THE COMMUNITY
Routt County, Colorado, with a population of over 23,000, is located in beautiful Northwest Colorado
and comprises the Steamboat Springs Metropolitan Statistical Area. Routt County covers over 1.5 million
acres, including approximately 755,000 private acres (50%) and approximately 710,000 agricultural
acres (47%).

Routt County is known for its skiing and outdoor tourism, but it is also an agricultural community
with strong family values. The settlements within Routt County offer distinctive lifestyles, community
character and business opportunities.

)   Steamboat Springs - The largest incorporated town in Routt County, Steamboat Springs is nestled
    in the Rocky Mountains of Colorado, off the beaten path but still within reach. Steamboat Springs is
    an employment center, tourist destination and home to over 12,000 residents.
)   Hayden - Located on U.S. Highway 40, 25 miles west of Steamboat Springs, Hayden is an incorporated
    town with a population of 1,800, an historic downtown with restaurants and services, and range of
    residential and commercial opportunities. Yampa Valley Regional Airport is located within the town
    limits.
)   Oak Creek - The town of Oak Creek is the largest community in south Routt County, with a population
    of 873. Oak Creek has affordable commercial space, a variety of housing options, and a range of
    services including a bank, pharmacy, grocery, restaurants, medical center, churches, community
    center, library, lodging and stores. In-town recreation options include a seasonal ice hockey rink,
    bike park, tennis courts and Nordic ski trails.
)   Yampa - The town of Yampa, with a population of 436, is the gateway to the Flat Tops Wilderness
    Area and the east portal to the Flat Tops Trail Scenic Byway. Amenities in town includes the Yampa-
    Egeria Museum, the library, three parks, seasonal ice-skating rink, convenience store/gas station,
    general store, lodging, two churches and restaurants including a 24-hour diner. The town is known
    for such fun events as July 3-4 festivities including the annual cowboy horse polo game, parade and
    fireworks.
)   Unincorporated Routt County - Unincorporated Routt County includes the communities of
    Clark, Hahns Peak, Milner, Phippsburg, Toponas and Stagecoach, all with great natural beauty, an
    uncrowded rural lifestyle, and access to outdoor recreation.

Routt County is celebrated for its outdoor recreation and is home to Steamboat Ski Resort and multiple
hiking/biking areas. State Parks within Routt County include Pearl Lake State Park, Stagecoach State Park,
Steamboat Lake State Park, and Yampa River State Park. Routt National Forest, White River National
Forest, and the National Wilderness Areas of Mount Zirkel and Sarvis Creek are also located within Routt
County. In addition, the Flat Tops Trail Scenic Byway is a secluded, 82-mile stretch of road that connects
the towns of Yampa and Meeker.

Routt County has a robust and diverse business community, with a wide range of resources to meet the
needs of employers and employees. Routt County is unique in that there are multiple industries that
provide employment in the area, which allows for more socioeconomic diversity than in most resort
communities. The Steamboat Springs Chamber leads economic development efforts on behalf of the
City of Steamboat Springs and Routt County, working in collaboration with state and regional economic
development partners. The Steamboat Springs area has a diverse, year-round economy with a variety
of strong industry sectors including tourism, mining, location-neutral businesses, outdoor recreation
products, creative industries, construction and regional health care. While Steamboat Springs is the
largest employment center in the county, additional economic activity is generated in the towns of
Oak Creek, Hayden, and Yampa, and in the unincorporated areas of the county, where mining and
agriculture are key sectors.

The Yampa Valley Regional Airport is owned and operated by Routt County, Colorado, and offers
commercial flights as well as general aviation service to Steamboat Springs, Hayden, Craig, and the
entire Yampa Valley. The airport is located in Hayden, approximately 22 miles west of Steamboat Springs
off Highway 40.

Public education needs for K-12 students are provided by Hayden School District, North Routt Community
Charter School, South Routt School District, Steamboat Mountain School, and Steamboat Springs School
District.

For those seeking higher education, the Steamboat Springs campus of Colorado Mountain College
offers a variety of programs in the form of bachelor’s degrees in business and sustainability, associate
degrees for transfer or career training, continuing education classes and certificates of occupational
proficiency. The campus recently completed an $18 million, 60,000-square-foot academic and student
services center. The building features the Yampa Valley Entrepreneurship Center, 290-seat auditorium,
variety of classrooms, bookstore, coffee shop, fitness center, and third-floor cafeteria with sweeping
views across Steamboat.

 GOVERNANCE & ORGANIZATION
 Routt County is governed by the Board of County Commissioners (BCC). The duties of the BCC include
 oversight of licensing and regulation; serving as County Board of Health and Board of Equalization;
 official appointments, condemnation, public notice and advertising, County road system, Yampa Valley
 Regional Airport (YVRA) at Hayden (HDN), land use regulation, building regulation, County employment
 matters, certification of property tax levies, budget appropriation, and public relations with the press and
 constituents. Community project support includes such items as the Yampa Valley Housing Authority,
 Human Resource Coalition (HRC), public health and welfare, Routt County Purchase of Development
 Rights Program (PDR), Museum & Heritage Advisory Board, First Impressions Early Childhood Council,
 senior citizens programs, and Routt County Fair.

 The BCC appoints a County Manager to direct the day-to-day operations of Routt County through the
 policies and direction of the BCC. The County Manager is responsible for the efficient management
 of the business and concerns of the County. The Commissioners also provide state and regional
 representation and participation at various committees and meetings including: Steamboat Springs
 Economic Development Council, Yampa White Green Basins Roundtable, Yampa Valley Partners, Colorado
 Counties Inc., Associated Governments of Northwest Colorado, Club 20, Northwest Transportation
 Planning Region, Yampa Valley Airport Commission, Colorado Department of Transportation (CDOT),
 Statewide Transportation Advisory Committee (STAC), and Counties and Commissioners Acting
 Together (CCAT).

Routt County has completed a strategic plan that focuses on actions from 2018-2020. The strategic
plan is a blueprint for spending, programs, and partnerships for the future. The plan includes strategic
outcomes (long-term vision statements), objectives (how County staff and partners can work on
achieving the vision), and specific tasks that are organized by year and outcome.

Routt County prides itself on the County’s strong financial position. The County has a history of
planning ahead for asset and infrastructure replacement and avoiding debt. The 2019 Routt County
budget projects $67,625,000 in revenues and $76,115,000 in expenses. The 2019 budget is separated
into Governmental Activities and Business Type Activities. Governmental Activities include the County’s
basic services such as Property Tax Administration, Public Safety, Human Services, Community Services,
Road and Bridge and Administration. Business Type Activities include the Yampa Valley Regional Airport
(YVRA), the Regional Building Department, the Phippsburg Water and Sanitation System and the Milner
Sanitation System.

LEADERSHIP & INNOVATION
)   2021 Budget Development. The new County Manager will arrive as the County is deep into the
    development of the 2021 budget. The new Manager will need to get up to speed quickly on the
    financial plan.
)   Strategic Plan Implementation. The County recently completed a new Strategic Plan. The new
    County Manager will be responsible for implementation of plan.
)   Communication. Effective communication with the County Commissioners, staff, and community
    will be a high priority for the new County Manager.
)   ERP Implementation. Implementation of a new Enterprise Resource Planning (ERP) system is
    underway, and the new County Manager should be familiar with all aspects of Enterprise Resource
    Management (ERM), including accounting resources and financial management.
)   Recruitment and Succession Planning. The potential turnover of long-term employees may
    necessitate the need for effectively dealing with change management as new team members are
    brought on board.

IDEAL CANDIDATE
The next County Manager will be an exceptional
communicator with the ability to collaborate and engage
with the Board of County Commissioners, staff, business
owners, and community members. The ideal candidate
will have the ability to skillfully guide the Commissioners
and County staff through the decision making and policy
making process. The successful candidate will be of
strong character, trustworthy, and ethical. A process-
oriented individual with strong finance and budgeting
skills will be successful.

The ideal candidate will be accessible to staff, lead by
example, and support a positive working environment and
company culture. The successful candidate will maintain
a high level of accountability and prioritize activities to
align with the strategic mission of the organization. It will
be important for the next County Manager to embrace
the culture of the predominantly rural community and
have an understanding and acceptance of the extreme
weather conditions in the winter.

EDUCATION & EXPERIENCE
A bachelor’s degree in public administration, business, or a related field is required. A master’s degree
is preferred. A minimum of 5-7 years as a City/County Manager or Assistant City/County Manager, or
equivalent experience, is required.
