     DRAKE RELAYS APP: Be sure to download our NEW Drake Relays presented by
     Hy-Vee app on your smart phone which will include the schedule, heat sheets, live
     results and much more! It’s free from the Apple Store or Google Play Store. Thanks to

     Be sure to familiarize yourself with the Covid-19 protocols at the end of this
     document.

     1. ENTRY FEES – There is a $15 nonrefundable fee for each individual accepted in
        an event or relay on your entry list at the time you click the Finalize Entries button.
        The fee is based on the total number of athletes accepted in events (relay and/or
        individual) on your entry list. If you paid online by credit card when you finalized
        your entries, please note there will be no refunds for overpayments.

     2. ADVANCE PAYMENT: Given the on-going COVID19 pandemic, in person payment
        processing will not be possible at the 2021 Drake Relays presented by Mediacom. If
        payment was not made, to expedite advance payment of entry fees following the
        closing of entries, the coaches’ email of the participating school will be sent a
        “request for payment” link that will have the entry fee total and other instructions for
        payment processing. The email address where the link is sent will be needed to
        login into the payment system. If you forward the email to a business office to
        process the payment, they will still need to use the original email address to login in.

Visa, Mastercard, and Discover are accepted methods of payment. Please print the
   payment confirmation sheet and bring to packet pick up as your payment
   confirmation. Links will be sent out by 4/19/21. Should you have questions, direct

2. ALTERNATES FOR INDIVIDUAL EVENTS – No alternates will be selected for
individual events. However, meet officials and the Selection Committee will try to keep
all lanes and field event spots filled. If you know an athlete on your team will not be able
to compete, please inform the Selection Committee as soon as possible so another
athlete can have a chance to participate. Inform the Committee by calling Chuck
Schoffner at 515-371-8768 or emailing drakehsjury@drake.edu. The Committee will try
to fill any openings with the athlete(s) next in line on the entry list. Coaches of athletes
in line to replace entrants who scratched will be notified as far in advance of the event
as possible, preferably at least 24 hours. No event in which there are scratches will be
redrawn except the 400-meter hurdles. No scratches are filled at the check-in area.

3. RULES – Recommendations from the 2020 National High School Federation
   Rules are used with adaptations adopted by the Iowa High School Athletic
   Association, the Iowa Girls’ High School Athletic Union and the Drake Relays
   Committee, including regulations governing uniforms. Only Iowa high schools
   are eligible for entry into the 2021 Drake Relays. Teams are limited to entering
   one relay team and three individuals per event. Individual participation is limited
   to four total events and is based upon performance.

4. RELAYS HEADQUARTERS AND REGISTRATION – Coaches must check in at
   the Relays Headquarters in the south lobby of the Knapp Center during the
   following hours:
       Wednesday, April 21 – 2:00pm – 6:00pm (local teams are encouraged to
   check-in during this time, if possible, to relieve congestion in the morning)
       Thursday, April 25 – 6:30am – 6:00pm

5. RELAY RUNNER DECLARATION AND RELAY CARDS: Your relay runner
order was submitted during the entry process. You have the option to change your
final runner order by submitting a Relay Runner Card at meet headquarters during
registration. Adjustments can be made to your relay order at check-in – only the
individuals entered during the online registration process will be allowed to compete.

6. CONTESTANT/HIP NUMBERS – Assigned numbers are to be worn on the
FRONT of the track jersey. Numbers for all contestants are in your team packet that
is picked up at headquarters during the hours noted in #4. Athletes must wear the
number assigned to them or they may be disqualified.
Hip Numbers - All individuals and anchor runners on relays are required to wear hip
numbers on BOTH SIDES. In addition, all events 1500 meters or longer are to wear
a third hip number on the upper left chest. Hip numbers must be picked up at the
check-in tent 15-30 minutes before the event is scheduled.

7. REPLACEMENT OF RELAY RUNNER – Replacing an injured runner outside the
pool of six relay runners requires a Medical RX from their doctor or the Drake Trainer.
Replacements are only allowed in Relay events.

                            Event Procedures
1. WARM-UP LOCATIONS – High school athletes will be allowed to warm-up at the
   Soccer Field east of the Tennis Center. Teams may set up tents on the outside
   perimeter of the field. The Fieldhouse will not be available for team camps.

   The Field House parking lot warm-up area on 27th St., will be available for running
   event warm-ups starting 45 minutes prior to the event start. High school athletes
   will enter the area using their athlete wristband. If bringing bags, they are subject
   to search.

   All field event competition warm-ups place at the competition venues. For the
   high jump and long jump, the competition warm-up period will start 45 minutes
   before the event. For the throwing events, check in with the lead official at least
   45 minutes before competition time for flight specific warm-up information.

2. RUNNING CHECK-IN PROCEDURES – Check-in for running competitions will
take place in the Field House parking lot, located east of the stadium starting 45
minutes before event start time. Track athletes will be clerked in the check-in area,
informed of the heat or flight in which they are to compete and relay runner cards
verified. Running event warm-ups are on the warm-up track in the parking lot north
of the Field House.
         a. All competing athletes may begin check-in 45 minutes before their
            scheduled event start time. Athletes must be checked in 15 minutes
            before the event’s scheduled start time. Athletes not checked in will be
            scratched from the event and not allowed to compete..
         b. For track events, a clerk/marshal escorts each heat from the check-in area to
            the assigned staging area. Athletes will be instructed when to remove their
            warm-ups and proceed to the start of their competition.
        c. Athlete belongings will remain in the tent where the athlete was clerked.
            Meet management is not responsible for any lost items.

 3. REPLACEMENT OF RELAY RUNNER – Replacing an injured runner outside
    the pool of six relay runners requires a Medical RX from their doctor or the
    Drake Trainer.       Replacements are only allowed in Relay events.

 4. TRACK EXITING/POST EVENT: Athletes will immediately leave the finish
    line area and proceed to the tent to retrieve their belongings. Marshals will
    assist in exiting of the track. Some athletes may be asked to go to the Mixed
    Zone for media interviews.

 5. STARTING BLOCKS: All starting blocks will be provided by Drake University.

6. RELAYS – For exchange marks for the relays, only one piece of tape or rubber
    strip will be allowed. No tennis balls. Plan accordingly.

 7. SURFACES – The running track, high jump and long jump runways are Mondo
    surface. ONLY 1/4 inch pyramid spikes are permitted on the track and for the
    long jump and high jump. NO Christmas trees or candles permitted. Please
    make arrangements for this specific spike in advance. Shot put and discus rings
    are concrete.

    SPIKE CHECK: All competitors’ spikes will be checked for approved spikes.
    Running events will be checked at the check-in tent, and field events (except
    shot and discus) will be checked at the venue. It is up to the competitor to have
    the correct spike length when they check in for their event.

 8. NO CALLS – Drake runs a tight time schedule and no calls are made.

 9. FIELD EVENT PROCEDURES – All field event competition check-in and warm-
    ups will take place at the competition venues. For the high jump and long jump,
    the check-in/warm-up period will start 60 minutes before the event. For the
    throwing events, check in with the head event judge at least 30 minutes before
    competition time for flight specific warm-up information. Flight warm-ups will be
    15 minutes in length.

 10. THROWS PROCEDURES: Warm-ups at the competition venue before the
     event will be supervised by an official. A meet official must be present whenever
     warm-up activities are taking place. There is no use of facilities otherwise..

 11. IMPLEMENTS: All shot put and discus implements will be checked in AT
     THE COMPETITION VENUE on the day of the event so arrive at least 45
     minutes prior to ensure your implement is inspected and ready.
     Following competition, implements may be collected at the venue, but only after
     being officially released by the head event judge.
     Non-qualifying implements will be held and impounded in the Weights and Measures
     area. Please claim any impounds as soon as possible after completion of the event.
          • IMPLEMENT RETRIEVAL – all throwers must retrieve their own implement.

 12. DISQUALIFICATIONS – Announcement of any disqualification will be made
     after the Referee’s decision and the Referee will attempt to notify the coach.
     Requests on disqualification information can be made only by coaches (not team

members) and only to the Referee. The Protest Tent is located in the tent by the
     NE building on the track.

             Track Access, Seating, Wristbands
1. COACHES & ATHLETE WRISTBANDS: Each pod will have a specific color coach
   and athlete wristband. Only qualifying athletes and relay runners/alternates will
   receive wristbands and coaches as detailed below. Schools that have no qualifiers
   do not receive wristbands.

    The Drake Relays acknowledges that the Covid protocols in place for this year will
    necessitate changes in how high school coach wristbands are distributed. Here are
    the parameters used to determine wristbands for each team:
    1 event – 1 wristband; 2 events – 2 wristbands; 3 events – 3 wristbands
    OR between the above and below, whichever is more:
    8-12 athletes – 4 wristbands
    13-17 athletes – 5 wristbands
    18 or more athletes – 6 wristbands
    Coaches wristbands permit them in the first four rows in the stadium as active
coaches and in the warm-up area. It is not intended as a permanent seat for the day.
There is no option to purchase additional coaches wristbands given the limited seating
in the stadium.
Note: the previous policy stated these parameters: seven athletes - 1 wristband; 8-15
athletes – 2 wristbands;16 or more – 3 wristbands. When normal seating resumes the
policy will be reviewed for appropriate revisions.

2. ATHLETIC TRAINERS: The Northwest Building on the track will be the location of
   the Drake and event athletic training staff. Other trainers will only be allowed access
   to this area if there is an injury. Drake staff will tend to all athletes on the field or
   track if necessary.

3. ACCESS TO THE STADIUM AND TRACK: Access to the stadium will be limited to
   ONE location which is in the northeast corner gate off 27th Street. Athletes will be led
   by clerks or marshals from the Check-In area to the track.

4. COACHES & ATHLETES SEATING: There is no seating in the venue for athletes.
   Coaches may sit in the first four rows of stadium seating around the track for
   coaching purposes. Please note that there will be NO “Coaches Boxes” for any
   coaches for field events on the track infield.

                                        Awards
1. AWARDS STAND – Some champions may be recognized at the center stage and
   would be specifically requested to do so after the event concludes.

2. AWARDS – All high school awards will be bagged for pickup at the conclusion of
   the Drake Relays. Only coaches may pick up award packets at the Awards Tent
   after their school’s last race. (Tent under the scoreboard on the plaza, NE corner
   of the track.)

   Trophies are presented to all winning high school relay teams. Medals are
   presented to the top SIX place-winners in all relays (except shuttle hurdle-4
   places) and individual events. Coaches must pick up awards when done
   competing. They will not be mailed. The Relays Cup will be presented to the
   winning boys and girls teams at the Iowa High School State Meet.

Covid-19 High School Protocols
To assist institutions in planning for 2021 Drake Relays presented by Xtream powered
by Mediacom, this document outlines Drake University’s event COVID-19 requirements.
This information includes the testing requirements prior to traveling to the 2021 Drake
Relays presented by Xtream powered by Mediacom, as well as COVID-19 requirements
onsite. Details will be included in the 2021 Drake Relays presented by Xtream powered
by Mediacom Event Guide that will be shared with participating institutions prior to the
event.
The Polk County Health Department will have contact tracing jurisdiction for
participating teams during the multi-day event. The PCHD follows Iowa Department of
Public Health contact tracing guidelines.
*This information will continually be updated as needed. For the latest information on
the 2021 Drake Relays presented by Xtream Powered by Mediacom and all related
COVID-19 requirements please visit the Drake Relays Hompage.

                                  High School
A. Pre-Event Travel
The Drake Relays will follow Polk County Health Department contact tracing protocols.
If someone receives a positive test result in the pre-travel testing schedule, it is at the
schools discretion to determine who may travel to the event. Application of the Iowa
Public Health Department contact tracing protocol is acceptable for participating
institutions to apply when determining quarantine for team travel party prior to departure
for Des Moines. Drake University is not responsible for any contact tracing or
containment efforts prior to teams arriving on site.

B. Those Who Have Completed the Vaccination Series
Those that have completed the vaccination series must continue to complete the daily
screening. This decision is due to lack of research on the efficacy of the vaccine on the
new variances of the virus and questions related to the possibility of transmission post-
vaccine. In alignment with the CDC, Polk County Health Department and Drake
University, those vaccinated individuals who are two weeks removed from being
vaccinated are not subject to quarantine requirements if exposed to COVID-19.

C. Those Who Have Already Had COVID-19
Based on recommendations from the CDC, Polk County Health Department and Drake
University, those who have tested positive within the last 90 days and are asymptomatic
do not need to complete the daily screening but are encouraged to.

Drake University is following CDC recommendations, which state that those who have
previously contracted COVID and are asymptomatic for at least 14 days should not be
able to transmit the virus for 90 days. Should the CDC increase the number of days for
which an individual is cleared, this policy will reflect that change.

For people using this exception, it is recommended that schools should 1) consult with
health care professionals to determine when it is safe to return to play and 2) monitor for
symptoms that would require subsequent screening. Further, should one of these

individuals become symptomatic while onsite, it is the responsibility of the institution to
notify Drake University and seek medical advice.

D. Face Mask Policy
In an effort to reduce the spread of COVID-19, the CDC recommends that people
wear masks in public settings. Research has shown that use of face masks can
greatly reduce the risk of infection when combined with other protective measures
such as social distancing and hand hygiene. Drake University requires mask-wearing
for all students, staff, and faculty while on-campus grounds and in buildings. Gators
are not considered acceptable face coverings per the policy.

For Drake Relays presented by Xtream powered by Mediacom:
Double face masking will be instituted for the high school portion of the event for all
meet staff, officials and volunteers due to participants not having a testing protocol.
Officials and staff covering the high school events and the USATF division will wear eye
shields along with the double face mask. Athlete support personnel must also wear
face masks at all times while in the venue. Anyone who refuses to wear a face mask will
be removed from the facility.

Athletes are required to wear face masks in the venue except for during competition.
Per Drake University standards a face mask is required during warmups and cool down
for running events. Athletes will leave their face masks with their warm-ups. Field event
athletes will be asked to don their mask between attempts.

Coaches must have all athletes complete a release agreement by 4/21/21.
               The parent/guardian can submit this form online HERE.

        PARENT/GUARDIAN RELEASE AND
         INDEMNIFICATION AGREEMENT
In order to participate in the 2021 Drake Relays, all high schools or middle/elementary schools
must keep a signed copy of this Parent Guardian Agreement on file with your respective coach
for each participating athlete.

In consideration for the opportunity of the following-named minor______________________
(the “Minor”) to participate in the Drake Relays (the ”Event”) on April 22, 2021, I individually, and on
behalf of my heirs, successors, assigns and personal representatives, hereby release, discharge and agree
to indemnify and hold harmless Drake University and their employees, agents, volunteers, affiliated
companies, elected officials, officers, trustees, and representatives from any and all liability whatsoever
(including all liability arising indirectly from the negligence of Drake University, or any of their
employees, agents, volunteers, affiliated companies, elected officials, officers, trustees, or
representatives), and for any and all damages, losses (including loss of consortium) or injuries (including
death) the Minor may sustain to our persons or property or both, including, but not limited to, any claims,
demands, actions, causes of action, judgments, damages, expenses and costs, including attorneys’ fees,
which arise out of, result from, occur during or are in any way connected, directly or indirectly, with the
Minor’s participation in the Event or any travel incident thereto.

I recognize and acknowledge that Drake University does not carry health or hospital insurance that would
provide insurance coverage for my son/daughter/ward in the event he/she should sustain an injury while
participating in the Drake athletics program or associated activities.

I also hereby authorize any medical treatment, including the administration of anesthesia, deemed
advisable by any licensed physician to relieve any injuries or illness suffered by the Minor while a
participant at the Event.

I hereby certify that I have read this Release and Indemnification Agreement and that I understand and
voluntarily agree to its terms and conditions.
