1. Background
1.1.1. Optimum Skills Limited is a growing post-16 education training provider with
delivery provision throughout the Northeast. We strive to change education
and its positive impact on regional employment opportunities in a range of
industries.
1.1.2. As our mission to inspire learning at every level grows with the success of the
business so does our commitment to reducing our environmental impact.
2. Purpose
2.1.1. Optimum Skills is committed to achieving Net Zero emissions by 2040. For
further information regarding our environmental commitment, please refer to
our Environment and Sustainability Policy.
3. Scope
3.1. Baseline Carbon Emissions
3.1.1. Baseline emissions are a record of the greenhouse gases that have been
produced in the past and were produced prior to the introduction of any
strategies to reduce emissions.
3.1.2. Baseline emissions are the reference point against which emissions reduction
can be measured.
3.2. Reporting of Baseline Carbon Emissions
3.2.1. Optimum Skills have followed the approach to identify and categorise
emissions-releasing activities into the three scopes defined by the GHG
Protocol Corporate Standard as described below.
3.2.2. Scope 1 (Direct Emissions) – All direct emissions from the activities under
Optimum Skills control. including fuel combustion on sites such as gas boilers
and vehicles.
3.2.3. Scope 2 (Energy Indirect) - Indirect emissions from electricity, heating and
cooling purchased and used by the organisation. Emissions are created during
the production of the energy and eventually used by the organisation.
3.2.4. Scope 3 (Other Indirect) - All other indirect emissions from the business
activities occurring from sources that they do not own, or control are not
classed as Scope 2. These are covering emissions associated with business
travel from fuel emissions, claims made by employees through the use of their
own cars to travel for business purposes along with other categories of
business travel including business transportation by air, rail, and the associated
hotel accommodation.
3.3. Future Upstream and Downstream categorisation
3.3.1. A more detailed reporting methodology is being developed to capture
emissions from procurement, waste, staff commuting and outsourced services
for future carbon reporting. Once finalised they will be included in every
annual report thereafter for the following:

4. Baseline Emissions
Baseline Year: April 2020 to March 2021
Additional details relating to the baseline emissions calculations
Optimum Skill’s two main use of energy is electricity consumption and the
employee’s use of personal vehicles for the purpose of business travel.
During 2020 estate consisted of 3 buildings, 2021/22 this number remained
the same however during this time 1 building was returned to the landlord
and a new building with greater consumption requirements was taken on.
All buildings were supplied by 2 main energy providers. Electricity by Corona
and Gas by Smartest Energy.
Gas consumption on site is considered Scope 1. Grid electricity is considered
Scope 2.
In addition to the energy used in the buildings across the estate, Optimum
Skills uses a significant amount of energy for transport fuel. This is used both
for business travel in hired or private employee-owned vehicles and
employee commuting (Scope 3 indirect emissions). Fuel consumption data
for business travel was calculated from a combination of staff expenses
claims for fuel purchased (with receipts) and for miles travelled (using
standard £/mile factors).
Fuel expenses figures are converted into energy and carbon by applying
average UK petrol cost figures for the year to work out the volume (in litres)
of fuel purchased, and then this figure is converted into carbon using the
2021 UK Government GHG Conversion Factor for kgCO2e/litre (average
biofuel blend). The total miles travelled based on mileage expense claims
are converted into energy and carbon using the UK Government GHG
Conversion Factor for kgCO2e/mile (based on an ‘Executive’ car type). These
are then converted into kWh using the kgCO2e/kWh (Gross CV) factor from
the UK Government GHG Conversion Factors.
Annual energy consumption and associated carbon emissions for Optimum
Skills over the period April 2021 to March 2022 are the most recent data.
Reporting of Scope 3 emissions is included within this report (fuel
consumption in private or hired vehicles, and transmission and distribution
losses from the use of grid electricity). Other Scope 3 emissions have been
calculated (employee commuting and waste generated in operations) and
there are plans to expand our data capture to improve the accuracy of our
Scope 3 emissions reporting in future such as conducting a 2023 staff
commuting survey.
Our baseline 2020/21 emissions are contrasted with a change in operational
delivery models and the impact of establishing a network of permanent
training locations.
Efforts have been made to be more energy efficient for the consumption of
gas and electricity, however, an increase in petroleum consumption due to
staff being required to travel more to support the new operational business
model

6. Emission Reduction Targets
6.1.1. To continue our progress toward achieving Net Zero, we have adopted the
following carbon reduction targets.
6.1.2. We project that carbon emissions will decrease over the next three years to
33.73. A reduction of 25%.
7. Carbon Reduction Projects
7.1.1. A wide array of environmental management measures and projects have been
completed or are currently underway since the 2020/21 baseline. Most of
these focus on reducing the consumption of electricity.
7.1.2. Business travel mileage is currently under consideration with plans to reduce
yearly mileage. Maximising the change in the business operational model the
current indicative target is to reduce the annual consumption figure by 10% by
2023/24

8. Declaration and Sign-off
8.1.1. This Carbon Reduction Plan has been completed in accordance with PPN 06/21
and associated guidance and reporting standards for Carbon Reduction Plans.
8.1.2. Emissions have been reported and recorded in accordance with the published
reporting standard for Carbon Reduction Plans and the GHG Reporting
Protocol corporate standard and use the appropriate Government emission
conversion factors for greenhouse gas company reporting.
8.1.3. Scope 1 and Scope 2 emissions have been reported in accordance with SECR
requirements, and the required subset of Scope 3 emissions have been
reported in accordance with the published reporting standard for Carbon
Reduction Plans and the Corporate Value Chain (Scope 3) Standard.
8.1.4. This Carbon Reduction Plan has been reviewed and signed off by the board of
directors (or equivalent management body).
