2 INTRODUCTION The National Paralympic Association of Peru (ANPPERÚ) presents below this general information document related to the COVID-19 Biosafety Protocol that will be used in the WORLD SHOOTING PARA SPORT WORLD CUP - LIMA 2021. which will take place in Lima, Peru, from June 10 to 19, 2021, and which will grant the last places for qualification to the Tokyo 2021 Paralympic Games. The organizers of the event will use the concept of "sanitary bubble" and will include all those who participate in the event: para-athletes, coaches, officials, judges and staff of the organization. There will be no exceptions to being part of the bubble and any deviation from the rules will automatically make the group ineligible to participate in this event. 1- GENERAL BIOSECURITY MEASURES All members of the delegations participating in the event must comply with the measures established in this document from their arrival to the country until they leave it, including extra measures that will be duly informed by the organizing committee. The general system of "sanitary bubble" for the prevention and control measures of contagion of COVID-19 in this event will be based on the "isolation" of all correctly registered participants in specific areas, from arrival in our country to departure. The bubble of this event will include: - Transfer from the country of origin. - Use of official transport. - Stay at the official hotel. - Use of common areas. - Use of the feeding areas - Use of the training venues - Use of the venues for competitions. - The awards and press and communication areas. This measure seeks to avoid the mandatory quarantine in our country for the performance of the Para sport event in a safe individual and collective manner. Therefore, no person outside or not accredited by the organizing committee may be part of the “sanitary bubble”. All NPCs must clearly understand that their delegation members must have medical insurance to ensure payment of costs related to the corresponding medical treatment.
3 We will follow all protocols within the competition venue as recommended in this document which will be sent to all NPCs. The main measures to be followed are the mandatory use of the mask throughout the event (except for specific exceptions), physical distancing (1.5 meters) and hand hygiene (washing hands with soap and water and / or disinfection of hands with alcohol gel) or the body area in direct contact with surfaces and / or materials. Each delegation must have a health officer for the necessary effects regarding the prevention and control measures of contagion of COVID-19 during the event, who must not have any risk factor associated with COVID-19. 2- SPECIFIC BIOSECURITY MEASURES: 2.1- DURING TRANSFER FROM THE COUNTRY OF ORIGIN TO THE AIRPORT INTERNATIONAL JORGE CHAVEZ IN LIMA, PERU. ▪ Before traveling from the country of origin, each member of the delegation must have a negative PCR-RT result for Covid-19, with a result issued maximum 72 hours prior to flight departure, complying with the entry requirements applied by the Peruvian State on those dates. ▪ At all times during the transfer from the country of origin to the airport in Peru, each member must use a mask and face shield, maintaining physical distance and all the biosecurity measures. ▪ When arriving at the airport in Peru, the members of the delegations must follow the indications of biosecurity and prevention of contagion indicated in point 3. 2.2- DURING THE USE OF THE OFFICIAL TRANSPORT ▪ The delegations will be transported from the Airport to the hotel and from the hotel to the place of competition and vice versa in vehicles ventilated, previously disinfected and with reduced capacity. ▪ All passengers must wear a mask and face shield correctly and sit separated by an empty seat. The transport will also have a sanitizer gel dispenser. 2.3- DURING YOUR STAY AT THE OFFICIAL HOTEL ▪ The Official Hotel, a single place that will house all the delegations, will have its prevention and control measures for COVID-19 according to the general measures adopted by the organizing committee. Everyone must follow the instructions given by the hotel staff. ▪ Each member of the delegation must individually manage their luggage from the departure of the vehicle to their room hotel, both on arrival and departure.
4 ▪ Avoid the use of public spaces and the hotel facilities if it’s not strictly necessary. ▪ Participants must stay in their assigned rooms will not able to trade them, unless there is a strict need for accompaniment or for support in carrying out activities that are limited as a result of their disability. ▪ It is not allowed to receive or have contact with visitors or strangers in the hotel. 2.4- DURING THE USE OF THE COMMON AREAS ▪ All common areas will be properly labeled for the correct route, the distribution by delegations and the places available to be used by each member of the same delegation (including adequate spaces for wheelchair users). ▪ The meeting of participants from different delegations will not be allowed, except for exceptions determined by the organizing committee for the purpose of holding the same competition. ▪ Everyone must wear their mask at all times, comply with the allowed physical distancing (except for those para-athletes who require a personal assistant) and have a disinfectant solution or gel for cleaning hands or body area in contact with materials or surfaces. 2.5- DURING THE USE OF THE FEEDING AREAS ▪ Breakfast and dinner will be distributed in the dining room of the official hotel in shifts established by the organizing committee, with a reduced capacity and maintaining a physical distance of 1.5 meters between each person. ▪ Lunch will be offered at the shooting range. It will be provided by the official hotel and it will be distributed in box lunch in the shifts established by the organizing committee, in a ventilated dining room, with reduced capacity and maintaining the physical distance of 1.5 mt. between each person. 2.6 - DURING THE USE OF TRAINING VENUES. ▪ The schedules and distribution of places for training will be communicated in a timely manner to all delegations so that participants can comply with the recommended physical distance. 2.7- DURING THE USE OF THE VENUES FOR COMPETITIONS. ▪ Only the competitors that appear in the start list, their coaches and technical officials in charge of the competition will enter the competition site.
5 ▪ During competitions, para-athletes are allowed to remove their masks on the shooting line, as long as they keep a physical distance of 1.5 meters between competitors. ▪ It will only be allowed to reduce the physical distance between a para-athlete and his coach during the coaching and with his assistant if it is requires product of the disability of the para-athlete and corroborated by his sport class. ▪ After each round of competition, the shooting range must be vacated for cleaning and disinfection before starting a new competition. 2.8- DURING THE AWARDS, PRESS AND COMMUNICATIONS. ▪ Only athletes may participate in the awards area, maintaining the mandatory use of masks and physical distancing. ▪ The participant can remove the mask if he is alone in the prize area; or if the participants are guaranteed to maintain a physical distance of 1.5 meters. ▪ Accredited press / communication personnel must comply with the mandatory use of a mask, physical distancing and hand hygiene, and will be subject to the permitted capacity. 3- COVID-19 DETECTION TESTS. ▪ Upon arrival at the hotel, all participants must undergo the molecular test for the detection of SARS-CoV-2 by RT-PCR, and will remain isolated in their room until the publication of the result by the organizing committee. ▪ Those participants with a positive molecular PCR test result, will remain isolated in their room, and will proceed as detailed in point 4 of this Protocol. ▪ Those participants with a negative result in the molecular test and authorized by the organization will be able to leave their rooms, circulate through the common areas of the hotel, use the official transport and go to the shooting range and will be able to participate in the scheduled competitions. ▪ Every participant with a negative molecular test result must report to their health representative daily through the Health Questionnaire form (Annex C). ▪ All participants will be tested for SARS-CoV-2 antigen on the fourth day at night at the official hotel. ▪ Two days before the return travel date of each delegation, a molecular test PCR will be applied to all participants, for being a requirement for your return trip. ▪ Testing costs will be assumed by every sport delegation.
6 4- CASES OF SUSPECTED OR NOTIFICATION OF CONTAGION ▪ In case of suspicion or confirmation of a COVID-19 contagion, the health officer of the corresponding delegation must immediately notify the organizing committee to initiate the respective isolation of the affected person. ▪ The isolation of a suspected case will last until the confirmation of a negative molecular test, or until what is determined by the Health Manager of the organizing committee. ▪ The isolation of a positive case will have a strict duration of the period determined by the regulations of the Ministry of Health of Peru (14 days) and will be kept under observation to see if more symptoms develop. ▪ The delegation's health officer must be in charge of assisting the affected person, taking into account personal protection measures; In addition, it will have the support of the health team of the organizing committee. ▪ If the affected person needs specialized medical attention, they will be referred to a health center for timely attention, making use of their previously contracted medical insurance. ▪ The affected person will be quarantined out of reach of anyone other than the health authority. The room will be for individual use and all meals will be served in the room following the corresponding protocols. 5- HEALTH REPRESENTATIVE - COVID 19 Each delegation must designate and inform the committee organizer of a person in charge of hygiene and good practices whose functions will be: o Check the health conditions (asking questions according to the model questionnaire - Annex C and conducting temperature controls) of all your delegation. o Control the compliance with basic hygiene rules (use of protection elements, hand hygiene, rules of physical distancing, etc.). o Inform all the people in his delegation about the basic hygiene measures and their compliance. Each delegation must inform the name of the representative of Health/ COVID- 19 up to 2 days before its arrival in the mail: areamedicaanpperu@gmail.com The breach of the protocol by the representative of Health/ COVID 19 or by any other person in the delegation, will be subject to disciplinary sanction, withdrawing them from participating in the event.
7 Annexes: ANNEXED A STATEMENT OF RESPONSIBILITY WORLD SHOOTING PARA SPORT WORLD CUP - LIMA 2021 I hereby certify that I: ___________________________________________Identified with passport _______________________, will participate in all the activities of the event "World Shooting Para Sport World Cup - Lima 2021", which will take place in Lima, Peru from Jun 10 to 19 of this year. I declare under oath to tell the truth that, I have been informed that the necessary measures will be implemented to mitigate the risk of contagion of SARS-COV-2 in order to minimize the probability of any participant acquiring the virus. However, I am aware that despite the actions that can be taken, there cannot be a “zero risk” or infallibility of contagion. In this way, by signing below, I certify that I understand the mentioned actions and allow myself to participate in the event's activities. Consequently, I hereby release, renounce and discharge the National Paralympic Association of Peru, the Peruvian Institute of Sport, the Government of Peru at their respective levels, and their respective officials, from any and all responsibilities, claims, demands, actions and causes of action of any kind, arising directly or indirectly from or related to any loss, damage, injury or death, that I may suffer in relation to COVID-19 while participating in this event while I am in or around the facilities that may cause unintentional exposure or damage due to COVID-19, __________________________________ (Signature) Name: Country: Date:
8 ANNEXED B BIOSECURITY RULES IN WORLD SHOOTING PARA SPORT WORLD CUP - LIMA 2021 The event organizers will use the concept of a "sanitary bubble" and all those who participate in the event: para-athletes, coaches, officials, judges or organizing staff, will be included and placed in this bubble. NOTO EXCEPTIONS to be part of the bubble and any deviation from the rules will automatically make the group ineligible to participate in this event. 1. All participants are pre-accredited at the airport and a red ribbon will be placed on their wrist. Upon arrival at the hotel, a PCR test will be carried out and they must remain isolated in their rooms until they receive information on the negative result of their test; the results will be given in a maximum of 24 hours. Only the organizing staff can remove the red ribbon and change it to a green ribbon after receiving the negative result of the PCR test performed at the hotel. Breaking the ribbon means you are not eligible to participate in the events. This may require arriving to the country a day earlier to meet the 24- hour waiting period for the test results. 2. Once they have the green ribbon, they will be able to circulate through the "bubble" of this event, which will include official transportation to and from the airport and shooting ranges, the common areas of the official hotel, all practice and competition areas, all the feeding areas and all the accommodation floors. You cannot leave the hotel or the sports facilities. Exiting the "bubble" means not being eligible to participate in the events. 3. During the competition, the staff of the organizing committee will remove the green ribbon from the para-athletes who, due to the nature of the event, require it. At the end of the competition, they must return to the event's Biosafety point so that one can be placed again. Without the GREEN ribbon, NO ONE will be allowed to access the transport or re-enter the hotel. 4. The use of the mask is mandatory at the airport, transport, hotel, accreditation, shooting ranges, ceremony awards, medical / anti-doping center and stands. The use of the mask is not required during lunch, keeping the corresponding physical distance, and for para-athletes during training and competitions at their firing points. 5. All participants must respect physical distancing and the indications of the organizers and the security team.
9 6. Only para-athletes who compete that day can access the competition area accompanied by their technical delegations. Competing para-athletes cannot access the stands area as a public, respecting the reduced capacity and physical distance. 7. All NPCs and all members of the delegation must have health insurance and every delegation is responsible for all costs related to the medical treatment of all members of its delegation. Neither the organizers, nor the National Paralympic Association of Peru nor the Peruvian Institute of Sport, assume any responsibility related to the cost of any medical treatment for each member of the delegation, related to a positive PCR test.
