CALL TO YOUTH ARTISTS
In collaboration with City of Tucson Department of Transportation and Mobility (DTM), and City of Tucson Ward
1, with funding from the Pima Association of Governments (PAG) and the City of Tucson, the Arts Foundation for
Tucson and Southern Arizona (Arts Foundation) is seeking to hire eight youth artists between the ages of 16 to
18 and one youth assistant age 18-19 to assist and learn from a professional artist in the design and production
of public art this summer. The project is expected to begin in early June and continue through to the end of July.

Selected youth will be paid at a rate slightly higher than minimum wage. Interested youth must complete the
attached application and upload it through the online application site hosted by Submittable. Applications will
be reviewed by a team including the artist, City of Tucson, and Arts Foundation representatives. Interviews may
follow review of application materials.

CITY OF TUCSON PUBLIC ART PROGRAM PRINCIPLES AND GOALS
“The City of Tucson funds and supports public art in order to create a cityscape that contributes to the image
and identity of the City. The City of Tucson’s Public Art Program aspires to meet the following goals: promote
civic pride through the high quality of Tucson’s public art collection; celebrate Southern Arizona’s history,
culture, and traditions; provide information and support for artists interested in creating public art; involve
neighborhoods, users, and the general public in the public art process; and complement and support the City of
Tucson’s economic development, neighborhood development, and downtown revitalization efforts,” (City of
Tucson Administrative Directives, 7.01-1 The City of Tucson Public Art Program).

TRANSPORTATION ART BY YOUTH PROGRAM GOAL
The goal of the project is to provide youth with an opportunity to be employed and participate in all phases of
the design and creation of a public artwork under the guidance of a professional artist. The outcome will be
artwork of a quality comparable to current public art standards with the teaching artist serving as a mentor to
youth artists.

WORK SITE LOCATION
The artwork production site is located at Rodeo Grounds (4823 S. 6th Avenue). Rodeo Grounds (4823 S. 6th
Avenue). Exact location will be confirmed in coordination with Department of Transportation and Mobility and
Parks and Recreation This site will be insured and safe. The youth must be able to travel to the determined work
site in the same manner as traveling to any job site; walk, drive, bus, bike or family rides.

ARTWORK LOCATION, MEDIUM AND THEME
The Council Member has chosen to locate this artwork within City of Tucson, Rights of Way on 12th Ave, so this
year’s artwork will be located within Tucson’s Ward 1 jurisdiction, along South 12th Ave/La Doce Corridor
between Irvington and Drexel on the east and west sides of the street.
The project is ideal for acrylic mural paintings, on up to 12 concrete planters. Planter dimensions are 28.5 in.
(Height) x 30 in. (Diameter). Tilework or sculptural accents are encouraged.
The artwork will be designed with the student workers hired for the project. The theme for the 2021 TABY
program is food, mobility, and culture, and in Ward 1 City Council Member Lane Santa Cruz’s words, “this year's
TABY uses visual storytelling to document the rich cultural traditions of South 12 th.”

PUBLIC INTERFACE AND EXPECTATIONS

Youth must be able to travel to the determined work site in the same manner as traveling to any job site; walk,
drive, bus, bike or family rides. All Youth Artists must adhere to City of Tucson and Pima County COVID
prevention safety protocols (see link to Pima County COVID guidelines provided on page 1).

The Youth Artist team will adhere to protocols outlined in the City of Tucson Percent for Art Ordinance
Administrative Directives throughout the scope of the project- from design to installation- between mid-May
and July 31, 2021. Under the guidance of the Teaching Artist, the Youth Artists will collaborate with staff from
the Department of Transportation and Mobility, Ward 1 City Council Office, and the Arts Foundation to
determine the final design of artwork. The design must be approved prior to production and will follow the 1%
for Art program guidelines. Special consideration must be given to sustainability and maintenance of the
artwork.

WHAT TO EXPECT OF THE YOUTH ARTIST SELECTION PROCESS AND PUBLIC ART DESIGN PROCESS
The Youth Artist and final artwork design will be chosen through a fair, equitable and informed public art
selection process involving a broad array of stakeholders and the community at large.

Arts Foundation shall convene a new Public Art Project Selection Panel for each art project based on the
prescribed composition in the Public Art Selection Policy. The seven-member minimum Panel includes
representation from arts professionals, working artists, the City Department sponsoring the project, and
involved stakeholders of the project including neighborhood representatives (including recommendations from
the Ward office), facility user groups, project designer(s), architect(s), and department support groups.

The Panel shall select Youth Artist finalists based on prior artwork, written statements, and/or ideas or
approaches for the project that are consistent with the scope of work in the Call to Artists. Finalists will be

invited to a presentation and interview process with the Selection Panel to review work samples and discuss
prior experience.

Once the Teaching Artist is selected and the Youth Artists are selected, the Panel will be convened to collaborate
with the Teaching Artist and the Youth Artists as many times as necessary throughout the project and
specifically to: 1. Review the completed design. 2. Recommend any changes to the design based on their
expertise and the response to community input. 3. Recommend that the Artist Team proceed to production
when satisfied that all design issues have been resolved and that the Public Involvement Plan has been
implemented. (The TABY Selection Policy is guided and informed by the City of Tucson Administrative Directives,
7.01-4 Public Art Program Selection Policy).

WORK ENVIRONMENT

While performing the duties of this role, the Youth Artist role may involve active movement as part of daily
function and working outside in inclement weather. All abilities welcome and encouraged to apply.

HOW TO APPLY
Please follow the instructions below and refer to the subsequent section for more information on the required
application materials. Only complete applications submitted before the deadline at 11:59 pm Arizona Time will
be forwarded for review. Remember to check your time zone. All application materials must be submitted
electronically via the online system. Technical assistance is available to address accessibility requests.

Prepare Application
Step 1. Carefully review the Call to Youth Artists Guidelines and read through the linked resources to ensure a
         clear understanding of the requirements, eligibility, expectations and scope of the opportunity.
Step 2. Prepare required application materials as directed in the section titled “Description of Application
         Materials”.

Submit Application
Step 3. Go to the online application form, Submittable: https//artsfoundtucson.submittable.com/submit
Step 4. Refer to the correct listing titled: “2021 Public Call to Youth Artists: Transportation Art by Youth (TABY)
         Summer Program.”
Step 5. Create a Submittable account. If you already have an account, just login.
Step 6. Complete Applicant Contact Information.
Step 7. Upload Statement of Interest. Select your preferred method for submitting the statement and follow
         prompt do ONE of the following: write your statement in the text box provided, upload a written
         document, upload a video, or post a link to a video.
Step 8. Upload Portfolio images of artwork. Click “Add Files” to upload files.
Step 9. Upload Signed Letter of Recommendation. Click “Add File” to upload file.
Step 10. Complete Demographic Data.
Step 11. Review your application one last time! Then, click “Submit Application” to submit.

Notifications
Step 12. A confirmation email will be sent to the email address provided in Step 5.
Step 13. All applicants will be notified of their award status by the end of May, 2021.

Section 2: Description of Application Materials:
Statement of Interest, Resume, Artwork List and Work Samples

    1. Statement of Interest
       The personal statement should speak to the applicant’s interest in the project. The statement should
       describe why you would like to be part of the project and what you believe you can contribute. We
       encourage you to be thoughtful and purposeful in the construction of your statement. Approximately
       150 to 200 words.
        Select your preferred format for submitting the personal statement.
            a. Upload statement as a video file.
            b. Submit URL link to video statement.
            c. Upload statement as written narrative.
        Formatting Guidelines for Personal Statement
            a. Video Personal Statement
               Applicants may submit a video no longer than one minute in length. Videos will not be assessed
               on the production quality of the video. Please feel free to use the video function on your phone,
               webcam on a computer or a digital camera. Videos may be included as a URL link from a video
               hosting site (such as YouTube or Vimeo), or the video may be uploaded as a file. Acceptable file
               types: mp4, mov, avi, mpg, 3gp, flv, webm, wmv, mkv, m4v.
            b. Written Personal Statement
               Applicants may submit a written statement no longer than 200 words in length. Acceptable file
               types: pdf, doc, docx, txt, rtf, csv, wpd, odt, wpf.

    2. Portfolio
       Applicants may submit 5 examples of recent artwork of any media presented as digital images. If you
       have not yet created any art works, please carefully explain why you would be interested to learn and
       participate in this project. Acceptable file types: pdf, doc, docx, txt, rtf, jpg, jpeg, gif, tif, tiff, png, wpf,
       odt, wpd, svg, csv.

    3. Signed Letter of Recommendation
        Must be from an art teacher or other qualified adult. This can be brief with contact information if there
        are questions.
