CALL FOR PAPERS
   Fourteenth Latin American Conference on Objects and Learning Technologies
                          (LACLO 2019) XIV LACLO 2019

The Latin American countries have an urgent need to share, to join efforts and grow
together in many areas, but especially in those areas that could lead us to improve
the educational level of our people. Learning technologies can be considered by
many as the cornerstone for a new educational era that is under development, and
Latin American countries should maintain an active forum for discussing the existing
technological alternatives that can be applied to our regional contexts. LACLO aims
to be a forum of this type, where researchers, developers and education
professionals are able to share their experiences and technological advances in the
learning technologies field, and integrate these diverse technological developments
in their teaching contexts and learning.

LACLO was achieved for the first time in Guayaquil in 2006, and was organized by
the Escuela Politécnica del Litoral (ESPOL). In that same year, the Latin American
Community of Learning Objects (LACLO) was created. Since then, the conference
has been organized annually in different region countries (Santiago - Chile in 2007,
Aguascalientes - Mexico in 2008, Mérida - Mexico in 2009, Sao Paulo - Brazil in
2010, Montevideo - Uruguay in 2011, Guayaquil - Ecuador in 2012, Valdivia - Chile in
2013, Manizales - Colombia in 2014 and Maceió - Brazil in 2015, San Carlos, Costa
Rica in 2016, La Plata, Argentina 2017, Sao Paulo, Brazil 2018).

The event subject has been expanding beyond the technology of learning objects,
which covers the entire spectrum of information and communication technologies to
support and improve teaching and learning, which has led to a debate within of the
community on the need and convenience of adopting a new name and renaming the
Latin American Conference on Learning Objects and Technologies for Learning.

This year, the University of Baja California Sur, UABCS, Mexico, coordinates the
work of the XIV Latin American Conference on Learning Objects and Technology
(LACLO 2019). This conference will take place on October 30, 31 and November 1,
2019 in the city of San Jose del Cabo, Baja California Sur, Mexico.

The conference aims to strengthen relationships and communication between the
educational and technological fields, focusing on the following main actions:

  1. Educational research experiences recovery that allow a better understanding of
the use and impact of ICT in educational practices in Latin America; Y
2. The recognition and understanding of the education in the region real problems,
and the relevant and effective technological solutions construction for them.
In addition to the presentation of full and short papers, LACLO will have call for
papers by international experts, there will be tutorials and workshops on emerging
issues and will hold the LACLO annual extended meeting, as well as meetings of
other existing groups within the community. . Also, since it is a tradition in this
Conference, there will be the EduTech.

Other topics that the authors consider relevant for the discussion on technology for
education in the region can also be included. All submitted papers will be reviewed
and weighted according to their relevance, originality, coherence and clarity by at
least two reviewers in the same area. The final program will only include works with
at least one author enrolled in the conference and before the deadline for sending
the final version.

Full and short Papers, written in English, accepted and presented at the conference,
will be submitted to IEEE Xplore Digital Library and will be submitted to indexing
services. The best complete papers will be selected to present an extended version
for review in indexed journals.

Full and short Papers written in Spanish and Portuguese accepted and presented at
the conference, must have the title and abstract in English to be submitted to IEEE
Xplore Digital Library and submitted to indexing services. The best complete papers
will be selected to present an extended version for review in indexed journals.

A best articles selection received and presented at the conference will be
recommended (post-conference) for an expanded version in: IEEE LATAM - IEEE
Latin America Transactions (http://www.ewh.ieee.org/reg/9/etrans/eng/). ISSN:
1548-0992. The papers not presented at the conference will not be published.

The papers submission by third parties must be authorized by the coordinators of the
general program in advance.

General
Papers can be presented in English, Portuguese or Spanish. The title and abstract
must be in English.
The articles format can be downloaded from the "Guide for authors" of the
conference website.
This conference uses an online system that allows participants to submit their
articles through the web. See the conference website for more details.
All contributions must have a summary of 200 words in English.

Full and Short Scientific Papers
The complete papers should be between 6-8 pages and short papers between 4-5
pages in an LACLO 2019 official language (English, Spanish or Portuguese),
including figures, bibliographical references and a summary of 200 words.
All proposals must have a summary in English, and be formatted in accordance with
the standard IEEE formats. Other details of the preparation and presentation of the
papers will be published on the conference site: http://www.laclo.org/laclo2019.
The complete papers must present investigations results, theoretical discussions,
positions, systematization of experiences, new developments.
Short papers should present work in progress, or innovative ideas in the initial stage
of development.
All works will be reviewed by at least two experts in the field.
All papers must be presented individually at the conference.

Tutorials
The tutorials are courses of a maximum of 4 hours that can be offered to the
conference participants.
Those interested in offering a tutorial should send a brief description (maximum 4-5
pages) containing the following information: program, objectives, the state of the
technique in the field, methodology, duration, resources required and the maximum
number of participants . The description should be clear about whether the tutorial
will be emphasized in theory or in practice.

Workshops
The people who participate in the organization of a workshop to send a description
(4-5 pages) contain the following information: objectives, state of the art in the field,
duration, possible stakeholders, expected number of participants, coordinators and
program committee .
The coordinators of the service workshops that provide a workshop website provide
a full description of the workshop's objectives, along with the call.
The workshops coordinators are also responsible for the dissemination of the call for
papers and the review process.

EduTech - Competence of Educational Resources and Technologies for
Learning
Authors should send the product, including a text file (free format) with basic
information: authors, subject, audience and technical requirements (if applicable).
Along with the product and the text file, the author should send a short paper (4-5
pages) that describes how the product was developed, the presentation of the
methodology followed during the development and the technologies used, and any
other aspect considered relevant . The short paper should follow the standard
conference paper format.
The products and their respective short papers will be evaluated by a panel of
experts. The finalists will present their product at the conference.
Short papers will be published in the conference proceedings (not in IEEEXplore
Digital Library).

Student Graduate Consortium
The LACLO 2019 Postgraduate Student Consortium offers students who start their
Master's or PhD the opportunity to present their thesis topics in an interdisciplinary
workshop to interact with colleagues and experts in the field.
The Postgraduate Student Consortium is an instance that allows attendees to share
and discuss the ongoing work of the doctoral and master's thesis in the field of
advanced learning technologies.
Papers should be 4-5 pages in English following the format of the conference.
Cost per paper for authors from September 5 to September 30:
First article: $ 140 (USD)
Additional item: $ 50 (USD)
Assistant without article: $ 70 (USD)

Cost per paper for authors from October 1 to 20:
First article: $ 160 (USD)
Additional item: $ 70 (USD)
Assistant without article: $ 90 (USD)
