1. Introduction

The City of McKeesport, as a Federal Entitlement, is required to complete an annual application
for the use of the Community Development Block Grant (CDBG) funds to the U.S. Department of
Housing and Urban Development (HUD). The Annual Action Plan is a guide for the City to allocate
its resources for specific activities that support the Goals and Strategies of the City of
McKeesport’s Five Year Consolidated Plan. This is the City of McKeesport’s second Annual Action
Plan of the FY 2020‐2024 Five Year Consolidated Plan. The Five Year Plan describes the housing

and non‐housing needs of City residents and presents a five year strategy to address those needs.
The FY 2021 Annual Action Plan for the City of McKeesport will serve the following functions:

A planning document that enables the City to view its HUD funding, not in isolation, but
as one tool in a comprehensive strategy to address housing, community development,
and economic development needs.
An application for CDBG program funds under HUD’s formula grant.
A strategic document to be followed in carrying out HUD programs.
An action plan that provides a basis for assessing performance in carrying out the use of
CDBG program funds.
The FY 2021 Annual Action Plan for the City of McKeesport includes the City’s CDBG Program, and
outlines which activities the City will undertake during the program year beginning July 1, 2021
and ending June 30, 2022. The City of McKeesport’s Department of Community Development is
the lead entity and administrator for the CDBG funds.

The City of McKeesport receives HOME funds as a member of the Allegheny County HOME
Consortium. These funds go to the McKeesport Housing Corporation (MHC), which is a CHDO
organization. Allegheny County is the administering PJ of these HOME funds. The City will receive
$178,787 of FY 2021 HOME Allocation from the Allegheny County HOME Consortium.
The City of McKeesport's FY 2021 Annual Action Plan was developed to meet the City’s Five Year
Priorities. The FY 2020‐2024 Five Year Priorities are: Housing; Homelessness; Other Special Needs;
Community Development; Economic Development; and Administration, Planning, and
Management. Programs and benefits described in this plan are intended to primarily benefit low‐
and moderate‐income persons in the City of McKeesport.
Community Development Block Grant (CDBG) funds are used to address the needs outlined in this
Annual Action Plan. The FY 2021 allocation is $1,064,467. The three (3) overarching objectives,
set by HUD, guiding the proposed activities are as follows:

Outcomes show how programs and activities benefit a community or the people served in a
particular area or neighborhood. The three (3) outcomes that will illustrate the benefits of each
activity funded by the CDBG program are:

The Annual Action Plan does not incorporate the Public Housing Authority's Comprehensive Grant

process into this consolidated planning and application process but does require the participation
of the McKeesport Housing Authority in the development of this plan.

During the FY 2021 CDBG Program Year, the City proposes to address the following priority need
categories identified in its Five Year Consolidated Plan:
HOUSING STRATEGY ‐ (High Priority)
There is a need to improve the quality of the housing stock in the community and to increase the
supply of affordable, decent, safe, sound, and accessible housing for homeowners, renters, and
homebuyers.
Goals ‐ The following housing goals are:

HSS‐4 Fair Housing ‐ Affirmatively further fair housing by promoting fair housing choice through
monitoring, education, training, and outreach throughout the City of McKeesport.

Fair Housing ‐ Fair Housing Training, Seminars, Outreach and Educational Programs, and
Fair Housing Testing.
COMMUNITY DEVELOPMENT STRATEGY ‐ (High Priority)

There is a need to improve the public and community facilities, infrastructure, accessibility
improvements, public social/welfare services, code enforcement, clearance, and the quality of life
in the City of McKeesport.

Goals ‐ The following community development goals are:
CDC‐2 Infrastructure ‐ Improve the City’s infrastructure through rehabilitation, reconstruction,
and new construction of streets, sidewalks, slopes, curbs, handicap accessibility improvements,
sewer, water, storm water management, bridges, green infrastructure, the purchase of
equipment, handicap accessibility improvements/removal of architectural barriers, etc.
Street Improvements ‐ CDBG funds will be used to reconstruct streets in low and
moderate income neighborhoods throughout the City.
CDC‐4 Public Services ‐ Improve and increase public safety, programs for the youth, the elderly,
and disabled, and social/welfare programs throughout the City.

Rodent Control ‐ Wildlife Pest Control ‐ The project provides rodent control/wildlife pest
control services to residents in areas city‐wide. The funds are used to provide the
necessary materials and labor to bait and remove pest infestation.
CDC‐5 Code Enforcement ‐ Undertake code enforcement activities to ensure compliance with City
code ordinances to maintain and sustain the existing housing stock in the City.
Neighborhood Preservation Team ‐ Code Enforcement ‐ This activity provides operating
support to continue the efforts of the Neighborhood Preservation Team (NPT). Activities
undertaken by the NPT include code enforcement and other neighborhood stabilization
and conservation activities.
CDC‐6 Clearance ‐ Remove and eliminate slum and blighting conditions through demolition of
vacant and abandoned, dilapidated structures throughout the City.

Demolition ‐ Funds will be used for demolition and clearance of unsafe structures.
CDC‐7 Public Safety ‐ Improve the public safety facilities, purchase of new equipment, crime

prevention, community policing, and ability to respond to emergency situations.
Community Policing ‐ Funds will be used to provide increased police protection in the
form of foot patrols, bike patrols, and vehicle patrols in low/mod income areas of the City
of McKeesport.

ADMINISTRATION, PLANNING, AND MANAGEMENT STRATEGY ‐ (High Priority)

There is a continuing need for planning, administration, management, and oversight of Federal,
state, and local funded programs.
Goals ‐ The following administration, planning, and management goals are:
AMS‐1 Overall Coordination ‐ Provide program management and oversight for the successful
administration of Federal, State, and local funded programs, including planning services for
special studies, annual action plans, five year consolidated plans, substantial amendments,
consolidated annual performance and evaluation reports (CAPER), environmental review and
clearance (ERR), fair housing, and compliance with all Federal, State, and local laws and
regulations.
Administration ‐ Community Development ‐ Funds will be utilized for general
administration of various CDBG programs and activities. In addition will be used to fund
the cost to assist with the annual action plans, five year consolidated plan, analysis of

impediments to fair housing choice, environmental review record, consolidated annual
performance and evaluation report, and technical assistance as need.
3. Evaluation of past performance
This is an evaluation of past performance that helped lead the grantee to choose its goals or
projects.
The City of McKeesport each year prepares a Consolidated Annual Performance and Evaluation
Report (CAPER). This report is submitted to HUD within ninety (90) days after the start of the next
program year. Copies of the FY 2019 CAPER are available for review at the City of McKeesport’s
Department of Community Development. The FY 2019 CAPER, which was the final CAPER for the
FY 2015‐2019 Five Year Consolidated Plan, was submitted to HUD by December 27, 2020. In the
FY 2019 CAPER, the City of McKeesport expended 100.00% of its CDBG funds to benefit low‐ and
moderate‐income persons. This was the first year of a multi‐year Low/Mod Benefit Certification.
The Multi‐Year Certification is 100.00%. The City expended 11.9% of its funds during the FY 2019

CAPER period on public services, which is below the statutory maximum of 15%. The City
expended 20.0% of its funds during this CAPER period on Planning and Administration, which
meets the statutory maximum of 20%. The City of McKeesport was over the required 1.5

maximum drawdown ratio at a ratio of 1.75.
4. Summary of Citizen Participation Process and consultation process

The first step of the planning process for the FY 2021 Annual Action Plan started with holding a
public hearing to obtain resident input on the needs of the City of McKeesport. The needs hearing
was held virtually on March 30, 2021 at 10:30 AM. The needs hearing notice was published on

Saturday, March 20, 2021 in the "Mon Valley Independent.” At the public hearing, residents had
the opportunity to give their input and their thoughts on the needs in the City of McKeesport and
how the CDBG funds should be spent to benefit low‐ and moderate‐income persons.
The FY 2021 Annual Action Plan was on public display beginning Friday, April 2, 2021 through
Tuesday, May 4 2021 http://www.mckeesport‐pa.gov. Residents were given the opportunity to
comment on the "draft" version of the FY 2021 Annual Action Plan and which projects/activities
would be funded with FY 2021 CDBG funds.

The City of McKeesport Department of Community Development is the administrating agency for
the CDBG program. The Department of Community Development prepares the Five Year
Consolidated Plan, Annual Action Plans, Environmental Review Records (ERR’s), the Consolidated

Annual Performance and Evaluation Reports (CAPER), monitoring, pay requests, contracting,
oversight of the program on a day to day basis. In addition, the City of McKeesport has a private
planning consulting firm available to assist the City on an as needed basis.

1. Introduction
While preparing the FY 2021 Annual Action Plan, the City of McKeesport consulted with the
McKeesport Housing Authority, Allegheny County, nonprofit housing agencies, social services
agencies, and Pittsburgh/McKeesport/Penn Hills/Allegheny County Continuum of Care.
Provide a concise summary of the jurisdiction’s activities to enhance coordination
between public and assisted housing providers and private and governmental health,
mental health, and service agencies (91.215(l))
The City of McKeesport works with the following agencies to enhance coordination:
City of McKeesport, Department of Community Development – oversees the CDBG
program.

McKeesport Housing Authority – oversees the Section 8 Housing Choice Voucher
Program, improvements to public housing communities, and the development of
scattered site affordable housing.

McKeesport Housing Corporation (MHC) – the City provides funds to rehabilitate and
develop affordable housing for low‐ and moderate‐income families and individuals.
Allegheny County Department of Human Services – oversees the Pittsburgh/
McKeesport/Penn Hills/Allegheny County Continuum of Care.
Allegheny County Department of Economic Development – oversees the Allegheny
County HOME Consortium.

Social Services Agencies – funds to improve services to low/moderate income persons.
Housing Providers – funds to rehab and develop affordable housing for low and moderate

A part of the CDBG application planning process, local agencies, and organizations were invited
to submit funding proposals for CDBG funds for eligible activities. These groups participated in
the planning process by attending the Needs Public Hearing, phone/email consultation, and the
second Public Hearing.
Describe coordination with the Continuum of Care and efforts to address the needs of
homeless persons (particularly chronically homeless individuals and families, families
with children, veterans, and unaccompanied youth) and persons at risk of
homelessness.
The City of McKeesport is a member of the Pittsburgh/McKeesport/Penn Hills/Allegheny County
Continuum of Care. The Pittsburgh/McKeesport/Penn Hills/Allegheny County Continuum of Care
is administered by the Allegheny County Department of Human Services. The City coordinates its
activities with the Continuum of Care and supports its applications for funding. The City helps the

Pittsburgh/McKeesport/Penn Hills/Allegheny County Continuum of Care to address homelessness
by working together to develop a framework to deliver housing and supportive services to the
homeless.
Allegheny County, as the administrator of the CoC, is committed to working with the Continuum
of Care (CoC) Board to determine the allocation of Emergency Solutions Grants (ESG) Program
funds each year, develop the performance and evaluation standards for activities, and develop
the policies and procedures related to the administration and operation of the Homeless
Management Information System (HMIS). The past experience of the Homeless Prevention and
Rapid Re‐housing (HPRP) program has served as a baseline for this partnership as the ESG Program
is being implemented. Representatives of the County and City are Board Members who serve on
the Homeless Advisory Board (HAB) and attend meetings regularly. This Board oversees the
strategies of the CoC. In addition, the County and City are also members of the Continuum of Care
subcommittee which recommends strategies to the HAB. The CoC is consulted for each Annual
Action Plan (AAP), including the FY 2021 Annual Action Plan. Over the past year, the County, City,

and other CoC members have met and discussed the ESG Program.

in determining how to allocate ESG funds, develop performance standards for and
evaluate outcomes of projects and activities assisted by ESG funds, and develop
funding, policies and procedures for the operation and administration of HMIS

Homeless Advisory Board: Review, advocate for, and promote positive changes in public
policy on Homelessness. Advise Allegheny County, Pittsburgh, McKeesport, and the Penn
Hills on issues affecting people who are or who are at risk of being homeless. Review,

Monitor HUD’s priorities in the delivery of services to people who are homeless and

Continuum of Care Committee and Coordinated Intake – Sub‐Committee: The CoC
Committee establishes the priorities, and reviews and monitors priorities/goals for the
CoC, as well as reviews changes under HEARTH. CoC designs training programs that
educate the members to meet the goals that include the priority areas of HUD. These
include: maintaining Permanent Housing, Transitional Housing movement to Permanent
Housing, employment, and accessing mainstream services. The CoC is also addressing the

development and expansion of the coordinated intake/assessment system and monitors
homeless prevention services through local, state and federal sources of funding,
including ESG funds. The committee reviews the utilization of beds on a quarterly basis.
Agencies/programs not meeting performance goals are assisted with technical assistance
and peer support.
Homeless Outreach Committee (HOCC): HOCC addresses issues of the chronic street
homeless through the development of better coordination and service delivery. Case
management meetings are held to discuss specific consumers and concerns. Major events
over the past year included: street sweeps, Point in Time Count, Severe Weather
Emergency Shelter, and intense efforts to move street homeless to Permanent Housing
or Safe Haven through outreach and engagement.
Homeless Education Network (HEN): HEN serves as a catalyst for action and creates
effective models, brokers resources, and provides a forum for community discussions to
create action to ensure the children and youth who are experiencing homelessness are

enrolled, attending, and succeeding in school as mandated by the McKinney Vento Act.
HEN works toward addressing housing issues as related in Definition 2 of the HUD
Homeless definition published on January 4, 2012. Definition 2 refers to “Imminent

Homelessness”, where a residence will be lost within 14 days of the date of application
for homeless assistance. The committee membership includes educators, providers,
government leaders, and consumers.
Evaluation Committee: The Evaluation Committee reviews and ranks all new projects and
reviews all outcome data from HMIS/APRs for renewal projects. The committee meets as

necessary to make recommendations on renewal and the ranking of new projects. These
recommendations are then reviewed and voted on by the entire Homeless Advisory
Board. The Homeless Advisory Board (HAB) receives quarterly updates on data from
HMIS. The committee will meet more frequently if needed.

The City did not directly consult with health care agencies, publicly funded institutions, and systems of
care that may discharge persons into homelessness. This was previously done during the planning process
for the Five Year Consolidated Plan last year. The City incorporated that information into the Five Year
Consolidated Plan, as well as information on the special needs population, the homeless, and those who
are at risk of becoming homeless. In discussions with the Continuum of Care, updated information was
obtained and incorporated into the plan for the homeless and the issues surrounding homelessness.
The Continuum of Care includes the following McKeesport social service providers: Center for Victims;
First Step Recovery Homes; Auberle; and ACTION Housing. Center for Victims provides emergency and
transitional housing and supportive services to female victims of domestic violence with or without
children. First Step Recovery Homes provides housing and supportive services to homeless men who are
in recovery from chronic substance abuse and may be dually diagnosed with a mental health disorder.
Auberle’s Movin’ On Transitional Living Program provides transitional housing and supportive services to

young men experiencing homelessness between the ages 18‐25. ACTION Housing provides Emergency
Shelter and Bridge Housing in McKeesport.
The City of McKeesport and the McKeesport Housing Corporation (MHC) evaluates all homes for lead
based paint and determines how to reduce the amount of lead based paint hazards per current standards
and regulations through its Housing Rehabilitation Program. The City consulted the 2019 Childhood Lead
Surveillance Annual Report released by the Pennsylvania Department of Health, which is the most recent
report available. The data identified in the Report are incorporated in the Annual Action Plan, and the
report has been added in IDIS under AP‐10.
The City also gained the perspective of business and civic leaders or agencies that work with lead‐based
paint issues such as the health department through the Pittsburgh/McKeesport/Penn Hills/Allegheny
County Continuum of Care. The Allegheny Health Department is a member of the CoC and operates the
Healthy Homes and Lead Poisoning Prevention Program, and also provides healthy home inspections to
qualified participants in Allegheny County.

The City of McKeesport Community Development Department is the administrating agency for the CDBG
program. The Community Development Department coordinates with the other City departments. CDBG
projects are coordinated with the Community Development Department, the Building Inspection
Department, the Department of Public Works & Utilities Office, Recreation Department, the Police
Department, the Fire Department, and the McKee’s Point Marina.
Development policies are promoted by the City Manager with approval and oversight by the Mayor and
City Council. The City works closely with the Allegheny County Commissioners and County staff to address
projects and activities that extend beyond the City limits. The City and the County have a good working
relationship. The City is a member of the Allegheny County HOME Consortium and the
Pittsburgh/McKeesport/Penn Hills/Allegheny County Continuum of Care. As part of the Allegheny County
HOME Consortium and the Pittsburgh/McKeesport/Penn Hills/Allegheny County Continuum of Care, the
City of McKeesport ensures the needs of the area are adequately addressed through the regional
approach of these partnerships.

McKeesport Housing Authority (MHA) –
The City of McKeesport does not play a direct role in regard to public housing. The Board of the Housing
Authority is appointed by the Mayor and then approved by the City Council. However, MHA hires its own

staff and handles its own contracting, procurement, and management issues. Even though the City does
not play a direct role in the development, provision, and/or management of public housing in McKeesport,
the City does work in partnership with MHA on many initiatives, including housing developments and city
revitalization projects.

Each year, the McKeesport Housing Authority (MHA) receives an allocation of funds from HUD under the
Capital Fund Program to undertake the physical improvements. In addition, the MHA receives operating
subsidies to offset the operating deficits associated with public housing units and to carry out
maintenance. The McKeesport Housing Authority will receive $2,134,208 under a HUD Capital Fund grant
and $3,577,842 in Operating Funds for FY 2021.
MHA encourages resident participation in management through the resident councils of the McKeesport
Public Housing Communities. Every Public Housing Community has a resident council. The resident
councils have input in and involvement with management operations and modernization needs. Members
from each resident council attend the Resident Advisory Board meetings with MHA staff, where various
topics, including modernization and management needs, are discussed. The Housing Authority has
monthly community forums with the residents and tenant councils at each of the developments. MHA
uses the Section 8 Housing Choice Vouchers for homeownership assistance.

The City of McKeesport receives CDBG funds from HUD. This funding source will be available to help
support improvements to Housing; Homeless; Other Special Needs; Community Development; Economic
Development; and Administration, Planning, and Management. The City’s annual allocation from the
CDBG entitlement grant is $1,064,467. In addition, the City receives HOME funds through the HOME
Consortium in the amount of $186,879. These HOME funds help to fund affordable housing projects in
the City through the McKeesport Housing Corporation Housing Rehabilitation Program.
The McKeesport Housing Authority (MHA) receives funds for the Section 8 Housing Choice Voucher and
Public Housing Capital funds to correct physical and management deficiencies in the public housing
developments to achieve efficiency and economy. MHA anticipates that it will receive $2,134,208 under

Homeless assistance providers serving the City also receive funds through the McKinney Continuum of
Care Grant in order to provide administrative oversight in the development and provision of housing for

Alliance Continuum of Care (which includes the County, Penn Hills, McKeesport, and Pittsburgh). The
