 Technical Assistance Provider in the Conduct
 of Drinking-Water Quality Monitoring for
 Taal Volcano Affected Areas in
 Batangas Province

1.   Summary

The World Health Organization (WHO) Country Office for the Philippines is
looking for a Technical Assistance Provider in the Conduct of Drinking-water
Quality Monitoring for Taal Volcano Affected Areas in Batangas Province on
7 March to 7 April 2020, under an Agreement for Performance of Work (APW)
contract. The proposals are due by 5 March 2020.

2.   Background

The Taal Volcano in Batangas, Philippines had demonstrated phreatic eruption
activities since 12 January 2020 until the Alert Level 4 was lowered by the
Department of Science and Technology - Philippine Institute of Volcanology and
Seismology (DOST- PHIVOLCS) to Alert Level 3 in 26 January 2020. The lava and
ashes spewed by the Taal Volcano pose public health risks in the Region IV- B
(CALABARZON), National Capital Region (NCR), and other nearby provinces. Some
health risks related to the volcanic eruption include groundwater movements due to
earthquakes that could have affected the quality of drinking-water sources.

The Inter-Agency Committee on Environmental Health (IACEH) chaired by the
Department of Health (DOH) conducted a meeting on 28 January 2020 at the
WHO Country Office to discuss the environmental health issues brought about by
the Taal Volcano eruption. One of the concerns identified which need immediate
attention is the quality of drinking- water sources that might have been affected by
the volcanic activity.

To protect the health of the people from the effects of potential water quality
deterioration, the IACEH recommended to monitor the sources of drinking-water in
the affected areas to prevent water-related diseases/illnesses. Succeeding findings
will provide information to the local government units (LGUs) and communities on
how to keep their drinking- water safe.

In this regard, the DOH will be organizing Drinking-Water Quality Monitoring Teams
to undertake the assigned tasks. Technical and administrative support would be
needed to facilitate the activity in support of the said teams. It is in this context that
the DOH is requesting support from the World Health Organization (WHO).

The objectives of the activity are as follows:

     a. To support the technical and administrative requirements of the two Teams
        who will conduct drinking-water quality monitoring activities in the
        eight (8) affected municipalities of Batangas province (i.e., Cuenca, Taal,
        Lemery, Agoncilio, San Nicolas, Laurel, Talisay, Balete) in March 2020 for
        four (4) days monitoring activity.

     b. To consolidate and analyze gathered data and provide recommendations to
        address identified issues.

3. Timeline
The implementation timeline for the project is from 10 March to 10 April 2020.

4. Place of Assignment

Manila, Philippines with travel to identified Batangas municipalities

5.   Scope of Work

Output 1: Preliminary Report

        Deliverable 1.1: Inception report. The inception report shall contain specific
        methodologies and activities with identified offices to be involved, locations of
        activities, materials needed, and tentative dates. DPCB-ERDD shall be
        consulted in finalizing this report before submission to WHO.

        Deliverable 1.2 Drinking-water Quality Monitoring Guidelines and Forms.
        Guidelines needed by the monitoring teams shall be prepared, such as:
        protocols on water sampling, water testing, reading and recording monitoring
        data, and risk assessment or sanitary survey. The guidelines and forms used
        by DOH during Typhoon Yolanda response will be used as reference. DOH
        has to clear the use of these guidelines and forms before utilization in the field.

        A checklist of supplies and materials that would be needed in the conduct of
        water quality monitoring with risk assessment (e.g. forms, masking tapes,
        pens, notebooks, etc) shall be prepared also.

        Deliverable 1.3: Drinking-water Quality Monitoring (DWQ) Plan. Conduct of
        meetings shall be facilitated in Manila for the organization and orientation of at
        least 2 Teams of 5 Members each team with the following composition per
        team: 1-DOH, 1 DOH-IVA, 1 National Reference Laboratory (NRL), 1 Local
        Water Utilities Administration (LWUA)-1 and 1 APW.

The DWQ monitoring plan for the 8 municipalities shall be discussed and finalized
with a minimum of 10 samples per municipality to include daily meetings per team to
determine progress, issues and concerns; arrangements for vehicles, and needed
supplies and materials. WHO will arrange for hotel and food accommodation for the 2
teams in the sites to support the daily meetings.

       Due: 15 March 2020

Output 2: Final Report

       Deliverable 2.1. Technical Report. The technical report shall contain the
       following information:

       a. Description of steps conducted by the teams for site visits, water sampling,
          testing of the water samples, and in analyzing the results
       b. A map in a Google map format or equivalent showing the location of
          sampling sites and DWQ results.
       c. Risk assessment results discussing environmental health issues affecting
          the quality of water supply.
       d. Recommendations on how to address identified environmental health
          issues.
       e. Documentation of the conduct of DWQ monitoring in video, photo and
          written formats.

       Deliverable 2.2. Financial Report. All expenses must be supported by official
       receipts.

       Due: 10 April 2020

6. Qualifications

The contractual partner must fulfill the following qualifications:

Education

   •   Essential for Team Leader: Bachelor’s degree in any environmental health,
       environmental science, environmental and sanitary engineering, public
       health, or equivalent courses
   •   Desired for Team Leader: With post graduate degree in any environmental
       health, environmental science, public health, environmental and sanitary
       engineering, or equivalent courses

Experience

   •   The Team Leader and members with at least more than 5 years relevant
       experience on drinking-water quality surveillance, capacity building, and risk
       assessment and management
   •   Familiar with the works of the World Health Organization, Department of
       Health and Local Government Units in the areas of drinking-water safety,
       water quality monitoring, and water quality testing, and sanitary survey

Skills / Technical skills and knowledge

   •   Preferably with environmental or public health background with good
       understanding of WASH and environment risk factors, drinking-water quality
       management, and control measures
   •   With skills in water quality analysis, interpretation of results, risk assessment
       and management

Language requirements:

   •   Excellent English communication skills (written and oral).

In addition, the contractual partner must have no direct or indirect interest in the
tobacco industry, alcohol industry, arms dealing or human trafficking.

7. Other Requirements

The technical assistance provider may take office at Disease Prevention and Control
Bureau, Department of Health. (DPCB DOH) Cost of workshops, consultations, and
meetings will be shouldered by DOH. Hotel and food accommodation of the 2 teams
in conducting daily meetings in the sites will be supported by WHO.
