different academic posi-
                          tions including the ones of founder and dean of business schools. Prof Albagli
                          replaced the late Emeritus Prof Jacques Austruy, the founder and first President
                          of CEDIMES Institute since 1992. Under his lead CEDIMES Institute has tre-
                          mendously internationalized its activities, reaching today 35 local offices in 35
                          countries on the five continents. He is author and co-author of many publica-
                          tions focusing on various issues related to Developing Countries. He has a par-
                          ticular interest in China and has initiated for the last twenty five years various
academic projects between Chinese academic institutions and Western schools. He was visiting Professor
in Canada and Ukraine. Prof Albagli is Doctor Honoris Causa I Russia, Romania and Khazastan and mem-
ber of Academy of Sciences of Romania. He is a Knight of National Order of Merit and recipient of Order
of Academic Palms in France.

Biographies of Keynote Speakers

                               Prof. P.W. (Paul) Beamish
                                Paul Beamish has authored over 59 books and 136 journal articles. His books
                                are in the areas of International Management, Strategic Management, and Joint
                                Ventures and Alliances. His articles have appeared in Academy of Management
                                Journal, Academy of Management Review, Strategic Management Journal, Journal
                                of International Business Studies (JIBS), and elsewhere. He served as Editor­-in-
                                Chief of JIBS from 1993-97 and is on numerous editorial boards. He is a Re-
                                search Fellow of the Asia Pacific Foundation in Canada. Professor Beamish has
                                supervised 34 PhD dissertations, many involving International Joint Ventures
                                and Alliances. His consulting, management training, and joint venture facilita-
                                tion activities have been in both the public and private sector. These have taken
    place in over a dozen countries for such organizations as Boeing, Canadian Foreign Service Institute, Cisco,
    Dupont, Harvard Institute for International Development, Hayes-­Dana, Labatt/Interbrew, Schneider, and
    Valmet. He worked for Procter and Gamble and Wilfrid Laurier University before joining Ivey’s faculty in
    1987. He is the founder of The 39 Country Initiative. Beamish has authored over 135 case studies, primarily
    in the international management area. These have appeared in Asian Case Research Journal, Case Research
    Journal, and in over 120 books. His cases have been among Ivey’s top external sellers in each of the past ten
    years. He is recipient of best case-writing awards from the European Foundation for Management Devel-
    opment, AIB, and ASAC.

                                Prof. Victor Murinde
                                Professor Victor Murinde (PhD, FRSA, FAcSS) holds the AXA Chair in Global
                                Finance and is the Founding Director of the Research Centre for Global Fi-
                                nance, at the School of Finance and Management, SOAS University of London.
                                He is a Fellow of the Royal Society of Arts; he is also a Fellow of the Academy
                                of Social Sciences. He has contributed over 100 research papers to the finance
                                and economics literature. According to the UK Research Excellence Frame-
                                work (REF2014), his research on “Shaping Bank Regulatory Reforms in Afri-
                                ca” was recognized for exceptional impact. He is the Principal Investigator of a
                                DFID-ESRC research project on “Inclusive Finance”, 2016-2021, leading a con-
                                sortium of: SOAS University of London; University of Birmingham; Columbia
    University; University of Sussex; University of Nottingham; ODI London; University of Groningen; Laval
    University; University of Ghana, Legon; & the African Economic Research Consortium (AERC). He is also
    Co-Investigator on “China’s financial system towards sustainable growth: The role of innovation, diversi-
    ty and financial regulation”, funded by ESRC and the China National Science Funding Council (NSFC).
    Professor Murinde is the Chair of Group C (Finance) for the AERC and was the founding Director of the
    African Development Institute, at the African Development Bank and Chair, Econometric Society, Africa
    Region (2014-2018).

Prof. Maria Negreponti-Delivanis
                            Dr Negreponti-Delivanis is Professor of Economics at the University of Mace-
                            donia,Thessaloniki and was a docent at the Aristotle University. She is the first
                            woman university president (Rector) in Greece and was re-elected three times.
                            She has also been a consultant at OECD, Vice-President of the Internation-
                            al Association of French-speaking Economists, (AIELF), Vice-President of
                            ­CEDIMES Institute, President of the Honorary Doctors of the University of
                             Valahia in Romania, President of the “Dimitris and Maria Delivanis Founda-
                             tion”. She is Doctor Honoris Causa of Democritus University of Thrace, Uni-
                             versity of Valahia (Romania), University of Kainar (Almaty-Kazakhstan), Uni-
                             versity of Barnaoul-Altai (Siberia-Russia) and University of Annaba (Algeria).
She was elected member of the Scientific Academy of Bucharest and has been awarded the First Prize of
the Academy of Athens for her research on the regional development of Greece. Dr Negreponti-­Delivanis
is a Jean Monnet Fellow at the European University Institute of Florence (Fiesole). She is author of 52
books, monographies and hundreds of scientific articles in Greek, French, English, Spanish, Romanian
and Russian, for which she received various awards. She has delivered invited lectures at many universities
in Washington, New York, Paris, Rome, Bonn, Marseille, Florence, Trieste, Sophia, Bratislava, Warsaw,
Cracow, Melbourne, Buenos Aires, Cordova, Rio de Janeiro, S. Korea, Port-au-Prince, Yaounde, Almaty
(Kazakhstan), Rijeca (Croatia), Fribourg (Switzerland), Targoviste (Romania), Prague (Tchechie). Her
doctoral thesis was published with an allowance of CNRS-Paris, and she received a research scholarship
from NATO. She holds a PhD with distinction from University of Sorbonne (Paris) and was also a student
at LSE and a research fellow at the University of California, Berkeley.

                            Dr. Fuad Hasanov, Senior Economist, IMF
                            Fuad Hasanov is a Senior Economist at the International Monetary Fund
                            (IMF) and an Adjunct Professor of Economics at Georgetown University. Since
                            joining the IMF in 2007, he has worked as an economist for several emerging
                            countries and natural resource producers and conducted training of IMF staff
                            and government officials. Before joining the IMF, Fuad was an Assistant Pro-
                            fessor of Economics at Oakland University in Rochester, Michigan in 2004-
                            2007. He has written articles on consumption and saving, real estate returns,
                            growth and inequality, fiscal policy and debt, and natural resources. His recent
                            research focuses on growth, innovation, and state policies. His recent book.
                            Breaking the Oil Spell, co-edited with Reda Cherif and Min Zhu, explores eco-
nomic diversification in oil exporters. Fuad received a PhD in economics from the University of Texas at
Austin.

                            Dr. Reda Cherif, Senior Economist, IMF
                            Reda Cherif is a Senior Economist at the International Monetary Fund (IMF).
                            He joined the IMF in 2008 and worked in several departments on fiscal is-
                            sues, macroeconomic analysis of emerging and developing countries, and eco-
                            nomic training of government officials. His research focuses on development
                            economics, natural resources, fiscal policy, and growth and innovation. His
                            recent book co-edited with Fuad Hasanov and Min Zhu, Breaking the Oil Spell,
                            explores economic diversification in oil exporters. Reda holds a PhD in eco-
                            nomics from the University of Chicago.
