A. Right to participate in the 44th CISM World Military Parachuting
Championship
Only CISM active member nations1 have the right to participate in the 44th CISM
WMPC.
An inactive nation, intending to take part in the event must pay its annual fee before
1st of October 2021 (i.e. final entry deadline). If it is not done, the delegation will not
be able to take part in the event.

C. Composition of the Mission
Maximum 17 members in a mission, for details see Annex 2a:
• 3 Officials (Chief of Mission, Teamleader, Coach)
• 1 valid FAI/CISM Parachuting Judge
(obligatory nomination by name at Preliminary Agreement if full male or female team participates)
• up to 13 participants
(all with military status, see CISM Regulations, Art. 7.21, a freefall videographer is only
accepted, if a team participates in FS event, see Parachuting Rules 3.3.1.D)
Additional members need to be requested with Preliminary Agreement and are
subject to written approval. (remark: CSC members are accepted as additional mission members
if they are not included in one of the 17 roles above, CISM Reg. Art. 7.22.)

D. Entry points in QATAR
• Flight to/from HAMAD International Airport (DOH)
• By car trough QATAR/SAUDI land border
The travel cost to the host country and respective return will occur under the
responsibility of the participating country
E. Conditions of Stay
During their stay in Qatar the missions are guests of the Qatar Armed Forces from
17th to 30th November 2021.
Individual tourist activities other than the official events and cultural day are to be
organized and paid by the participant.
Additional people will not be accepted without official written permission of the
Organizers.
E1 Transport
The organizer will ensure the transportation from/to the point of entry/departure,
only on 17th and 30th November.
For any earlier arrival or later departure, missions are free to organize own
accommodation and transport.
The organizer will ensure the transportation during the competitions as well.
E2 Accommodation
• Board and lodging will be provided free of charge. Special requirements and
additional drinks are to be paid for by the consumers.
E3 Medical Support
The organizer will take care of:
• medical support (first aid) at the competition sites.
• Further costs incurred for medical support (hospitalisations, surgical
operations or special treatments, repatriation)
The organizer is not responsible for other expenses on account of
illness/accident such as compensations, loss of income, etc.
E4 Training Jumps
• According to Parachuting Regulations 4.2.4. the organizer attempts to provide
one optional training jump per team on 18th November. There will be no further
training jumps on 19th November.

F. Regulations of the Championship
• CISM Regulations and CISM Parachuting Rules edition 2021 will be applied.
• The Championship includes Accuracy, Formation Skydive and Freefall Style as
well as Individual and Team Overall.
• The official working language is English.
G. Anti-doping
• Anti-Doping tests will be conducted in accordance with
CISM Anti-Doping Symbol
the CISM Regulations – Chapter IX, CISM Anti-Doping
Rules, and all WADA rules, mainly the World Anti-Doping
Code, and the International Standard for Testing.
• The number and type of tests, as well the athletes to be
tested shall be determined by the CISM Anti-Doping
Commission. These procedures will follow the concerned
CISM Test Distribution Plain (TDP).
• In case an athlete has a Therapeutic Use Exemption
(TUE), the Chief of Delegation should send this TUE to
the CISM GS until 30 days before the Opening Ceremony. This TUE will be
submitted to the TUE Commission to analysis and further approval.
H. Uniforms
• Military uniforms (Summer Uniform) are mandatory for official ceremonies of
the championship (opening, medal award and closing ceremony).
I. Customs, Visa and Health procedures
• The participating nations are responsible for acquiring necessary custom
documents upon arrival to Doha, Qatar. For information on immigration and visa
requirements, please contact the nearest Embassy of Qatar serving your
nation.
• Customs, Visa procedures: TBA
Every participant of the 44th CISM WMPC has to respect and follow the rules to avoid
COVID-19. A disqualification could be the result of any violation of the health
regulations. Local restrictions may be announced on short notice.
Missed individual or team jumps due to Covid restrictions imposed by local health
authorities may only be carried out in accordance with CISM parachuting regulations
§4.2.5.G (i.e if the next round has not started)
J. Weather Conditions
• The weather in DOHA in November has an average daytime temperature of
21-30° Celsius, 10% rain probability and 10 hours daylight.

K. Registration Forms and Deadlines
Please respect the deadlines below and especially mind the requirements of annex 3!
Annex 1 and 2 has to be sent from the official CISM Delegation (signed by CoD/ Delegate)
• Preliminary Agreement (annex 1) is due not later than 1st of August 2021
Note: a PA without the name of a valid FAI/CISM judge will be rejected
• Final Entry (annex 2) and composition of the mission (annex 2a) is due not later
than 1st of October 2021
Note: Please check the details on annex 2a like team jumporder, participation in different
disciplines with the teamleader/coach to minimize changes after arrival.
• Commitment by the Chief of Mission (annex 2b) is to be signed by the Chief of
Mission (can be sent in advance or signed after arrival)
Note: The CoM declares on annex 2b that all participants hold a valid skydiving license,
that all parachutes are airworthy and releases Qatar Armed Forces from any liability that
might occur from skydiving accidents.
L. Other Issues
L1 Together with final entry form, please send a photo of each delegation member to
prepare ID cards:
showing the full face from the front, not less than 300 dpi and file name:

L2 Please bring along with the first arriving mission members:
• National flag (according to CISM Parachuting Rules 3.3.2.C):
size 1,0m x 1,5m for a 6m flagpole. Request the Chief of delegation to check if
their respective national anthem, available on the CISM Extranet
(http://members.milsport.one/officialdocuments/protocol-events-guidelines), is
up to date and can be used in sports competitions.

FINAL ENTRY - COMMITMENT BY THE CHIEF OF MISSION
Note: This form is to be signed by the Chief of Mission
NATION:
The undersigned, Chief of Mission declares that he has read the CISM Regulations
and moreover understood the following prescriptions:
Article 1.10. RIGTS OF MEMBER NATIONS
A. Active member nations have the right to:
Be invited to all CISM Championships.
B. Inactive member nations have the same rights as active member nations except
that:
They do not participate in any CISM event until they have met their financial
obligations.
An inactive nation, intending to take part in the event must pay its annual fee before
the deadline established by the Organizing Committee of the world military
championship for sending the final entry. If it is not done, the delegation will not be
able to take part in the event.
Article 7.23. PARTICIPATION - MILITARY STATUS
A. Only military personnel on active duty in Armed Forces may take part in competitions organized by
CISM.
B. No one may be recalled to active duty in the Armed Forces for the purpose of participating in a CISM
competition. In the case of an intermittent military service, the athletes regularly recalled may not
take part in CISM competitions, under any circumstances, if more than 18 months have elapsed
between this recall and the end of their last call to arms.
C. Exceptions to the above may be authorized by the General Assembly, upon recommendation of the
Board of Directors.
D. All military participants in a CISM event shall be in possession of proper documentation which
signifies active military service of the member nation he represents. The documentation can be:
1. A valid military identity card for those athletes who are authorized to present their military identity
cards abroad,
2. A form of verification (in English and/or French) of military status accompanied by a passport.
E. By signing the final entry, the Chief of Delegation confirms the military status of the participating
athletes. If there are last minute changes in the participation of the athletes, the verification file may be
signed by the Chief of Mission, but shall be confirmed by the Chief of Delegation by official letter.
F. If one of these documents is not available, participation is refused.

Article 7.32. CHIEF OF MISSION
A. Chief of Mission
1. Chiefs of Mission shall be familiar with CISM regulations.
2. Missions must not only participate or be present at sports events, they are also required to
participate in information conferences on CISM, study days, commemorative and cultural events
and ceremonies organized by the host nation.
B. Conduct of a mission
1. The Chief of Mission is responsible for the behavior of his team in sports and general discipline.
He shall ensure that members of his mission respect the rules and directives prescribed by CISM
and organizers of the championship. The respect of schedules is particularly important as they
form the basis for the effective conduct of competitions and ceremonies.
2. The Chief of Mission shall also enforce the rules concerning behavior and dress during the
ceremonies. He plays an important role in promoting the CISM spirit among his mission, a spirit
represented by friendly attitude towards other missions, courtesy towards organizers and fair-play
in competition.
Article 8.6. ABSENCE OF A MISSION WITHOUT NOTIFICATION
If a mission which submits a preliminary agreement and/or final entry is absent without
notifying the host nation in time, a sanction will be imposed (CISM Regulations,
Art. 1.12).
Article 8.17. RULES OF STAY
A. General
1. The Chiefs of Mission are responsible for the discipline of their mission. The missions fall under
the jurisdiction of the organizing nation. During events, all athletes present on the playing fields
are equal before the jury, the referees and to themselves. No one may use his rank to impose his
views on sports matters.
2. Civilian members of the missions shall conform to the discipline accepted by all other participants.
B. Military uniforms
1. Unless otherwise approved by the Official CISM Representative, all participants shall wear military
uniform during official ceremonies such as the opening and closing ceremonies and medal-
awarding ceremonies. Individuals without proper uniform will not be allowed to participate in the
championship.
2. The presentation of medals takes place, in principle, during the closing ceremony. The
presentation of medals may be done in sports uniform, if for organizational reasons it is not
possible to wear military uniforms. This is the case e.g. when the presentation immediately follows
a championship sports event. Sports uniforms shall respect the corresponding national criteria
(training suit, sports shoes, etc.) Displaying the national flag on the podium by the recipient
(athlete or team) at a medal awarding ceremony is forbidden. Individuals failing to respect these
prescriptions shall not receive their medal(s) during the official ceremonies.
C. Forbidden actions
1. In conformity with the statutes and traditions of CISM, any political or religious propaganda during
a CISM event, in particular the dissemination of documents, pictures, brochures, reviews, etc. is
strictly forbidden.
2. Any contravention shall result in the exclusion of the mission from further competition and may
result in additional sanctions (Regulations Art. 1.12).

Article 8.19. ACCOMODATIONS
E. All missions, including those of the host nation, shall be accommodated under the
same conditions. If the conditions are in accordance with the CISM norms and
standards, the missions are expected to accept the accommodation provided by the
organizing nation.
G. (…) Any mission that does not accept the accommodations provided by the
organizing nation and judged as adequate by the Official CISM Representative will not
be allowed to participate in the championship.
RELEASE OF LIABILTY/DISCLAIMER
I confirm, that all participants in my mission hold a valid skydiving license and are in a proper physical
and mental condition to perform freefall parachute jumps.
I take full responsibility for the airworthiness of all parachutes used by my mission members.
I hereby fully release and discharge Qatar Defense Forces and its affiliates from any and all liability,
claims, demands or causes of action whatsoever arising out of any damage, loss or injury to freefall
parachutists while participating in the championship.
I accept, that any kind of insurance coverage are not available in respect of the parachuting activities
on the championship and any 3rd party liability is covered by my home authorities or own insurance.
