BOWLS WAIKATO - CONDITIONS OF PLAY
CENTRE CHAMPION OF CHAMPIONS (SINGLES, PAIRS, TRIPLES & FOURS) - MEN AND WOMEN
1. STATUS
1.1 These Conditions of Play are part of Bowls Waikato's Centre Regulations
1.2 These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits
Bowls Waikato as a Controlling Body to establish conditions of play to cover certain aspects of the sport.
These Conditions of Play set out the conditions of play for the Centre Champion of Champions event - Men
and Women and apply to all players and Clubs participating in the Event.
1.3 These Conditions of Play have been developed and issued by the Bowls Waikato Board
2. NAME OF EVENT, DATES AND VENUES
2.1 The names of the Events shall be:
Bowls Waikato Champion of Champion - Singles, Pairs, Triples and Fours – Men & Women
Bowls Waikato Restricted Champion of Champion – Under 5 Singles & Pairs – Men & Women
2.2 Dates will be determined by the Board of Bowls Waikato and shall be played on those dates subject to any
significant circumstance (e.g. extreme weather that makes play dangerous or impossible)
3. CONTROLLING BODY
3.1 Bowls Waikato – delegated to Centre Match Committee.
4. DEFINITIONS
4.1 The words and phrases used in these Conditions of Play shall have the same meaning as defined in Bowls
Waikato Regulations and the Constitution of Bowls Waikato, unless otherwise specified in these Conditions of
Play.
Bowls Waikato Tournament Director means the person appointed by Bowls Waikato for the
Championships on such terms and conditions as Bowls Waikato determines.
Event means the Bowls Waikato Centre Champion of Champions.
Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and
includes the domestic regulations of Bowls New Zealand.
Champion of Champions: an event held to determine the top players in the Centre which is open for entry
only to Clubs affiliated to Bowls Waikato.
Each Member Club shall be entitled to one entry to each of the Champion of Champion event. The players to
represent their club in each of these events shall be found in open competition by their Club in a fair and
equitable manner.
Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play
shall commence on 1st July and end on 30th June the following year.
5. ENTRY FEE AND EVENT DRAW
5.1 Entry Fees
a) An entry fee will be charged for each person in all disciplines. Such entry fee will be set by Bowls Waikato
in the Entry Form for each Season.
b) The entry fee for Champion of Champions shall be $15.00 per person.
c) The Event Entry Form must have all team members names listed unless the club event is still in progress.
d) Withdrawals’ and Refunds of Entry Fee. Notification of any withdrawal must be conveyed to the Centre
Match Committee and acknowledged by it, at least 10 days before the event and prior to the draw being
2published to qualify for a refund. Notification, regardless of circumstances, outside these requirements will
mean that NO REFUND will be made.
5.2 Event Draw
a) The Centre Match Committee shall be responsible for arranging and producing the Draw for the event.
b) The event draw shall be sent to the Clubs via email one week prior to the event (where possible) and
published on the Centre website at the same time.
c) Withdrawal of players or teams after the event has been published will result in opponents proceeding to
the next round by default.
d) The Closing Date is shown on the Entry Form. Entries received after this date shall be accepted at the
discretion of the Centre Match Committee and will generally only be accepted to prevent a bye.
e) Bowls Waikato reserves the right to cancel any of the events if the number of teams entered for that event
does not reach a minimum of 8 entries from its eligible clubs.
6. REPORTING & START TIME
a) All players/teams are expected to report 30 minutes before the scheduled start time to register their
attendance, be available for event briefing and complete Trial ends.
b) Trial ends must be completed at least 5 minutes before the scheduled start time.
c) The scheduled start time is 9.00am unless otherwise notified. (See Section 8 (f) below)
d) If 10 minutes after the SCHEDULED START TIME OF THE GAME one or more players are absent from
a team, the defaulting team will forfeit that game to their opponents in accordance with Law 39.1.2 of the
Laws of the Sport of Bowls.
e) If a player or team defaults the non-offending team will be awarded a win.
7. TRIAL ENDS & PRACTICE
a) Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences
each day.
b) Should players be required to change greens during the day an extra set of trial ends will be allowed.
PRACTICE
c) Laws of the Sport of Bowls shall apply. (Law 4: 4.1 - 4.4)
8. PLAYING FORMAT
The format and rules for all games will be played in accordance with the Laws of the Sport of Bowls as
follows:
a) Singles 4 bowls 21 shots or 2¼ hours
Pairs 3 bowls 15 ends or 2 hours
Triples 2 bowls 15 ends or 2 hours
Fours 2 bowls 15 ends or 2¼ hours
b) A one life system will apply.
c) All byes will be disposed of in Round One.
d) Ends made dead shall be replayed in accordance with Law 20 of the Laws of the Sport
e) If possible the event will be completed in one day. This may require 1 st round games to start earlier than
the scheduled start time of 9.00am to enable four rounds to be completed in the day’s play.
f) The Controlling Body (Centre Match Committee) reserves the right to alter the format, times of play and
greens to suit local unforeseen circumstances, giving as much notice as practical.
9. RESTRICTING THE MOVEMENT OF PLAYERS
After delivering their first bowl, players will only be allowed to walk up to the head under the following
circumstances.
i. Singles Game: The opponents: after delivery of their third and fourth bowls.
3ii. Pairs Games (each player playing three bowls):
the Leads: after delivery of their third bowl; and
the Skips; after delivery of their second and third bowls
iii. Triples Games (each player playing two bowls):
the Leads: after delivery of their second bowl;
the Seconds: after delivery of their second bowl
the Skips; after delivery of each of their bowls
iv. Fours Game (each player playing two bowls):
the Leads: after the second player in their team has delivered their second bowl;
the Seconds: after delivery of their second bowl
The Thirds: after the delivery of their second bowl
the Skips; after delivery of their first and second bowls
10. SUBSTITUTES
a) Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand
Domestic Regulation Clause 7.
b) The use of a substitute is subject to the PRIOR approval of the Centre Match Committee. Failure to do so
will result in disqualification.
11. DEFINITION OF A 5 YEARS & UNDER PLAYER
a) A player must be a Full Playing member of a Bowling Club affiliated to World Bowls and shall be
considered to be 5 years and under for the first 5 seasons that they are members of any affiliated Bowling
Club.
b) Should there be any doubt, a player may apply to the Bowls Waikato Board for determination of status..
12. FOOTWEAR & CLOTHING
a) Shoes or sandals must be worn by players when playing on a bowling green. All footwear must be flat
soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.
b) Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided
that the same is so made that its use causes no damage to the green.
c) Players must wear their club playing uniform.
d) Failure to comply with these requirements may result in the offending Team being defaulted
13. SMOKING AND ALCOHOL
Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply:
a) There shall be no smoking anywhere in a Club house or on the greens or surrounds at a Bowls Waikato
Centre Event.
b) Smoking may only occur in designated smoking areas.
c) Smoking includes, but is not limited to, Cigarettes, Cigars, Pipes, E-Cigarettes, Vaping.
d) The drinking of alcohol at a Bowls Waikato Centre Event is restricted to the Club house at each venue in
accordance with the Club’s licence. The drinking of alcohol on the greens is strictly prohibited.
14. CELL PHONES
a) The use of Cell Phones is not permitted by players on or alongside the greens during play unless exempt
by the Umpire/Technical Official. It is preferred that cell phones are switched off or turned to silent.
b) Players are required to be respectful of players on the green when using a cell phone at other times.
415. OFFICIALS
a) Bowls Waikato shall appoint all officials to its events after consultation with relevant organisations e.g.
Umpires committee
b) The Convenor of the Umpires’ Association will be responsible for ensuring that Technical
Officials/Umpires are allocated to all venues in use for the Event.
16. MARKERS FOR SINGLES EVENTS
a) Players are required to act as markers if requested. Players eliminated must check with the Section
leader before leaving the venue.

17. JURY OF APPEAL
a) A Jury of Appeal shall be appointed by the Bowls Waikato Board for the purpose of deciding upon any
points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions
made by Technical Officials (Law 43.2.6 of the Laws of the Sport and Rule 14.4 of Bowls NZ Regulation
10).
18. SCORE CARDS
a) Score cards must be completed clearly and in full for every game and signed by both singles opponents or
both skips.
b) The names of all team members must be shown in the first game.
c) The skip cannot delegate the card to another player in their team.
d) The time the game finished must be entered on all cards.
19. DELAYING PLAY
a) Players are reminded of their obligation to keep the game flowing at ‘good pace’. This means that visits to
the head must be no longer than reasonably expected given all circumstances. Players going to the head
must, at least, walk to and from the head at a ‘brisk pace’.
b) Players when crossing over should be wary of the requirements to avoid any unnecessary delays and be
aware of any games on corresponding rinks.
c) Any player or team deemed to be delaying play shall be dealt with in terms of the Laws of the Sport of
Bowls.
20. PLAYER’S OBLIGATIONS
To maintain at all times a high standard of sportsmanship and fair play. This will of necessity include:
a) Always playing to the best of his/her ability and where appropriate to perform as part of a team
b) Abiding by all the Laws of the Sport of Bowls, its Regulations and the Conditions of Play specified by the
Controlling Body.
c) Respecting and accepting without question any ruling given by the Umpire (subject to any right of appeal
given by the Laws)
d) Not take any performance enhancing drug and in particular strictly to comply with any regulations
adopted by Bowls Waikato in regard thereto.
e) Present oneself for competition in an acceptable physical and mental condition and standard of
appearance.
f) Maintain towards opponents an attitude of respect and politeness.
g) Endeavour to keep the game flowing at ‘good pace’
21. BREACH OF CODE OF CONDUCT OR CONDITIONS OF PLAY
Players in breach of the Code of Conduct or Conditions of Play will be placed on report with disciplinary
action to be taken. This may include, but not restricted to, the following:
(i) A written warning and/or;
(ii) a fine and/or;
(iii) disqualification.
