1. Introduction to Freeview Play
Freeview Play is the next evolution of the UK’s most popular TV service and will be central to
Freeview’s and Digital UK’s long term vision for an open hybrid DTT platform. This new
service will give audiences easy access to both broadcast and On Demand (OD) content,
including a range of popular OD players 1 which are available free to users. Freeview Play
will offer users a common set of the most popular players presented in a way which is
consumer-friendly and broadcast-centric.

Freeview Play will draw on experience of working closely with manufacturers and their
proven ability to align with open international standards (D-Book and HbbTV) to facilitate
mass market sales. Freeview will lead on marketing and provide a unifying banner for
broadcasters and manufacturers, to help drive take-up and usage of connected TVs and
STBs featuring this unbundled service. Digital UK will lead on product and technical
development, working openly and collaboratively with manufacturers and retailers.

Freeview Play will create an open internet-connected TV technical standards environment,
with built-in HTML-5 and a Metadata Delivery Solution (MDS) to enable a backwards EPG
with deep-links to OD content and aggregated browse, search and viewing
recommendations across all Freeview Play content.

Like Freeview, Freeview HD and Freeview+, Freeview Play is licensed to device
manufacturers’ products that meet the light-touch product and technical specifications.
Freeview Play compliant devices – primarily iDTVs but also STBs – will be built to a common
technical standard and adhere to a consistent line-up of core content and recognisable
branding. Freeview Play plans to deliver devices to the market as soon as possible.

2. Freeview Play industry proposition
Building on the current Freeview platform, Freeview Play has been working with the
consumer electronics industry and other horizontal market partners to develop its proposition
and enable devices to launch as soon as possible.

The Freeview Play platform is being established by:

•   Consulting with manufacturers to develop a technical specification combining Freeview
    HD and HbbTV.
•   Developing a clear device testing and conformance regime.
•   Delivering a consolidated cross-platform, enhanced metadata stream.
•   Providing a set of rules and guidelines for the user interface and for the presentation of
    content/players.
•   Underpinning navigation with consumer-driven principles – including one-click access to
    live TV and the prominent display of core content across linear and non-linear
    environments.
•   Using simple on-screen branding (on the home screen, in the EPG and on other
    relevant OD pages).
•   Providing an opportunity for additional Freeview broadcaster OD services to launch
    alongside the core Public Service Broadcaster (PSB) players.

•   Providing flexibility for manufacturers to provide and position additional non-broadcast
    OD content.
•   Providing scope for adding new features and functionality.

3. Freeview Play functionality
As Freeview Play is an open, hybrid DTT/IP proposition, manufacturers are able to build on
their existing expertise and plans in order to develop Freeview Play devices.

Freeview Play functionality can be summarised as follows:

Content
   • All Freeview SD and HD linear channels.
   • Core OD players (ad-supported where relevant).
   • Options for pay capability.
   • EPG-listed free-to-air IP channels.

User-facing functionality
   • Enhanced 7-day linear EPG.
   • Backwards EPG for 7 days, providing deep links into OD players.
   • Access to OD players.
   • Additional programme information (enhanced EPG data).
   • Connected red button (IP-enhanced interactive services).
   • Content search and recommendations, as development features.
   • Basic accessibility features.
   • Full Freeview+ capability in PVR devices.

User interface
   • Digital UK channel ordering for linear DTT.
   • Easily accessible core players easily accessible via an OD portal screen.
   • One-click access to a compliant EPG.
   • Consistent channel branding and channel logos.
   • High-level navigation principles.

Industry-facing functionality
   • Metadata supporting regionality.
   • Dynamic ad-insertion into OD content based on HbbTV 2.0.
   • Software DRM supporting both pay and free OD content.

Technical development and performance
   • Key performance criteria (e.g. loading times).
   • Thorough testing of Freeview Play functionality.
   • Sufficient standardisation to ensure quicker player testing and roll-out.
   • Adaptive bitrate streaming to maintain video service quality.
   • Potential for second screen device control.

Branding
   • Logos for Freeview Play on screen, on packaging and at the point of sale.
   • Content provider branding in the EPG.

4. Freeview Play technical framework
4.1 Technical headlines

The Freeview Play platform has the following key technical features:

   •   Common HTML5 application environment.
   •   Broadcast profile based on D-Book 7 Part A v4 (including MHEG).
   •   DVB-DASH, Smooth Streaming and HLS based media streaming (with a road-map to
       providing only DASH streams in the second phase).
   •   Aggregated source of metadata providing forwards and backwards EPG with deep-
       links to player content; and search API across OD and Freeview content.
   •   Ad-insertion into DASH-based streams.
   •   Digital Rights Management (DRM) capability.
   •   General security requirements.
   •   Support for accessibility and companion screen experiences.

The specification will use D-Book 7 Part A v4 as the base profile for broadcast services and
signalling.

IP-delivered services and applications will use HbbTV technologies, including features
recently included in HbbTV 2.0. It is recognised that – while this future-proofs Freeview Play
– there are timeline challenges associated with implementing all aspects of the evolving
HbbTV 2.0 specification.

4.2 Reference specifications

Some specifications referenced in this document are in draft status – for example, it is
recognised that receivers, test suites and services which are fully compliant with HbbTV 2.0
will not be available until the standard is confirmed.

Figure 2 and Figure 3 below illustrate the transition from a launch profile based on D-Book 7
and a sub-set of draft 26 of HbbTV 2.0, to a second profile based on D-Book 8 and HbbTV
2.0.

Freeview Play technical documents reflect the existing profiles of HbbTV available in Europe
[TNT], [TDT], and [HBBTV_NL].

5. Freeview Play platform profile
5.1 Freeview Play launch profile

The Freeview Play launch profile draws on the following specifications:

   •    ETSI ES 202 184 - MHEG5 Broadcast Profile [ETSI_202 184]
   •    DVB Blue Book A168 MPEG-DASH [DVB_DASH] Profile for Transport of ISO BMFF
        Based DVB Services over IP Based Networks, as referenced by HbbTV 2.0
        (including ISO CENC [CENC])
   •    DRM based on Microsoft PlayReady [PLAYREADY]
   •    Freeview Play Business-to-Consumer Metadata specification [FVC_METADATA]
   •    Microsoft Smooth Streaming and HLS are required as a transition technology

The sunset date for the Freeview Play launch profile is the point at which Freeview Play
moves to its second profile (see Section 5.2 below).

The second profile for Freeview Play will draw on the following specifications:
