Vision
To serve as a driver for the establishment of an industrial hub in
the region, by placing this investment strategically in a location
that will enable the development of petrochemical and
transformation industries.

To contribute for the increase of the country’s refining capacity
by developing a 100,000 bopd Refinery through private

Scope of Work
The Investor shall design, Build, Own and Operate (BOO) an oil
refinery in the city of Soyo, capable of refining 100,000 bopd
with the following requirements:
• Feedstock: investor may use any crude deemed adequate,
including the available local crudes
• Main Products: investor shall prioritize the production of diesel
followed by gasoline in accordance with the demand
• Petrochemical Industry: investor shall ensure that the refinery will
have the capability to produce by-products for the local

• Product Quality Standards: investor shall ensure that gasoline
and diesel comply, at least, with AFRI-V standards or
equivalent and JET-A1 with the IATA/JIG standards. In the
case of Fuel Oil production, it must comply with the IMO
standards
• Refinery Life Span: investor shall consider a minimum design life span
of 30 years for the facilities
• Target Market: investor shall prioritize the local market demand

Eligibility criteria
• Proven capability and good repute (suitability)
• Demonstrate sufficient financial resources to cover all
development and construction costs associated with the
Project, as well as adequate working capital to sustain
commercial operations of the Project.
• Proven record of accomplishment in managing/overseeing
the design, construction, operation and maintenance of an
oil refinery and related infrastructure of a similar complexity
and scale.

Fiscal Benefits
In accordance with the Private Investment Law* :
• Industrial taxes: 80% reduction of industrial taxes for a period of
eight (8) Years
• Urban property tax: reduction of the rate by 75%, for the
ownership of real estate for the office and the establishment
of the investment, for a period of 8 (eight) years
• Tax on Capital: reduction of the rate on the distribution of
profits and dividends by 80%, for a period of 8 (eight) years
